- A statement signed by the owner, operator or approved
organisation managing the aircraft airworthiness to the effect
that the specified aircraft will be maintained to the program and
that the program will be reviewed and updated as required.

where applicable and acceptable to the respective authority of
registry.
- Provision to record the date and reference of approved
amendments incorporated in the maintenance program.

General Requirements Descriptive Data
- A cross-reference to other approved documents, which contain
the details of maintenance tasks related to mandatory life
limitations, Certification Maintenance Requirements (CMRs)
and ADs.
Note: To prevent inadvertent variations to such tasks or intervals these items
should not be included in the main portion of the maintenance program document,
or any planning control system, without specific identification of their mandatory
status
- A statement that practices and procedures to satisfy the
program should be to the standards specified in the TC holders
Maintenance Instructions. In the case of approved practices
and procedures that differ, the statement should refer to them.
- Each maintenance task quoted should be defined in a definition
section of the program

Part 2 - Task data:
- Check periods, which reflect the anticipated utilisation of the
aircraft.Such utilisation should be stated and include a
tolerance of not more than 25%. Where utilisation cannot be
anticipated, calendar time limits should also be included.
- Details of pre-flight maintenance tasks that are accomplished
by maintenance staff.
- The tasks and the periods at which each part and systems of
the aircraft, (engines, APUs, components, accessories,
equipment, ) should be inspected. This should include the
type and degree of inspection required.

- The periods at which components should be checked, cleaned,
lubricated, replenished, adjusted and tested.
- The periods at which overhauls and/or replacements by new or
overhauled components should be made.
- Details of specific structural maintenance programs where
issued by the type certificate holder including but not limited to:
a. Maintenance of structural Integrity by damage Tolerance and
Supplemental Structural Inspection programs (SSID).
b. Structural maintenance programs resulting from the SB
review performed by the TC holder.

O Instructions issued by the respective authority can encompass all types
of instructions from a specific task to complete recommended
maintenance schedules that can be used by the owner/operator directly.
O The respective authority should verify that the maintenance program is
acceptable for the continued airworthiness of the specific aircraft listed
and it is appropriate for the proposed operating environment and
scheduled utilisation.
O The respective authority should assess the contents taking into account
the origins of the document i.e. the manufacturers recommended
maintenance program, a MRB report, the operators own experience or
another approved program.

O The respective authority may approve an incomplete maintenance
program:
At the start of operation of an aircraft or an operator, in order to limit
the approval of the MP to a period that does not exceed any
required maintenance not yet approved.
O If the respective authority is no longer satisfied that a safe operation can
be maintained, the approval of a maintenance program or part of it may
be suspended or revoked. Events giving rise to such action include:
An operator changing the utilisation of an aircraft;
The approved organisation has failed to ensure that the program
reflects the maintenance needs of the aircraft such that safe
operation can be assured.

O Practical sampling aspects:
For tasks subject to sampling, sampling size & sampling aircraft must be

Sampling size:
- For a given aircraft type, generally 1/5 of the fleet is to be selected
- Additional rules may apply (e.g. at least one a/c per operators fleet,
minimum sampling size is one aircraft, maximum sampling size is 5
aircraft, round up, )
Sampling aircraft:
- When sampling size is defined, select the oldest aircraft in years
since the initial manufacturers delivery date

STC Requirements
O Type Certificate is awarded by aviation regulating bodies to aerospace manufacturers after
it has been established that the particular design of a civil aircraft, engine, or propeller has
fulfilled the regulating bodies' current prevailing airworthiness requirements for the safe
conduct of flights under all normally conceivable conditions.
O Supplemental Type Certificate (STC) Any additions, omissions or alterations to the
aircraft's certified layout, built-in equipment, airframe and engines, initiated by any party other
than the type certificate holder, need an approved supplementary type certificate, or STC.
Maintenance requirements linked to STC must be reflected in the Maintenance
Program

maintenance program tasks are effective and their periodicity is
adequate.
O A reliability program should be developed in the following cases:
The aircraft maintenance program is based upon MSG-3 logic
The aircraft maintenance program includes condition monitored
components
The aircraft maintenance program does not contain overhaul time
periods for all significant system components
When specified by the Manufacturers maintenance planning
document or MRB.
