I have found this class to be both challenging and compelling. The readings were informative and challenged my understanding of evaluation and caused me to think more deeply about the subject. I have gained a broader appreciation of the importance of developing sound questions when engaging in problem analysis and the complex relationships that questions have to data they produce, especially when engaged in long-term evaluation. My take away as a High School Administrator is going to be a desire to develop the best possible questions when attempting to gather data about a program, project, or process in our building. I have experienced rst-hand the shift to integrate technology in the classroom and feel better equipped and more condent to engage in evaluating that impact on teaching and learning as a result of this course. The exploration of survey data in the Qualtrics assignment crystallized for me the relationship that good questions and good data have with one another. There is a current focus within our school to make data-based decisions and I feel optimistic forecasting the profound impact this course will have on my future professional life. The nal evaluation project had a dramatic impact on my understanding of evaluation. I chose to focus on a process and I found this to be an extremely challenging endeavor. At the conclusion of this project I nd myself wishing I had changed so much of the initial design and longing to do it all over again in search of improving it from beginning to end. Through this project I gained an awareness of how closely tied systems and processes can be to an individuals perception of their professional worth and I will be more sensitive of this moving forward in my professional career.!Early in this course there was a discussion that centered on the topic of evaluation and I found myself challenged by the pervading sense of judgement that many teachers had when being evaluated by their respective administrators. The comments in the Moodle discussion forums opened my eyes to the importance of trust when participating in a meaningful evaluation and this realization really struck home for me when I was developing the framework for what would become my nal evaluation project. My project focussed on evaluating a process of communication that I am involved in administering and but that I did not have a hand in developing. Gaining approval from our school governance to use school resources to conduct an evaluation of our communication processes took some nessing as I needed to reassure my supervisors that I was not looking to pass judgement on whether we were doing a good job but that I was attempting to gather data about the process and determine if it was effective. This need to provide reassurance and clearly communicate my intention was one of the most impactful pieces of learning and understanding that I gained from this project. With respect to AECT Standard 5 I feel as though I have improved my understanding of evaluation as a whole. I expanded my experience with problem analysis by considering the communication process at my school and developing a survey that produced data which was then used to develop a set of recommendations to improve the process. I feel as though I gained valuable practical knowledge of how to properly reference data in measuring what works and what does not. I developed some long-range recommendations for the communication process at ASK and worked on using the formative results of the survey to create meaningful data-based summative insights highlighting areas in need of improvement.

Executive Summary
The American School of Kuwait is an internationally accredited day school that serves 1800 students from Pre-Kindergarten through Grade 12. The High School is composed of 615 students from over 40 different countries. For the purpose of this project I chose to evaluate the process of communication and the tools currently used in that process by the High School Ofce in connecting with the parent community. This evaluation has been created to determine the level of awareness of communication tools and to assess their efciency and effectiveness. Further, this evaluation also seeks to determine the nature of the communication that is valued by the parent community. To gather data pertinent regarding the process of communication at ASK, the evaluator surveyed parents, students, and faculty members and also considered communication records from ASKs Twitter feed, email archives, web-announcements, and text-message records. The survey had three primary goals: 1. Identify the current methods of communication being used by the ASK High School Ofce. 2. Identify the most effective methods of information delivery being used by the ASK High School Ofce. 3. Identify the types of information that the ASK parent community would like to be kept apprised of. The results of this survey held that parents were generally satised with the overall approach to communication, content being communicated, and communication tools available to them with the exception of an online grade-reporting system. It also revealed that parents are interested in information being directly sent to them rather than having to go and retrieve it. Specically, parents identied the use of emails and text messages to be their preferred methods of communication. Parents identied the lack of online grade reporting as a major gap in the process of communication. The survey was also given to students and staff in an attempt to compare awareness amongst different groups of stakeholders.

Purpose of the Evaluation


The purpose of this evaluation is to aid in rening the process of communication of essential information between the ASK High School and the parent community. It will assist in determining the level of awareness of existing communication tools, the level of parental engagement, which communication tools are preferred, and the nature of information parents wish to have communicated. The ASK High School consists of over 600 students coming from 40 different countries. All classes at ASK are delivered in English and all formal communication occurs in English and over 60% of the students are English as a second language learners. Consequently, there is a need for communication to be clear and concise in order to avoid miscommunication. The ASK High School Ofce currently does not have a formal policy regarding the processes of communication or the responsibilities therein. This evaluation will help to provide a framework for moving forward and developing a written policy for ensuring that relevant information is being communicated frequently, clearly, and with a tool that engages parents. Central Questions The central questions of this evaluation are: 1. What are the current methods of communication being used by the ASK High School Ofce that parents, students, and teachers are aware of? 2. What are the most effective methods of information delivery being used by the ASK High School Ofce? 3. What types of information would the ASK community like to be kept apprised of? These three central questions were addressed through the development of an online survey consisting of of seventeen questions. The goal of this survey was to collect meaningful and relevant data from which the evaluator could effectively assess the existing communication process in terms of the tools that are being used, the level of engagement by parents with said tools, and the nature of the information parents wish to be kept apprised of. Potential Impact This evaluation has the potential to broadly impact all stakeholders of the ASK High School community; students, parents, teachers, school-based administration, and campus-based administration. The evaluation considers the process of communication and the data collected may result in recommendations requiring an adjustment in current actions and policies by the ASK High School Ofce. Currently, the High School Principal develops all policies and instigates all instances of formal communication. The information contained in this evaluation has the potential to inuence the development of a written policy while also reframing current perspectives on what needs to be communicated, when, and with what tool.

Parents and students may also be impacted. As the evaluation may result in changes to school protocol or policy whereby the communication process improves students may have parents who are more informed about what is happening on campus and in their classrooms. Additionally, this evaluation has the potential to affect the staff of the ASK High School Ofce as they are responsible for composing informational content being disseminated. As well, the ofce staff physically use the communication tools and platforms and provide oral and written feedback and clarication on disseminated information in the form of email and telephone conversations with members of the parent community.

Background Information
ASKs Communication Process Effective communication in any High School is of paramount concern for all stakeholders. Ensuring that students, parents, and faculty all have the most up to date information improves relationships and ensures that everyone is operating with the same information at the same time. The ASK campus is separated into three different schools (Elementary, Middle, and High School) all with their own independent administrative teams. While the campus itself has a governing body with a set of campus-wide policies, each school relies on their school-based administrative team to set policies and put in place processes unique to the parents and students they are serving. In the ASK High School a premium is placed on open and direct communication and creating and fostering respectful relationships. At the time of this evaluation there is no language in the High School Handbook speaking to the process of communication. In the 2012 - 2013 school year, the ASK High School Ofce expanded its parent and community communication tools to include the following: ASK High School Blog - This blog is linked off of the ASK website and is updated two times per week. It contains information about important dates, short articles and pictures of school events or classroom activities, and announcements about upcoming events at ASK. This blog is maintained by the High School Principal and the Assistant Principal. Content for the blog is recommended by school faculty. ASK High School Twitter Account - This twitter account is used to remind students and parents of important dates or events. The High School Principal, Assistant Principal, Counselor, and College Counsellor all have administrative access to this account and are free to use it at their discretion. ASK High School Happenings Emails - The High School Ofce sends out a monthly bulk email newsletter to parents highlighting important dates and events and listing any pertinent information that parents may need reminding of. ASK Falcon Flyer - This document is printed three times per year and is used to highlight current academic and co-curricular initiatives at ASK. The ASK High School is given a two-page, full color, spread in the document where they can highlight academic accomplishments of students or school-based initiatives that parents may wish

to know more about. The content of the articles are generated and written by faculty members and approved by the High School Principal. ASK Text - This tool used primarily by the ASK Business Ofce to remind parents when school fees are due or when parent accounts are in arrears. When parents register their children with the school they assign a point of contact and provide a mobile cell phone number. This tool sends a text message to the registered phone. The text tool has also been used to announce last minute changes in the school schedule and emergency notications. Progress Reports and Report Cards - The ASK High School operates on a quarter system. Students and parents receive Report Cards with nal grades at the end of each quarter (four times per year). Students and Parents also receive Progress Reports with detailed teacher comments four times per year - typically one month prior to the nal quarter grades being published. In total, parents receive eight printed notices detailing the status of their child. Each of these documents is required to be taken home by the student, signed by the parent, and returned by the student to their home room teacher. Moodle - All parents and students have access to the ASK Moodle site. This site is used by teachers and administrators in a variety of ways to augment classroom instruction and make announcements to the school community. What is the goal of the communication process? The goal of the communication process in the ASK High School is to keep parents informed about what is happening in the High School. The High School Ofce uses a variety of tools and platforms to communicate announcements, key dates, and highlight student academic and cocurricular accomplishments. What has the communication looked like in the past? The 2012 - 2013 school year saw the introduction and incorporation of Twitter, Moodle and Text as key tools in the communication process. Prior to the beginning of the 2012 - 2013 school year the High School Ofce relied on emails, blogging, The Falcon Flyer, Progress, and Report Cards to communicate with parents. At present, there is no written policy pertaining to parent and community communication protocols. Each of the tools are available to the High School Ofce administrative team and they are used as needed throughout the school year. Who is involved in the communication process? Communication from the High School Ofce to the parent community is the responsibility of the following people: The High School Principal The High School Assistant Principal The High School Registrar The High School Secretary The High School Counselor The High School College Counselor 7

The High School Counseling Secretary These individuals work together to communicate a plethora of information with the parent and school community throughout the year. What are the characteristics of the communication process? There are no written or published policies regarding the process of communicating with the school and parent community in the High School Ofce. Currently, information is communicated as needed using a variety of tools and methods. All policies and protocols regarding student behavior, attendance, and the academic programming at ASK are communicated through the annual publication of the High School Handbook. Academic information is communicated using Progress Reports and Report Cards and by some teachers who post pdf documents of grades on their individual Moodle sites. The High School Ofce encourages teachers to update students as to their academic standing as often as possible. ASK does not have an online grade reporting system. Important dates, events, or activity reminders are communicated through the High School Blog, Twitter, and email platforms. Announcements of new programming developments, school initiatives, or student activities are also communicated through these platforms. Extra-curricular activities are showcased and communicated using the Falcon Flyer and the High School Blog. These two platforms allow for longer narratives describing events or activities that have taken place at ASK.

Description of Evaluation Design


This section of the report is intended to outline the process of this evaluation, the development of the survey tool, how data was collected, and an explanation of how existing communication data was evaluated. This evaluation process is based on the Discrepancy Model (Boulmetis & Dutmin, 2005). The goal of communication within the context of a high school is to have open and clear communication between all stakeholders. Examining the process of communication between a parent community and the school itself is something that is rooted in the nuances of cause-andeffect relationships. One person communicates and the other responds. Whether verbal, nonverbal, visual, or written, effective communication requires more than one person. The purpose of this evaluation was not to prove that a cause-and-effect relationship exists between two parties when engaged in the act of communicating but to understand the evidence well enough to make reasonable assumptions about the cause and effect (pg. 102). The focus of this evaluation was to consider the goal that all individuals within the school community are aware of existing communication tools, are engaging with them to stay informed, and that the information deemed essential by the parent community is being communicated. With this in mind the evaluation was

designed to answer the following questions identied in the Evaluators Program Description below:

In examining the process of communication it becomes paramount to rst consider the avenues of communication that are part of the process itself. A survey was developed and deployed to the parent community of ASK in an attempt to gather meaningful data that could

inform the evaluator as to the current state of communication between the two aforementioned groups. Survey Development An initial batch of twelve questions were developed to address the rst two central evaluation questions. Questions 1, 3, 5, 7, 9, and 11 were designed to determine the level of the parent groups awareness of existing communication tools: the High School Blog, school bulk emails, Twitter use, Moodle use, text notications, and the Falcon Flyer. These questions identied the existing communication tools and required the respondents to identify their awareness of the tools by answering with a yes or no response to the question. Questions 2, 4, 6, 8, 10, and 12 were asked respondents if they used the previously identied communication tool by again answering with a yes or no response. The survey continued with questions 13 and 14 designed to have parents identify their preferred methods of communication. These two questions listed the six communication tools referenced in questions 1 through 12 and asked parents to choose their rst choice in question 13 and their second choice in question 14. Questions 15 and 16 centered on the third central question of the evaluation pertaining to the nature of the communication that was deemed most important. Respondents were asked to identify from a list of four key areas; special activities, athletic events, parent conferences, and changes to school calendar, their rst and second information priorities. The survey concluded with a text based question asking parents to identify areas where ASK can improve in its endeavors to communicate with the parent community. This question was designed to offer parents the opportunity to respond freely and identify tools, methods, or communication platforms that may not currently be in use but may be of value to the communication process. Existing Data Evaluation The evaluation process continued with an examination existing data regarding the Platform or Tool Frequency of Use Generalof Topics communication tools used by the High School Ofce and the frequency of their use during the 2012 - 2013 school year. 110 TheTweets following information was compiled: Twitter Date and activity reminders. Results
A total of 26 Parent Surveys were completed for the evaluation of the ASK High School Communications Process. Each of these surveys was completed in full. The nal question which was text based did not require an answer and was left blank by some respondents. The surveys were completed over a 4 day period in July. Note: A complete breakdown of the data of each question can be seen in Appendix A. When considering the communication tools presently used by the High School Ofce 4 parents responded that they were aware that the High School Ofce had a Twitter account and 2 stated that they followed it. With respect to email communication, all 26 respondents stated that they receive and read emails from the ASK High School Ofce. As well, 21 respondents stated that they were aware that the school maintained a blog and 15 people stated they check it regularly. The Falcon Flyer is received and read by 25 of the respondents. Communication by text was known by 26 people with 23 stating that they have opted into this program. Lastly, 10 respondents identied that they were aware of ASK's use of Moodle and 2 people use this service regularly.

The survey group was also asked to rank their rst and second choices of preferred communication tools from a list of tools currently employed by the High School Ofce. Email contact was identied by 21 people as their rst choice. Other rst choices were Twitter, 1 person, the Falcon Flyer, 1 person, and text messaging, 3 people. The second choice results held that 4 respondents preferred Email and 22 liked text messages.

The evaluation also took into consideration the nature of information that parents would see as a priority to communicate. Respondents were asked to rate their rst and second choices from a list of options. Changes in the school calendar was identied by 23 people as their rst choice while parent conference information was identied by 3 people. For second choice 1 person identied special activities, 8 people chose athletic activities, 15 people opted for parent conference information, and 2 people selected changes in school calendar.

Discussion of Results
What are the current methods of communication being used by the ASK High School Ofce that parents are aware of? The results of questions 1, 3, 5, 7, 9, and 11 were designed to determine which communication tools were known by the parent community. Email and text messaging were the most commonly known communication tool as 100% of the respondents were aware of each. The Falcon Flyer and High School Blog were also well known by the parent community, 96% and 81% respectively. 38% of parents were aware of Moodle and 15% were aware of the ASK High School Ofce Twitter account. What are the most effective methods of information delivery being used by the ASK High School Ofce? The results of questions 2, 4, 6, 8, 10, and 12 were designed to determine which communication tools were commonly used by the parent community. The results of these questions held a similar pattern to their awareness partner questions as 100% of respondents used email, 96% read the Falcon Flyer, 88% have received text messages, 58% check the blog regularly, 25% follow the Twitter feed, and 8% log into Moodle. Questions 13 and 14 were designed to have parents identify their preferred methods of communication. When asked 81% of respondents identied email as their most preferred method of communication. Text messaging was chosen by 85% of the respondents as their number two choice. These results show that the parent community appreciates information that comes directly to them and is pushed to their electronic devices with email and texts ranking as the number one and two preferred methods of communication. Methods that require the parents to actively check something by launching an app or logging into a service were used the least over the past year. What types of information would the ASK community like to be kept apprised of? Questions 15 and 16 were designed to have parents to prioritize the types of information they most want shared. Respondents were asked to identify their top areas of concern and changes in school calendar came in with 88% of parents saying it was the number one thing they wanted to be kept apprised of. Information about parent conferences came in second with 58% followed closely by athletic activities with 31%. From this data it can be assumed that the school calendar is the number one priority for parents when it comes to topics of communication. Text-based Parent Feedback? Question 17 asked the parent community to complete the following statement: I would like to see ASK improve communication by incorporating.... This question was not required to be answered by the respondents and 35% did not answer it. Of the respondents who did answer the

query, 31% identied the incorporation of an online grading system as their top priority followed by 21% of the parents opting for an improved presence using social media and multimedia tools.

Conclusions and Recommendations


Immediate Conclusions Email is seen as the most effective and efcient communication tool by the parent community. Parents view information related to the school calendar in information regarding parent conferences as their top priorities when engaging in communication. Parents prefer push connections over pull connections. i.e.: Email and text messaging are preferred over Twitter and Moodle use. Long-Range Planning The results of this evaluation show that ASK should consider expanding the use of textmessaging as a communication tool on campus. This will have a signicant nancial impact but is seen by the parent community as something that is both valued and effective. 100% of the parent community are aware of text messaging as a communication feature at ASK and have used it this year. Furthermore, 85% of the parents identied it as their second preferred method of communication over email when connecting with the school. The results of this evaluation also show that Moodle, one of the schools strategic goals, is very low amongst parents. 38% of parents are aware of Moodle, likely because their children use it regularly, but only 8% log into their parent accounts with regularity. This data shows that more efforts need to be made to improve awareness and use of Moodle by the parent community. Evaluation Insights I would develop stronger questions and use a Linkert scale. This would have allowed me to dive deeper into the data beyond identifying what is known and now known. A Linkert scale would have allowed me to explore the nuances of use for each communication tool. I would have eliminated the survey I sent out to the student and faculty groups. I got sidetracked when developing the survey and thought that I would like to gather data on how each of the stakeholder groups viewed and used the communication process. Upon receiving the data it became apparent that the questions I asked were directed to parents and that having the students and teachers answer the same questions would not give me the data I was looking for. I would have liked to have taken this course during the standard school year as the responses I received represented a fraction of the parents of our school. Moving forward I am going to recommend deploying a similar survey during the school year as we work to rene the process of communication.

17. I would like to see ASK improve communication by incorporating... Response # 1 2 3 4 None Offer online grading for teachers and students...and parent access too. Make sure we know about the things that are happening on campus. I would like to see the school begin to use the text notication system to let parent know about upcoming events at school. I want the information coming to me. None None internet access to grade. more frequent emails from the school Online access to grades for each of my kids. None I want to see the school offer more parent conferences. We pay a lot to send the kids to the school and there isnt enough time to meet with all the teachers in the current format. Consistent updates about what is happening. I think that an online calendar would be a good solution. Make something that I can add via google calendar. Access to my kids grades on the internet. Better use of GradeQuick. They offer an online solution and it would be good to have the school make grades available to parents and students. None The school would benet from PowerSchool. They had it at USD at it was excellent for online grade reporting. More emails from the ofce with reminders about important dates. None None It would benet the school to have an online calendar embedded on the school website and accessible to mobile devices. There are so many things happening in all three schools that it is difcult to keep track of the events. Nothing. I know what I need to know. Being able to see what my kids grades are before the report cards come out. Some sort of online system that has been promised over the years needs to happen soon. None An improved online presence using social media. I would like to see the website improve with more pictures and videos of what is happening on campus. One thing would be to stop publishing the Falcon yer. It is a waste of paper. Better online access to all things - calendars, grades, comments, parent emails would also be a good thing to have.
