Building Control System General requirement These technical specifications cover the requirements for Designing,

Engineering, Supplying, Installing, Testing and Commissioning of the Building Control System. The Building Control System shall consist of the following elements: 1.1 Electronic and Electro-Mechanical Controls for all items indicated in the drawings and described in these documents including valves, motors, and other peripheral devices. 1.2 Microprocessor based Direct Digital Controllers interfacing directly with field devices like sensors, actuators, valves and Air-Conditioning Systems like Chillers, Air Handling Units (AHUs), Pumps, and Fans etc. 1.3 A Peer-to-Peer Communication Network to allow Data Exchange between the individual Station Controllers. 1.4 Communication Network interfacing the Microprocessor based Direct Digital Controllers to the Man-Machine Interface via the System Controllers. 1.5 Terminating signal / control cables from field devices installed by other contractors in to the DDC panels including suitable interfaces for protocol management. 1.6 2 Integration with the third party devices

Building Control System Topology 2.1 The Building Control System design shall be split into three hierarchical levels. Each level within the hierarchy shall be capable of functioning autonomously and independently. In case of communication failure between any of the levels, the normal functioning of the plant shall not be affected. 2.2 The Building Control System shall have the following four levels:

It shall be possible to implement these levels in a phase wise manner starting with the lowermost level.

Building Control System Management Level 3.1 The BCS Management Station shall consist of latest windows based PC together with Man Machine Interface (MMI) Software for graphic-based operation, data storage & reporting and the engineering software. 3.2 The Management Station provides the man-machine interface to the Processing Level (Station Controllers) via the Communication Level (Communication Controllers or cards). 3.3 The building and the mechanical plant shall be displayed on the PC in a graphical form, which shall be easy to understand and operate. 3.4 The Management System Hardware shall have the following specifications 3.4.1 Dual Core Processor 3.4.2 2GB RAM Minimum 3.4.3 CD / DVD, R/W 3.4.4 250 GB Hard Disk or Higher. 3.4.5 21 inch Color Flat Monitor 3.4.6 2 Parallel Port 3.4.7 Microsoft Mouse 3.4.8 Keyboard 3.5 BCS Man Machine Interface Software 3.5.1 The backdrop for layout and the plant equipments should accept the standard file types like DWG, BMP, JPEG, GIF etc 3.5.2 To display the active contents on the page the HMI should be able to interface with HTML, DOC, XLS, PPT, PDF and other standard file types.

3.5.3 For navigation from page to page either buttons should be provided with proper path or the objects on the page should have the option for defining the path for navigation. 3.5.4 Graph should be defined for each analog input, which should show the previously stored values as well as current logging. 3.5.5 The graph should be displayed in the form of both Trend as well as Text. 3.5.6 The access rights for different category of users should be definable. 3.5.7 Protection against unauthorized user login. 3.5.8 Minimum of three-user license. 3.5.9 Server Client configuration. 3.5.10 3D animation representation for dynamic objects. 3.5.11 It shall be possible to create, modify and store a library of symbols to depict the various control functions. Additionally there shall be a provision to create customer specific symbols. 3.5.12 The digital object change of state should be represented either by frame change or text change. 3.5.13 Digital signals shall also be logged and viewable in report form 3.5.14 Option for displaying data browsed from third party devices. 3.5.15 Faults & Alarm statistics: When ever an alarm occurs, a popup window listing the alarm conditions having higher priority should override all the configurations and appear on the monitor. 3.5.16 SQL/Access/Oracle database for storing the alarms, dairy,

schedules, login data and data logs from the DDC. 3.5.17 Dairy / Scheduler should be configurable from the HMI depending on the user requirement. 3.5.18 The DDCs should be configurable from HMI software. 3.5.19 The reports shall be customizable as per end user requirement. 3.5.20 Explorer tree of graphic pages, which represents the plant hierarchy, should be on the left part of the HMI and should be hidden during run time.

3.6

DDC Programming Software 3.6.1 The programming tool shall support higher lever programming like C or C++ or Functional block programming. 3.6.2 The programming tool shall run on the standard operating system like Windows, Linux & Sun Solaris. 3.6.3 Support offline simulation mode testing of the strategy as well as live value editing and commissioning of the direct digital controllers. 3.6.4 The programming tool shall have standard library for sensors, also the user-defined sensors shall be acceptable and stored in the library. 3.6.5 Downloading and uploading of complete strategy or part of strategy to the direct digital controllers shall be supported. 3.6.6 Shall display the tree structure of the direct digital controllers with the IO mapping. 3.6.7 Password protection against unauthorized access. 3.6.8 Shall monitor and control wide variety of third party devices like HVAC equipments, UPS, DG, Energy meters and other electrical equipments. 3.6.9 The programming tool shall support the following types of Inputs & Outputs 3.6.9.1 3.6.9.2 3.6.9.3 3.6.9.4 Constant or Variable Input Knob Soft Input On/Off module Soft Input Analog Inputs Hardwired Inputs Digital Inputs Hardwired Inputs

Calendar / Time function 4 BCS Communication Level (Optional) 4.1 The BCS Communication Level consists of the Interface Card (Network controller) and the System Controller for processing data received from the Station Controllers and onward communication to the Management Level PC. 4.2 The Interface Card (Network Controller) shall supervise and handle the data traffic between the Station Controller and the System Controller. 4.3 The System Controller shall be an intelligent decentralized module capable of autonomous operations. 4.4 The station controller shall not depend on the system controller for its operation. 4.5 The System Controller shall be capable of Processing, Storing and Handling large volumes of data. 4.6 Optimized Network operation shall be achieved by Event and Priority based Bus Management, to ensure fast responses at all times.

The System Controller shall co-ordinate flow of data in both directions and shall be responsible for the following communications:

4.8

The System Controller shall be capable of storing real-time measured data received from the Station Controller. This shall be available for Statistical Analysis.

4.9

The System Controller shall have capability to classify data into categories based on programmable criteria. The data organization should be such that the same can be printed directly on a local printer.

4.10

The Interface Card shall process the Station Controller Data Points and shall convert logical System Controller addresses to Physical Station Controller Addresses.

4.11

It shall be possible to connect a Local printer to the System Controller to enable printing of the alarm messages even when the Management Level is not implemented or if the Management Station PC is switched off.

BCS Processing Level 5.1 Specification for DDCs


5.1.1

Each DDC shall be a truly standalone controller i.e. in the event of network failure the DDCs should not depend on the central control station for its operation.

5.1.2

The failure of any DDC in the network should not cause loss of communication of remainder of the network

5.1.3

DDCs shall be capable of having peer-to-peer communication with other DDCs and with the Central Operator Stations.

5.1.4

The DDCs shall be networkable using any standard protocol like BACnet over Ethernet or TCP/IP over Ethernet.

5.1.5

Technical specification BMS, FAS, PAS There should not be any data loss in the event of network fail and once the network is online the data should be transferred from the DDCs to the central control station without user intervention.

5.1.6

The DDCs shall be capable to do read/write data from the 3rd party devices.

5.1.7

DDCs shall be 16/32-bit microprocessor/micro controller with the memory types like EEPROM / SRAM / FLASH for storing control programs (DDC Programs) and firm wares, storing at least 1000 events for each Input (Analog & Digital) & fast processing of the data. RAM shall be used only for operating data.

5.1.8

To enable up gradation, it shall be possible to upgrade a DDC by downloading the new firmware without having to change or replace hardware.

5.1.9

The programming language shall be simple programming language like C, Functional blocks or Ladder and shall be self-explanatory. The language shall contain all the functional elements to allow all the control and interlocking functions. Besides, it shall be capable of setting up precise values for parameters, alarms and limits.

5.1.10

The DDCs shall have real time clock. All time-based controls (timescheduling, integration and other real time based controls) shall be performed with this real time resident clock.

Upon power restoration all clocks shall synchronize automatically. The DDCs shall be programmable using the functional block programming software

5.1.13

The DDCs shall be Battery backed to maintain time and store logged data with mains off for at Least 5 years.

5.1.14

Small Hand Held Operator Terminals shall be provided, capable of connecting to any of the Station Controllers. Through these terminals, it shall be possible to access and modify if required, all the Control Data, Parameters, Set-Points, Tantalizer readings, Site Descriptions and Alarm Messages.

8.6.1

Technical specification BMS, FAS, PAS

Vendor to design panels with appropriate space and with proper sizes of the cable and troughs. BOM and the GA shall be approved by Consultant. All cables shall enter from top of the panel and shall be provided with suitable cable glands.

8.6.2

Cables shall be unarmored shielded Belden 8760 or Equivalent for BMS signals; LAN cable (data cable) shall be CAT6. Outside overhead or underground cables shall be FRLS armoured.

8.6.3

All the cables shall run through the GI ducts or GI perforated tray before entering the panel. The cables for individual instruments to be routed locally in 25 mm PVC conduits.

8.6.4 8.6.5

Panel enclosure size shall be standard. There shall be no cable visible without proper support and appropriate dressing.

8.6.6

Proper cable glanding shall be done for entry of cable in the enclosure and at field Instrument side.

8.6.7

The cable glands shall be protected with shrouds wherever required. Cable and wire entries shall be fitted with rubber grommets and strain relief clamps to avoid any damage to the insulation. The same shall be properly sealed to prevent any ingress of dust, water, moisture, etc.

Lugging, Tagging and ferruling have to be done for each cable. The location and quantity of DDC panel shall be obtained from the BOQ and project drawings.

The DDC panel Assemblies: Each assembly (not each panel in an assembly) shall be provided with (2) 5 amp dedicated circuits (separate circuit breakers).

2. Addressable System 1. General Description

FIRE DETECTION & ALARM SYSTEM

The fire alarm system will be of the analogue addressable type and networked with a personal computer terminal to display a graphical representation of the fire alarm system installed at IBMS Room. The graphical display terminal (s) will be located within the IBMS (BMS, FAS & SAS) Control Room. The fire alarm system shall include furnishing, installation, and connection of the Analog/Addressable Microprocessor based LCD/LED Fire Alarm Control Panel consisting of system cabinet(s), main chassis with power supply, stand-by batteries, optional city tie/reverse polarity module, optional relay modules, detection and signaling devices, and any auxiliary modules, remote annunciator assemblies, and miscellaneous peripheral devices to form a complete coordinated system ready for operation. The fire alarm system will be configured to allow sequenced (phased) evacuation of the centre following initial investigation by the centre staff. The main networked fire alarm panel will be located in IBMS ROOM with the repeater panels located at areas as required by IT FACILITY HEAD. Initiating loops and signalling circuits in each loop shall not exceed 80 percent of capacity. Layout of initiating loops shall follow the logical layout of the building by floor or section. The minimum coverage of detection devices shall include public corridors, storage rooms, electrical and telecommunications rooms. All field devices shall be labeled with loop or circuit and device number. The system and all associated equipment shall be fully approved and listed by the following agency and regulatory controls: Must comply with applicable National, State, and/or local Building code recognized at time of installation. 3. Fire alarm control panel (FACP) 3.1 The distributed Intelligent Fire Alarm Control Panel (FACP) shall function as fully stand-alone panel. FACP shall have its own microprocessor, software and memory and should be listed under UL. Each loop shall be capable of handling minimum 125 detectors and 125 modules or more. 3.2 The memory data for panel configuration and operation shall reside in non-volatile memory (EEPROM). Removal of the board shall not cause loss of memory. 3.3 FACPs shall supervise detection circuits and shall generate an alarm in case of abnormal condition. 3.4 FACPs shall provide general-purpose inputs for monitoring such functions as low battery or AC power failure. FACPs shall provide tamper protection and commandable outputs, which can operate relays or logic level devices. Output commands shall take any of, but not limited to, maintained command, Momentary Command, Alarm Follow, or Alarm latch as required. Any relay in the FACP, which is intended to be removable, shall be supervised against removal.

Smoke detectors shall be powered using the FACP-based smoke detection circuits. FACPs shall provide for resetting smoke detectors, faultisolation and sensor loop operation. It shall be possible to mix different fire devices within the same FACP to optimize field wiring.

3.6

FACPs shall provide monitoring and control of one floor or area or for multiple floors or areas.

3.7

FACPs shall meet the following requirements to assure the integrity and reliability of the system. 3.7.1 The FACP shall be UL listed independently as a fire alarm control panel. 3.7.2 FACP electronics shall be contained in an enclosure made of minimum 16gauge sheet steel. Access to FACP switches and electronics shall be by key-lock. Usage of no other tools should be required. 3.7.3 All hardware and software to allow the FACP configuration and operation to be changed shall be provided. Memory data shall be contained in non-volatile memory (EEPROM). 3.7.4 Alarm verification with field-adjustable time for individual smoke detector shall be provided. During the alarm verification, the panel shall retard the alarm until the end of the period. If the alarm is only a transient smoke alarm, the panel shall automatically reset the alarm. 3.7.5 Only a verified alarm shall initiate the alarm sequence for the software zone (Logical Point Group) or point. Final time setting shall be as per approval of the fire authorities. When alarm verification is being performed on a smoke detector, the action shall be printed on the listed printer(s).

3.8

160 characters LCD display at the FACP shall be provided to indicate point in alarm or trouble. In such systems, means for manually scanning the points in trouble shall be provided and a trouble and alarm LED shall be used to indicate that there are points in alarm/trouble. The

alarm/trouble LED shall only extinguish when all alarm/troubles are cleared from the loop. 3.9 It shall be possible to command test, reset and alarm silence from the FACP. 3.10 FACP switches shall allow authorized personnel to accomplish the following, independent of the central console: 3.10.1 3.10.2 3.10.3 Initiate a general alarm condition. Silence the local audible alarm. It shall be possible to acknowledge (Silence the local FACP audible without silencing the alarm indicating devices (hooters). 3.10.4 Reset all zones (Logical Point Group) / points, after all initiating devices have returned to normal. 3.10.5 Perform a complete operational test of the microprocessor and memory with a visual indication with each board. 3.10.6 Test all panel LEDs for proper operation without causing a change in the condition of any zone (Logical Point Group) 3.10.7 3.11 Walk Test Software zones / loops shall be circuited and protected by Fault Isolation Modules which are provided along with all detector / devices. 3.12 3.13 Intelligent Smoke sensors shall report sensed levels in analog form. Monitor modules shall be provided to monitor and address contact-type input devices. 3.14 The FACP shall be able to set dual alarms threshold for occupied and unoccupied periods. During unoccupied period, the alarm threshold shall automatically be lowered to facilitate quicker response. In addition, the FACP shall further process all analog values for pre-alarm limits to 3.14.1 Any time sensor value transitions beyond the secondary and higher limit value, an alarm initiation and report shall be issued. 3.14.2 Limits and sensor values shall be displayed, modifiable, and reported in decimal values.

The FACP shall have the ability to recalibrate Pre-alarm and Alarm limits if required, after comparing each sensors operating characteristics with the set sensitivity. This should be carried out at least once in every 24 hours. FACP should annunciate trouble conditions when sensor(s) is beyond compensation range (excessively dirty sensor).

3.15

FACP shall have real-time clock to prevent loss of time and date in case of failure of power supplies.

3.16

The display on FACP shall provide indication for AC Power, System Alarm, System Trouble/Security Alarm, Display Trouble and Signal Silence.

3.17

Minimum two different password levels will be provided to prevent unauthorized System control or programming.

3.18

Operator control switches for Signal Silence, lamp Test, Reset, System Test and Acknowledge shall be provided.

3.19

The FACP should be truly field programmable. This would mean that in the event of change of any logic, detector / zone sequence alteration, the operator can initiate these by use of the alpha-numeric keys on the FACP panel to reconfigure the above parameters. Panels, which require

external programming devices to perform the above function, will not be acceptable. 3.20 3.20.1 Power supply unit of FACP shall have following characters: The main power supply shall be 230 VAC + / - 10%, 50 Hz + /-1% and shall in turn provide all necessary power of the FACP. 3.20.2 It shall provide a battery charger for 24 hours for standby power using dual-rate charging technique for fast battery recharge. 3.20.3 It shall provide a very low frequency sweep earth fault detect circuit, capable of detecting earth faults on sensitive

Reports The system shall provide the operator with system reports that give detailed description of the status of system parameters for corrective action, or for preventative maintenance programs. The system shall provide these reports via the main LCD, and shall be capable of being printed on any system printer 3.22.2 The system shall provide a report that gives a sensitivity listing of all detectors that have less than 75% environmental

compensation remaining. The system shall provide a report that provides a sensitivity (% Obscuration per foot) listing of any particular detector. 3.22.3 The system shall provide a report that gives a listing of the sensitivity of all of the detectors on any given panel in the system, or any given analog/addressable device loop within any given panel. 3.22.4 The system shall provide a report that gives a chronological listing of up to the last 1740 system events. 3.22.5 The system shall provide a listing of all of the firmware revision listings for all of the installed network components in the system. 3.23 The FACP shall have HARDWARE compatible for BMS integration. The protocols supported by integration hardware shall be LONWORKS / BACnet / MODbus / JBUS / RS485 or any other open protocol.

4. Intelligent Addressable Photoelectric Smoke Detectors 4.1 Smoke detectors shall be microprocessor based, intelligent and

addressable devices, and shall connect with two wires to one of the Fire Alarm Control Panel loops. 4.2 The detectors shall use the photoelectric (light-scattering) principal to measure smoke density. The detectors shall be ceiling mounted type and shall include a twist-lock base. 4.3 The detectors shall provide a test means whereby they will simulate an alarm condition and report that condition to the control panel. Such a test may be activated remotely on command from the control panel. 4.4 The detectors shall provide address-setting by automatic polling. Systems using binary jumpers or DIP switches to set the detector address are also acceptable. 4.5 The detectors shall also store an internal identifying code, which the control panel shall use to identify the type of detector. 4.6 The detectors shall provide dual alarm and power LEDs. Both LEDs shall flash under normal conditions, indicating that the detector is operational and in regular communication with the control panel. Both LEDs may be placed into steady illumination by the control panel, indicating that an alarm condition has been detected. An output connection shall also be provided in the base to connect an external remote alarm LED. 4.7 Using software in the FACP, the detectors shall compensate for dust accumulation and other slow environmental changes, which may affect their performance. The detectors shall be listed by. 4.8 The area covered by each smoke detector shall be as per IS-2189.

Manual stations shall be constructed of high impact LEXAN sheet with clearly visible operating instructions provided on the cover. The word FIRE shall appear on the front of the stations in raised letters.

Stations shall be suitable for surface mounting, or semi-flush mounting. And shall be installed not less than 3 ft (1.1 m) and not more than 4 ft (1.37 m) above floor level unless otherwise specified by applicable building codes.

6. Hooters cum Strobes 6.1 6.2 This Shall get enabled with the external control module The audio output shall be adjustable, the tones shall be temporal or continuous type, the high setting output shall be 98 dBA and Low setting output shall be 94 dBA, Sound level of each sounder shall be at least 90 dBA measured at 10 feet from the device. 6.3 Shall support Power Saver technology which lowers in-rush current and reduces operating current, significantly reducing system power supply and battery requirements. 6.4 Shall be UL 1971-listed as signaling devices for the hearing impaired and UL 1638-listed as protective visual signaling appliances. 6.5 Sound pressure level shall be at least 15 dBA above the average ambient sound level or 5 dBA above the maximum sound level having duration of at least 60 seconds, whichever is greater, measured 4 to 5 ft (1.2m to 1.5 m) above the floor in the occupiable area. 6.6 The strobe should have smooth light distribution pattern without the spikes and voids, the entire coverage area receives consistent illumination from the strobe flash.

The flash rate of strobe shall not exceed two flashes per second (2 Hz) nor be less than one flash every second (1 Hz) throughout the listed voltage range of the appliance.

7. Control Module 7.1 Each module shall transmit wiring information to the controller regarding its location with respect to other devices on the circuit. 7.2 The CM shall permanently store programmable address; Addresses are downloaded from a PC, or the Program/Service Tool. The CMs with switches or dials for address setting is also acceptable. 7.3 All decisions shall be made at the module allowing lower communication speed while substantially improving control panel response time. 7.4 The Control Module shall provide supervised monitoring of wiring to load devices that require an external power supply to operate, such as horns, strobes, or bells. The CM shall also be used to integrate with PA system and transmit the fire message using PA speakers in event of fire. The CM shall also be used for overriding the access door status providing unrestricted exit path for evacuation in the event of fire. 7.5 Upon command from the control panel, the control module shall disconnect the supervision and connect the external power supply across the load device. 7.6 The disconnection of the supervision shall provide a positive indication to the panel that the control relay actually turned on. 7.7 The external power supply shall always be relay isolated from the communication loop, so that a trouble condition on the power supply shall never interfere with the rest of the system. 7.8 Full analog measurement of the supervised wiring shall be transmitted back to the panel and shall be used to detect impedance changes or other special test functions.

PUBLIC ADDRESSABLE SYSTEM

1. Public address & voice evacuation system 1.1 System Specifications The Public Address System shall be designed to serve the purposes of making general announcement, playing music or to announce the fire tone under fire condition. These different signals are to be transmitted through the same set of speakers. Hence different level of priorities shall be allotted to different signals. The music shall be with the least priority and fire tone having next priority and the emergency announcement having the highest priority level. Public Addressing system shall comprise of: Ceiling ring speakers Booster Amplifiers System Controller 2. Speakers 2.1 Ceiling Mount Type Speakers 2.1.1 The loudspeaker shall have built-in protection to ensure that, in the event of a fire, damage to the loudspeaker does not result in failure of the circuit to which it is connected. 2.1.2 In this way, system integrity shall be maintained; ensuring loudspeakers in other areas can still be used to inform people of the situation. 2.1.3 The loudspeaker shall have ceramic terminal blocks, thermal fuse and heat-resistant, high temperature wiring. 2.1.4 The loudspeaker unit shall be a 6 W dual-cone loudspeaker with an integrated circular metal grille and 100 V matching transformer. The amplifiers shall be protected against overload and short circuits. The amplifier shall have temperature-controlled fan to ensure high reliability at high output power and low acoustic noise at lower power output.

3.3

Additionally, all booster amplifiers have an overheat protection circuit that switches off the power stage if the internal temperature reaches a critical limit due to poor ventilation or overload.

3.4

The amplifier shall have a balanced input and a loop-through connector for easy connection of multiple booster amplifiers to increase the available output power.

3.5

The amplifiers shall have 70 V and 100 V outputs for constant voltage loudspeaker systems and a low impedance output for 8 Ohm loudspeaker loads.

4. System Controller 4.1 The System Controller is the heart of the PA system. The controller shall include full system supervision, loudspeaker line impedance supervision, a supervised emergency microphone on the front panel and a supervised message manager. 4.2 The messages can be merged to allow even more flexible use of prerecorded announcements and evacuation messages. 4.3 The controller shall be used as a standalone system with up to 6 zones, or expanded to up to 60 zones using additional routers. 4.4 4.5 Up to 8 call stations shall be connected. Interconnections shall be made using standard RJ45 connectors and CAT5 cable. 4.6 4.7 All booster amplifiers connected to system controller shall be supervised. The audio output shall be of 100V, for full compatibility with the public address equipment and EVAC-compliant loudspeakers. 4.8 The controller shall have BGM source inputs and a mic/line input with configurable priority, speech filter, and phantom power. The priority levels shall be specified for microphone, call stations and trigger inputs for optimum system flexibility.

4.10

The 100 V-technique reduces line losses on longer distances and allows for easy parallel connection of multiple loudspeakers.

4.11

All zones shall be individually selected from the front panel and the BGM output level in each zone shall be individually set. The BGM output shall be connected to the 70V line, thus it shall be possible to connect a total load of 480 Watts in a two channel system combined with a 480 Watt booster.

4.12

The output of the booster shall also be available as a separate output on 100V and 70V. A separate 100 V Call Only output is provided for addressing an area where BGM is not required but where priority announcements are.

4.13

Configurable Volume Override output contacts shall be available for overriding local volume controls during priority calls.

5. Announcements 5.1 Announcements shall be made through the microphones and by selecting the required zones. This is useful when any common message to be passed to all.
