The Bangladesh Bank has been following a


new classificatory scheme for BOP
presentation as per the 5th edition of the IMF's
Balance of Payments Manual (BPM5) since
1997-98. As defined by the International
Monetary Fund, the Balance of Payments is a
statistical statement for a given period
showing :

income between an economy and the
rest of the world;

The standard components as shown in this


publication correspond, as far as possible, with
those detailed in BPM5. However, BOP
numbers appearing in the Annual Report of
the Bank may differ from those in the present
brochure because though both the publications
are based on BPM5, the BOP aggregates are
presented somewhat differently in the Annual
Report on analytical considerations.
As per the basic conventions in accounting,
balance of payments transactions are recorded
in the form of double-entry book keeping, with
each credit-entry exactly balanced by an
offsetting debit-entry and vice versa. A creditentry records the provision of real resources

decrease in holding of foreign financial assets
or an increase in foreign financial liabilities.
Conversely, a debit-entry records the provision
of real resources denoting imports of goods
and services and an increase in holding of
foreign financial assets or a decrease in foreign
financial liabilities. Unrequited transfers and
counter-parts are shown as credits when the
entries to which they provide the offsets are
debits and as debits when those entries are
credits. The net positions are arrived at by
deducting debits from credits. Thus for assets,
whether real or financial, a positive (credit)
figure represents a decrease in holdings while
a negative (debit) figure represents an
increase. In contrast, for liabilities, a positive
figure shows an increase and a negative figure
a decrease.
The main source documents for compilation
of the balance of payments of Bangladesh are
the records of the Authorised Dealers,
supplemented by information obtained from the
Bangladesh Bank and Economic Relations
Division (ERD) of the Ministry of Finance. To
compile export data, customs records have
been accessed.
Exchange records cover transactions
financed out of cash resources. The data
collected from the ERD regarding imports
financed through loans and grants are also
included.

The standard components incorporated in


the Bangladesh Balance of Payments
statements are grouped under two major
categories : 1) Current Account and 2) Capital
and Financial Account. The Current Account
includes : (A) Goods and Services, (B) Income
and (C) Current Transfers offsetting provision
or acquisition of economy's real or financial
resources for immediate consumption without
quid pro quo. The Capital and Financial
Account is bifurcated into (i) Capital Account
and (ii) Financial Account. The financial
account shows transactions in financial assets
and liabilities. Institutional sector and maturity
of financial instruments are other classifications
that are applied to some components of
financial accounts.

Recording of goods implies provision or


acquisition of real resources of an economy to
and from the rest of the world. The credit
entries of the flows measure the domestic real
resources provided to, while the debit entries
stand for acquisition of real resources from the
rest of the world. Goods covers general
merchandise, goods for processing, repairs on
goods, goods procured in ports by carriers and
non monetary gold.

The
credit
entries
cover
mainly
merchandise exports on f.o.b. basis and are
derived from customs records provided by
Export Promotion Bureau (EPB). The debit
entries, derived from exchange records, mainly
represent merchandise imports and are
reported on c.i.f. basis. The exchange data on
imports are supplemented by data on imports
against external official debts and grants
provided by the ERD. To arrive at a uniform
valuation with export, transportation and
insurance services at an estimated rate of 10
percent are deducted from c.i.f. import data. It
may be noted that imports and exports include
those made through the enterprises operating
in the Export Processing Zone, data for which
are provided by the Bangladesh Export
Processing Zones Authority.

Goods worth Tk. 11,21,038 million were


shipped in 2009-10 as against Tk. 10,70,885
million in 2008-09, representing a rise of 4.7
percent over the previous year. In the current fiscal,
earnings from raw jute and jute goods stood at Tk
13,578 million and Tk. 36,975 million respectively
which together amounted to 4.5 percent of total
export receipts. Earnings from frozen shrimps and
fish were Tk. 30,259 million, which was 2.7 percent
of the total export earnings. Readymade garments
(including knitwear products) were at the top of the
list constituting about 77.1 percent of total export
earnings amounting to Tk. 8,64,523 during 200910. Exports from the EPZ enterprises constituted
about 13.3 percent of total earnings in the period
under review.

IMPORTS
Import (c.i.f) payments during 2009-10
amounted to Tk. 16,42,434 million as
compared to Tk. 15,48,212 million in the
previous year. Of the total imports during the
year under review (excluding those of EPZ),
import payments for food grains and other
commodities were Tk. 57,888 million (3.5
percent) and Tk. 14,86,797 million (90.5
percent) respectively. Among the commodities
other than food grains, the major imported
items were POL, textile & textile articles, ironsteel & other base metals and capital
machinery generating imports worth of Tk.
1,39,841 million (8.5 percent), Tk. 1,37,420
million (8.4 percent), Tk. 1,00,519 million (6.1
percent) and Tk. 1,10,138 million (6.7 percent)
respectively. Imports of EPZ enterprises
amounted to Tk. 97749 million (6.0 percent).

SERVICES ACCOUNT
During 2009-10, the net deficit on the
services account decreased by Tk.11,609
million to Tk. 1,02,574 million from Tk.1,14,183
million in 2008-09. The decrease in deficit is
attributable to less increase in receipts (8.7
percent) than the increase in receipts (26.2
percent). In the current fiscal year, increases in
receipts were mainly recorded under:
transportation services Tk. 1,436 million,
communication services Tk. 5,262 million,
financial services Tk.1,003 million and
computer and information services Tk.190
million, travel services Tk.1,552 million and
government services Tk.20673 million.
whereas decreases in receipts were observed
under insurance services Tk.351 million &
entertainment, cultural and recreational
services Tk.11 million. On the other hand,
increases in payments were mainly registered
on account of travel Tk.5,156 million, other
business services Tk.2,899 million, government
services Tk.5,073 million, transportation
services Tk.6,836 million and financial services
Tk.855 million while decrease in payments was
observed under communication services Tk.85
million and royalties & license fee services

The net deficit on the income account


increased by Tk. 3,552 million to Tk. 1,00,147
million in 2009-10 from Tk. 96,595 million in
2008-09. Increase in receipts during the fiscal
year under review was recorded under
compensation of employees amounting to Tk.
86 million and decrease in investment income
amounting to Tk. 1,100 million. On the other
hand, increased payments were recorded
under compensation of employees amounting
to Tk. 44 million and investment income
amounting to Tk. 2,494 million out of which
direct investment increased by Tk. 3,641 and
other investment income decreased by Tk.
2,374.

7,88,661 million during the current year as
compared to a net inflow of Tk. 6,79,676
million during the previous year. Net receipts
under private transfers during 2009-10
amounting to Tk. 7,80,013 million while those
under official transfers stood at Tk. 8,648
million. The amount of workers' remittances
during the period under review increased by
Tk. 91,068 million (13.9 percent) to Tk.
7,46,675 million over the previous year.

A net capital and financial outflow of Tk.


1,79,745 million was recorded during the year
2009-10, as against a net outflow of Tk.
1,47,566 million in the previous year. This
outflow was primarily an outcome of a
substantial net outflow of Tk. 2,13,481 million in
financial account. Net direct investment
recorded a significant decrease of 9.5 percent
compared to the previous year.
