SECTION [26 18 00] [16341] MEDIUM-VOLTAGE CIRCUIT PROTECTION DEVICES SICAM PART 1 - GENERAL

1.1 A. SCOPE This section defines the Information, Monitoring and Control of the Substation Automation System. The monitoring and control shall be done digitally and from a central location. The substation automation system shall include intelligent electronic de ices !IE"#s$ and field de ices %ith local &rocess isuali'ation. The substation automation system shall ha e communication interfaces to su&er isory, control and data ac(uisition !SCA"A$ systems. It shall selecti ely identify and isolate faults. It shall transmit, record and e aluate data. The substation automation system shall gather the data of the substation, &lant or field !commands, e ents, counters and measured alues$, to &rocess this ra% data and to for%ard the resulting information. The data of the substation shall be gathered by the decentrali'ed substation automation system ia connected IE"s and the rele ant transmission &rotocols. It shall be configured to &ass rele ant information to the a&&licable obser ation, monitoring or control centers. The substation automation system shall e*ecute the automation tas+s of logical o&erations and s%itching se(uences. A local human machine interface !,MI$ shall be necessary to &erform control and monitoring tas+s. .E/ATE" "OC0ME1TS A. The de ice documentation shall be stated in the de ice manual and has to include the follo%ing7 a. Information on the internal structure and functions !bloc+ diagrams$ of the de ice. b. Cabinet layout a. The cabinet ie%s shall dis&lay the &osition of the installed units from the front and the bac+side. A cross section from the side and the to& shall also be &ro ided. E(ui&ment diagram a. The e(ui&ment diagrams shall dis&lay the e*ternal connection &oints of the unit. An e(ui&ment diagram should e*ist for e ery installed unit. It suffices to dis&lay the schematic internal construction of the unit. Com&onents lists a. Com&onent lists shall include the technical data, ordering data, e(ui&ment names, the &lace of installation and the amount of units in use inside a cabinet. Com&onent lists should be deli ered as an MS@E*cel file and included in the cabinet documentation.

Site Acce&tance Testing !SAT$ 1. The substation automation system shall undergo Site Acce&tance Testing !SAT$, u&on com&letion of the commissioning. The acce&tance of the entire ins&ected substation automation system shall de&end u&on meeting the criteria outlined herein. SAT shall include testing units, cabinets and functions in accordance %ith the s&ecified sco&e of deli ery and ser ices. -. All test and ins&ection &a&ers shall be handed to the o%ner. The SAT shall commence once the o%ner#s a&&ro al. :. Conclusion of this &roBect &hase shall be confirmed in %riting by the o%ner ia a Certificate of the Site Acce&tance Test E SAT.
