MSH seeks a Development Communications And Community Mobilisation Advisor for a five-year USAID Health Systems Strengthening project that will support equitable improvement in health status in Ghana. The project will be managed from Accra, and will work at national, regional and district levels, with implementation in five regions. Overall Responsibilities The Development Communications And Community Mobilisation Advisor will be located in the Accra office, but will travel extensively among the regions S/he provides high quality support for presentations and written communications for USAID and stakeholders at all levels S/he will provide leadership and technical assistance in community mobilisation initiatives to implement better public health services to members of the served communities The advisor work closely with community leaders and health service providers to promote their active partcipation at all levels in strengthening linkages with counterparts at regional and district levels of government as well as other key stakeholders on mobilization initiatives. Specific Responsibilties Work closely with the Chief of Party (COP) and Deputy Chief of Party to ensure the Systems for Health Project and its successes and lessons learned are widely visible and utilized. Provide technical and management support and oversight to the projectsRegional Coordinators Ensure effective and efficient channels of communication among the various levels and pieces of the project (e.g. National, Regional, District and Community) Provide overall strategic communications guidance to the project and is responsible for collecting and disseminating best practices, especially in the area of successful implementation of Community Health Planning and Services (CHPS) models, and facilitating this sharing for the sake of adoption and scale up at a National level and in Regions additional to USAIDs 5 focus regions S/he will be responsible for designing and implementing a strategic plan for raising the awareness of and replication of evidence-based strategies and best practices among districts and regions, as well as managing important partnerships At the District and Community mobilization partner and work with local leaders, District Assemblies and District Health Management Teams (DHMT), as well as community voluntees in efforts to inform community members and households about family planning, maternal, neonatal and child health, nutrition, and malaria prevention / treatment and water, sanitation and hygiene (WASH) services and their importance to their health at service sites Liaise and coordinate closely with USAIDs communications platform for the production and replication of Behavioral Change Communications and Information / Education / Communication materials (IEC) materials

As the work for systems for Health is highly decentralized, they are expected to work closely with the COP and Deputy COP and provide high quality support for presentations and written communications with USAID and a variety of stakeholders at all levels Qualification Required & Experience Must have at least a Masters degree in relevant discipline and at least 10 years of demonstrated experience in monitoring and evaluation of large-scale development programs Previous experience managing a rigorous M&E system, including a strong focus on gender, is necessary Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation Extraordinary verbal and written communication skills to manage project communications and disseminate project information are required Strong written and oral presentation skills in English Past experience leading and building the capacity of M&E officers, including remote, field-based staff, to meet program needs and deliverables in desired Experience with USAID programs / projects strongly preferred.
