Madhya Pradesh Urban Services for the Poor (MP-USP) is a five-year (2006-11) program being implemented in the state of Madhya Pradesh. The objective of the MPUSP program is to enhance the capacities of selected urban local bodies to deliver better services to the urban poor. MPUSP is working with ULBs and slum communities to improve water and sanitation services including waste collection and to provide better roads, drains and streetlights. Non-government organisations are being supported to strengthen community partnership for improved livelihoods and community based projects. Activities selected under MPUSP are designed to target the poorest and most vulnerable groups and coordinate with the state government priorities as well as other urban programs in the state. The program in Jabalpur is implemented in very close co-ordination with Municipal Corporation of Jabalpur (JMC). The two agencies MP-USP and JMC together had taken up documentation of various government-owned and government-sponsored schemes being implemented for the benefits of the urban poor. The compiled document should contain information about various welfare schemes at one place, which can further be published into a form of a booklet for the ready reference of the poor families in the urban areas. In this regard, MP-USP entrusted Jeevika Livelihoods Support Organisation based at Jabalpur for documentation to consolidate government welfare schemes in a uniform format. The information from various government departments, projects and programs was collected in the format and finally it was assimilated to develop into a single document containing details of such schemes meant for urban poor.

Objectives of the assignment


The compiled single document is developed in to a form of booklet which could be published as a reference for the schemes/programs/projects for urban poor and vulnerable families in the district.

Methodology for the assignment


1.Secondary data analysis Firstly, secondary data was collected from the various websites of government departments. The data collection included surfing the websites of Central and State government, from these websites information was gathered on various schemes which are implemented by State government/concerned departments of the State. In addition, during individual interaction with departments they had provided various pamphlets and booklets which were used in preparation of the document. 2. Individual Interaction

Individual interactions, interviews with the staff of various government welfare departments, were conducted to collect information on the government projects & programs, and welfare schemes. During personal interaction & interviews with the government officials, best efforts were made to ensure that all necessary information is collected and all relevant literature from the department is collected.

Urban Water Supply and Environmental Improvement Project (UWSEIP) Asian Development Bank
Over the last few decades, the size of the population of the cities has expanded, due mainly to urban bound migration trends, which has dramatically increased population in core areas, existing settlements and newly developed settlements, leading to heavily congested urban in and peri-urban areas. This has resulted in a marked upsurge in demand of the inadequately suited infrastructure services, particularly in the areas of potable water supplies, wastewater, storm water drainage, and solid waste management. These urban services have not been developed in line with the demands of the ever-expanding urbanization. Slum areas have also expanded at alarming rates, within the peri-urban and core urban areas, whereby access to basic urban services has been further restricted. Presently water is generally supplied for only a few hours each day during the wet season and in some cases less during the dry season. Non-revenue water accounts for as much as 60% of the water produced, exacerbating water shortages and increasing supply costs. Inadequate sanitation and sewerage facilities result in environmental pollution and public health problems. Streets, drains, and open areas are littered with waste, which affects public health due to inadequate solid waste management facilities and practices. All these deficiencies are serving as serious constraints to future growth potentials and adversely affecting economic development. Description The Urban Water Supply and Environmental Improvement Project (UWSEIP), in the state of Madhya Pradesh, is an integrated urban infrastructure development project inclusive of institutional strengthening requirements. The Project is designed to establish and upgrade essential urban infrastructure and services particularly in the areas of potable water supplies, waste water management, drainage and solid waste. The primary objective of UWSEIP is to promote sustainable growth and poverty reduction in the cities of Madhya Pradesh. The Project will finance infrastructure construction and rehabilitation related to solid waste management and storm water drainage and capacity building of existing Municipal Corporations. Social and community development will form an important component of the Project, involving community mobilization, under well-organized proactive public awareness campaigns. Objectives and Components The principal objectives of the Project are to promote sustainable growth and poverty reduction in the cities of Madhya Pradesh and thereafter in other cities in the state and will specifically involve the following objectives:

provide sustainable basic urban infrastructure and services to all citizens of the Project cities; promote public participation and awareness in project implementation; increase economic opportunities and reduce vulnerability to environmental, poverty and natural hazards; and strengthen the capacities of the Project cities to plan and manage urban water supply and sanitation systems in more effective, transparent, and sustainable manner. The project comprises of the three following component parts: Part A: Urban Water Supply and Environment Improvement; Part B: Urban Governance, Institutional Development and Public Participation; and Part C: Project Implementation Assistance. While the Project will benefit the entire community in general, some components will focus on upgrading the conditions of the poorest or most needy groups in slums areas in particular. The project will also promote the active participation of women citizens in municipal management and project implementation, as both beneficiaries and agents.

Madhya Pradesh Urban Services for Poor (MPUSP)


Madhya Pradesh Urban Services for Poor (MPUSP) is a programme working with the government of Madhya Pradesh and selected Urban Local Bodies (ULB) to build their capacity to deliver better services for the poor. - MPUSP will help cities and state government to bring about reform - MPUSP will improve the ways in which ULB and their staff work - MPUSP will develop community capacity to improve their access to services MPUSP will work with ULBs and slum communities to improve water and sanitation services, including waste collection, and to provide better roads, drains and streetlights. Slums are selected in a participatory and transparent manner, which has the ownership of the ULBs. NGO will be supported to strengthen community partnerships for improved livelihoods and community based projects. An important part of MPUSP will be to improve citizen access to government through the introduction of e-governance and other delivery systems, which will simplify services. MPUSPs activities have been selected and designed to target the poorest and most vulnerable groups and coordinate with GoMP priorities as well as other urban programmes in Madhya Pradesh. MPUSP supports the pro-poor activities of the Jawaharlal Nehru National Urban Renewal Mission, and other government and donor interventions. Poor communities MPUSP will provide greater access to necessary municipal services and will help to improve livelihoods and hygiene practices for the poorest 25 percent in the programme cities, working together with poor communities, and women in particular, to make sure they have a say in the planning and management of services. Urban local bodies To bring out the potential of ULBs to help their poorest citizens. MPUSP has been listening t the ULB concerns and working with them to develop a programme of support. ULBs will receive training, equipment, new systems and processes, and throughout the programme, MPUSP will assist with specialist advice and support.

MPUSP is working with ULBs in an intensive action planning process, governed by principles of poverty targeting, participation, consensus, responsiveness, and transparency. They will decide how MPUSP funds are used according to transparent criteria which priorities the poor and provide value for money. The Government of Madhya Pradesh MPUSP will also help the Urban Administration and Development Department of the Government of Madhya Pradesh to build knowledge and skills in support of a more pro-poor policy environment. This will be achieved through the provision of specialist expertise to implement financial management reform, information technology support to build robust data and monitoring capacity, social development expertise for policies to reduce urban poverty, and creation of dedicated public sector training institutions. The General Public Wider benefits are anticipated for all citizens in MPUSP cities as a result of better urban governance, improved access to services and significant improvements in the finances of the ULBs.

Jabalpur Municipal Corporation (JMC)


The Municipal Corporation of Jabalpur (JMC) covers an area of 106.19 sq. km. Physical development is governed by the Jabalpur Development Plan, 2005 (JDP) prepared by the Town and Country Planning Department (TCPD). It covers 245.20 sq.km. The responsibility of implementation and development of plan proposals lies with the JMC and the Jabalpur Development Authority (JDA). JMC is responsible for collection, transportation, and disposal of all solid waste generated in the city. Transportation and disposal of untreated bio-medical and hazardous industrial waste are the responsibility of respective generators. Two of the eight sanitary zones are currently contracted to the private sector for collection and disposal of the solid waste, while municipal staff is employed to manage other zones. JMC executes works related with installation of new street light poles, including drawl of cables through the Madhya Pradesh State Electricity Board (MPSEB). It also provides for temporary lighting arrangements in case of fairs and festivals organized in the city. The city is divided into four street lighting operational zones: East, West, North, and South Zones. Government and private institutions provide health services in Jabalpur. However, the urban poor generally utilize government hospitals, due to subsidized cost. JMC manages 13 ayurvedic/unani dispensaries and 5 homeopathy clinics. The private sector manages 135 allopathic health care centres. Municipal Corporation is providing services in many other fields such as sports, cultural activities, restoration, and protection of heritage structures etc. The locations for these developments have been identified and proposed to be executed in the city development plan.

Jawaharlal Nehru National Urban Renewal Mission (JNURM)


Mission: The aim is to encourage reforms and fast track planned development of identified cities. Focus is to be on efficiency in urban infrastructure and service delivery mechanisms, community participation, and accountability of ULBs/ Parastatal agencies towards citizens. Objectives The objectives of the JNNURM are to ensure that the following are achieved in the urban sector. (a) Focused attention to integrated development of infrastructure services in cities covered under the Mission. (b) Establishment of linkages between asset-creation and asset-management through a slew of reforms for long-term project sustainability. (c) Ensuring adequate funds to meet the deficiencies in urban infrastructural services. (d) Planned development of identified cities including peri-urban areas, outgrowths, and urban corridors leading to dispersed urbanization. (e) Scale-up delivery of civic amenities and provision of utilities with emphasis on universal access to the urban poor. (f) Special focus on urban renewal programme for the old city areas to reduce congestion. (g) Provision of basic services to the urban poor including security of tenure at affordable prices, improved housing, water supply and sanitation, and ensuring delivery of other existing universal services of the government for education, health and social security. The Mission shall comprise two Sub- Missions, namely: (1) Sub-Mission for Urban Infrastructure and Governance: This will be administered by the Ministry of Urban Development through the Sub- Mission Directorate for Urban Infrastructure and Governance. The main thrust of the Sub-Mission will be on infrastructure projects relating to water supply and sanitation, sewerage, solid waste management, road network, urban transport and redevelopment of old city areas with a view to upgrading infrastructure therein, shifting industrial and commercial establishments to conforming areas, etc. (2) Sub-Mission for Basic Services to the Urban Poor: This will be administered by the Ministry of Urban Employment and Poverty Alleviation through the Sub-Mission Directorate for Basic Services to the Urban Poor. The main thrust of the Sub-Mission will be on integrated development of slums through projects for providing shelter, basic services, and other related civic amenities with a view to providing utilities to the urban poor. Strategy The objectives of the Mission met through adoption of the following strategy: (1) Preparing City Development Plan: Every city will be expected to formulate a City Development Plan (CDP) indicating policies, programmes and strategies, and financing plans. (2) Preparing Projects: The CDP would facilitate identification of projects. The Urban Local Bodies (ULBs) / parastatal agencies will be required to prepare Detailed Project Reports

(DPRs) for undertaking projects in the identified spheres. It is essential that projects are planned in a manner that optimises the life-cycle cost of projects. The life-cycle cost of a project would cover the capital outlays and the attendant O&M costs to ensure that assets are in good working condition. A revolving fund would be created to meet the O&M requirements of assets created, over the planning horizon. In order to seek JNNURM assistance, projects would need to be developed in a manner that would ensure and demonstrate optimization of the life-cycle costs over the planning horizon of the project. (3) Release and Leveraging of Funds: It is expected that the JNNURM assistance would serve to catalyse the flow of investment into the urban infrastructure sector across the country. Funds from the Central and State Government will flow directly to the nodal agency designated by the State, as grants-in-aid. The funds for identified projects across cities would be disbursed to the ULB/Parastatal agency through the designated State Level Nodal Agency (SLNA) as soft loan or grant-cum-loan or grant. The SLNA / ULBs in turn would leverage additional resources from other sources. (4) Incorporating Private Sector Efficiencies: In order to optimise the life-cycle costs over the planning horizon, private sector efficiencies can be inducted in development, management, implementation, and financing of projects, through Public Private Partnership (PPP) arrangements.
