1. Elementary Literacy

Textbook Orders: If there are any problems with a textbook order, please contact Sean Folley at (760)
918 - 7953. To find out the status of an order, call (888) 772 - 4543. Make sure to have the BPO
number available.
OCR Grades 4 – 6 Assessments: Fluency passages and Student Answer Sheets for grades 4 - 6 should
be copied by schools; LAUSD has copyright permission from SCOE. All schools using OCR periodic
assessments are impacted by this new policy; schools on multi-track calendar are immediately impacted.
All current, available resources (fluency norms, SOAR reporting dates, pacing plans and student answer
sheets) for the ELA unit have been posted on the Elementary Language Arts website under publications

2. Secondary Literacy

Teacher Training: Training is currently being developed for the new sixth and twelfth grade
Instructional Guides; Coaches will receive the training information. There are plans to schedule a
teacher training in early October for those schools that do not have a Coach. If you are interested in
having your teachers trained and do not have a Coach, please contact Janet Saito Furukawa. Please
note: substitute coverage must be provided by the schools.
READ 180 Training: October 8 and 9, 2009 7:30 a.m. – 3:00 p.m. Chamber
Registration is required: Learning Zone
As part of a multi-tiered approach to instruction and intervention, the District will reactivate READ 180
as a Tier 2 intervention in Program Improvement middle schools. The District will provide the
necessary upgrades to reactivate the current dormant licenses to identified schools. Schools that
currently do not have READ 180 may choose to participate but will need to purchase the program out of
site-based funds. It is anticipated that this Tier 2 intervention will be implemented no later than five
weeks into the fall semester. For additional information on the READ 180 program and to discuss

Program Improvement Parent Notification: Program Improvement schools must send a parent
notification letter dated September 17, 2009. A copy of the letter must be submitted to Lupe Inabu by
September 24, 2009. Copies of the Program Improvement letters are available on the Federal and State
Education Programs site on Inside LAUSD. Instructions for the parent notification process are written
on MEM-4388.2 (dated September 4, 2009). If you have any questions regarding Program
Improvement status, please call Maureen Sellier Carter at (213) 241 – 6990.
Adequate Yearly Progress (AYP) Appeals Deadline: September 24, 2009 at 5:00 p.m.
Federal and State Education Programs will appeal a school’s AYP results to the California Department
of Education if they receive the school’s paperwork by their deadline and if it meets the criteria. Please
review MEM-4388.2 (dated September 4, 2009) for instructions on the appeals process. If you have any
questions regarding the appeal process, please call Cathy Tomyoy at (213) 241 – 6990.

Plan Writing for New Schools: October 15, 2009 8:00 a.m. – 3:00 p.m. Location: TBD
The Federal and State Education Programs Branch has scheduled two plan writing sessions for new
schools. The second training date is on November 20, 2009. Information regarding the logistics of
these meetings will be sent out to all the new schools. To prepare for this first session, schools are
encouraged to write their school profile/description, mission and vision statements.
Program Improvement Plan Writing Requirements: Schools that are identified as Program
Improvement Years 1, 3 and 4 will write or revise the Single Plan for Student Achievement.
• Program Improvement Year 1 Plan due date: November 30, 2009
• Program Improvement Year 3 Plan due date: December 14, 2009
• Program Improvement Year 4 Plan due date: April 30, 2010

Multi-Tiered Framework for Instruction, Intervention and Support
The purpose of this bulletin is to establish the District’s Response to Instruction and Intervention
(RtI2) framework for instruction as policy and describes and provides clear direction, support,
and guidance to teachers, site-administrators, Local District, and Central support staff to ensure
that students receive the necessary supports to achieve proficiency in grade-level standards
across content areas and graduate high school ready to lead successful and productive lives.

Guidelines for the Use of Mathematics Intervention Materials in Grades 6 and 7
As part of the Mathematics Textbook adoption process, new materials were adopted for
intervention programs in grades 4 – 7.

Program Improvement Local Agency Plan Year 3 Corrective Action Implementation
The No Child Left behind (NCLB) Act of 2001 requires states to implement a system of
corrective actions for local education agencies (LEAs) that are in Program Improvement (PI) for
more than three consecutive years. As a Program Improvement Year 3 District, LAUSD was
required to revise the LEA plan to meet the sanctions of Corrective Action F. The revised LEA
Plan Year 3 focuses on raising the academic performance of all students, including
underperforming students, to achieve academic standards through performance goals using the
research based on Response to Instruction and Intervention (RtI2). This bulletin outlines the
requirements of Corrective Action F.
