ORDER Based on the UGC Regulations, on minimum qualifications for appointment of Teachers and other academic staff in University and Colleges and measures for the maintenance of standards in Higher Education 2010, Government vide order read as first paper above have issued orders implementing the 6th UGC Pay Revision and scheme for teachers in Universities, Affiliated Colleges, teachers in Law colleges, Engineering Colleges, Kerala Agricultural University and teachers in Physical Education & Qualified Librarians. Government have also ordered that the revised pay & revised DA under this scheme shall be effective from 1.1.2006 and the revised rates of other allowances such as non-compounded advance increments shall be effective from 1.9.2008. Subsequent to the issuance of the Government order, Government vide orders read as second to fourth paper above have issued certain clarifications to the said order. Several organizations representing teachers have represented before Government that further clarifications may be issued so that anomalies in the implementation of the UGC Regulations can be removed. For this, the following clarifications are issued to the Government Order, read as first paper above for sanctioning advance increments for acquiring Ph.D/M.Phil Degree under the 6th UGC Scheme, in supersession of the clarification orders read as second to fourth paper above. i) Advance increments for Ph.D/M.Phil at the revised rate of increment shall take effect from

01.09.2008. ii) Advance increments shall be admissible only if the Ph.D/M.Phil is in the relevant discipline of

the discipline in which the teacher has been appointment. iii) Those who have already availed the benefits of advance increments under the earlier scheme

for possessing Ph.D/M.Phil at the entry level or for acquiring Ph.D/M.Phil while in service shall not be entitled to the benefits of advance increments under the 6th UGC Scheme except as provided

herein specifically. iv) In respect of all cases of persons except those specifically mentioned herein, the benefit of

advance increments for Ph.D shall be admissible only if their Ph.D have complied with the provisions of the revised UGC Regulations 2009 for the award of Ph.D 1. Teachers who have acquired Ph.D while in service between 01.01.2006 and 31.08.2008 shall

be eligible for two non-compounded advance increments in the revised scale of pay at the prerevised rate of increment from the date of their acquiring Ph.D till 31.08.2008 and at the revised rate of increment with effect from 01.09.2008. 2. Teachers who have entered in service with Ph.D between 01.01.2006 and 31.08.2008 shall be

eligible for four non-compounded advance increments in the revised scale of pay at the pre-revised rate of increment from the date of their entry in service till 31.08.2008 and at the revised rate of increment with effect from 01.09.2008. 3. Teachers who have entered in service on or after 01.09.2008 with a Ph.D acquired before

18.09.2010 shall be eligible for five non compounded advance increments in the revised scale of pay at the revised rate of increment from the date of their entry in service regardless of whether their Ph.D comply with the revised UGC Regulations 2009 for the award of Ph.D. 4. Teachers who have acquired Ph.D while in service between 01.09.2008 and 18.09.2010 and

those who have registered for Ph.D before 18.09.2010 and acquired the degree subsequently while in service shall be eligible for three non compounded advance increments in the revised scale of pay at the revised rate of increment from the date of their acquiring Ph.D regardless of whether their Ph.D complies with the revised UGC Regulations 2009 for the award of Ph.D. 5. Teachers who have entered in service with M.Phil between 01.01.2006 and 31.08.2008 shall

be eligible for two non-compounded advance increments in the revised scale of pay at the prerevised rate of increment from the date of their entry in service till 31.08.2008 and at the revised rate of increment with effect from 01.09.2008. 6. Teachers who have acquired M.Phil while in service on or after 01.01.2006 shall be eligible for

one non-compounded advance increment in the revised scale of pay at the pre-revised rate of increment from the date of their entry in service till 31.08.2008 and at the revised rate of increment with effect from 01.09.2008. 7. Teachers who have acquired both M.Phil and Ph.D shall be eligible for advance increments
