WHY NRTRDE?

Near Real Time Roaming Data Exchange (NRTRDE) is a requirement for GSM operators with the purpose of reducing revenue loss due to roaming fraud. The GSM Association (GSMA) introduced NRTRDE to replace the High Usage Report (HUR) which was the standard method of frequently exchanging roaming usage data and detect fraud until October 2008, when GSMA made NRTRDE implementation mandatory for all GSMA members. With NRTRDE, partner operators only have a maximum window of 4 hours to exchange fi les, as opposed to the 36 hour window given by the HUR standard. This will allow for fast detection of fraudulent activities and unauthorised network usage. With the CapSettle Roaming NRTRDE solution, operators are able to receive and distribute NRTRDE files, as well as generate File Delivery -and Error reports.

THE HOME OPERATORS PERSPECTIVE


With the CapSettle NRTRDE solution, operators are able to receive NRTRDE files from the visited network (VPMN). The TD.35 formatted files are collected and decoded by the CapSettle engine, as well as being validated and checked for errors before being distributed to the NRTRDE database. Here it can easily be imported as information in other systems such as a Fraud Management Systems for further analysis. Possible fraud can be detected directly in the CapSettle solution by setting up alarms and fraud detection confi gurations. When separate systems exists for fraud detection, CapSettle is only the mechanism for file transfer between operators and using industrial standards for direct interfacing of for example existing FMS. In order for the VPMN to have a proof of delivered NRTRDE files, the home operator sends a File Delivery Report (FDR) once every day. The FDR lists all files received since the last FDR. The report is produced even if no NRTRDE has been sent during the day. The home operator must report any errors found in NRTRDE File and send an Error Report (FER) to reject liability for faulty fi es or records. FERs are sent once a day only if errors are found. Files or records that are reported as faulty may be retransmitted after correction. Both File Delivery -and File Error Reports are produced with the CapSettle NRTRDE solution.

THE VISITED OPERATORS PERSPECTIVE


Generated xDRs are sent from mediation and collected by the CapSettle solution. Here, the files have to pass validation, error detection before being filtered by partner operator agreement. The xDRs are processed and distributed to database tabels. NRTRDE files are generated based on processed xDR information and follow the standardised NRTRDE format as defined by the GSMA. NRTRDE files are generated in 15 minute intervals, minimising the notification time to the HPMN, about possible fraudulent activity. Once the files have been sent to the HPMN of the subscriber, the HPMN can use this data as input to their Fraud Management System (FMS), where appropriate actions will be initiated. The CapSettle NRTRDE solution is completely configurable for each individual partner agreement. Operators can specify whether to include only circuit switched traffic, packet switched traffic or a combination (this applies for both incoming and outgoing files). Even though the records are not rated before they are sent and are completely independent of TAP, it is possible to include charges in one click, should the agreement require it.
