He believed that states should use civilians in defense of the state, not mercenaries. That is how you get better soldiers and better citizens. 11. Leadership requires more than plans and policies. a. A prince should not deviate from good if possible, but do evil if it is necessary. b. He thought that exceptionalism was permissible when necessary. 12. The bond of love is one that men break when it is to their advantage to do so. It doesnt mean that every end justifies every means, but it means the purity we have tended to some of our academics and some of our leaders have insisted on will be much more difficult. 19.
