To All Offices and Branches Revision of Delegated Powers to Scale-I Officers in Non- Managerial Assignments The Authorizing Powers to Scale-I officers in Non-Managerial Assignments in branches for passing various types of transactions were last revised 12 years back vide Instruction Circular No. 5312 dated 22.04.1997. During the passage of time, amounts of transactions have increased manifold. Due to insufficient delegated powers, the services of ScaleI officers in non-managerial assignments are not being adequately utilized in the branches, especially in single widow system in CBS environment. In smaller branches where on many occasions Scale-I officers are the only officers available and due to inadequate passing powers, they find themselves handicapped and as a result working of the branches suffer. Thus, upward revision of authority for Passing Transactions by ScaleI officers in Non-Managerial Assignments has become essential for operational convenience and smooth working at the functional level in the branches. Branches/Offices are advised to note the following revised guidelines of Passing/Authorizing Powers of ScaleI Officers in Non-Managerial Assignments and to implement the same with immediate effect. The Passing/Authorizing Powers under three broad types of transactions viz. Cash, Clearing & Transfer are given below: Cash Payment Transactions
(Excepting debits to Suspense, Sundry Creditors, Charges Accounts)
Passing /Authorizing Power To pass / authorize instruments up to Rs. 2,00,000/- singly or jointly except in newly opened accounts** where any instrument for & above Rs. 50,000/- will be passed by an officer in managerial assignment viz. Asstt. Manager, Manager etc.

Payment of Clearing & Transfer Instruments / Transactions


(Excepting debits to Suspense, Sundry Creditors, Charges Accounts)
Passing /Authorization Power To pass/authorize instruments / transactions up to Rs. 5,00,000/- singly or jointly except in newly opened accounts** where any instrument for & above Rs. 50,000/- will be passed by an officer in managerial assignment viz. Asstt. Manager, Manager etc. To countersign items above this value.

Passing of Credit/Deposit Vouchers/Transactions:


Passing /Authorization Power To pass/authorize credit / deposit vouchers / transactions (cash & clearing) up to Any Amount singly or jointly.
**Newly Opened Accounts: Accounts which are less than six months old

The above mentioned powers for ScaleI Officers in Non- Managerial Assignments under transfer transaction category include the following special cases:
Transactions in Non-Personal Accounts (Clearing A/c, Draft A/c etc.) Issue/Payment/Authorization of Inter- Branch Instruments/Transactions (Drafts, Mail Transfers, TT, Collection Advice, BC-61, CT-20 A etc.) Restricted Transactions for ScaleI Officers in Non-Managerial Assignments:

Scale I officers in Non-Managerial Assignments have no authority to pass/authorize transactions in the following cases: 1.

Exceptional Transactions in Borrowal Accounts (Any drawing resulting in irregularity in the Accounts for any reason). Payments to debit of Charges A/c, Sundry Creditors A/c, Suspense Accounts and debits to income A/cs (Cash or Transfer).

Note:
It should be noted that in case of Staff Accounts, any transaction is to be countersigned by Special Assistant/Officer wherever available and passed by an official other than the account holder.

Branches/Offices are advised to note the above guidelines for strict compliance.
