Before: Record all the above information. Determine the traffic carried by each cell. Use number of TRXs per cell, TCH Traffic Busy Threshold and Erlang-B table to calculate the approximate traffic volume per cell. Check the coverage distance using TA statistics. Physical Parameters [ET, MT & Azimuth]. TCH Procedure: Check the available TRXs, TCH and SDCCH versus the configured. if there are big differences then resolve. Compare the actual traffic versus Erlang-B traffic. If there is any deviation then make sure that half-rate v1 and v3 traffic is enabled in all TRXs in the cell. Check the power level of TRXs and make sure it is set according to the standard. If not, then adjust the power. Check the distribution of traffic between the two bands (if available). If the 900 is carrying traffic more than 1800 then check the layer of the cell priority [less is higher], tilt and surrounding areas. Check neighbor relationship in the cell and make sure that the two bands are defined as neighbors for each others with other cells in the site. If the traffic distribution is ok, check TCH Traffic Busy Threshold. Adjust threshold based on traffic load and capacity of the TRXs. Inter-layer Handover Threshold [need to be explored] If all changes dont achieve the required result then perform DT for the site and analyze the log files. Perform physical actions based on the analysis taking into consideration not to reduce the coverage or traffic. You can use TA and traffic statistics to confirm. Following the DT, check whether physical actions can solve the problem or more TRXs are needed. Any additional TRX require DT to validate that coverage still the same (by all means TCH traffic should increase not decrease). In case additional TRX is not feasible, RRU expansion is required for the specific band or even new site. SDCCH: Check whether the congested cell is 900-band or 1800-band, ideally, it should be 900-band. If it is the 1800-band then check the site location. If it is 900-band then check the value of Time Advance, physical parameters, dynamic SDCCH configuration and whether the site is border site or not. Check neighbor relationship and remove unnecessary relations.[Make use of Mapinfo DB] If it is not border site then most probably the site is overshooting, do DT and adjust site coverage.

After:

If the site is border then check the number of SDCCH channels and load on TCH; if TCH is loaded then optimizes TCH to make use of dynamic SDCCH if configured. Otherwise TRXs or RRU expansion might be required or even change in LAC. If the TCH is not loaded and the area covered doesnt involve high population, another channel can be configured for SDCCH. Keep monitoring for one week and make sure coverage and traffic are not affected.
