Michigan Public Health Institute Position Description Title: Employee Name: Supervisor: Cancer Policy Analyst (Affiliate Position) TBD Polly Hager, Comprehensive Cancer Control Program Director & Unit Manager MDCH Cancer Prevention & Control Section

Primary Duties and Responsibilities: This analyst will collaborate with other chronic disease partners and key decision-makers to assist in planning, promoting, and monitoring evidence-based policy interventions/activities aimed at reducing cancer morbidity and mortality. This analyst will help align policy activities with other CDC-funded chronic disease programs, in a manner that minimizes duplication, capitalizes on existing activities and fosters rapid implementation. This analyst will participate in a CDC-led case study qualitative evaluation, in conjunction with a CDC-retained contractor. This analyst will help plan and participate, when appropriate, in meetings, conferences, workshops, and other venues to communicate evidence-based cancer control strategies and disseminate resources that promote health equity and reduce cancer health disparities. Additional Duties and Responsibilities: Review existing evidence-based policy intervention/strategies and disseminate appropriate tools and resources to relevant partners Provide back-up support to MCC committees and special workgroups engaged in cancer policy promotion and interventions, e.g. MCC Policy Committee Liaise with other chronic disease partner/coalitions to coordinate activities that address overlapping policies priorities, e.g. tobacco control, nutrition and physical activity promotion, etc. Identify opportunities for collaboration to enhance existing policy related efforts Represent the Cancer Prevention and Control Section at meetings of the Division of Chronic Disease and Injury Control Policy workgroup Liaise with relevant partners and programs whose priorities and policies address health equity, the reduction of health disparities and the social determinants of health Promote and participate in policy-related programs/projects that address the social determinants of health and contribute to the reduction of cancer health disparities Promote expansion of culturally sensitive policies and services for the underserved and minority populations to reduce cancer health disparities

Attend state, and local meetings/conferences and disseminate cancer policy related information to interested parties and key decision-makers Assist in planning and implementing conferences and workshops for state and local partners and provide training when appropriate Assist in the development of media, newsletters, reports and other documents to enhance awareness of cancer control policies and related activities Maintain records and prepare reports and correspondence related to policy work Assist in the preparation of applications and routine progress reports required by CDC and others

Education: Possession of at least a Bachelors Degree and ideally a Masters Degree in public health, public policy, public administration, social work, education or a public health related field such as nursing, epidemiology, health education Experience: At least one year and/or an internship with professional experience in health policy related work Important Skills and Characteristics: -Demonstrated health policy competencies (e.g. issue framing, policy analysis, policy formation, message tailoring, and media advocacy) -Ability to use independent judgment and work as part of a team -Strong organizational and problem solving skills -Strong interpersonal skills, professional appearance and the ability to maintain favorable relations are a must -Ability to present information, both verbally and in writing, in a clear, concise and convincing manner -Word-processing and electronic communication software proficiency is required -Knowledge of social marketing is an asset Work Environment and Physical Requirements: Work location will be at the Michigan Department of Community Health in the Cancer Prevention and Control Section currently at the Washington Square Building, 109 Michigan Avenue, Lansing, Michigan. Standard office environment requires use of computer and fax as well as capability of communicating with other offices and agencies via telephone conferencing and electronic mail. Employee is responsible for arranging transportation to and from work and daily parking. Some travel outside of the Lansing area may be required to complete assigned tasks and to coordinate activities with various cancer control partners. Job may require moderate physical effort including lifting materials and equipment of <50# and involves viewing a CRT or VDT screen 25% to 75% of the time. May require valid vehicle operators license where needed to perform duties of the position. Responsibility for the work of others: Not applicable. Impact on Projects, Services and Operations: This position may be a contact for projects, services, and operations related to CDC funded efforts that are intended to implement policy and environmental cancer control interventions. This includes participation in a CDC-led case study qualitative evaluation which will describe challenges and success related to these efforts. This

position will function as a member of the Michigan Department of Community Health Cancer Prevention and Control Section team which plans, implements, and evaluates statewide programs designed to reduce mortality and morbidity due to cancer. This position will collaborate with other MDCH colleagues and members of the Michigan Cancer Consortium who are involved in policyrelated work and will represent the Cancer Section at all meetings of the Division of Chronic Disease and Injury Control Policy workgroup.
