1. SCOPE OF DOCUMENT
The standards defined in this document apply to all high definition content delivery via tape, file or incoming live feed for Astro broadcast. The document is also intended for those who work at producing HD content to be broadcast on Astro platform. The purpose is to serve as an aid in selecting proper parameters and as a guide for adapting the best production techniques in creating HD content that meets Astro technical standards and specification for an enhanced HD viewing experience. The standards described in this document are also intended to serve as a reference to ASTRO personnel who review and approve the technical quality of HD content.
2. TERMINOLOGY
HD:
This term is used for native high definition productions, live or on tape, carrying high definition signals.
SD:
This term is used for native standard definition productions, live or on tape, carrying standard definition signals. It encompasses analog and digital signals and formats.
Component digital video format having a 16:9 aspect ratio, made of 720 x 576 pixels that can be recorded and processed as a regular 4:3 SD signal. Sometimes referred to as full height anamorphic 16:9 SD. Consumer format mainly developed by Sony that allows the recording of 1440 x 1080 pixel images (at 30i) and 2 audio tracks, compressed at 25 Mbps, long GOP, on DV tapes. (Left Only / Right Only) Conventional stereo signal. (Left Total / Right Total) Matrix-encoded stereo signal in either Dolby Surround or Dolby Pro Logic II.
Dolby E:
Dolby coding system optimized for the distribution of multi-channel audio through two-channel audio within professional production environments. Even after multiple encoding cycles, there is no significant degradation in audio quality.
Dolby coding technology that can deliver 1- to 5.1-channel audio programmes in a variety of configurations, intended for distribution to the consumer through SD/HD digital television broadcast. Unlike Dolby E, this technology is not suitable for multiple coding cycles.
LPCM
Linear pulse-code modulation (LPCM) is a particular method of pulse-code modulation which represents an audio waveform as a sequence of amplitude values recorded at a sequence of times. LPCM is PCM with linear quantization

Video programme material shall be produced using industry standard and accepted norms. Astro requires that its production partners use only selected codec and media types when working in nonlinear editing systems. Systems that use uncompressed HDSDI are acceptable, as are systems use the HDCAM formats. Systems that exclusively use HDV codec or are incapable of using HDresolution media are not acceptable for online output. If there are questions about the qualifications of a particular editing system or type of media, please contact Astros Content Compliance Department for clarification.
4.1.1.Vertical blanking should equal lines 1-20 and lines 561-563 of the first field and lines 564-583
periods, creating a blanking width of between 3.775 microseconds and 3.935 microseconds when a clock period is equal to 13.48 nanoseconds.
4.1.3.Video white levels should not exceed 700mV for component signals, and programme black
levels should not extend below 0 Vdc. Neither the programme luminance whites nor blacks should be clipped excessively. For colour difference signals R-Y and B-Y, levels shall not exceed 700 mV or fall below 0 mV when set at a 350 mV offset.

DSLR capture and record in H.264 codec, this codec is not supported and therefore not recommended for pre and post production. DSLR record in Progressive instead of interlace scanning (24P, 25P & 30P). Color sampling 4:2:0. DSLR use still camera lens. When recording for long periods, especially in warmer climates, increased video noise may occur due to CMOS overheating. Moir patterns will appear on video Flickering will appear on alternating darkening and brightening of the visuals. . 5. AUDIO SPECIFICATIONS
Audio programme material shall be produced using current industry standards and accepted norms. The audio portion of the master and source audio and videotapes must be produced so that no noise, static, dropouts or extraneous distortion is recorded in the audio. Programme audio must reflect reference tone level. Audio levels must be consistent throughout the programme.

Stereo audio must be fully mono compatible, i.e. the audio channels must be in the proper phase. NOTE: Full Mono compatibility means that when the left and right stereo channels are actively combined to mono there is no discernible change in audio level or fidelity. Full mix and M&E audio tracks should be phase coherent (synchronized) and level matched to prevent difficulty editing between these tracks, as necessary.
5.1.3.Sound to Video Synchronization (Lip-synchronization)
The relative timing of sound to video should not exhibit any perceptible error. Sound should not lead or lag the vision by more than 10ms. This synchronization must be achieved at the last point at which the programme supplier, or their facility provider, has control of the signal.
5.1.4.Headroom
Transmission limiters clip at +8 dB. For broadcast stereo tracks, transient audio peaks must not exceed +8 dB above reference tone when measured on an audio meter using the "Truepeak" ballistic set (0 ms rise, 200 ms fall). When mastering to a digital format and/or using an Absolute Scale or Peak meter, where "0" is at the top of the scale and reference tone is at -20 dBFS, broadcast stereo tracks should peak at no more than -12 dBFS.
5.1.5.Audio compression:
Programme audio should have good dynamic range, within the parameters listed above, but not be overly dynamic. While some compression may be needed to control the dynamic range of the programme audio, excessive audio compression of the final mix should be avoided as this reduces the perception of audio quality by the listener.

5.2.2.Documentation
An Audio Programme Data Sheet shall be delivered with the master tape. (Refer to figure 10)
5.2.3.20bit Dolby-E (8 channel)
5.2.3.1. Valid metadata in the Dolby-E stream for all contribution/transmission parameters is mandatory. 5.2.3.2. The Dolby-E stream shall be formatted such that the programme is in sync following Dolby-E decoding using a DP572 or equivalent. 5.2.3.3. Maximum permissible audio peaks in a 5.1 or 5.0 soundtrack shall be -3dBFS (+17dBm) 5.2.3.4. Although the Max dynamic range (max. peaks) for 5.1 channel mixes is considerably higher than for Stereo-only LPCM mixes, it is understood that many 5.1 mixes will have a dynamics structure which more closely resembles a -10dBFS stereo mix in order to facilitate the simple creation of an Lt/Rt fold-down mix.

9. TIMECODE
9.1. Both Longitudinal Time Codes (LTC) and Vertical Interval Time Codes (VITC) shall be recorded on tape. 9.2. The Longitudinal Time Codes (LTC) and Vertical Interval Time Codes (VITC) shall be identical during the whole recording. 9.3. The two time codes shall be present and continuous from the beginning of the leader up to the end of the trailer. 9.4. The time code value shall be 10:01:30:00 (hh:mm:ss:ff) at the first frame of the programme.
10. RF REQUIREMENT
As a baseline initial reading on a spectrum analyzer can be used to record the C/N+N and the level in dBm/Hz of the carrier. IRD reading of Es/No margin is recorded at the same points using a professional IRD. The aggregate power in dBm will be calculated from the dBm/Hz levels reading and the carrier symbol rate. On average, generally we require a C/N +N of 14 dB at our receiver end for proper signal lock and Es/No link margin of 8dB on 8-PSK DVB S2 modulation technique with a code rate of 3/4 and this should be used a baseline to meet of 99.99% availability Eb/No (energy per symbol to noise density) is a universal figure of merit for any kind of receiver, it is the measured at the receiver input terminals and is independent of anything inside that receiver and this figure is independent of the model of the receiver. Below is the minimum required Es/No to achieve the QEF (Quasi Error Free) transmission (assuming single carrier per transponder with an information rate of about 16-17Mbps and using DVBS-2 transmission scheme).

The value derived above is estimated link margin computation figures, these figures may vary as it could be more link-specific. The channel supplier / Uplink provider are required to send more information in order for the receiver end to compute total Co/No = Es/No with additional margin commissioned for rain fade. The Header Es/No estimate is an indication of the C/N of the header symbols of the received DVBS2 frames and a good representation of the received C/N of the signal
Eb/No is the measure of signal to noise ratio for a digital communication system. It is measured at the input to the receiver and is used as the basic measure of how strong the signal is. Different forms of modulation -- BPSK, QPSK, QAM and others have different curves of theoretical bit error rates versus Eb/No as shown in Figure 15
These curves show the communications engineer the best performance that can be achieved across a digital link with a given amount of RF power In such cases, we would need the service provider to disclose certain relevant information on their uplink side to perform an end-to-end link budget analysis

10.1 Bit Rate Compression requirement of a minimum of 12Mbps is required on the video bit rate on MPEG 4 compression platform. If Statistical Multiplexer is being is being deployed following settings need to be adhered on the video bit rate at the encoder level; Mpeg 4 platform a minimum 8Mbps and maximum 16Mbps is required. This needs to be disclosed by the content provider. 10.2 Availability Analysis With the available Eb/No margin computed, the system degradation can be added for downlink fades caused by rain. At 99.99% availability, 40 degrees elevation, and 114 mm rain rate the ITU rain model predicts 0.96 dB rain attenuation (Lrain). However, in addition to a decrease in the receive carrier level of 2.0 dB, the rain attenuation will also cause with an increase in the antenna noise temperature compared to clear sky conditions (depending of the mode code and also modulation technique). The increase in antenna noise temperature will add to the clear sky system temperature. The corresponding increase in system noise temperature and degradation in receive system G/T is calculated as follows:

Figure 16 summarizes the trade-off between the required link margin as a function of the receive system clear sky noise temperature. The terminal System Noise Temperature has been determined to be 218 K, extrapolating from Table 12 the required link margin is found to be approximately 3.0 dB. Based on the analysis, the margin required to sustain any of the channels would be 3 dB for availability of 99.99% (min value). This value will be used as a baseline for RF signal receptions. If this value is not adhere, there will be a possibility of signal degradation and video distortion at the receive end noticed during rain fade.

The vendor shall provide at each site location, a GUI or WEB based monitoring console (with multi-level permission rights) for monitoring purpose only. All real-time alarm and status alert shall be provided concurrently to the vendor and MBNSs operation team. 11.1.5. Cabling Requirements The optical fibre trunk between both sites shall be provided solely by the vendor. Any trenching, ducting and setting up of new physical optical cables within and outside of MBNSs compound shall be borne by the vendor. If it is within MBNSs compound, the vendor shall get prior permission and relevant approval from MBNS before proceeding. All physical materials used for the optical cabling shall conform to certain international standard and clearly defined in the proposal. All cabling must be clearly marked and labeled for ease of reference. It must be clearly indicated in the network diagram. All optical interfaces shall conform to standard specification as specified in the Standard Compliance section. For copper interfaces, it shall conform to standard coaxial 75 Ohm cabling. 11.1.6. Operating Conditions Requirements The vendor shall guarantee the performance of all systems/equipment supplied when operated continuously or intermittently under the following conditions: a. Ambient Temperature 5C to 40C for indoor equipment 5C to 55C for outdoor equipment b. Relative Humidity 95% non-condensing for indoor equipment 100% condensing for outdoor equipment c. Mains Power Voltage 240V +/- 15% (less than 16 amps per equipment) d. Mains Frequency 50Hz +/- 15%
11.1.7.
Support and Maintenance Requirements The vendor shall include a maintenance package that provides: a. 365x24x7 maintenance support b. Telephone assistance support (2 hours response) c. 4 hours on-site support d. Onsite hardware replacement e. Onsite software/firmware upgrade (including vulnerability patches) f. Monthly status report and annual performance audit g. Spares equipments must be within Klang Valley It shall conform to an agreed SLA/SLG between MBNS and the vendor.

The complete design review documentation shall be submitted to MBNS ten days before the review. The review shall be conducted in the form of a presentation by the vendors project manager and project engineers. Following the review, MBNS shall submit written requests for design changes if necessary. MBNS and the vendor shall make best effort to reach an agreement on these design changes and their cost implication, if any, within two weeks of completing the review. Once this agreement is reached, MBNS shall authorize the vendor to proceed with implementing the design.

11.3.
11.3.1.
System Design The vendor shall be responsible for network design and engineering, ensuring proper physical installation and performance of the equipment according to Technical Requirement. The system proposed shall be of proven design and in current production. Items currently under development must be identified and a statement defining the

progress and level of risk must be included. The vendor shall supply a background and list of customer references defining time, place and type of system supplied. The vendor shall provide qualified system/network/telecommunication engineers, experienced in optical network design, for designing the intersite connectivity. The optical network design shall cover all essential analysis for the proposed system/network, which includes optical link budget and performance analysis. The vendor shall design the system in sufficient detail to allow the implementation of the design to commence. This may be done in conjunction with subcontractors. At the end of this design exercise, and at a time to be mutually agreed between MBNS and the vendor, the vendor shall conduct a detailed review of the system design. The purpose of the review shall be to brief MBNS personnel with complete details of the proposed system. At a minimum, the following aspects of the design shall be presented: a. Block and circuit diagrams b. Inter-system interface requirements c. Flow diagrams d. Equipment list e. Spares list f. M&E requirements including power, air-conditioning (incl. airflow and ventilation) etc.

In cases where the system is to be mounted onto buildings or under the building, the vendor shall make arrangements to cover all costs associated with conduit/ducting systems and the laying of signal cables and/or waveguide through the stipulated conduit/ducting systems. For tower/mast and roof-top installation where applicable, the vendor shall be responsible for providing mounting solutions for their equipment. All grounding and hardware for vendorsupplied systems shall be provided and installed by the vendor. The system shall be installed by competent installation staff. The vendor must be competent in time and manpower management on installation, alignment, integration and testing of the system. Installation shall proceed according to the vendors installation plan. An initial version of this plan shall be presented at the design review. If it is necessary to change the installation plan, vendor shall seek the approval of MBNS and an updated version shall be delivered to MBNS two weeks before installation commences. The vendor shall provide lightning protection if necessary for any vendor-supplied equipment that will be placed outdoor at MBNSs premise. The vendor shall furnish the necessary simulation and test equipment (in the absence of signals and interfacing equipment from systems supplied by others) to demonstrate that his system meets performance specifications. A site acceptance test shall be conducted after the installation has been completed.

Training
The vendor shall provide training for technical staff of MBNS to enable them to acquire the necessary knowledge and skill to operate and maintain the system. Training shall include: a. Basic training covering theory and design. b. Physical on-site training for operation/maintenance. The vendor shall carry out the actual training needs analysis. Training shall be customized for specific job requirements and functions being performed by the personnel being trained. Training shall also cover all equipment delivered. The vendor, after discussion and mutual agreement with MBNS, shall provide a detailed training program (on a daily basis) for each of the training courses proposed.

The vendor shall provide experienced trainers to conduct on-site training, and MBNS shall have the right to evaluate the trainers. In the case the trainers are found unsuitable, proper replacement shall be provided at the vendors expense. The training courses to be provided shall be properly documented. Two sets of the master copy of the training course documents shall be provided to MBNS and any updating in the document shall also be provided to MBNS. The vendor shall provide training documents for every trainee and for every course provided. The medium of training instruction and documentation shall be the English language.

Documentation
The vendor shall provide complete documentation. The documentations to be provided shall include the following: a. Design review b. Installation handbook/instruction manual c. Operations and maintenance (and troubleshooting) handbook d. Systems warranty and support schedule e. Systems documents (i.e. engineering drawings and schematic diagrams) f. Test plan, test data, results and reports. Equipment and software supplied as part of the system handover shall be accompanied by a set of technical handbooks.
12. CONCLUSION
It is inherently difficult to define precisely what a suitable quality product is, and therefore there will be some subjective descriptions leading to imprecise advice. This is an unavoidable consequence of the rapid technical developments at this time. A competent resource provider should be able to give advice on achieving good quality results. Programmes of excellent technical quality have an inherent element of future proofing relative to those of a lower standard, and programme suppliers should bear this in mind.
