Each Radio reports observed interference to the Hub

High-speed frequency hopping of low power OFDM carriers Coordinated clear channel assessment (CCA) Computed Interference Avoidance (CIA) Intentional 'Notching' of specific channels Undetectable by most other radios This allows us to use VHF and UHF bands which currently support the Private Land Mobile Radios (PLMR) PTT radios

NPSTC Proposal Summary

Adapt4 Cognitive Radios can very effectively harvest contiguous and non-contiguous channels on a noninterfering basis to provide PS up to 400kbs throughput for data. (example: 450 470MHz) All or some Public Safety agencies could pool (share) their unused/underutilized capacity with cooperating agencies to achieve Interoperability for Data. The network could prioritize access based on real-time conditions Public Safety Overlay Network (PSON)

Its an overlay network so existing radios can continue to be used and the CR-enabled radios can provide enhanced services on additional bandwidth to those with real needs No need to replace the old radios to have high speed data! Access to state-of-the-art digital radios which can offer enhanced services (Data, Video, Voice) High-speed Internet Access anywhere in the PSON Increased capacity during emergencies Inter-agency voice interoperability can be provided via the PSON (Vo/IP) Shared access to Host Servers

How it Works!

Each PSON has a central NMS which would be controlled by an appointed Coordinator (like APCO) Each CR has an Electronic Serial Number (ESN) which identifies user/group Shared access granted only when unused capacity available priority based on current conditions (optional)

Network Control by Coordinator

Frequency Coordinator can notch-out any portion of the band and prohibit access by other agencies remotely via the NMS Any non-participating agency channels can be notched-out never used as part of the overlay Any critical channels can be notched-out and never used
