Pakistan Enters Peace Talks with Taliban


The first formal meeting between Pakistans government and a Taliban-nominated team has been held in Islamabad, officials say. The talks are aimed at charting a roadmap for negotiations that will try to end a decade-long insurgency. The government set out five conditions, including ending hostilities, saying a journey for peace had started. The Taliban team agreed to travel to the north-west to discuss the conditions with the leadership. Militants from the Tehreeke-Taliban Pakistan (TTP) have been waging an insurgency inside Pakistan since 2007. The talks initiative was announced last week by Prime Minister Nawaz Sharif, following a spate of attacks. More than 100 people, including soldiers, died in Taliban attacks across the country in January. Thousands have been killed since the TTP came to the fore in 2007. Doubts over success The first session lasted about three hours at Khyber Pakhtunkhwa House in Islamabad. The head of the Taliban team, Maulana Sami ul-Haq, read out a joint statement afterwards. It listed five basic conditions that had been set out by the government side: The Taliban team agreed to travel to Miranshah in the north-west to take the conditions to the leadership and pledged to report back to the government committee as soon as possible. Both committees agreed that neither side should initiate an act that might damage the talks process. The statement also said that the Taliban side had sought clarification on the power and mandate of the government committee involved in the talks, and whether it could accept and act on demands made by the Taliban. Both sides condemned recent violence. The chief negotiator for the government side, Irfan Siddiqui, said: Today, we started the journey for peace, and both sides have agreed to complete it as soon as possible. The BBCs Shahzeb Jillani in Pakistan says that while some have hopes for the process, others are deeply sceptical and see it as a sign of weakness on the part of the government. Joining Mr Siddiqui on the government team was veteran journalist Rahimullah Yusufzai, former ambassador Rustam Shah Mohmand and a retired major from the ISI intelligence service, Amir Shah.

Italys navy has rescued 1,123 people from inflatable boats in the space of 24 hours, as clandestine migration from North Africa reaches record levels. The latest migrants were found in eight boats and a barge about 120 miles (222km) south-east of Lampedusa. They included 47 women, four of them pregnant, and 50 children, all probably from sub-Saharan Africa, the navy said. Meanwhile, at least seven migrants have drowned trying to reach the Spanish enclave of Ceuta in North Africa. Local officials say the bodies of six men and a woman were found on a beach in neighbouring Morocco. The dead migrants were among hundreds of people who tried to enter Spanish territory on Thursday. The Moroccan coastguard said it had picked up 150 of the migrants, while the rest swam back to shore. All of the victims were reportedly from sub-Saharan Africa. Some 2,000 migrants landed on Italian shores last month, nearly 10 times the number recorded in January 2013. According to the govern-

The true number of migrants who died attempting the perilous crossing is unknown, but in October more than 400 people drowned in two shipwrecks near Lampedusa, the closest Italian territory to North Africa. Wednesday saw better than usual weather conditions for the time of year. Navy ships and helicopters began the rescue at 08:00 (07:00 GMT), continuing after darkness fell. The migrants were put aboard an amphibious assault ship, the San Marco, and are due to arrive at the Sicilian port of Augusta on Friday morning. Once in Italy, the migrants will be assessed to see if they have legitimate grounds for claiming asylum. They have to satisfy the authorities that they are fleeing persecution and would face harm or even death if sent back to their country of origin. Nearly three out of four asylum applications in EU states were rejected in 2012. The UN envoy to the Central African Republic has urged the country to make an example of soldiers who lynched a man accused of being a rebel. The man was stabbed and beaten to death and then his body was burned in the capital, Bangui. It happened just moments after interim President Catherine Samba-Panza finished speaking at an army ceremony. Separately, France says its peacekeeping forces are now likely to stay for longer than six months. The lynching is the latest in a series of shocking acts in CAR which have continued despite the resignation of a former rebel who seized power last year. Much of the violence has been along religious lines, between minority Muslims and Christian groups. Horrific attacks UN envoy Babacar Gaye said the killing of the man was unacceptable and must be properly investigated and the culprits punished and made an example of. An apparently hacked phone conversation during which a senior US diplomat disparages the EU over the Ukraine crisis has been posted online. A voice resembling that of Assistant Secretary of State Victoria Nuland reportedly refers to the EU using a graphic swear word. The US said Ms Nuland had apologised for these reported comments. The audio also reveals a frank exchange about Americas strategy on how to work with Ukraines main opposition leaders. The tape appeared on YouTube after Russia had accused Washington of meddling in Ukraine.

Rescue workers at a South African gold mine say they have recovered eight bodies after a fire and rock fall. One other miner remains missing at the Doornkop mine west of Johannesburg, the government said. Earlier, eight other miners were found unharmed in an underground refuge chamber and brought to the surface, mine owners Harmony Gold said. The fire began on Tuesday evening about 1,700m (5,600ft) below ground. The cause of the blaze is not yet clear. The situation is deeply regrettable, Mineral Resources Minister Susan Shabangu said in a statement.

Thousands of people have been killed in CAR since Seleka rebels overthrew President Francois Bozize last March. The violence between the mostly Muslim rebel group and Christian militias - widely known as anti-balaka (antimachete) - has continued even though President Samba-Panza was inaugurated last month after Seleka leader Michel Djotodia resigned as president. They proceeded to mutilate his body and then set the body on fire, Peter Bouckaert, Human Rights Watchs emergencies director, who was at the scene, told the BBC. Mr Bouckaert said that as he was taking pictures to document what he described as a crime, a group of uniformed soldiers rushed to the body to pose smiling with the burning corpse in front of us. A French contingent later arrived and fired warning shots in the air to disperse the crowd. Seleka rebels are blamed for a series of deadly attacks on Christians in the country in the past year. There have also been widespread reports of revenge attacks since the rebels withdrew from Bangui in January. France, the former colonial power, has 1,600 troops in the country, working with some 4,000 troops from African countries to help end the violence which has seen about a million people - 20% of the population - flee their homes. In December, the UN said it believed at least 10,000 troops might be required in any force sent to end the unrest.

ISAF officials in Afghanistan have confirmed a military dog went missing during a mission in December last year. US military sources say the dog belonged to a coalition partner and the BBC understands it was working for British forces. The Taliban earlier released footage of what they claimed was a dog they captured from US troops. They said the dog, apparently called Colonel, was wearing a GPS tracking device, a torch and small camera.

The Syrian government says a deal has been reached to allow what it terms innocent civilians to leave besieged areas of the city of Homs. Women, children, the elderly and the wounded will be allowed to leave, according to an agreement between the citys governor and the UN, the foreign ministry said. Parts of Homs Old City have been under army siege since June 2012. The United Nations welcomed reports of a humanitarian pause in the fighting.Farhan Haq, spokesman for the UN Secretary General Ban Ki-moon, said the UN and its partners had pre-positioned supplies on the outskirts of Homs ready for immediate delivery as soon as the green light was given by the parties for safe passage.

The training was intended to make civil servants more effective and efficient in order to increase productivity at their places of work, and to improve them ethically, something that has been lacking in the civil service as a result of the civil crisis. The seminar was organized and financed by the government of Japan through the Japan International Cooperation Agency (JICA) with technical assistances from the Ghanaian government through its Civil Service Agency and the Liberian government. Though the three-week seminar took place in Ghana, the certification ceremony was held in Monrovia on Wednesday, February 5, at the C. Cecil Dennis Auditorium at the Ministry of Foreign Affairs. The ceremony was graced by several officials of government and international partners. Speaking at the certification ceremony, Mr. George K. Werner, Director-General of the Civil Services Agency (CSA) lauded the Japan International Cooperation Agency (JICA) for sponsoring this event and the Ghanaian Civil Services Training Center for collaborating with them (JICA) to train Liberian civil servants in Ethifor the establishment of a cooperative relationship between Ghana and Liberia. Our record shows that over a three-year period, since October 2010, JICA trained six Liberian civil servants in Ethical Leadership for Quality and Productivity Improvement (ELQPI), he indicated. Mr. Werner also acknowledges JICAs efforts in extending the program to the civil service in Sierra Leone. Also speaking was Mrs. Patricia Ayenpong, director of RTDD, OHCS, and a facilitator from Ghana. Mrs. Ayenpong indicated that the training programme is truly unique in the sense that the CSTC utilizes the skill-focused approach facilitation mode aimed at equipping participants with hands on training to enable them to transfer knowledge acquired to their workplaces. calling for an end to this inhume practice, which has and continue to imperil (endanger) the young girls and women in our country. In spite of signing agreements against FGM internationally, commitments to end the practice have not been honored by most states and progress toward these goals remains slow, the local womens organization has observed. This practice, according to WOLPNET, remains unacceptably high particularly in West African countries, even though 28 other African counties practices FGM. We note with appreciation that 22 African countries have legislation against FGM, but regrettably, Liberia, Sierra Leone, Mali, Gambia, Nigeria and Cameroon are yet to join that group. FGM should be discouraged. It is a violation of human rights, and an extreme violation of women and girls. We condemn this practice since it is the sexual abuse of womens reproductive health right; it marginalizes and results in stigma and discrimination in society. The WOLPNET called on the government through the National Legislature to enact laws that would ban these insalubrious (unhealthy, harmful) and negative cultural practices and implement article 5B of the African Charter on Human & Peoples Right on the Rights of Women in Africa, which was rectified in 2005 and printed into handbill. The WOLPNET also called on all civil society organizations, non-governmental organizations the religious community, all women rights groups, women activists, the business community and all well mean-

Rubber Theft: Urgent Need for Govt. Action


The year 2013 was not good for the rubber industry. According to the Central Bank of Liberia 2013 Annual Report, the international price of commodity declined from US$3,304.20 per metric ton in January to US$2,558.90 per metric ton in December (a 22.6% decline). The CBL cited reasons such low activity in the global manufacturing sector, especially automobiles, as well as low input demand from a heavy user like China. These global dynamics, coupled with extensive re-planting in the industry at home, caused local productivity to decline by 12.8% since the year 2012. Apart from the global downward industry trends, the Liberian rubber industry is threatened by more organic effects. The Rubber Planters Association of Liberia (RPAL) on Monday sounded an alarm: rubber theft around the country is on the increase, causing crippling losses to farmers in this most vital sector, rubber. The CBL maintains that even with a steady decline in rubber output over the last two years, rubber remains the second most important asset to our economy, after iron ore. It is one of the industries that was significantly destroyed during the war. Rubber was affected in two terrible ways, the first being rubber theft and the second, the felling of rubber trees on planters farms by unscrupulous charcoal dealers for fire coal. We have to say that some of the major rubber planters were themselves responsible for the first problem, rubber theft. How? Some of the major players, the giant among them Firestone included, started buying rubber indiscriminately from whomever would sell. Soon, as one traveled through the country, one could see signs along the highways saying Rubber Buying Station for various companies, including Firestone. This indiscriminate buying opportunity encouraged anyone, rubber farmer or non-rubber farmer, to sell rubber, no matter how he got it. This opened the floodgate for stealing other peoples rubber. And one of the first victims became Firestone itself, and not Firestone only but rubber planters across the country. So even Firestone, which has for decades maintained a well staffed and well equipped Plant Protection Department (PPD), was unable to cope with the widespread and well armed attacks by rubber thieves. They employed not only cutlasses and other weapons but acid as well in their raids on various Firestone divisions in a ruthless bid to seize rubber from the production sites as well as from illicit tapping. If the giant plantation, Firestone, was affected by this menace, how much more the small farmers? Everybody suffered, and the small farmers lost not just their stolen rubber, but their rubber trees as well, for when rubber thieves had done their worst, the charcoal burners took over, indiscriminately felling trees for the demanding trade. Yes, fire coal was in demand because the forces of Charles Taylors National Patriotic Party of Liberia (NPFL) in 1990 destroyed the Mount Coffee Hydro-electric plant in Harrisburg. The total loss of electricity immediately forced most people, including city dwellers, to switch to generators and charcoal for their energy needs, especially at home. The result was devastating not only for rubber planters, but for the countrys ecology as well, as people started cutting down every tree in sight to burn charcoal for the demanding market. In response to the increasing rubber theft, President Ellen Johnson Sirleaf issued Executive Order No. 50 in April 2013, banning all rubber brokers, people who were selling rubber regardless of how they got it, from selling the commodity, most of which was stolen. But the RPAL is now saying that that Executive Order is not enough and much more needs to be done. Clearly, the RPAL and the major players in the business, Firestone, the Liberia Agriculture Company (LAC), Salala Rubber Company and Morris American Rubber, need to schedule an urgent meeting with the Government. The Ministries which should be involved in that meeting are Agriculture, Finance, Justice and Commerce in particular, to find a solution to this rubber stealing menace that now threatens the whole economy. It is not only the crises extending from Ukraine to Syria that will prevent the MSC, the fiftieth, from becoming an exercise in self-celebration. The transatlantic partnership, traditionally the backbone of the conference, has seen better days than these. The United States has now at least recognized that a great deal of trust has been lost in recent months, owing to the scale of surveillance undertaken by its National Security Agency. President Barack Obamas speech about reforms of US intelligence-gathering activities, as well as his subsequent interview on German television, represented a first attempt to regain the confidence of Americas allies. But it signals, at most, the beginning of an intensive transatlantic dialogue on the issue. The topic is too broad to be discussed solely among governments and secret services. What we need is a more comprehensive international debate that engages, say, the American and German publics, as well as the US Congress and the German Bundestag in short, an intra-Western debate about our relationship in the digital age. In 1963, when Ewald von Kleist invited participants to Munich for the first conference, which Americans fondly call the Wehrkunde to this day, the motivating idea was to invite our most important allies to a discussion about the major strategic issues directly affecting Germany and NATO. The main topic, at that time, was the Atlantic Alliances nuclear strategy. After all, Germany would have been the first victim of a nuclear confrontation between NATO and the Warsaw Pact countries. Kleist wanted to contribute to the creation of a German strategic community, which could make its own contributions to the NATO debate, rather than just absorbing whatever their technologically superior US ally proposed. In a way, we are in a similar situation today. Though the security implications of the digital age are less tangible and not as destructive as a nuclear attack, the technological possibilities fundamentally alter the playing field of international relations. The revelations concerning the NSAs surveillance activities are just the start. A future of thinking drones and defensive and offensive cyber weapons raises new ethical, legal, and political questions. We Europeans need to be selfcritical and admit that we are not only lagging behind in terms of technical capabilities; we are also in danger of not fully grasping in time the possibilities and dangers of the digital world. And of course, we will hardly be able to engage in meaningful negotiations with the Americans on cyber issues unless we succeed in establishing a united stance within the European Union. Doing so would put us in far better position to negotiate on equal terms with the US, just as we can on trade issues. In the past, the Western allies participation in NATO and its Nuclear Planning Group accommodated their concerns and prevented them from becoming mere objects of US strategy. Today, we need similar initiatives with regard to the digital world. Those hoping to achieve true cooperation must be willing to make their own contributions. This years MSC will include not only security officials from many countries. Three dozen German MPs and a significant US Congressional delegation will also participate. That is why the conference is an excellent opportunity to step up the transatlantic debate. After all, lets be honest: there will be real changes in US intelligence agencies behavior only if Congress regulates their activities more strictly. The revelations and resulting debates in recent months have shown that many US politicians are also uneasy about the liberties taken by the secret services. However, without domestic pressure, little will change. It is all the more important that societal stakeholders companies, NGOs, or international commissions of experts both here and in the US become more heavily involved than before. This issue affects us all. The debate is not and should not be between Europe and the US. Some Americans are grateful for Edward J. Snowdens revelations about the NSA, which they believe have stimulated urgently needed public deliberation. The institutionally assured possibility of self-criticism is, arguably, the Wests best characteristic its outstanding trait. Our democracies are better organized than other systems to scrutinize their own policies and respond to criticism. In the 1960s, the West had to agree on a common strategy for the nuclear age, and learn to deal with the atomic threat. Subsequently, we were able to take the first steps toward arms control and disarmament. Today, we need a similar debate in the West regarding our strategy for the digital age if we want to overcome new challenges without denying our identity as liberal democracies. This weekend in Munich, the Schmidts and Kissingers of today and tomorrow will have an opportunity to engage in what is probably the most important strategic debate of our time: how to prevent the West from falling apart in the digital age. he United States Government, through the United States Department of Agriculture (USDA) has donated a US$20 million grant for school feeding in Liberia. The donation was made Thursday, February 6, to the Ministry of Education (MOE) at a program held in Monrovia. The US government grant, is expected to benefit over 127,000 primary students attending public schools in rural parts of the country. According to the World Food Program (WFP), an initial contribution of US$ 6.3 million representing the first tranche (a portion of an investment or loan) has been provided. Speaking earlier, the deputy country director of WFP, Wurie Alghassim, stated that two more tranches are expected over the next two academic years. Mr. Alghassim stated the first tranche covers the cost of purchasing, shipping, handling and distribution of nearly 2,900 metric ton of assorted commodities. He said the meals would provide an incentive for en-

rollment and daily school attendance. According to him, it would contribute to learning achievement by tackling short term hunger, which can prevent children from paying attention to their lessons. Making the donation, on behalf of her government, United States Ambassador, Deborah Malac said the USA intends to identify with the education of Liberias children by alleviating hunger in their lives. Children going to school where food is scarce find learning difficult. Malnutrition is a serious problem confronting these students; this is why the intervention is necessary, she stated. She said that it pleases her that the government of Liberia is a recipient of the grant. Receiving the donation, the assistant minister for general administration at the MoE, Augustine V. Kimber thanked the American government for the donation. He said that it would help increase enrollment and improve retention (having to do with thought, memory) rate in the various schools. For her part, the country director of WFP, Madam Adama Diop Faye said that for the last 2-years mobilizing resources we are all appreciative of this. Many times people have looked down on us; others feel that we are not good enough to work at government institutions and NGOs. But I hope after this workshop we will be thought of for what we can provide to society, and be better prepared for the outside world. The National Commission

for school feeding has been a serious challenge. She said because of that WFP was forced to rationalize the intervention and phase out the program in Lofa, Bong and Nimba counties. Madam Faye, said that school feeding was the biggest program being undertaken by her institution in Liberia. She said it meant to increase access to basic education for all Liberian children, enhance nutrition and promote a culture that appreciates Liberian agriculture through school gardens among other things. She stated that they are currently running the school feeding program in nine of the 15 counties of Liberia. She named the counties as: Bomi, Gbarpolu, Grand Bassa, Rivercess, Grand Gedeh, Sinoe, River Gee, Maryland and Grand Kru counties. Also speaking was the Agriculture Minister of Liberia, Dr. Florence Chenoweth said that school feeding is a priority for the government of Liberia. Feeding children in school is something that this government is highly devoted to doing so we can reduce hunger in the lives of schools children, she disclosed.

150 Disabled Students Trained for Job Market


He said the organization needed US$75,000 to build the resource center, but they could not raise the money themselves. We need that resource center to help build the capacities of disabled youths around the country. Despite all of our awareness campaigns and fund rallies, we could not raise that amount. So we had to look for a plan B. That was how we decided to organize this workshop in order to build their skills and prepare them for the job market, he explained. Mr. Nifor said the organization chose to build the capacities of disabled youths because of the continuous challenges they face at school and home. These young people are faced with many challenges on a daily basis. So we wanted to be creative and innovative in addressing these problems. We also want them know how to start up their own business. At the end of training we would love to see potential university and college students walking out of here, he said. Francis Sibley, a senior student of Mass Communications and Public Administration at the United Methodist University and participant of the workshop, expressed his thanks and appreciation to the NCD. This workshop is very educative, and I must say that

He said that from as far back as the 1960s, the Government of Liberia through its foreign experts undertook to select desirable local areas that would be suitable for conservation (protection). The conservationist said that more than 20 years after obtaining the requisite capacity, Liberias foreign partners began declaring specific areas suitable around Liberia as protected areas. Mr. Theo Freeman pointed out that at present, Liberia has three areas that were designated protected territories: the Sapo National Park, the East Nimba Nature Reserve, and the Lake Piso Multiple use Reserve. The District Commissioners, Paramount Chiefs, Clan Chiefs, Town Chiefs and Elders expressed satisfaction with the development initiatives the by the FDA; these are avenues of opportunity that will benefit not only the Government but will aid the communities as well, they added. he Liberian government, through the National Commission on Disabilities, in collaboration with School to Work Africa, has conducted a three-day workshop on job aspiration for youths living with disabilities. The three-day workshop was held at the Samuel Kanyan Doe Sports Complex. It brought together 150 young people living with disabilities from various colleges, universities and high schools. In an interview with Mr. Myer N. Nifor, Deputy Director of Administration at NCD, he said the organization was interested in opening a resource center for college students with disabilities, but was not fruitful due to lack of finances.

The lady, Anna Mengonfia, a mother of eight, is a Government of Liberia employee living with Supt. Dagadu. Mrs. Mengonfias duties as head caretaker include catering and cleaning the superintendents residence as well as baby sitting an adopted child. She said that on Thursday, 23rd January, she had a fever and decided to go for treatment. Before she left, however, she fed the baby twice and left him with a 15-year old

Luyken Guest House Adm. Charged with US$2K Theft


olice in Monrovia have charged and forwarded to court for prosecution a man identified as Mr. Bismarck Appleton accused of diverting two checks worth US$2,575 meant for Luyken Guest House into his United Bank of Africa (UBA) account. Defendant Appleton who is the Administrator of the Guest House, on Tuesday, February 3, appeared before the Monrovia City Court, at the Temple of Justice. The Guest House is situated in oldest Congo Town, Monrovia and owned by one Madam Marie Luyken. The charge that brought him under the jurisdiction of the court includes; theft of property, forgery and criminal conspiracy. It is not clear whether he was sent to the Monrovia City Prison to await court trial, because the crimes are bailable under the revised Penal Law of Liberia. Appleton was said to have used the Article of Incorporation of Luyken Guest House to open an account at United Bank for Africa (UBA) un-

der the name Luyken Guest House. He also used the UBA account and deposited the two checks totaling US$2,575 issued by Cellcom, one of the leading GSM providers in the Country. The checks were payment made to Destiny, another company owned by Madam Luyken for supply of water to Cellcom in December 2013. He opened that account without the consent of Madam Luyken. Defendant Appleton also replaced Madam Luykens name from the document with his as an 85% shareholder in Luyken. He also placed the name of his fiance, one Rovena David, as 15%shareholder in that entity. The crime, according to police, was discovered by Madam Luyken. Luyken in her complaint said one of her companies (Destiny) usually provides water to Cellcom and expected payment monthly. She further alleged that in January 2014, she remembered that Destiny had not collected its check as payment from Cellcom for the month of December 2013.

In an attempt to collect the checks Madam Luyken said Cellcom informed Destiny through its managing director, Saide Chaar, that defendant Appleton had already signed and received an International Bank (IB) checks marked 0307127 with a face value of US$2,575 for the month of December 2013. She claimed that was when they decided to conduct an investigation into the matter. She said her investigation showed that defendant Appleton did not deposit the checks into Luykens account at another Bank, Ecobank. She said, when Appleton was asked about receiving the checks from Cellcom he (Appleton) wrote a check for US$2,175 from his UBAs Luyken Guest House account, which prompted her suspicion that the defendant was running a scam against her institution. According to police, during their interrogation with defendant Appleton, it was established that he and his fiance, who is on the run, were charged with theft of property, forgery and criminal conspiracy in violation of chapter 15, sections 15.51, 15.70 and 10.4 of the revised penal law of Liberia.

IDA GRANT ID: TF No. 010792 Assignment Title: Request for expression of interest Conducting the Mandates & Functions Review (MFR) of Ministries and Agencies The Government of Liberia (GoL) through the Civil Service Agency (CSA) has received a grant from the International Development Association (IDA) for strengthening Governance-Civil Service Reforms and Capacity Building Project (CSRCBP). The Civil Service Agency intends to apply part of the proceeds of this grant to eligible payments under the contract for hiring an individual consultant to conduct the mandates & functions Review of ministries and Agencies. The objectives of the assignment are as follows: Complete the MFRs of the above-mentioned Ministries; Complete the review and editing of all completed ministries; and Build the capacity of local staff to conduct MFRs. The duration of the assignment: The timescale of the assignment is for a period of 70 working days. The Civil Service Agency now invites eligible Individual Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services by submitting their detailed information (CV, brochures, past performance records, references of similar assignments executed in the recent past). They must also provide description of work experience both general and on similar assignments. Specific experience on World Bank funded projects will be an added advantage. Selection will be based on qualifications and experience stipulated below. Consulting firms are allowed to propose individuals for this assignment. However, only the experience and qualifications of individuals shall be used in the selection process, and corporate experience shall not be taken into account and the contract would be signed with the proposed individual. Qualifications and experience: i. The Firm- not less than 5-year experience in similar work with World Bank or Donor Funded Projects; ii. Key professional staff The following are the minimum Key Staff required for the assignment: a) Principal Consultant: An advanced degree in Economics, Finance, Law, Business Administration, Project Management, Public Administration or Public Policy (possession of doctorate with an in-depth knowledge of governance reforms trends, and best practices in the global context is an advantage); At least ten years of relevant experience, five years of which shall be related to policy analysis; Extensive experience in research, policy level analysis, technical advice and publications, especially in mandate and functional reviews of public institutions; Experience in Africa and post conflict settings. hen Director Sam Mongor advised the young run way model to venture into acting, he really did not think he would have gotten this far. Nevertheless he took the directors advice and found out acting was something he wanted to do for the rest of his life. And now, Joseph C. Weah is the hottest name in the world of the Liberian film industry, Lollywood. The CEO of Facetonic, producer and actor has acted in over 30 movies including Justice Denied (which will premiere on Feb 14), The Kamaras Tree, Desperate Hour 2(in which he played alongside his Liberian brother Frank Arthus) and, the famous one that mad him an international star, The Volunteers. He has shared movie screens with Nigerian actors and actresses, Desmond Elliot, Eni Edo, Chioma Chukwuka, Bishop, O. T. of Big Brother Africa and many others. He is also a rapper and has collaborated with the Liberian recording artist David Mell (Melody Maker) on his song Kalema Juju, whose video he also directed. Besides his acting, he is best known as the popular face presently at the Cellcom GSM Company, and has received a Recognition Awards in 2013 in Freetown, Sierra Leone. As much as there were a lot of sarcastic remarks coming from many of his peers and a lot of others having little faith in the new actor due to the fact that he had no job and no acting experience and asking to themselves, how far does he think hes going with this his so-called acting career, Joseph paid no attention to the negativity and continued to push forward and believe in his God for his breakthrough. You see, I always used to say to many of my friends, Im not doing this for today but for tomorrow. You see in everything I do, Ive always looked up to God and through my hard work, I know he was going to answer my prayers. But that breakthrough didnt come along for the new, Face of Cellcom, Actor and Producer until early last year 2013, thanks to his godfather, the Nollywood super star, Desmond Elliot. According to Joseph, I call Desmond my godfather because he is not a selfish person. He was the only one that stuck to his promise when he got here to work with me through my company Cellcom. Desmond teaches you how to fish, he does not throw fish at you, the actor explained. At first, it all sounded too good to be true during the early parts of last year, when the Liberian actor received a phone called from the Nigerian actor and film producer, Desmond Elliot. It was one evening when Desmod called me and said to me that I should be ready by tomorrow, because he was

bringing the entire crew down to Liberia and that he was ready to work with me. You see I really didnt take him seriously because Ive hung out with a lot of these Nigerian guys that come to the country and they all gave me false promises and then when they leave and I try calling, they never pick up their phones, you know. And so that night I paid no mind and decided I was going to go along with my plans for the evening to an all white party (laughs), after I did not receive any call from him the day he said he was going to be in Monrovia. So while on my way out, round about 11pm, I received a call and the person on the other line said to me, Joe, this is Desmond Elliot, Im in Liberia at Palm Spring Hotel and I want you to come over. When I got there, a script was slapped in my chest and he said to me, You are the main character in this movie. Its called The Volunteers and its all about Liberia. If you cannot play the role, Im going to get someone from Nigeria to play this role and its going to be a shame to you and your Country Liberia.

And that was a great challenge to me, he says, helping to put my country out there and on the map. I believe whatever the others are doing, we can do as well with just

Like most who are disinterested in a type of education that they see as the undesirable standard, he didnt go to college, either. However, the Virginia Beach native has achieved more than most teachers could ever dream for their students. In the past 12 months, hes produced top hits, designed clothing and curated art amongst other endeavors that earn him $10 million a year, after taxes. Now, at the age of 40, its fair to say that Pharrell has had a good amount of success throughout his career. Its also fair to say hes done it in an unorthodox manner, if not for anything more than the mere fact that aspiration for success in the arts is a generally discouraged idea. Still, the three-time Grammy award winner knows there are artists like him out in the world, more people out there finding it hard to perform at a high level

in ways that simply dont suit their passion, or worse, their capabilities. Its the reason why, when he has a chance to mentor young artists, he guides them in a manner thats suited to their goals. What do you want? and What havent you done? are the first two questions Williams asks of his protgs. Her Excellency Dr., Madam Ellen Johnson Sirleaf President of the Republic of Liberia Executive Mansion Monrovia, Liberia Dear Madam President: We most respectfully write to seek your timely intervention and to assuage the agony/anguish of the workers at the Roberts International Airport at the instance of Mr. Richelieu A. Williams, Acting General Manager of RIA, who unilaterally attempted to dissolve the RIA Workers Union, nullified the Collective Bargaining Agreement (CBA) executed among the Management of RIA, the RIA Workers Union, and the Ministry of Labour, withholding salary increments and benefits of workers which has taken effect over a year as enshrined in the CBA so as to enhance and maintain industrial harmony at the aviation industry. The intractable conduct of Mr. Richelieu Williams, if not corrected, has the propensity to disrupt normal activities at the RIA but the workers continuously abide by the Collective Bargaining Agreement which ban strike actions, and other actions that may disrupt the harmony in the industry. The Acting Managing Director, Mr. Richelieu A. Williams alleges that he took those measures indicated herein above, which are detrimental to the interest, livelihood, general welfare of the workers based on the directive of you (Madam President). Your Excellency, Madam President, we know, with certainty, you will never give such a directive to Mr. Richelieu William to attempt to dissolve the Workers Union, cancelled a multilateral agreement, and halt salary increment, and withhold other benefits and he accentuated same that there is a Memo to that effect upon your directive. Notwithstanding, however, when Mr. Williams was asked to present copy of Your Excellencys Directive, he failed to present such non-existence copy because you have fought injustices and marginalization in the past, now, and the policies and principles of your administration speak for itself. Your Excellency, Madam President, few weeks ago, on the 23rd day of December 2013, as the RIA Workers Union dissatisfaction continue to increase exponentially, it amounted to tension between the Workers Union and the Management, which precipitated the intervention of the Ministry of Justice, by and thru its Acting Minister, Cllr. Benedict Sannoh vis--vis the Director of Police. In fact, the Ministry of Justice, thru the Director of Police, Col. Chris Massaquoi, invited the leadership of the Workers Union to a meeting at the Central Headquarters, of the Liberian National Police on the 26th day of December 2013. The Meeting was held, and chaired by the Acting Justice Minister, the Workers Union was mandated to maintain industrial harmony, and the Management will be made to recognize the Union as a legal entity and maintain workers benefits that had already taken effect as per the CBA and not to further honor any increment as per the CBA that has no taken effect. Recognizing the legal existence of the Union, maintaining the present salary structure and other benefits but management is not willing to do anything pursuant to that understanding. Again, on January 6, 2014, both the Management and the leadership of the Workers Union were cited by Cllr. Juah Lawson, Minister of Labour and upon thorough investigation and findings, Minister Lawson instructed the Management to publically retract all negative publications made against the Workers Union, recognize the Union as a legal entity and maintain the workers benefits that had already taken effect as per the CBA. To this mandate, the Management thru its Acting Director, Mr. Richelieu A. Williams, remains defiant. The Workers Union scrupulously abiding by all of the provisions of the Collective Bargaining Agreement (CBA) duly executed between the three (3) parties named supra, notwithstanding the glaring frustration of the RIA workers, the Union workers still maintain and will continue to maintain peace and harmony at the Roberts International Airport given

its sensitivity and over all significance as the only international entry and exit route for citizens and foreigners alike. These flexibilities that continued to be demonstrated by the workers continued to be abused by Mr. Richelieu A. Williams by taking counterproductive measures that transcend to the raw emotions of the workers and their families as well. Madam President, the plight, agony, and anguish of the workers was further exacerbated by the newly appointed Chairman, of the Liberia Airport Authority Board, Honorable Beyan Kesselly in that he declared the Collective Bargaining Agreement (CBA) as now in limbo notwithstanding the fact that this CBA has been countenanced, sanctioned, and executed both in letter and spirit by his predecessor, Mr. Musa Bility. Madam President, your intervention to resolve the impassive is not only imperative but compelling so as to advert, prevent any ugly scenario at our international airport at the instance of Mr. Richelieu A. Williams, which continue to insinuate workers, degrade the Unions leadership by unwarranted memorandum and abuses of labor standards and practices as well as International Labor Organization. Your Excellency, Mr. Williams resolved to tele-guide, micro manage and create the impression as being the only indispensible person for the management of the, Liberia Civil Aviation Authority, Liberia Airport Authority and Roberts International Airport and has developed a Human Resources Handbook all at the detriment and injury of the workers whose input was abused, ignored, and/or overlooked and declared irrelevant by Honorable Williams. In view of the above, Madam President, Your Excellency, as the Chief Trade Unionist, the Head Pilot for all planes, the Captain for all ships flying our flag, the Chief Medical Officer for all the hospitals, clinics and health posts within our land, as the Chief Engineer and above all as the Chief Executive and Twin Mother for all, we most respectfully pray that you intervene in the dispute involving the management and the Workers Union at RIA. Consequently, the Union most respectfully requests of You Madam President the following wits: a. To timely set an inquiry committee to look into the dispute between the Management of RIA and the Workers Union, b. To appoint the General Manager for Roberts International Airport as Mr. Richelieu Williams is over burden in the management of three entities: LIBERIA CIVIL AVIATION AUTHORITY, LIBERIA AIR PORT AUTHORITY AND ROBERTS INTERNATIONAL AIR PORT. c. To appoint Managing Director, Liberia Airport Authority since Mr. Richelieu Williams has been acting as Managing Director over a year in addition to his mandate and responsibilities as Director General for Liberia Civil Aviation Authority. t took place the day Sam Pelima, who was at the age of 75, died. I was alone when I encountered the lady at the door, leading to the house where Mr. Pelima spent his last moments. I wanted to explain that I saw the young woman who came to escort Mr. Pelima to the great beyond but I was afraid no member of the family would believe me. Some of them might even think it was a dream. Mr. Pelima was agile and he seemed in good health. He never had the history of complaining about his health, though in his mid forties he said he was a heavy drinker and smoked lots of cigarettes too. He had not been sick and he was spoken of as the old young man. I had always respected him and listened to his usual lectures about the good old days. So when the news came that he was ill, I rushed from work and when I arrived, a doctor who attended to him told me I could not see him, due to the nature of his condition. Mrs. Doris Togba, her 40-year-old sister explained to me later that her brother had for the few days complained of difficulties in breathing and she had called the doctor, and for the last three days, things had not been the same again. Though she told me the doctor told her the situation was not that serious I could still not be allowed to visit my friend. He was like a father to me, and his advice about the rudiments of life had been my guide. It was in the evening in the middle of August, 2013 and the rains came down heavily without warning. There were not many relatives around and therefore I decided to spend some hours outside the main entrance to the house, a big house with ten rooms. The night had memorable echoes of insects and frogs, and their repeated melodies to their maker seemed remarkable, and at the same time, frightening. The rains had fallen earlier and the quietness affected the surroundings. My mind raced back and forth, imagining many things. Then I remembered several months ago, one of the unusual periods that my friend told me he was sick, and instructed me to sit by him. The old man did not feel comfortable and began

to talk about his life, and then finally, he mentioned Christiana. I did not know much about her but he told me that she was his sweetheart, who died at the tender age of twenty five, few months after their wedding, many years ago. In the course of time, he met other women but he never forgot the memory of Christiana. Life is cruel, he said with a sense of bitterness as the night wore on, she was only twenty five when she died. Her hair was pure black and her eyes were dark-brown. We had dreams with a purpose but misfortune did not allow us to share the beautiful life we had envisioned for ourselves together. There is a picture I need you to keep for me, he said, and pulled a large picture from behind the bed, If I die I have instructed that it should be handed to you. I should have it? I said, surprised. Before she died, he went on, she promised she would be with me and welcome me to the other world. The old man eyes filled with tears, and I became afraid, for I thought the old mans was about to die. You mean Christiana promised to come to you before you die? I faltered, unsure of what to ask. I know its hard for you to understand, he said, and coughed. I know she would come when it is time. Gladly, he recovered few weeks later, and he did not make any mention of Christiana. I was still in deep concentration when the big houses door creaked open and the doctor came out and nodded in my direction. He is much better now, he told me, I am hoping that his condition will stabilize and he will be much better in a couple of days or perhaps a week. Mrs. Togba, Mr. Pelimas sister, was with him when I went in. She was putting things in order and her attention was somehow focused elsewhere. My friends face glimmered with hope when he saw me; I read the smile on his face, which encouraged me about what the doctor had said to me. I stayed with him for thirty minutes and indicated to his sister that I was leaving, because at the time he was fast asleep. I somehow felt miserable and worried

about my friends condition but I could not understand why. When I reached outside, darkness covered every ground and the moon made its appearance, throwing its glowing beauty all around. I descended slowly on the steps and was suddenly the shadow of a young woman came across me. She smiled at me and I returned as a compliment. It came to me that I might have known or come across her before but I could not readily remember where we had met. The moonlights reflection centered on her and I caught a glimpse of her face, as her two shinning eyes bored through me. She was tall but her hair was black, shining somewhat strangely as it caught the moonlight. Her face was very lovely and her eyes were large. She was dressed in something white and softly shimmering, and in her hand she held a very large white rose. I wondered where she could have picked the flowers. It was not a Brewerville rose. All Brewerville roses were smaller. She was a stranger to me, yet I felt I had seen her or someone very like her before. Possibly she was one of Mr. Pelimas many nieces who might have come to Brewerville upon hearing of his illness.

She advanced towards me and I felt an odd chill of fear. Then she smiled as if I had uttered those words to her. Dont be afraid, she said. I am simply here to keep a promise. The words reminded me of something, but I could not recall what it was. The strange fear deepened and I found myself unable to speak. She came further close to me and for a moment stood by me. I froze and was powerless under her gaze. It does not matter the time of my arrival, she remarked, her voice echoing across the beautiful glow of the moonlight, it does, however, seem to suggest that my arrival is timely. The young woman strolled away from me, and threw her head back with a giggle. My eyes followed her till she disappeared through the open door. Her footsteps echoed behind her, as the concrete floor brought her departure back to me. My heart beat increased and I felt perspiration on my forehead. I pulled a handkerchief from my trousers pocked and mopped my face, and deliberately lowered my hand down to my chest. I began to wonder where in the world she had come from. My heart was still heavy when I arrived at home

It was not until the following day; it was early in the morning that I got the message that my friend Mr. Pelima was dead. I did not waste any more time and rushed to the deceaseds house. Upon arrival, it was clear that my friend was dead. There were distant echoes that seemed to announce the presence of death in the house. The deceaseds sister Mrs. Togba, fighting back tears, invited me into the house and broke the news to me. It happened after you left, she said, when I returned to his room, it seemed to me that he was asleep, because there was a smile on his face. It was kind of strange and what I thought and still believe he died with happiness in his heart. With my mind still on the young woman who I had encountered just before I left, I said, Did any young woman come to visit him with a rose in her hand last night? No, she said, the news about his death has now been sent to the family and they should be coming pretty soon, as well as the funeral home in Sinkor.

I could no longer ignore my encounter with the young woman, so I said, A young but beautiful woman passed by me with a flower in her hand last night. She said she was going to visit Mr. Pelima and you are saying no one came to him last night? Shaking her head, she said, No one came to him as I said and I have no reason to say otherwise if any of our relatives or any of his friends came to him last night. What I think, she added, it could be some of the ladies that live around her but in real fact I did not see anyone here last night. I decided to keep my peace. After the burial Mrs. Togba handed me a picture of Christiana, per the instructions of her brother. I accepted the picture with all my heart and when I glanced at it, my hands began to shake. What is happening to you? Mrs. Togba said, interested in the unusual experience I was going through. I said, This is the woman I saw last night. She grinned in disbelief. You mean the one you said came at the door? Yes, I said and lowered my head.

With consent of Central Government, on 22 July 2013, Grand Bassa County, by and through the County Administration, entered into a memorandum of understanding (MOU) with ArcelorMittal Liberia (AML) and the National Port Authority Buchanan by which all old unused structures and scrap presently located in AMLs Concession area and within the Port of Buchanan have been turned over to Grand Bassa County. The County has decided to sell this scrap at market value and to use the proceeds for the benefit of the entire County. The County therefore invites prospective bidders with requisite technical & financial qualifications and capabilities, to bid for the purchase, removal, and disposal of said scrap metals currently located within the concession area of AML and Grand Bassa County. LOT 1: Cut scrap metals presently located in AMLs Concession area. Within this framework, WAPP, with the collaboration of the Government of Cote dIvoire, Liberia, Sierra Leone and Guinea is developing a sub-regional interconnection project referred to as the CLSG Interconnection Project. The project is approximately 1,349 km of 225 kV transmission network that will link various towns in these four (4) countries. In this vein, a supranational company known as the CLSG Regional Transmission Company, (by abbreviation TRANSCO CLSG) has been established by the Heads of States and Government of the four countries. The companywill be responsible for the financing, construction, operation, maintenance and developmentof the CLSG transmission interconnection line. of true worship is right living with God, fellow human beings and the environment. Worship should fill us with the zeal and zest to do good works: works of mercy, justice and personal and communal peace. Christian believers go to worship in order to recharge their spiritual batteries, to be reminded of what they ought to do everyday and every second of every hour. Worship ought to make one a better husband, wife, child, neighbor or person at home, at work and at play. It enables us to have and maintain right relationships with God and the neighbor. True worship and right living go hand in hand. Genuine worship should promote unity. One of the devastating consequences of sin is that it mars all of our relationships. There is always a real danger of divisive tendency, attitude and action in our social dealings. Nations, institutions, communities, organizations and families are threatened by disunity. Factionalism, tribalism, sectionalism, and partisan spirit are forms of divisions or disunity. Disunity results from divided minds and non-cooperation attitudes and ways. Some of the common causes of divisions among groups are selfishness, greed, favoritism (pick and choose tendency and way), insincerity, the absence of true love and sometime downright ignorance. There is always a tendency to promote self at the expense of other selves. Disunity weakens and impedes the progress of families, institutions, communities and nations. The answer to this common human fault of disunity is unity. Unity means working together to pursue the common good, fellowshipping, bearing one anothers burdens, sharing our gifts and talents, forgiving each other, correcting one another in love, and encouraging one another to love and serve better. There is strength in unity. The Bible says a city or house that is divided against itself will fall (Matt. 12:25). Abraham Lincoln popularized this biblical adage in the phrase united we stand, divided we fall. Unity is a must for peace and progress in all of our social interactions. Unity, of course, does not mean uniformity which is all of us thinking, dressing, worshipping and doing everything utterly like. Genuine unity allows diversity and the right kind of diversity strengthens unity. Differences of outlooks, cultures, economies, and religious faiths and practices when managed well can enhance our unity. We all can learn from and be strengthened by the good things other people do differently and better than us. True worship should drive us to unity and promoting unity. It teaches us that we have one heavenly father and are therefore brothers and sisters. Worship calls us to seek the welfare of others. True worshippers seek the peace and unity of the family, community, institution, the nation and the world. Worship that does not seek the unity of worshippers and the wider community is false and empty.

But (being) overturned by imprudence in their minds and by subversion of reason they said to him: You knew very well that these idols do not talk! Do you worship then besides Allah, said Ibrahim/ Abraham, objects which neither profit you nor can do you harm, fie on you, he added, and on those objects you worship besides Allah, can you not think in a sensible and logical manner and employ the faculty of reason in forming conclusion! Nonetheless, they said, burn him and uphold your gods if indeed you intend to maintain your system of faith and worship and sustain it against criticism (21:57-68). When Prophet Ibrahim/Abraham (AS) made this threat, some of his people heard it and took note. However, they had a festival which they could not but go out to celebrate. On their way to the festival they asked the servant of Allah whether he was not going to the festival with them. His reply was short and simple, I am sick; and therefore he would not go. When the people left and went out to celebrate their festival, the Prophet (AS) took that opportunity to destroy them in the manner and form as stated in the above quotation. It is held that the ultimate inclination and purpose of Prophet Ibrahim/Abraham was that by so doing, he would be summoned and questioned. He felt that would be a better opportunity to tell such great gathering about the level of their ignorance and how misguide, astray and foolish they had become in their worship of idols which could not defend themselves from harm or help themselves from unforeseeable imminent danger. Off-course, those who cannot help themselves, how could they help others? So, when Prophet Ibrahim/ Abraham was brought before the multitude of people and asked, he told them thus: But it was their chief (idol) who did it, said Ibrahim/Abraham; ask them if they talk! The chief idol being physically present, and if it was something tangible, could have heard the Prophet saying and react to it. However, it miserably failed to say anything. Hence, this caused the people of Prophet Ibrahim/ Abraham (AS) to fall prey to shamefulness And there, they blamed themselves. Observing this, Prophet Ibrahim/Abraham (AS), seized the opportunity to

Genuine worship ought to issue into the unity of worshippers, those around them and the environment. How then does worship promote unity? What kind of unity does genuine worship lead to? Let us explore in brief below. We begin by summarizing the third article on worship and right living. True worship leads to right living and right living is an expression of true worship. We cannot therefore afford to come from a worship Service filled with hatred, jealousy, bitterness, war and immoral thoughts and desires. A worship Service prepares us for loving deeds and not for evil. The worship Service ends with a dismissal or closing prayer but true worship continues in the lives of true worshippers in the forms of honesty, sharing, caring for others, and promoting justices for all. True worship must therefore undergird and influence our decision making and every thought and deed of ours. Being God-conscious in every aspect of our lives and not only when we are in Church and other Church activities is a mark of true worship. n our last edition we concluded our discourse concerning Prophet Ibrahim/ Abrahams (AS) engagement of his people. He raised issues with them concerning worshipping of idols; and told them thus: But you and your fathers were erroneous in your system of faith and worship (21:54). Their answer was made in a question form and it reads thus: Have you brought us the truth, or are you one of those who make this the object of a joke!? Prophet Ibrahim/ Abraham answer to their question was clear, concise and precise. That is, he said thus: But your God is the Allah-Creator of heavens and the earth Who generated them and brought them into existence and to this effect I sincerely bear witness (21:56). Today, in this edition, Insha-Allah, we shall try to continue this discourse. Off-course, Prophet Ibrahim/ Abraham was alone at the beginning of his engagement of his people, but was certainly sure of the success of his mission and approached it courageously, dedicatedly and unmitigatedly. Perhaps it was against this background that he told his people thus: And by Allah, I will plot down your idols to dethrone them after you have gone and turned your backs. The servant of Allah was very serious and meant what he said. He there and then did not stop at mere rhetoric, but made sure that he practicalized his vow. The Scripture tells us that in consequence of his seriousness, he: And so he reduced them-the idols-into a useless form except their biggest so that they might turn to it for information. And when they returned, they said: He who has done this to our gods is indeed wrong-headed and wrongful of actions. Some of them said: We heard a young man by the name of Ibrahim/ Abraham cursing them and calling them names Bring him here before the people, they said, so that they may witness with their own eyes the consequence, for he- Ibrahim/Abraham has much to answer for, and when he was brought over they said to him: Was it you Ibrahim/Abraham who did this to our gods! But it was their chief (idol) who did it, said Ibrahim/Abraham; ask

Prophet Ibrahim/Abraham had thought and hoped that his people would pause briefly, meditate reflectively and act maturely. However, his people was blinded by superstition belief and deprived of the Divine Grace; and hence, had no desire to understand and appreciate Allahs will and His Revelations. This was so because their minds were fogged and could not understand. By the same trend, their ears were clogged and for which, they could not hear. So, being totally and unmitigatedly bent on in their evil inclination and determination could not amend and refine their character and belief system. There and then, decided to burn Prophet Ibrahim/Abraham (AS) alive. However, Allahthe Almighty Who chosen and designated him, was his side. Hence, Allah commends thus: O fire! Be cool and maintain your coolness and afford Ibrahim/Abraham safety and security and We (Allah) graced him with peace of mind. So conditioned, they thought of contriving against him, but We (Allah) made them losers who lost the most. And We (Allah) rescued him together with Lot (his nephew) and delivered them to the land which We (Allah) had blessed, the land where many divine messages were revealed for all. And We (Allah) bestowed on him Ishihaqa/ Isaac and in addition We (Allah) graced him with Yacub/Jacob (a grandson) each of whom We (Allah) characterized by virtue and righteousness. And We (Allah) made them leaders of faith guiding people into all truth as We (Allah) willed and We (Allah) inspired to them the deeds of wisdom and piety and the act of worship and alms giving and they were exclusively devoted to serving Our (Allahs) purpose and they worshipped Us (Allah-the only Majestic) and Us alone (21:69-73).

edicare Insurance Corporation on Wednesday, February 5, failed to account for Mr. Charaf Khaled, a Guinea Bissau national whose US$3,000 criminal appearance bond was tendered by the company at the Monrovia City Court. Defendant Khaled in November 2013 was arrested at the Ganta, Nimba County checkpoint with US$110,200 while attempting to escape the country. The money was portion of US$138,500 he had stolen from a Guinean businessman, Mr. Mohammed Bah in Monrovia. He was sent to the Monrovia City Court for prosecution. At the court the Insurance Company secured the bond for his release from the Monrovia Central Prison. In that bond, the company guarantees that they would

Our support of the bond is US$3,000 current money within the Republic, we hereby attach our certificates of authorization and affidavit of sureties in keeping with ILCL, Revised, Page 266-67, section 63.2 and 63.1 (b) of the Civil Procedure Law, the company bond explained. Interestingly, when the Insurance Company was invited to produce Khaled for hearing of the case, he could not be found anywhere in the country; compelling the company to deny filing the bond or having any knowledge about it in the first place.

hat does the future hold for the Sports Writers Association of Liberia, SWAL? That question has been examined in several ways by four presidential candidates who are standing for the associations elections that are scheduled for today, Friday, February 07, 2014 at the PUL headquarters in Monrovia. The candidates are Ms. Martina Brooks, who had been the vice president in the outgoing administration, Roland Mulbah, who was also the secretary general in the outgoing administration, and new entrants Leroy Sonpon and Richard Manuba. While the candidates manifestos sound impressive, there are considerable issues that can be used to examine their abilities. For example, Ms. Brooks and Mr. Mulbah are coming over from the last administration. What were the success stories of the last administration? a robust leadership for SWAL. How was the coordination among the officials of the last administration? Why has outgoing secretary general Mulbah, instead of supporting his vice president, has decided to go it all alone? At a recent interview, outgoing secretary Mulbah complained that he was shot out of the last administration and as a result did not know, for example how much the association has in its coffers. He also said he was not aware of the official list that was submitted to the Elections Commission. Another issue concerns the associations bank account. Originally, he said the decision was made by SWAL for its bank account to be kept at its offices but its treasurer carried it with him and eventually lost it. With the bank book missing, President Fomba Kanneh reportedly authorized a letter written by the assistant secretary Anthony Stephen, (why not the Secretary General Mulbah?), instructing the bank not to deal with anyone with its account number. What did Martina Brooks do

as SWALs vice president to ensure that Secretary General Mulbahs role was respected? How come Secretary General Mulbah could not exert his authority entrusted him by the members to act on their behalf? It is clear that Mulbah and Ms. Brooks dont see eye to eye. And this can be attested to by anyone who listened to their hostile debates on LUX Radio recently. There are many sports writers who have complained bitterly against the outgoing administration that Ms. Brooks and Mr. Mulbah were part of. The question is: what they did not do in the last two years that they are convinced they are prepared to do in the next two years? The two new entrants: Leroy Sonpon and Richard Manubah are very ambitious men who have proclaimed to take the association to another level. Manubah has been specific in what he could do for the association. He talks about three key issues: institutionalization of SWAL, securing corporate support and reactivation of the Herbert Grigsby Lectures and the Activity Report Lecture

Series. Leroy on the other hand promises a leadership with foresight and responsibility and his ability to raise funds to achieve SWALs objectives. The four contestants have visions that in every respect could transform the association to gain respect than it is now. Though some of the contestants have vaguely made promises that only angels they will need to succeed. But in any case, todays elections must lead to the unity of the association, no matter who wins. Though Ms. Brooks has challenged her detractors, promising an unyielding candidate, daring them to stand in her way, that does not suggest that she cannot be a good leader, simply because there are question marks in the outgoing administration that she was the vice president. And the question voters need to examine is: which of the candidates is capable to achieve the long term dream of the association? Once a voter is convinced of a candidates sincerity to deliver the SWAL promise, then that individual is good to go.

Woman, 37, Commits Suicide

olice in the crossroads town of Gbarnga in Central Liberia have confirmed the death of a 37-year-old woman, who allegedly committed suicide on Tuesday, February 4, in Wainsue, a few miles from Gbarnga. According to police accounts, the woman identified as Gbanjan Kerkulah alias Kpelewonnie, stabbed herself in the stomach with her husbands cutlass at the Public Works Garage just a stones throw from the town of Wainsue; dying instantly. In a telephone conversation with the commander of the Crime Services Division of the Bong County Police Detachment, Inspector Alvin James, said a team of homicide investigators recorded that the woman stabbed herself several times in her stomach. Inspector James told this paper that from the investigators reports, the crime is not linked with foul play as being perceived by many residents of the area. Police records revealed that in February of last year this woman attempted to take her life, but was rescued by her husband Samuel Mulbah and was taken to the Phebe Hospital for treatment Our Bong County Correspondent, who visited the crime scene spoke with the husband of the deceased who said his wife killed herself with his farming cutlass. Mr. Samuel Mulbah told this paper that after coming from the farm in a state of fatigue, he decided to take a rest and was overpowered with sleep. Samuel Mulbah notified this paper that while asleep, his wife took the cutlass he placed in the attic and stabbed herself in the stomach. When I woke up, I only saw my wife lying on her stomach in a pool of blood in the living room, Samuel Mulbah revealed. According to Samuel Mulbah his wife has been sick for a protracted period and on several occasions she has attempted to take her life away as a substitute to liberate herself from the bondage of suffering. My wife has complained of living in distress on several occasions; threatening to one day commit suicide, Samuel Mulbah explained to the Daily Observer. Samuel Mulbah told this paper that he tried to safe his wifes life by visiting hospitals as well traditional herbalists to no avail. Samuel could not tell exactly the kind of sickness his wife suffered from. He informed this reporter that his wife left behind a
