Training Program: Automation of Business Permit Licensing System I.

Training Description: Consistent with the requirement to make the Philippines competitive in doing business; to the mandate as specified in RA No. 9485 (Anti-Red Tape Act) that requires the provision of efficient delivery of services that reduces red tape, prevent graft and corruption and defines standards in processing business permits and license issuance; to the provision of RA 8792 (E-Commerce Act of 2000) related to creation, storage, processing and use of electronic data and processes in the conduct of business; and to the E-government Master Plan goal of achieving transformative governance, the training on Automation of Business Permit Licensing System is to build competencies on how to simplify the processes and to enable the use of information and communication technology in the effective and efficient management of business permit and licensing services. The training program is meant for local government units to enable standardized knowledge and skills in process improvement; and in planning, design, development, roll-out and support of automated business permit licensing system. II. Training Duration: 1 Day Briefingh (6 Hours) or 3 Days Detailed Discussion and Hands-On III. Target Participants LGU Executives and Business Units IV. Training Objectives The training enables the participants: 1. To identify the legal basis, enabling policies, national strategy and inter-agency agreement and implementing rules in making effective, efficient and sustainable the business permit and licensing services in the country. 2. To perform the readiness assessment that present the baseline and maturity level of the essential components to improve process, data, application, infrastructure and people of a streamlined business permit licensing system 3. To identify and describe the tasks and deliverables in designing, developing and roll-out of the electronic business permit licensing system. 4. To define and elaborate the standardized view of functions, interfaces, procedures, business rules, data, interoperation, infrastructure and organization in the design and development of the automated business permit licensing system

Training Content Topic 1: Mandates, Strategy and Agreements for EBPLS (1 hour) In this briefing the participants is provided with justifications on the need of automating the business permit and licensing system of the local government units. It identifies the legal mandate, the policy cover, the strategy references and agreements of agencies to make effective, efficient and sustainable the automation of business permit and licensing service of the local government units. The participants are given a birds-eye view of the current and on-going initiatives to properly plan, design, roll-out and sustain automated business permit and licensing system. 1.1 Introduction to the EBPLS Initiatives 1.2 Legal Basis and Policy References 1.3 E-Gov Strategic Plan 1.4 Inter-Agency Agreements 1.5 LGU ISSP and EBPLS Project

Topic 2: EBPLS Readiness Assessment (1 hour) In this briefing the participants get introduced to an assessment tools that define, describe and elaborate the readiness of the local government unit to automate the business permit and licensing system. The participants are given a brief walk-through of the essential indicators to manifest the condition of successful acquisition and development of an automated business permit and licensing system 2.1 Business Process Re-engineering Framework 2.2 Organizational Readiness 2.3 Infrastructure Readiness 2.4 Financial Readiness

Topic 4: EBPLS Sourcing and Procurement (1 Hour) In this briefing the participants is presented with sourcing strategies to acquire or develop the automated business permit and licensing services. It describes the procurement process consideration in the purchase of the Off-The-Shelf, or ToBuild System. Topic 5: EBPLS Project Management (1 Hour) In this briefing the participants are introduced to the project management methodology that insures the proper initiation, planning, execution, control and closure of the automated business permit and licensing systems project.
