Deadline for Submission of Bids

1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of the Jaffna Kilinochchi Water Supply and Sanitation Project and intends apply part of the loan funds to cover eligible payments under the above mentioned Contract. 2. The Chairman, Ministry Procurement Committee, on behalf of the National Water Supply and Drainage Board now invites sealed bids from eligible bidders through National Competitive Bidding on single stage one envelope procedure (NCB/SS-1E) for the above mentioned contract, the scope of which is briefly described below. Construction of 7 overhead rein forced concrete water towers, 2 of which shall be of capacity 1200 m3, 1 of 750 m3, 2 of 350 m3, 2 of 250 m3; and heights varying around 22 metres. 3. Only eligible bidders with the following key qualifications should participate in this bidding. The bidder shall have minimum average annual construction turnover of SLRs 470 million calculated as total certified payments received for Contract in progress or completed, within last Three (03) years.

Participation in at least one (01) Contract, within the last five (5) years that have been successfully of substantial completed and that are similar to the proposed works, where the value of Bidders participation exceeds SLRs. 310 Million. The similarity of the Bidders participation shall be based on the physical size nature of works, complexity of methods, technology or other characteristics described in Section 6, (Employers Requirements). The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit or other financial resources, (other than any contractual advance payments) to meet the Bidders financial resources requirement of this contract assessed as SLRs. 40 million, excluding other financial requirements.

4. Interested bidders may obtain further information from Assistant General Manager, (Tenders and Contracts), National Water Supply & Drainage Board (NWSDB), Galle Road, Ratmalana over the telephone, number 011-2635885 or 011-2638999 Ext. 1750 or facsimile number 011-2635885 (E-mail: agmtenders@waterboard.lk) and bidding documents may be inspected free of charge at the office of the Assistant General Manager, (Tenders and Contracts), NWSDB, Galle Road, Ratmalana, Sri Lanka. 5. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application on a business Letter Head to the Assistant General Manager (Tenders and Contracts), NWSDB, Galle Road, Ratmalana, from 23/10/2013 until 25/11/2013 during 09:00 hours to 15:00 hours on and on 26/11/2013 between 09:00 hours to 10:00 hours normal working days. The bid document shall be obtained upon payment of a non-refundable tender fee of SLRs. 15,000.00 plus VAT in cash or Bank Draft in favour of National Water Supply and Drainage Board. 6. The NWSDB will promptly dispatch the documents by registered airmail or by courier service on request with an additional SLR. 7,500 (domestic delivery) USD 120 (overseas delivery) but under no circumstances will the NWSDB be held responsible for late delivery or loss of documents so sent out. Bids shall be delivered to the Office of the Director (Procurement), Ministry of Water Supply and Drainage, Lakdiya Medura, No 35, Sunil Mawatha, Pelawatta, Battaramulla, Sri Lanka to receive on or before 10.00 hrs on 26/11/2013 together with a Bid Security in the amount as specified in the Bidding Document (Data Sheet). Bids will be opened immediately after the deadline for submission of bids, in the presence of the bidders representatives who choose to attend.

8. The Ministry of Water Supply and Drainage, and the National Water Supply & Drainage Board, will not be responsible for any costs or expenses incurred by bidders in connection with the preparation, attending pre-bid meeting and delivery of bids.
