KEY ISSUES IN INDIAN IRRIGATION
SYSTEM
Statistics Issues
Cultivable Area in India Water resources developed at
~184 Mha present 644 bcm
Ultimate irrigation Potential Only 57% of potential
~139.9 Mha
Demand is likely to increase
Utilisable Water Potential:
1122 BCM to 810 BCM by 2015
Surface water – 690 BCM Dominant share of
Ground water – 432 BCM groundwater in irrigation
~60%
Technological Issues Replenishment issues
total area under drip Average water use efficiency
irrigation is not more than is rather low in irrigation
500,000 to 600,000 ha. 40 % in the canal regions to
about 60 % in the
groundwater regions
OPPORTUNITY IDENTIFICATION –
LOCALIZED IRRIGATION SYSTEMS
Government’s Approach towards solving irrigation issues has been
supply oriented
That is by means of large water management projects
Normally small water bodies like tanks, natural springs and other such
systems tend to be widely scattered and their management by the
government becomes cost ineffective
These water bodies if efficiently managed for irrigation can reduce the
demand up to 20% in local areas
Efficiently managing these resources can be done only at the localized
level
Individual Farmer Level
Water User Association (WUA*) Level
Government rulings in the southern states (AP & TN) for allowing
registered WUA’s to develop localized irrigation units and manage
localized demand
