One of the most effective +a!s in +hich external agencies can s$%%ort fishing is to hel% governments and the %rivate sector to identif! ca%acit! constraints and to ta)e action and remove them. Partnership in fish farming and development an initiative Media for Excellence with KDDP B. BACKGROUND AND JUSTIFICATION 4. 2ishing in #ganda is a dominant economic sector. "t contrib$tes abo$t 1.5 to the GD6 and em%lo!s nearl! 115 of the +or)force +ith another &5 of the %reserving force de%endent on it for em%lo!ment. 7he co$ntr! acco$nted for a %o%$lation of .4 million in .888 and is ra%idl! gro+ing at a rate of 1.. 5. 9. 2ish farming is amongst the %riorities of the government +hich accords a high attention to the iss$e and %rovides s$%%ort to the ex%ansion of agric$lt$re and r$ral develo%ment %artic$larl! in the . Densel! %o%$lated areas nearer to areas +ith +ater bodies. :ommercial 2ish farming forms the bac)bone of s$stainable agric$lt$ral develo%ment and b$ffers the agric$lt$ral sector as a so$rce of em%lo!ment to the %eo%le in the area. "t is also a means of increasing the economic ret$rns from fisheries agric$lt$re. ;. 2ishing gro$nds in #ganda are ver! man! tho$gh la)e *ictoria is the biggest of all +hich acco$nted abo$t 145 of the total co$ntr! area. Over 1888 %eo%le are involved in fishing as a so$rce of income on the "sland district of Kalangala 7his n$mber has gone on increasing since .88. -$stif! the fact that the la)e <fishing= is the main so$rce of income to the %eo%le in the area. &. 7he %redominant method of fishing is the $se of nets and boats that is commonl! $sed mostl! b! the biggest %ercentage of the fishermen in the area <>&5= to get the fish from the la)e and so sell to the nearb! limited mar)et. >. :onscio$s of these iss$es and of the need to s$stain fish %rod$ction and r$ral income es%eciall! for fishermen thro$gh the s$stainable management and o%timal $tilization of the nat$ral reso$rces the #gandan government has ado%ted a strateg! aimed amongst other ob-ectives at? s$stainable fishing %ractices and develo%ment to meet the gro+ing demand from fishing and other +ater $ser sectors/ and o%timal $tilization and conservation of +ater reso$rces in fishing as a %riorit! for national so$rce of income thro$gh the introd$ction of im%roved fishing methods and management tool thro$gh Ex%ortation of the la)e <fish = %rod$cts. 18. 7he government of #ganda thro$gh the Ministr! of 2isheries and the District of Kalangala started in .881 an ambitio$s %lan investing abo$t ; billion shillings for the next 18 !ears on the rehabilitation and modernization of fishing %ro-ects to im%rove conve!ance efficienc! and minimize distrib$tion losses thro$gh converting o%en fishing s!stems to %ress$rized %i%e s!stems and rehabilitate and modif! the s!stems. "t also ado%ted the modernization %olic! at field level and enco$raged 1 Partnership in fish farming and development an initiative Media for Excellence with KDDP fishermen to change to modern fishing techni@$es b! %roviding tax3free lo+3interest loans to cover the ca%ital costs of modern techni@$es and technical advice on the im%lementation and $se of s$ch s!stems. Ao+ever the level of ado%tion of these techni@$es is still lo+ d$e to the lac) of confidence amongst fishermen in the ex%ected financial ret$rn from the $se of s$ch techni@$es that -$stif! the investment and effort associated the lac) of %erce%tion of the ne+ techni@$es amongst fishermen the lac) of incentives amongst fishermen to invest in modernized on fishing s!stem. 11. Beveral st$dies b! international organizations <Media for Excellence ,orld (an) #ND6 etc..= ho+ever have sho+n that the government %olic! of generalizing modern fishing technologies ma! onl! be s$stainable for medi$m term and not be remar)able. 7he %olic! has come $% generic and +as not differentiable in accordance to basins that are most critical. Modern techni@$es and ade@$ac! according to the local conditions. #nfort$natel! the %ro-ects of the NGOs in s$%%ort of the government %olic! on modernization li)e the D2OC#E6 ;11 have come $% also generic and did not achieve am%le res$lts on gro$nd. 2or exam%le the D2OC#E6 ;11 %ro-ect tho$gh it obtained enco$raging initial res$lts b$t it did not com%letel! deliver the aimed o$t%$t and therefore an ex%ansion %hase +as recommended. 7he main dra+bac)s of this %ro-ect raised in its %reliminar! eval$ation re%ort and ma! s$%%ort the -$stification for the c$rrent %ro%osed %ro-ect are? <1= several technical errors in terms of design and installation of the e@$i%ment/ <.= deficiencies in terms of a%%ro%riate design/ <1= %rocess of demonstration training a+areness and eval$ation did not !ield the same level of achievement for +ater boats and oar as com%ared to +ater engines and boats/ <'= diffic$lties in ada%ting the ne+ techni@$es b! fishermen/ <4= lo+ %erformance in terms of design and o%eration. "t is concl$ded that there is an $rgent need to enhance )no+ledge amongst all %arties and bridging the ga% for the efficient a%%lication of the ne+ techni@$es. "t is believed that the lac) of fishermen0s confidence in the modern techni@$es is d$e to the fear of their so%histication the lac) of )no+ledge on them and their high cost. 1.. 7he c$rrent %ro%osal ho+ever ta)es the above mentioned dra+bac)s and res$lts into consideration loo)s at the iss$e from different angle and a%%lies a differentiated a%%roach. "t foc$ses on 7eaching %eo%le the ne+ incentives to better fishing methods as an ideal sol$tion for the $ltimate $tilization of the *ictoria La)e for maxim$m o$t%$t in critical areas +ith to increase ho$sehold incomes. "t aims to introd$ce the conce%t of fishing +ith better techni@$e affordable b! mar)eting off3the3 fish %rod$cts that are got from the la)e and to lift the fear of so%histicated technolog! b! %roviding so called Dc$stomizedE good fishing methods that are eas! to o%erate and maintain and do not re@$ire high costs. 11. 7he %ro-ect +ill %rovide lo+ costClo+ %ress$re small scale fishing e@$i%ment and techni@$es at fishermen0 level train selected technicians of the Media 2or Excellence <M2E= in the Ministr! of Agric$lt$re <National :o$nter%art= train selected fishermen on the ne+ techni@$es monitor %erformance of the ne+ techni@$es and assessing the feasibilit! of im%lementation and the %ossibilit! of extra%olation. A ' Partnership in fish farming and development an initiative Media for Excellence with KDDP %re3selection of the basin targeted for the a%%lication of the lo+ costClo+ fishing techni@$es has been earmar)ed b$t f$rther defining of the %ilot sites +ill be established. 7he average fishing gro$%s to be e@$i%%ed +ith the ne+ techni@$es. An a+arenessCintrod$ctor! training +or)sho% +ill be held initiall! inviting fishermen organizations +or)ing +ith fishing sector. A %artici%ator! a%%roach +ill be $sed to ga$ge the fishermen0s needs d$ring this +or)sho%. 2$rther detailed training +or)sho%s of 13. da!s on the fishing s!stems for farmers +ill also be held in collaboration +ith the District 2isheries :o$nsel. 7he fishing s!stem +hen installed +ill be %rovided b! the %ro-ect to the fishermen on the $nderstanding that if the! are satisfied the! +o$ld have to %$rchase it at the end of the %ro-ect at a certain %ercentage of the cost. 7he mone! %aid +ill go in a revolving f$nd to extend the s!stem to other farmers +ho +o$ld li)e to be involved in fishing control in the f$t$re and ens$re contin$it! of fishing +or). 1'. "t is ho+ever ex%ected that the %ro-ect +ill encom%ass the thr$st to ens$ring field level res$lts the acce%tance of the ne+ techni@$es b! fishermen thro$gh a%%l!ing a %artici%ator! field a%%roach and the effective enhancement of ca%acities at both instit$tional and fishing comm$nit! levels. 14. #ltimatel! the develo%ment of lo+ costClo+ %ress$re fishing techni@$es +ill contrib$te to the enhancement of fishing $se efficienc! the s$stainabilit! of la)e reso$rce $tilization the increase of agric$lt$ral %rod$ction and fishing income and hence the em%o+erment of r$ral comm$nit!. 4 Partnership in fish farming and development an initiative Media for Excellence with KDDP C. PROJECT OBJECTIVES 19. 7he ob-ective of the %ro-ect is to assess the economic and technical feasibilit! of im%lementing lo+ costClo+ %ress$re micro fishing techni@$e in #ganda on a %ilot basis in selected +ater3deficit areas and to introd$ce the conce%t of DKitE to the fishing agric$lt$re sector in #ganda. 7he %ro-ect +ill demonstrate and %romote a%%ro%riate lo+ costClo+ %ress$re micro fishing techni@$es %rovide training to technicians and fishing on the ne+ techni@$es assess their feasibilit! and dra+ lessons and recommendations for long term a%%licationC$se of these techni@$es in the irrigated agric$lt$re sector of #ganda. 7he s%ecific ob-ectives of the %ro-ect are? F Belected n$mber of tools are installed on a selected n$mber of fish landing sites according to the n$mber of %eo%le living in the area/ F Belected n$mber of technicians is trained on lo+ costClo+ %ress$re good fishing techni@$es/ F Belected n$mber of fish farmers is trained on lo+ costClo+ fish farming techni@$es/ F 7he %erformance of the ne+ techni@$es for one season is monitored/ and F :oncl$sions and recommendation are dra+n on the feasibilit! of im%lementation and the %ossibilit! of extra%olation to other fishing landing sites. . 9 Partnership in fish farming and development an initiative Media for Excellence with KDDP D.
