Vol. 144 No. 234 Delphos, Ohio case has been scheduled for Wednesday. Fishbein has been held in prison in Lancaster on a three-year sentence for intimidation of a witness and telephone harassment of a female former employee back in 2012. He told the court Thursday that he is due to be released this fall. The release date could be pushed back if Fishbein is found guilty of any of the eight counts against him. Three years ago, Fishbein was charged with 21 felony and two misdemeanor counts of telecommunications harassment, stemming from making 300-400 telephone calls to the then22-year-old, with some of those calls being threatening in nature. At one point, Fishbein was released on bond with the stipulation that he was not allowed to use the telephone unless another person placed the call and monitored the conversation. Minutes after those conditions were explained to him, Fishbein was observed by court officials in the lobby outside the courtroom talking on a cell phone. His bond was then revoked and he was held in jail until he was sentenced.

Fishbein asks for public defender

At his arraignment hearing on Wednesday, Robert Fishbein, 50, had requested that he act as his own attorney for his case. Fishbein, the former CEO of I & K Distributing, formerly of Delphos, reconsidered when his case reconvened Thursday morning. Fishbein explained, Your honor, I had just seen the indictment 10 minutes prior to coming in here. I was just kind of taking it all in and I was thinking about various types of things I wanted to do but after further consideration, it would probably be in my best interest to take on counsel. Judge Charles D. Steele agreed and appointed Ryan Warnecke to serve as Fishbeins defense attorney. (Submitted photo) BY CHRISSY ELWER Mission Society Co-Advisor The junior and senior members of the St. Johns Mission Society and their chaperones recently traveled to McKee, Kentucky, to perform works of service for the elderly and the many families suffering the effects of poverty in that region. The group is hosted by St. Pauls Catholic Mission and lodged at Camp Andrew Jackson, a partner in the Christian Appalachia Project. Nestled in the foothills of the Appalachian Mountains, McKee boasts a population of only 878 people, although it is the largest community in Jackson County. They are notorious for averaging the lowest income per family in the state at $12,857. However, the tough economic situation of these citizens did not damper their warm southern hospitality and spirit. One of the largest projects completed during the four-day trip was the construction of a wheelchair ramp for a man who lived by himself in a log cabin he had built. In recent years, he suffered a stroke and heart attack, thus limiting his physical mobility. Much of the time, he was housebound without any visitors, living deep in the backwoods. Another important project was creating a large garden for a young family of five so they could not only use the produce for food but hopefully sell some fruits and vegetables at the local farmers market for profit. One of the students working on this job site was senior Samantha Bonifas. Tilling was hard work and all of the digging and bending over made me wonder how gardening was a hobby for some people. Yet when it was all over and I saw little Devin (their son) getting excited about the crops, it was then I knew we planted a future for that family, she said. Service was not just limited to physical labor. One of the two mornings, volunteers went to visit individuals staying at the Horizon Adult Day Care Center. This facility allows families of elderly or special-needs adults to go to work during the day, knowing their loved ones are in good hands. Students and chaperones played cards, pool or corn hole with residents. They also visited and made crafts. Special friendships were made at the center. Many other tasks were accomplished on the trip, such as painting a house and cleaning apartments in a retirement complex. Mission Society President Maddie Burgei summarized the trip. Veterans ID cards now available

Information submitted Barry Johns, the Van Wert County Veterans Service Officer, and Kim Hughes, the Van Wert County Recorder, are pleased to announce a new initiative benefiting our Van Wert County Military Veterans. Honorably discharged veterans will soon be able to obtain an identification card through these two offices. This card will display a picture of the veteran as well as various information regarding his or her service to our country. In Ohio, the office of the county recorder is responsible for maintaining veterans military service discharge records, known as a DD214 form. In order to receive an ID card, the veteran must first record this form in the Van Wert County Recorders Office. There is no fee to record a DD214 form. Once the veterans ID card is issued, it can be used as proof of military service, and to obtain discounts at participating retail and commercial businesses. In some cases, it may be used as a form of identification for other purposes. No date has been set for the implementation of this program. There will be more information available at a later date.

Letter carriers annual food drive Saturday

On Saturday, the National Association of Letter Carriers will hold its 22nd annual Stamp Out Hunger Food Drive and once again the carriers at the Delphos Post Office will be participating. Approximately 50 million people in this country live in homes that lack sufficient food to feed them, with one in three being a child. A lot of those people live right here in Delphos and that number increases every year. All customers, both within the city of Delphos and the surrounding rural routes, are asked to place their non-perishable food donations, including baby food and pet food , by their mailbox, or in some instances at the place designated for their mail delivery, and the city carriers will pick them up at their normal delivery times. Rural route customers are asked to either hang them from their mailbox or place inside their box with the flag raised and your rural carrier will collect it. There will also be a box located in the lobby of the Post Office for those who wish to drop their donation off there. This year all donations will be divided equally between the St. Vincent DePaul Society and the Interfaith Thrift Shop, both located here in Delphos. Last year the Delphos community contributed 1,860 pounds of food, bringing the total collected to more than three tons just in the past three years.

Twisters rouse interest in shelters, safe rooms

OKLAHOMA CITY (AP) Last years tornado season wasnt the worst in Oklahoma history, either in the number of twisters or the number of lives taken. But the deadly barrage that killed more than 30 people scared Oklahomans in a way that previous storms had not, moving them to add tornado shelters or reinforced safe rooms to their homes. Theres just one problem: The surge of interest in tornado safety has overwhelmed companies that build the shelters, creating long waiting lists and forcing many people to endure the most dangerous part of this season without any added protection. Pretty much anywhere you go right now, the soonest anyone can install is about mid-June, said Kayli Phillips, who works in sales and accounting at Norman-based Thunderground Storm Shelters. Were booked solid until then. Thunderground, which opened about two years ago, is part of a booming new industry that has taken shape as more Americans seek to shield their families from severe weather. The demand intensified last year following the series of deadly twisters in central Oklahoma, where a single tornado on May 20, 2013, killed 24 people and destroyed 1,100 homes in Moore. Since then, Moore residents have added about 1,100 basements or shelters, according to city spokeswoman Deidre Ebrey. In all, the city has an estimated 6,000 shelters or basements. In nearby Oklahoma City, more than 8,000 storm shelter permits have been issued since May 2013, according to Kristy Yager, a spokeswoman for Oklahoma City. In 2009, just 322 permits were issued. The 2013 tornadoes pretty much kept us booked up the entire year, Phillips said. Abby Brown, a sales manager for Edmond, Oklahoma-based GFS Storm Shelters, said theres always a waiting list for installations, but it generally peaks starting in March, when people begin thinking about the upcoming storm season. The company, which has been in business for four years, installs about 175 shelters a month. People are thinking about it more. People who have lived in Oklahoma all their lives sometimes may not have ever thought that they needed a storm shelter until last year, she said. Oklahoma is not the only state where families are confronting their twister fears. After a half-mile-wide tornado hit the Little Rock suburb of Vilonia last month, officials said the death toll of 15 could have been worse if residents had not piled into underground shelters and fortified safe rooms. Alisa Smith, sales manager for Austin, Arkansasbased Tornado Shelters Systems, said the company is working around the clock to keep up with demand. Sales have doubled since last year, to about 300 shelters. New customers have to wait six to eight weeks for installation, she said. I think this tornado scared a lot of mothers, she said. There were two little boys lost in the Vilonia storm, so I think a lot of mothers are saying, Forget those granite counter tops or sunroom, lets put in a shelter. Its not unusual for an episode of severe weather to send demand soaring, said Ernst Kiesling, executive director of the National Storm Shelter Association. Just as parts of the central U.S. are seeing an increase now, the South experienced a similar trend in 2011, after twisters killed more than 300, he said. But the shelters and safe rooms dont come cheap. Pricing is based on a variety of factors, including size, location within the home and the type of door used. The priciest models can cost as much as $14,000. Smaller ones can be had for a few thousand dollars. Some people turn to a lottery-style federal program that provides matching money for residential shelters. The government offers rebates of up to $2,000 per home. About 10,000 people or families apply annually for one of about 500 rebates, said Keli Cain, spokeswoman for the Oklahoma Department of Emergency Management. Other cities and towns may offer their own rebate programs. Jennifer Sweeten and her husband used a refund from their federal taxes to install a shelter in their Oklahoma City home in March 2013. I thought, How stupid are we to live in Oklahoma without a storm shelter or basement? Sweeten said. We felt like that was the best use of our refund. My husband actually wanted to go on a little vacation, and I said, Nope, were getting a storm shelter. Its lucky they did. Two months later, two tornadoes swept through the area, and the family took shelter underground. It gives me great security, Sweeten said. I felt like we were prepared, and we were safe, and that was worth great peace of mind. Prior to last Mays storms, only one neighbor had a storm shelter, Sweeten said. Since then, four more have installed them. Tessa Beaulieu, of Edmond, Oklahoma, made sure the new home she is building with her husband had a shelter. She ordered the shelter in January, and it was installed at the end of April.

Van Wert: Local law enforcement partner to promote traffic safety

Information submitted VAN WERT On May 2 and 3, Ohio State Highway Patrol Troopers and officers from the Van Wert Police Department, partnered in a joint effort to contribute to a safer Ohio. During this partnership, law enforcement officers worked together in an effort to save lives and reduce crash causing violations. During this joint effort, over 200 traffic stops were conducted. Those traffic stops resulted in over 120 traffic safety reminders and over 80 enforcement contacts. Officers initiated eight OVI arrests, seven driving under suspension arrests, 30 seat belt arrests and three child restraints arrests, issued over 17 misdemeanor drug arrests and one felony drug arrest. An additional five misdemeanor criminal arrests were made. In addition, officers from the Van Wert Police Department served three warrants.

Detectives: 4 found dead in Florida home were shot

MIKE SCHNEIDER Associated Press TAMPA, Fla. A man, his wife and their two teenage children were shot before the million-dollar home they were renting burned down in what investigators called arson, a fire perhaps exacerbated by fireworks and gasoline, authorities said Thursday. Autopsies were still being completed to determine how they died, but investigators have said they are looking into the possibility of a murder-suicide. Authorities recovered a gun at the home registered to Darrin Campbell and he bought an exceedingly large amount of fireworks and gas cans days before the fire, Hillsborough County Sheriffs Col. Donna Lusczynski said. Authorities still have not positively identified the bodies, but the family has not been accounted for and a relative said they were inside the home when it burned. As flames shot through the roof Wednesday morning, neighbors reported explosions, presumably hearing fireworks go off inside. Authorities have not indicated who may have started the fire or why. Campbell bought $650 of fireworks on Sunday and authorities said fireworks were found throughout the fivebedroom home. Still, it wasnt clear what role the fireworks might have played, though Lusczynski said they couldve been used to ignite the fire or keep it going. Campbell had been an executive for several high-profile businesses. He was currently working at a records management firm and volunteering as treasurer at his childrens private school. His wife, Kimberly, was a stay-at-home mom, according to her father, Gordon Lambie. The family moved to Tampa more than a decade ago. They sold their home in 2012 for $750,000 and signed a twoyear lease for the 6,000 square-foot home owned by former tennis pro James Blake. He bought the home in the Avila community in 2005 for $1.5 million, according to property records. Avila is known for its mansions, heavy security, country club and golf course. Many well-known athletes have called the community home over the years. Lambie said the family wanted to move closer to the childrens school, Carrollwood Day School. Nineteen-year-old Colin Campbell was a talented baseball player who planned to graduate high school next month. His teenage sister, Megan, was a ninth-grader who made an honor roll and took dance lessons. Ive lost my entire family, Lambie said from his Michigan home. Its very tough right now because Im 1,500 miles away. Campbell bought six packages of firecrackers and about the same number of fireworks designed to shoot into the air, said William Weimer, vice president of Ohiobased Phantom fireworks. He described them as backyard fireworks someone might set off on the Fourth of July. He said the fireworks could have started a fire but it would have spread slowly. The amount of powder inside each one was smaller than an aspirin, he said.

Members of Psi Chapter, Alpha Delta Omega National Sorority, held an impressive candlelight pledge service Thursday evening in the Janba Room at NuMaudes Restaurant. Assisting the homeless in accessing social security benefits
Information submitted PUTNAM COUNTY The HHWP Community Action Commission has funds to assist the homeless in accessing social security disability benefits. Funding and resources are provided by the Coalition on Housing and Homelessness in Ohio (COHHIO). In order to be eligible, an applicant must be a resident of Hardin, Wyandot or Putnam counties, be 18 years of age or older, homeless or at imminent risk of becoming homeless, suffering from a severe physical/mental illness expected to last 12 months or more and are unable to work substantially due to their disability. Once determined eligible, the SSI specialist will guide the individual through the application process, assisting in completing forms and gathering necessary medical and/collateral information to send to SSA and the Bureau of Disability Determination. Information submitted COLUMBUS As summer camps, fairs, vacations and family picnics take you and your family away to many fun-filled places during the warm weather months, now is a good time to get vaccinated. The Ohio Department of Health (ODH) reminds Ohioans that immunizations are the most effective way to prevent illness from vaccine-preventable diseases. The ongoing measles and mumps outbreaks in Ohio also serve as a reminder to all Ohioans that they should be up-to-date on immunizations. Activities that bring large groups of people together can accelerate the spread of these diseases, said ODH State Epidemiologist Dr. Mary DiOrio. When coming into close contact with sick individuals, immunizations can provide the protection you need to keep from getting ill. Given the on-going measles and mumps outbreaks, ODH recommends that Ohioans are familiar with the signs and symptoms of the diseases. Symptoms for measles include fever, cough, runny nose, red eyes, sore throat and a red rash appearing three to five days after the start of the symptoms. Symptoms of mumps include runny nose, cough and swelling of the salivary glands. When individuals are fully vaccinated, the measles, mumps and rubella (MMR) vaccine is 97 percent effective in preventing the measles and 88 percent effective in preventing the mumps. Those who are not up-to-date on their immunizations should contact their healthcare provider or local health department and receive the MMR vaccine if there is no medical reason not to do so. ODH and its local public health partners support the vaccine recommendations set forth by the Advisory Committee on Immunization Practices (ACIP) and CDC. These recommendations include vaccination schedules for when individuals (children and adults) should receive their vaccinations. Whether your summer plans include sending the kids to camp or traveling in or out of the country, please be aware that immunizations may be required to protect you and your children from vaccine-preventable diseases. COLUMBUS (AP) A proposal headed to the Ohio House freezes state-set targets for the amount of energy that utilities must produce from renewable sources such as solar and wind, but stops short of repealing the targets permanently. The closely watched bill cleared the Ohio Senate just after 1 a.m. Thursday, about 15 hours after a compromise was struck. Lawmakers who initially sought to permanently freeze phasing in the 7-year-old standards backed off Wednesday. The Republican-led Senate worked with Gov. John Kasich on an alternative that pauses progress on the targets for two years as a legislative committee looks at the issue. Public Utilities Chairman Bill Seitz, a Cincinnati Republican, noted that amendments of both Republicans and Democrats were accepted in the final version. State Sen. Eric Kearney, the committees ranking Democrat, criticized the process. He said the final version of the bill was subject to no testimony, and lawmakers were pressed to read and analyze its contents before a vote. Questions and answers on the bill as it stands: Q: What are the targets? A: Under a 2008 law, Ohio utilities were required to produce 12.5 percent of energy from renewable sources,

such as wind, solar and captured heat, and 12.5 percent from advanced sources, such as clean coal, by 2025. The law also required companies to help customers reduce electricity use 22 percent by 2025. Q: What happens to the targets under the Senate bill? A: Targets for advanced energy are eliminated. Targets for renewable energy are frozen for 2015 and 2016 and a condition is eliminated that required at least half of those resources to come from Ohio. The benchmarks will resume as scheduled in 2017 unless lawmakers act on a new study commissions recommendations before then. The new date for clean energy and efficiency targets to be met is 2027. Q: Whats the makeup of the study commission? A: 13 members: six from the Ohio House and six from the state Senate, including no more than four of the same political party from either chamber, and the chair of the Public Utilities Commission of Ohio. Q: Are lawmakers required to accept the commissions recommendations? A: No. The bill states that it is the intent of the Legislature in the future to pass legislation reducing targets for energy efficiency, use of renewable energy resources and for reduced peak demand at power plants.

Report: Ohio leads country in metal thefts

COLUMBUS (AP) Ohio continues to lead the nation in metal thefts, with 1,446 insurance claims made last year, according to a new report. A National Insurance Crime Bureau report released Wednesday said the state reported more than 4,000 claims from 2011 through 2013 from homes and businesses, nearly all copper thefts. Thats about a third more claims than second-place Texas and about 40 percent more than third-place California, according to The Columbus Dispatch (http:// bit.ly/1fY9as5). The 1,446 claims last year in Ohio is about flat with the number in 2012 and up from 1,232 in 2011. Thieves have stripped sheets of metal from rooftops, stolen decorations from cemeteries, ripped apart air conditioners for the copper coils and stripped homes of wiring and piping, then sold the pieces for scrap.

The Rev. Heath Lambert usually hears one of two responses when he tries to get pastors to be candid about the impact of Internet pornography in their churches. Response No. 1 sounds like this: Pornography isnt a problem in my church. That answer drew laughter at a recent conference on faith and sexuality, organized by the Ethics & Religious Liberty Commission of the Southern Baptist Convention. Lambert, a seminary professor who leads the Association of Certified Biblical Counselors, said he realized that laughs and disbelief were appropriate -- if sad -- responses to this crisis. Response No. 2 is also rooted in denial, he said. Pastors shake their heads and say: Good night! I cant talk about this. Do you know what the people in my church would do if I started talking about pornography? ... I cant talk about this from the pulpit. But if pastors cannot face this issue with their own flocks, then who can? It doesnt help that this pulpit silence often, according to researchers, may be linked to pornography addictions among clergy. Lambert said he found it disturbing that 75 percent of clergy say they have zero accountability systems in place to help keep them honest about their online activities. But while the culture wars rage on and draw the most attention, Lambert argued that the greatest moral threat to the church today is the Christian pastor, the Christian schoolteacher, the Christian Bible college and seminary student, who exalts sound theology, who points to the Bible and then retreats to the basement computer to indulge in an hour or three of Internet pornography. The bottom line, he said, is hypocrisy:

Porn is something that evangelicals can do in a dark room, behind a shut door after they have railed against homosexual marriage and talked about conservative theology. In addition to looking in the mirror, Lambert challenged religious leaders to: -- Face the fact that 12 is now the average age at which American boys first experience video pornography, which means some people are getting exposed to it a lot earlier, he said. This is the reality. ... We have no idea what kind of generation we are creating. We havent tested it yet. We dont know what its like to have a nation of grown men who were taught about sex from Internet pornography. God help us. -- Help members of their congregations -- of all ages, male and female -- learn strategies for how to avoid the common dangers on the digital roads that lead into the online marketplace that dominates modern life. Far too many people, he said, keep going to places where they shouldnt be at the times when they shouldnt be there. Many are alone and vulnerable, and pastors need to openly discuss that fact. In particular, he said, religious-education leaders must talk to adults about Internet security in an age in which their homes are packed with Internet devices. Most of the time, of course, its the children who know significant-

ly more about how to operate this technology than their parents. -- Confront the belief that consuming pornography is a sin that only affects individual users. For example, he said believers should feel concern -- at least at the level of prayer -for performers who are caught up in the porn industry. Then there are the patterns in modern divorce, with 50-plus percent of those in broken marriages confessing to some degree of problematic involvement with pornography. Its simply wrong, said Lambert, to think this is all about you. ... You wouldnt do it if you thought everybody was going to find out. You wouldnt do it if you knew that you were going to lose your ministry position. You wouldnt do it if you knew your wife was going to leave. You wouldnt do it if you knew that your kids were going to think that you were a pervert. The lie is: Nobody has to know. AC Museum welcomes Mowery to talk about Morgans Great Raid

Information submitted At the age of 38, General John Hunt Morgan was a hero to the Confederates. He was known for his courage, dignity and resourcefulness. But Northerners considered him a freebooter-guerrilla-horse thief and a blackbeard with a bridle. Morgans Raid took place from June 11-26, 1863. The Confederate Calvary rode for Mowery 46 days over 1,000 miles covering a region from Tennessee to Ohio. The raiders destroyed bridges, disrupted the railroads at more than 60 places, and diverted thousands of Union troops from other duties. They plundered farms and towns and spread terror throughout Kentucky, Indiana and Ohio. Morgan was captured on July 26, 1863, and he and his remaining men were put in the Ohio Penitentiary at Columbus. Morgan escaped and made his way back to the south. Ohio suffered at least 350 casualties, approximately 2,500 horses stolen, and nearly 4,375 homes and businesses were raided. The cost to Ohio taxpayers was nearly $600,000 in damages and over $200,000 in wages paid to the 49,357 Ohioans called up to man 587 companies of local militia. The Allen County Historical Society is pleased to present David L. Mowery, a native resident of Cincinnati and graduate of the University of Cincinnati, at 2 p.m. May 18 at the Allen County Museum. ADA - The Ada softball squad plated four runs in a big sixth-inning rally to knock off upset-minded Delphos Jefferson 7-4 in the Northwest Conference and home-season finale for the Lady Bulldogs on a very warm Thursday evening. The victory lifted Adas overall record to 11-7; they end up 1-7 in NWC play. Jefferson dropped to 1-12 overall and finished 0-8 in league action to finish last in the 9-team NWC. Junior Tori Wyss slammed a tie-breaking 3-run double to left-center field to give the Bulldogs a 7-4 edge in the bottom of the sixth, a clutch blast that provided the final margin of victory. Tori is really seeing the ball well; that was a big hit, said Ada head coach Ken Jochims. That was a huge situation and she cleared the bases. But offensively other than her, we did not do that much. The Bulldogs had carefully built a 3-0 lead heading to the fifth inning with solid defense and pitching. The game was scoreless until the home half of the third when Wyss led off with Branham a sharp single to left field. Wyss stole second to get into scoring position. The next batter was retired on a groundout to shortstop but when Wyss attempted to advance to third after the out was recorded, the throw across the diamond from the first sacker sailed wide and into foul territory, allowing Wyss to scamper home with the games first run. In the top of the fourth, the Wildcats threatened with two singles. With runners on second and third and two out, the next batter drilled a liner to deep center field but senior Alexis Gonzaga made a fine stab of the shot that almost got over her head to end the inning. That was a nice catch but even if it had gotten past her, the girl had batted out of order and would have been out, Jochims pointed out. In the bottom of the fourth, Ada shortstop Quinn High singled to center and stole second base. Ashley Windle tagged a long fly to left that was dropped and High scurried home for a 2-0 lead. Windle advanced to second on a passed ball and Gonzaga drilled a liner to shortstop that was caught on a fine backhanded, diving effort. Thus in an unusual occurrence, two of the outs in the inning were recorded at home plate, or it could have been a much more damaging rally for the Wildcats. Grove rallies late to knock off Lancers in NWC baseball By Charlie Warnimont DHI Correspondent COLUMBUS GROVE Lincolnview had more than their share of scoring opportunities Thursday evening at Columbus Grove. The problem was the Lancers were unable to come through with a key hit leaving the Bulldogs in the game. And with the last at-bat the Bulldogs took advantage of their opportunity. Columbus Grove scored twice in the bottom of the seventh to rally for a 7-6 Northwest Conference win on Senior Night at Bulldog Field. Before the contest, the three Lincolnview seniors and four Grove seniors were recognized by the Columbus Grove players and coaches. The win keeps the Bulldogs one game back of Crestview in the NWC as they are 6-1 and 12-7 overall. Columbus Grove will play at Crestview on May 17 with a share of the NWC crown on the line. The Lady Lancers dropped to 10-12 on the season and 5-3 in the NWC. Lincolnview had a 4-0 lead before the Bulldogs rallied to take a 5-4 lead in the fifth inning. The Lancers battled back to tie the game in the sixth inning on an RBI double by Mikenna Klinger that scored courtesy runner Stephanie Longwell, who was running for Macala Ashbaugh, who had walked to start the inning. Katie Roose laid down a bunt and when the throw to first base sailed high that allowed Stechschulte to race to third base. With Monica Delgado at the plate, the first pitch she saw sailed to the backstop and Stechschulte raced home with the winning win. Halfway there: Miami tops Nets in Game 2, 94-82

And after the Brooklyn Nets went nearly 2 minutes a basketball eternity without the ball down the stretch, the 2-time defending NBA champions would soon find themselves two wins from another trip to the Eastern Conference finals. LeBron James scored 22 points, Chris Bosh added 18 and the Heat pulled away late to beat the Nets 94-82 on Thursday night, taking a 2-0 lead in the East semifinals. Kaymer ties course record with a 63 at Sawgrass

Associated Press PONTE VEDRA BEACH, Fla. Martin Kaymer stopped thinking, started swinging and played his way into the record book Thursday in The Players Championship. Kaymer missed only two fairways. He putted for birdie on all but one hole. And the former PGA champion finished with four straight birdies to become only the fourth player to shoot 9-under 63 on the Stadium Course at the TPC Sawgrass, giving him a 2-shot lead over Russell Henley. Kaymer took advantage of a perfect day for scoring warm weather, hardly any wind and soft greens. There were 28 rounds in the 60s, which made the score by Adam Scott look even worse. With another chance his best one yet to get to No. 1 in the world for the first time, Scott finished with a pair of double bogeys from shots in the water and signed for a 77. It was his highest opening round at The Players since his first trip in 2002. Kaymer was flawless, hitting whatever shot he felt he needed. His final blow was a hybrid that ran through the ninth green and into a bunker, leaving a simple up-and-down for birdie. He had a 29 on the back, the first player in the 32-year history at Sawgrass to break 30 on either nine. Roberto Castro also opened with a 63 last year. The only others with 63 were Greg Norman in the first round in 1994 and Fred Couples in the third round in 1992. Its just a nice bonus, Kaymer said. Its only the first round of a long, long tournament. Its nice to make some history. No one shot 29 on that golf course before. Kaymer would not have seemed like a good candidate. He has not won since the HSBC Champions in Shanghai at the end of 2011. He hasnt had a top 10 all year. But the 29-year-old German has felt his swing start to come together in recent weeks. His name has been featured on leaderboards more and more. And he had a simple explanation. I stopped thinking, Kaymer said, a former world No. 1. Asdrubal Cabrera had four hits and three RBIs, Michael Brantley also homered and the Indians beat the injury-riddled Minnesota Twins 9-4 Thursday for their first 3-game winning streak this season. Applications for US unemployment aid fall to 319K

WASHINGTON (AP) The number of Americans seeking unemployment benefits fell 26,000 last week to 319,000, the latest sign that the job market is slowly improving. The drop follows two weeks of increases that reflected mostly temporary layoffs around the Easter holiday. The holiday can cause an uptick in layoffs of bus drivers, cafeteria workers and other school workers during spring break. Those earlier increases caused the fourweek average of applications, a less volatile number, to rise 4,500 to a seasonally adjusted 324,750. With the impact of the holiday fading, applications are returning to pre-recession levels. The average fell in early April to 312,000, the fewest since October 2007. The recession officially began in December 2007. Through the volatility, the data remain encouraging, said Jim OSullivan, chief U.S. economist at High Frequency Economics.

Airlines ask Congress to roll back airfare rule

WASHINGTON (AP) Airlines tried and failed to block a federal rule making them tell passengers up front the full cost of airfare, including government taxes and fees. So theyre trying another route, asking Congress to do what the Obama administration and the courts refused to do: roll back the law. A bill in Congress would allow airlines to return to their old way of doing things, which was to emphasize in ads the base airfare the amount airlines charge passengers to fly but reveal the full price including taxes and fees separately. Its backed by a bipartisan group of 33 lawmakers led by House Transportation and Infrastructure Committee Chairman Bill Shuster, R-Pa. Before the Transportation Department put its regulation in place two years ago, airlines and ticketing services would typically display the lower base fare in large type and show taxes and fees in small print. Consumers shopping online often werent shown taxes and fees unless they scrolled to the bottom of the web page or clicked through several pages after selecting a flight. The bill, supported both by the airline industry and by its pilot and flight-attendant unions, is moving through the House at Mach speed. Immigration: US warns schools against bias

WASHINGTON (AP) Despite a 32-year-old court ruling, school districts continue to raise barriers to enrollment for children brought into the U.S. illegally, the Obama administration said Thursday, characterizing reports of hindrances as troubling. The Justice Department and Education Department issued new guidance reminding schools and districts they have a legal obligation to enroll every student regardless of immigration status. The guidance says schools should be flexible in deciding which documents they will accept to prove a students age or residency. The guidance also reminds them not to ask about a students immigration status or require documents such as a drivers license, if that would prevent a student from enrolling because of a parents immigration status. The Education Department said it is investigating 14 schools or districts for possible violations since 2011. They are in Arizona, Colorado, the District of Columbia, Louisiana, Michigan, Missouri, New Mexico, North Carolina, Ohio, South Carolina and Virginia. There were four complaints against Kansas City, Kansas, Unified School District 500. Education Secretary Arne Duncan said that in some instances, school leaders have inappropriately required information such as a childs visa status or date of entry into the United States. Justice Department officials said they also have taken action, sometimes collaboratively with the Education Department and sometimes working separately. The Justice Department has entered into settlement agreements with school districts in states such as Georgia, Florida, and Virginia. And it said that after it contacted officials in Alabama, the state education department sent guidance to districts spelling out that they may not bar or discourage students from enrollment because they lack a Social Security number or birth certificate or because their parents dont have an Alabama drivers license.

The industry says taxes are about 21 percent of a typical $300 round-trip domestic ticket.

Ignoring Putin, Ukraine insurgents to hold vote

DONETSK, Ukraine (AP) In an obscure government office guarded by a man in a red T-shirt armed only with a stick, two photocopy machines churned out ballots Thursday for eastern Ukraines referendum on secession, as they have been doing around the clock for days. In apparent defiance of a call by Russian President Vladimir Putin to put off the vote, insurgents in eastern Ukraine insisted Thursday they will go ahead with this weekends referendum as planned. Putin is seeking a way out of the situation. We are grateful to him for this, said Denis Pushilin, co-chairman of the Donetsk Peoples Republic, as the proRussian rebels call themselves. But we are just a bullhorn for the people, he declared. We just voice what the people want. Ukraine has in recent weeks grown perilously polarized, with the west looking toward Europe and the east favoring closer ties with Russia. Thursdays pronouncement was likely to further inflame tensions between the interim government in Kiev that took power amid chaos in February and the armed insurgents, who have seized police stations and government buildings in more than a dozen cities in the east. Support for the referendum is most pronounced among eastern Ukraines proudly Russian-speaking working class. Rage against the central government that came to power after months of nationalist-tinged protests is blended with despair at Ukraines dire economic straits and corruption. The occasionally violent protests that culminated in President Viktor Yanukovychs fleeing to Russia were viewed by many in the east as a coup and a portent of repression against the regions majority Russian speakers. This isnt our government. Its the government of those that destroyed everything, said construction laborer Galina Lukash, 48, who plans to vote in favor of autonomy. Along with the vote Sunday in the eastern Donetsk region, a similar and even more hastily improvised referendum is to take place in the neighboring Luhansk region. Together they have about 6.5 million people. The votes are similar to the one in Crimea in March that preceded Russias annexation of that strategic Ukrainian Black Sea peninsula. Like the one in Crimea, they are regarded as illegitimate by both Kiev and the West. But unlike the Crimean vote, which was held as Russian soldiers and affiliated local militias held control of the peninsula, the latest votes are being held amid armed conflict. And, critically, unlike Crimea, whose majority Russian-speaking population made approval a foregone conclusion, the Donetsk and Luhansk regions have a more mixed population. A poll by the Washington-based Pew Research Center released on Thursday found that 70 percent of the residents of Ukraines east want the country to maintain its current borders. That suggests Sundays votes have a chance of failing, if opponents turn out in force and the count is honest. However, those opposed to the referendum seem likely to ignore it, many out of fear or desperation over the anarchy that has taken grip in eastern Ukraine. This is a madhouse. Oklahoma court agrees to 6-month stay of execution

OKLAHOMA CITY (AP) The Oklahoma Court of Criminal Appeals agreed Thursday to a six-month stay of execution for a death row inmate while an investigation is conducted into last weeks botched lethal injection. The court reset the execution date of inmate Charles Warner to Nov. 13. Warners attorneys requested the delay, and state Attorney General Scott Pruitt said in a court filing Thursday he wouldnt object. While the stay only applies to Warner, the attorney general and governor have said Oklahoma will not carry out any executions until the investigation is finished, which is expected to take at least eight weeks. If the state is allowed to enforce the ultimate penalty of death, it is incumbent upon this court to allow the state the time necessary to ensure that the penalty is carried out in a constitutionally sound manner, Justice Charles Johnson wrote in a specially concurring opinion. Warner was scheduled to be executed the same night as Clayton Lockett last week in what would have been the states first double execution since 1937. But Locketts vein collapsed during his lethal injection, prompting prison officials to halt the execution. He later died of a heart attack. Gov. Mary Fallin then issued a two-week stay of execution for Warner, but his attorneys asked for a sixmonth delay. Pruitts office agreed in a motion filed with the Oklahoma Court of Criminal Appeals.

Democrats declared it merely a political ploy to raise campaign cash and motivate voters. A bitterly divided House voted 232-186 to establish the panel that Speaker John Boehner insisted would answer questions that linger almost 20 months after the Sept. 11, 2012, attack on the U.S. diplomatic mission. Seven Democrats, many facing tough re-election campaigns, broke ranks and joined Republicans in supporting the probe. The panels investigation will be the eighth on Benghazi and will examine the entirety of the attack that killed U.S. Ambassador Chris Stevens and three other Americans.
