Abstract
This paper examines the effort by conservative activists and intellectuals to use science as a tool
to promote racist policies which target social programs designed to help the black male students
in the United States. The paper also examines counter-studies which reveal the bias and the false
methodology applied by the conservative scientists in their effort to legitimize rationally racial
discrimination. It is the authors opinion that racist intellectuals as members of powerful think
tanks and lobbies can influence policy-makers to a great degree. Their actions are discreet and
peaceful which is why they are also extremely dangerous. Progressives need to expose in light
these dangerous scientific theories, and this paper is a small effort towards this goal.

In May 2013, the Heritage Foundationa conservative think-tank cut ties with its
senior policy analyst Jason Richwine. The institution was forced to react to the public outcry
when it was revealed that Richwine was the author of a controversial dissertation which
measured intelligence among different demographic groups and offered immigration policies
based on the results. According to the dissertation, the Asian immigrants from China, Korea and
Japan were the most desirable candidates because of their superior intelligence. On the other
hand, the black immigrants from Africa were undesirable because of their intelligence deficit
which threatened to lead them directly to the ranks of the welfare state and make them a burden
to the rest of the society
