BUDGET MESSAGE

The City of San Fernando has become one of the most widely-
recognized models on good local governance in the country.
As we rose from the ashes of lahar devastation twenty years ago, major
developments shaped our beloved City and ushered in the dawn of a new
governance culture. We initiated programs that were proven to be successful in
order to stay competitive with todays advancements. Along with the accolades
is our commitment to continuously improve the quality of life of Fernandinos.
In order for us to continue this commitment towards progress and
development and as proof of our Administrations promise to ensure the delivery
of services to our constituents, our Citys budget was prepared in line with our
projects and programs as proposed for 2014.
For General Public Service, the total amount of P 572,578,529.14 or 49.69% of the total annual budget
has been appropriated.
We have allotted P 218,465,637.92 or 18.96% for our Economic Services to steer our economic
development efforts.
A total of P 361,336,819.07 or 31.36% is allocated for Social Services which is intended for education,
health, social welfare and community development.
Inspired by our battle cry Fernandino First! which translates to Fernandino ing Mumuna and
Fernandino ing Manimuna, our Citys budget was prepared with the following 12-point agenda in mind:

1. Employment
Sapat na pangkabuhayan sa mga Fernandino tungo sa maunlad na pamumuhay
2. Environment
Malinis na kapaligiran, Fernandinong maka-kalikasan
3. Effective health programs
Epektibong programang pangkalusugan, produktibong mamamayan
4. Education
Edukasyon para sa lahat, tulay sa pag-angat
5. Ensuring Peace and Order
Katiwasayan at seguridad ng mamamayan, mapayapang pamayanan
6. E-governance
Pagsulong ng E-governance tungo sa tapat at malinis na pamamahala
7. Establishing long-term food security measures
Pagkaing sapat ay tiyakin, kasaganahan ay kamtin
8. Effective services for senior Citizens
Kalinga at pag-aaruga, ilaan sa nakatatanda
9. Empowerment of citizenry
Responsableng mamamayan, kaagapay tungo sa mabuting pamamahala
10. Ethical Fernandinos
Paghubog sa pagkatao, pundasyon ng marangal na Fernandino
11. Economic Development
Pagyabungin ang industriya at kalakalan tungo sa pang-ekonomiyang kaunlaran ng bayan
12. Enrichment of Tourism and Culture
Lokal naTurismoy paunlarin, kulturang Fernandinoy linangin at mahalin

Also, the SangguniangPanlungsods cooperation and support helped us in making this
possible.Working together allows us to give recommendations to create the plans that will further propel the
progress of our City.Fiscal discipline is an integral part of good governance in order to implement strategies and
adopt innovations to achieve a balanced budget which would lead to increased revenue generation,
streamlined internal processes and support from the business sector.
Let us continue to adhere to the tenets of transparency, integrity, good governance backed up by fiscal
discipline. Altogether, let us work on how we can continue spreading the principles of good governance
towards a better life for our fellow Fernandinos.
