Dr. Eduard Vorster Competency Leader, Ground
Engineering
Dr Eduard Vorster joined Africon (now Aurecon) in 1998. In 2002 Eduard
won a Cambridge-MIT Institute Scholarship to complete his PhD in
Geotechnical Engineering at the University of Cambridge (United
Kingdom), conducting research on soil-structure interaction on the
Cambridge Beam Centrifuge. The PhD was awarded the prestigious Prix
de Mecanique des Sols Jacques Verdeyen, an international award made
every 4 years to outstanding research in the field of soil mechanics, as
well as the Cambridge University Turner Prize for innovative and
significant contributions to work on the Cambridge Beam Centrifuge.

field of geotechnical engineering, deep excavation and underground
structures, civil engineering, foundations, marine facilities, and
earthquake engineering including geotechnical investigation, analysis,

deep excavation & support systems, tunnels, earthworks, site formations,
foundations, ground improvement, and reclamation for projects ranging

Dr. Weimin Deng Associate
Dr. Weimin Deng has 23 years ground engineering design & consulting
experience involving a wide variety of large infrastructure projects in
Australia, East Asia and the Middle East. He has undertaken
geotechnical appraisal, design and construction supervision in a variety
of soil and rock conditions including very soft marine soils and karstic
limestones. He has extensive detailed design and site experience of the
construction of braced excavations, tunnels, deep foundation systems
such as piled rafts, retaining structures and embankments on soft soils.

NCIG Coal Export Terminal 3
The NCIG Coal Export Terminal 3 project included a dredging and reclamation programme in the
South Arm of the Hunter River that was both substantial and technically challenging.

The dredging material consisted of soft river sediments overlying
contaminated lenses (opposite the old BHP Steelworks), overlying stiff
clays, weathered rock and hard-to-very-hard siltstone. In addition to the
technical and environmental complexities, the project was also carried out
on behalf of three separate companies:

NCIG: approximately 5 million cubic metres opposite the new K8 and K9
berths

PWCS: approximately 1 million cubic metres opposite their proposed K7
berth

BHPB: approximately 1 million cubic metres of clean and contaminated
materials
Solution
A total of 10 different dredgers were used on the project at different times
including 3 cutter suction, 4 backhoes, 2 trailing arm hoppers, and 1 grab
dredges. In addition, specialist environmental buckets were manufactured
for the contamination work that was done for BHPB.

The dredging was completed on time, providing sufficient suitable fill
material for the site reclamation programme, access to the berth pocket for
berth construction and ultimately access to allow the first vessels in to the
berths for loading of coal. All of this was completed within the contingency
funds that had been set aside for the dredging works.

Over 1 million man-hours were involved in the dredging works with zero lost
time injuries.

Dynamic replacement ground improvement at NCIG CET3 project

Benefits
The feasibility study and initial plans were based on preloading of the site but
due to programme and the shortage of available sands from dredging, an
innovative dynamic replacement ground improvement method was put
into place. This saved 6 to 9 months in the project schedule and was
completed for approximately the same cost as preloading. The project was the
largest dynamic replacement project ever carried out in the Southern
Hemisphere and was a truly novel solution to a significant challenge.

The NCIG site posed many geotechnical challenges due to the location and
the historical use of the land. Numerous advanced geotechnical design and
construction techniques were used to resolve issues of contamination, ground
water and settlement. A full range of special ground improvement construction
methods were employed to address the demanding and variable site

Hong Kong-Zhuhai-Macao Bridge (HZMB)

The Hong Kong Link Road (HKLR) connects the main Hong Kong-Zhuhai-Macao Bridge
(HZMB) at the Hong Kong Special Administrative Region (HKSAR) boundary, and the Hong
Kong Boundary Crossing Facilities (HKBCF) located at the north-eastern waters of the Hong
Kong International Airport (HKIA).

Solution
Aurecon provided consultancy services for the tender submission, which
covered the electrical and mechanical works for the tunnels, viaduct, at-
grade road and road works, tunnel buildings, and a highway operation and
maintenance area. Building services systems included a Ventilation,
Heating and Air Conditioning (HVAC) system, fire protection, plumbing and
drainage, power supply, lighting, and lift and hoisting equipment.

The scope of works included:

the design and construction of a 23ha reclamation along the coast of the
Hong Kong International Airport (HKIA)

a tunnel (Tunnel SHT) from Scenic Hill to the reclamation

Dawei Deep Sea Port Development
Italian-Thai Development Public Company Limited (ITD) retained the planning and engineering
services of the Halcrow-Aurecon Consortium (H-A) to prepare, for this major Greenfield project,
a Masterplan, Conceptual Design, Preliminary Design, Definitive Design, and Final Design of
the Dawei Sea Port (DSP) that is part of the Dawei Industrial Estate development in Myanmar.
This project includes dry and liquid bulk, container and general cargo terminals.

Dawei Sea Port rendering

The Dawei Sea Port will support the industrial estate and help create a
new market for foreign investment by increasing demand and traffic to the
region. This increase in demand and traffic will enable the port to serve as
a new commercial gateway providing an alternative sea route to India,
Middle East, Europe, and Africa.

The objective of this Dawei Sea Port Master Plan is to identify the optimal
port configuration that would serve the Dawei Development Project for the
next 70 years and to plot the path to be followed for design, construction,
operation, and maintenance of the proposed port.

Paradip Port, Western Dock
Paradip Ports 20-year business plan predicts that traffic through the port will grow beyond
current expansion plans. The port is presently comprised of 14 berths; with a further five berths
in development. To cater for anticipated traffic growth, the Paradip Port Trust (PPT) intended to
add another dock to the west of the existing docks.

Paradip Port Trust commissioned Aurecon to prepare a MasterPlan and
detailed project report for the development of the additional dock. This
entailed a trade assessment of Western Dock for a 30-year period, a
topographic survey, geotechnical investigation, development options, and
master planning.

Aurecon undertook planning, design costing and financial feasibility for
iron ore export terminal, with a capacity of 30 million tonnes per annum
(Mtpa), as well as coal export (25Mtpa) and coal import terminals
(20Mtpa).Aurecon also provided a dredging assessment and
methodology, and a financial feasibility assessment and costing for the
development of each terminal.
Benefits
A non-conventional dock layout, eliminating the need for a second
swinging basin, and 20-metre high stockpiles were recommended due to
the tight land constraints. Dry excavation was suggested in place of
dredging as it is a more cost-effective option and because it enables the
reuse of excavated material. PPT was provided with a master plan and
detailed report to ensure that the ports growth predictions can be
accommodated. With increase in global demand for resources, the port
and its controlling entity can be confident there are sufficient capital
resources for any eventuality.

Abbot Point Multi-Purpose Port Concept
Plan
The Queensland Government proposed the development of a new industrial precinct along the
Queensland East Coast at Bowen, involving a significant expansion of the regional
infrastructure.

Ports Corporation of Queensland commissioned Aurecon to propose a vision
for the development of a multi-purpose port at Abbot Point. This included the
study of marine parameters and port master planning.

Aurecon reviewed the regional and local coastal processes including wind,
wave, water level and sediment transport.

Various port options and locations were proposed and material quantities
(dredging, reclamation area, revetment protection etc.) were compared. A
SWAN wave model was undertaken to estimate wave heights for the various
options, which allowed concept design of the revetments for each option

Hay Point Coal Terminal Expansion HPX3
Prefeasibility Study
BHP Billiton Mitsubishi Alliance (BMA) Hay Point Services is investigating a third expansion
phase (HPX3) to lift the capacity of the Hay Point Coal Terminal. Aurecon Hatch was awarded
the prefeasibility study for HPX3, following its EPCM services for the HPX1 and HPX2
expansion phases, and successful presentation of the Hay Point Coal Terminal Development
Plan to BMA in 2005.

Hay Point Coal Terminal (HPCT), located 38 km south of Mackay, is one
of Australias largest and most efficient coal receival and export facilities.
BMA engaged Aurecon Hatch to undertake the prefeasibility study for the
third phase of the terminals expansion. HPX3 involves the construction of
a third offshore berth and shiploader, and the upgrading/expansion of the
outloading conveyor systems to suit this new infrastructure.

The scope of Aurecon Hatch services for the study can be divided into six
main categories, each of which is necessary to support the expansion of
HPCT:

health, safety, environment and community

dredging for Berths 1, 2 and 3

capacity assessment

infrastructure development

risk assessment

capital costs

Two preferred alternate development options for HPX3 were identified,
each with comparatively different risk and capital cost profiles, with the
final preferred outcome to be determined by overall BMA business and

Significant issues requiring close scrutiny as part of the study included:

determining the preferred location of the third berth

Wiggins Island Coal Terminal
To accommodate the State's continued coal industry expansion, the Wiggins Island Coal Export
Terminal (WICET) will be the second major coal export facility in Gladstone, and the first built in
Queensland in 20 years.
Located north-west of Gladstone and just north of the existing RG Tanna Coal Terminal, the
Wiggins Island Coal Export Terminal will increase Queensland's coal export capacity to around
70 million tonnes per annum (Mtpa). Stage 1 has a projected throughput of 27 Mtpa.

The Aurecon Hatch Joint Venture was commissioned to provide
engineering design and environmental services for the proposed
terminal and associated rail infrastructure in Gladstone by the Gladstone
Ports Corporation (GPC) and Queensland Rail (QR).

Aurecon Hatch assisted in establishing the overall development concepts
for the coal terminal, rail system and supporting infrastructure. A variety of
stockyard options was developed and indicative whole-of-life cost
estimates prepared as well as the detailed design for Stage 1, including a
dump station, overland conveyor, stockyard approach jetty and ship
loading stream servicing a single berth.

The Aurecon Hatch environmental team provided a range of services,
including the referral of a State significant project and a controlled action
under the Environment Protection and Biodiversity Conservation Act
(1999) for which we prepared an Environmental Impact Statement (EIS).

As part of this a range of studies, including terrestrial, vegetation, fauna
and aquatic ecology surveys; land use planning, social impact, water
quality, cultural heritage, economic impact and soils assessments were
conducted. We achieved a range of Commonwealth and State
Environmental Approvals and prepared environmental management plans
necessary for construction.

Benefits
The project was granted conditional State and Commonwealth approval in
early 2008 for the staged construction and operation of a coal export
terminal, with an ultimate export capacity of up to 84 Mtpa. Construction of
Stage 1 commenced in 2011.

Saadiyat Island Fishing Port, Abu Dhabi
Project management services for design and supervision of a new fishing port in Saadiyat
Island, Abu Dhabi.

Abu Dhabis then-existing fishing port was over 40 years old. Its structures
are deteriorating; and it didnt have the capacity to support the regions
rapid growth in population and accompanying increase in the demand for
marine services.

Initiated in September 2009, the projects maritime works involved
reclamation of 43 000 m of land, as well as a quay wall. The 776 m and
18 m deep wall around the port is now complete, and has set an industry
precedent in innovative precast technology in the region.

Because there was only 5 m between where the wall needed to be
constructed and the sea, bringing the water level down so that precast
panels could be attached to the wall was a major safety risk as it would
require the use of heavy duty equipment over a prolonged period of time.
Added to this, using such heavy equipment so close to the sea edge
would be both expensive, and risky.

Aurecon, who provided project management, design management and
construction supervision for the project, worked together with contractors
Soletanche Bachy Dubai to develop a novel way around this problem. The
contractor recommended fitting the precast panels to the wall panels prior
to the construction phase, and not as a retrofit. Accordingly, the
construction of the wall and fitting of decorative panels became what is
essentially a one-step process and negated the need for excavations.

Aurecons careful review of this design found that the process was indeed
viable if the regular gap was left between each precast panel and wall
panel. The off-site casting yard for the panels was carefully monitored by
Aurecon as the project required very strict tolerances, as well as careful
installation supervision.

aesthetically pleasing cladding whereas, using conventional methods, it
would have been impossible to do so, given the lack of space. This
process not only overcame safety challenges, but ensured massive
savings on both time and money - about 20 million Dirhams, Whats more,
its the first time this innovation has been used in this region, and as such,
a patent will soon be launched on the system.

More importantly, the innovation has vast scaling-up potential. Apart from
quay walls, use of the innovation can also be applied to include
excavations requiring the fitting of patterned or non-patterned facings to
facades, such as car parks, cut and cover tunnels etc.

The ports impact on local fishermen will be significant. It will ensure that
they can work more efficiently in terms of an easier, more direct passage
out to sea, as well as ensure that fish can be brought back from sea
quickly with no delays.

Added to this, the port is also billed to benefit local tourism once complete,
serving as an attractive stopover site for visitors.

Construction of the ports accompanying infrastructure and superstructure,
including drainage systems, a fishermans hostel to accommodate
approximately 1, 400 fishermen, admin offices, fish market, cleaning
facility, block and crushed ice factory, outdoor and indoor auction area, as
well as ship maintenance yard, is set for completion by the end of 2013.

Newcastle Coal Export Terminal 3
The Newcastle Coal Infrastructure Group (NCIG) Coal Export Terminal is a greenfield terminal
being constructed in stages on Kooragang Island, Newcastle. Stage 1 has been operating since
May 2010 and was the largest single stage development of a new coal terminal in the world.
When completed, the combined export capacity of the Port of Newcastles terminals will exceed
200 million tonnes per annum (Mtpa), with further expansion proposed.

Solution
The Aurecon Hatch joint venture delivered the concept study, prefeasibility
and feasibility studies and EPCM services for the Stage 1 development
including design and engineering, Preparation of detailed scope of work
descriptions, capital cost estimations, and project implementation
programmes, Specialist studies (including geotechnical investigations,
dredging and fill materials management, transport logistics modelling
and ship berthing modeling) and preparation of technical specifications
and commercial documentation for tendering of all significant plant and
equipment and tender assessments.

The project required a new administration building and rail loop to the
existing rail network. The loop included a rail dump station and conveyor
system that transfers coal to three stockyards equipped with two stacker/
reclaimers running along a 1.2 kilometre track. These machines
reclaimed the coal and transferred it onto outbound conveyors that feed
onto the travelling ship loader.
Benefits
Constructed with steel tubular piles and a skeletal deck structure the
berths support the ship loader, fenders, mooring hooks and a single lane
roadway. Berth construction saw a massive 6 million cubic metres of
material dredged from the Hunter River, with 2.5 million cubic metres
used for site reclamation.

The Stage 1 development achieved the planned terminal capacity of 30
Mtpa, greatly increasing the end users ability to export coal through the
port. The entire out-loading system is operated from the ship loader using
a purpose-built control system.

Western Basin Dredging and Disposal
Dredge Management Plan
The Western Basin Strategic Dredging and Disposal Project will facilitate the provision of
additional land to support the ongoing expansion and construction of various port facilities with
the Port of Gladstone.

Aurecon prepared and obtained the necessary post-EIS environmental
approvals associated with the Western Basin Dredging and Disposal
Project, Gladstone. This is a current example of Aurecons ongoing
experience with coastal development and post-EIS approvals within
Gladstone, and our ongoing relationship with GPC.

Aurecon prepared the Western Basin Project DMP for the onshore and
offshore disposal of 25 Mm3 of dredge material. The DMP was prepared
to address the Commonwealth-controlled action conditions, Coordinator-
Generals Report conditions, the Coastal Protection and Management Act
1995, Environmental Protection Regulation 2008 (i.e. ERA16), and
Fisheries Act 1994 (marine plant/ sea grass removal).
Benefits
Aurecon obtained the necessary dredging and disposal approvals within
an extremely tight timeframe to allow dredging to occur within the LNG
proponents timeframes for construction.

Aurecon has also prepared numerous DMP amendments to address LNG
proponents changing construction requirements. Aurecon obtained
Commonwealth and State Government approvals for these DMP
amendments.

Clinton Bypass Channel Investigation
Aurecon was invited along with J&S Drilling to conduct an offshore drilling investigation along
the current Clinton Bypass in Gladstone QLD. The bypass channel is planned to be deepened
from the current depth of -13.0mLAT to -16.5mLAT. In addition to the initial program, Aurecon
was also invited to act as the client's representative during a supplementary drilling program
conducted by the dredging contractor JV VODI.

Solution
Deepening of the Clinton Bypass Channel is required to allow larger
vessels to pass through the harbour while ships are docked at the current
RG Tanna coal facility. Currently the depth of the channel does not allow
for large ships to pass through so as to bypass the RG Tanna facility.
Deepening of the channel will allow ships accessing the LNG facilities on
Curtis Island and The Wiggins Island Coal Terminal to pass through the
harbour without affecting ships at berth at RG Tanna
Benefits
The Clinton Bypass investigation has helped to add to Aurecon's
knowledge of the subsurface conditions throughout Gladstone Harbour.
The client GPC came to Aurecon due to our expertise in the harbour, and
our knowledge of the information was needed for a large dredging
program in the area.

Western Basin Project - Clinton Bypass
Deepening
Aurecon was commissioned to undertake geotechnical and geochemical sediment sampling
within the Clinton Bypass Channel.

Solution
Aurecon has been involved with the Western Basin Dredge and Disposal
Project since May 2010. Due to design changes in the Clinton Bypass
Channel Dredge Phase, this area is required to be dredged deeper than
originally proposed. Additional sediment testing was therefore required in
this phase to determine the geochemical and physical characteristics of
the material to be dredged, in accordance with the National Assessment
Guidelines for Dredging (NAGD) (2009). The tasks undertaken as part of
the additional sediment sampling and analysis works included the
following:

Design of targeted sampling locations

Offshore vibracoring within the Clinton Bypass Channel and logging of
sediment cores

Environmental sampling of sediments for laboratory analysis in
accordance with the NAGD (2009)

Report on the geochemical and geotechnical characteristics of the
sediments

Provide advice on the suitability of the material for offshore disposal in
accordance with the NAGD (2009)

Benefits
Aurecon prepared a Sea Dumping Act Permit amendment to allow 2.5
Mm3 of dredge material to be disposed offshore within the East Banks
Sea Disposal Site. Aurecon also assisted GPC to negotiate with SEWPaC
to change the controlled action condition from 25Mm3 to 27 Mm3.

LaemChabang Revetment Failure
Investigation
Aurecon was engaged to investigate the failure of a revetment below Terminal A0 wharf
structure at LaemChabang container terminal. LaemChabang Terminal A0 includes an open
piled wharf with a slope revetment and wharf structure constructed in the dry in 2006.

Solution
A dredging contractor was performing maintenance dredging when they
encountered rocks on the seabed. A bathymetric survey was undertaken
and revealed a rock mound at the toe of revetment. In addition, a diver
performed an underwater inspection of the revetment and noted rock
slippage, presence of sand/clay material on the slope and exposure of
geotextile at some locations. Aurecon was appointed to investigate the
revetment failure and carried out the following tasks:

Reviewing the original rock slope design

Determining the likely cause of the failure

Wave related damage

Propeller and bow thruster related damage

Slope failure

Construction issues

Assessing potential for damage to the concrete piles from the revetment
slippage

Recommending remedial works to repair the revetment

Aurecon suggested that dredging operations and wave action were
probably not critical causes of the rock slippage. However there was a
high probability that propeller and bow thruster wash as well as geotextile
