Section I General
Article 1: Name
The full name of the union shall be "Science Students' Union, Hong Kong University of Science and
Technology Students' Union" ,and the Chinese name shall be .
Article 2: Authority
The Union shall be the only student organization with authority to represent the students of School of
Science.
Article 3: Objectives
The objectives of the Union shall be:
A. To promote students passion towards science;
B. To promote welfare of members;
C. To develop image of the Science Programs;
D. To develop good relationship between the faculty and the student and
E. To enhance relationship of students among different majors.
Article 4: Official Language
The official languages shall be English and Chinese. Either or both language may be used in official
meetings and official documents. In case of discrepancy, unless otherwise specified, the English version
shall be referred to.
Article 5: Session
The session of the Union shall be:
A. Commenced after the Annual General Meeting;
B. Terminated after the next Annual General Meeting.
Article 6: Affiliation
The Union shall affiliate to the Hong Kong University of Science and Technology Students Union.

Section II Membership
Article 1: Honorary Membership
Honorary members shall be nominated and elected in General Meeting by the current Executive
Committee. Honorary members shall be recognized as being a Full member, except for the rights to
vote in Annual General Meetings, Extraordinary General Meetings and Elections. Membership fee shall
be waived for Honorary Member.
Article 2: Life Membership
All Executive Committee members in the past sessions shall atomically become life members of the
Union as their full membership expires. Life members shall be recognized as being a Full member,
except for the rights to vote in Annual General Meetings, Extraordinary General Meetings and
Elections.
Article 3: Full Membership
All undergraduate and postgraduate students currently registered in the School of Science as full time
students in Hong Kong University of Science and Technology and having been entitled to full
membership of Hong Kong University of Science and Technology Students Union with subscription of
membership fee as stipulated at the most recent General Meeting shall be entitled to full membership of
the Union.
Article 4: General Membership
All undergraduate and postgraduate students currently registered in the School of Science as full time
students in the Hong Kong University of Science and Technology with subscription to membership fee
as stipulated at the most recent General Meeting shall be entitled to general membership of the Union.
General members shall be recognized as being a Full member, except for the rights to vote in Annual
General Meetings, Extraordinary General Meetings and Elections.
Article 5: Associate Membership
All members of the staff, all full time students of the Hong Kong University of Science and Technology,
all undergraduate and postgraduate students currently registered in the School of Science taking parttime
courses and all past graduates of the School of Science of the Hong Kong University of Science and
Technology with payment of the associate membership fee as stipulated at the most recent General
Meeting shall be entitled to associate membership. Associate members shall be recognized as being a Full
member, except for the rights to vote in Annual General Meetings, Extraordinary General Meetings and
Elections.
Article 6: Privileges
A. All members of the Union can use facilities provided by the Union and participate in the functions
organized by the Union.
B. Only full members of the Union shall have right to vote in General Meetings and Elections and be
eligible to be nominated in election of Executive Committee of the Union.
Article 7: Obligations
All members shall pay the prescribed membership fees and follows this Constitution.

Section III: Organization
Article 1: Executive Committee
A. Structure
i. The Executive Committee shall be composed by at most fourteen offices as follows:
1. President
2. Internal VicePresident
3. External VicePresident
4. Financial Secretary
5. General Secretary
6. Internal Secretary
7. External Secretary
8. Academic Secretary
9. Promotion Secretary
10. Public Relations Secretary
11. Sports and Recreation Secretary
12. Marketing Secretary
13. Information Systems Secretary
14. Welfare Secretary
ii. The President, the Vice-presidents and the Financial Secretary shall not hold any other position.
iii. There shall be only one President, Internal Vice-President, External Vice-President and
Financial Secretary respectively in an Executive Committee


B. Authority and Responsibility
i. The Executive Committee shall be the executive body of the Union, unless otherwise ruled
by the General Meeting, and shall have the authority to:
1. Represent the Union in all matters related to the Union;
2. Hold functions as to achieve the goals of the Constitution and to implement the
policies constructed in the General Meetings for the general interests of the members
of the Union and
3. Compose all regulations and exercise all like authorities that shall be essential and
proper for carrying into the execution of the authorities vested by the Constitution.
ii. The Committee shall be responsible for holding General Meeting(s) and for administrating all
the works of the Committee or Sub-committee.
iii. The Union shall have at least 4 Committee members at any time including one of the
President(s).

C. Duties of Office-bearers
i. The President shall be the chief executive, shall represent the Union in all affairs, and shall
direct all meetings of the Union.
ii. The Internal Vicepresident shall assist the President in all internal affairs, and shall act as the
Acting President in the absence of the President.
iii. The External Vicepresident shall assist the President in all external affairs.
iv. The Financial Secretary shall be responsible for all financial matters of the Union.
v. The General Secretary shall be responsible for the preparation of agenda and minutes of the
Executive Committee Meeting(s) and General Meeting(s).
vi. The Internal Secretary shall be responsible for internal executive duties.
vii. The External Secretary shall be responsible for the external executive duties.
viii. The Academic Secretary shall be responsible for the academic activities of the Union.
ix. The Promotion Secretary shall be responsible for the promotion activities of the Union.
x. The Public Relations Secretary shall be responsible for all public relation activities of the
Union.
xi. The Sports and Recreation Secretary shall be responsible for all the sports and recreation
activities of the Union.
xii. The Marketing Secretary shall be responsible for all marketing activities of the Union.
xiii. The Information Systems Secretary shall be responsible for managing the information system of
the Union.
xiv. The Welfare Secretary shall be responsible for all welfare of the Union.


D. Session of the Executive Committee
The Committee members of the Union shall hold office immediately after the conclusion of Annual
General Meeting until the conclusion of next Annual General Meeting.


E. Committee Meeting
i. The Committee shall meet at least twice in each session and whenever necessary.
ii. The Committee meetings shall be convened by the President.
iii. Each Committee member except the President shall be given one vote. Whenever there is a tie
of votes, the President shall have the casting vote.
iv. A simple majority of the Committee members shall form a quorum.
v. The Committee shall have the right to invite any person to attend any Committee meeting
during which the person's opinion can be expressed.

F. Resignation
i. If any Committee member resigns, that member shall provide strong reason, and approved by at
least two-third of the Committee members.
ii. If the President resigns, an Extraordinary General Meeting shall be convened (in accordance
with Article 2, Section IV) to elect a new President among the Committee member, the original
post of the newly elected President shall be replaced by any full member with the consent of at
least two-third of the Committee members. The Internal Vice-President shall act as the Acting
President until a new President is elected.
iii. If any Committee member other than the President resigns, the vacancy shall be
(1) replaced by any full members or
(2) keep vacant
with the consent of at least two-third of the Committee members.
iv. Notice of any change in office-bearers shall be posted within 24 hours for not less than 7
consecutive clear days.

Article 2: Advisory Board
A. The Advisory Board which shall be composed of the President, the Vicepresident(s) and the
Honorary Vicepresident(s).
B. The Advisory Board may advise in all the undertakings of the Union.
C. Members of the Advisory Board shall be invited by the Executive Committee.

Article 3: Subcommittee
A. The Committee shall have the authority to delegate power to a Subcommittee to deal with any
functions.
B. The Committee shall have the authority to appoint or approve any Sub-committee member.

Section IV General Meeting
Article 1: Annual General Meeting
A. The Annual General Meeting shall be held annually.
B. A notice of the Annual General Meeting and the agenda shall be prepared by the General Secretary
and shall be published 7 clear days beforehand.
C. The Annual General Meeting shall be open to all members of the Union. Full members shall have
right to vote and speak.
D. For business which is not listed in the agenda shall not be discussed in Annual General Meeting.
E. The business of the Annual General Meeting:
i. To consider and if thought fit to approve the minutes of the previous Annual General Meeting.
ii. To consider and if thought fit to approve the minutes of Extraordinary General Meeting, if any.
iii. To consider and if thought fit to approve the Annual Report of the Executive Committee.
iv. To consider and if thought fit to approve the Financial Report of the Union.
v. To review and if thought fit to approve the Annual Subscription of the next Union Session.
vi. To consider and if thought fit to approve the Year Plan of the next Union Session.
vii. To consider and if thought fit to approve Financial Budget of the next Union Session.
viii. To elect the Honorary Member of the Union, if any.
ix. To amend the Constitution, if any.
x. Other business on the request of any Committee members.



Article 2: Extraordinary General Meeting
A. The Extraordinary General Meeting shall be convened by the Committee for any purpose whenever
necessary.
B. A notice of the Extraordinary General Meeting and the agenda shall be prepared by the General
Secretary and shall be published 7 clear days beforehand.
C. The Extraordinary General Meeting shall be convened by the President upon a requisition signed by
at least 7% or 45 (whichever is lower) of the full members of the Union, in which the requisition
shall specify the objective of the proposed Meeting.
D. For business which is not listed in the agenda shall not be discussed in that Extraordinary General
Meeting.

Article 3: Quorum
A. The quorum shall be formed by 10% or 60 (whichever is lower) of the full members in a General
Meeting.
B. If the quorum cannot be formed within one hour in Annual General Meeting, it shall be postponed
for 7 clear days. If the quorum still cannot be formed in the make-up Annual General Meeting, all
full members present thereat shall form a quorum.
C. If the quorum cannot be formed within one hour in Extraordinary General Meeting, it shall be
postponed for 7 clear days. If the quorum still cannot be formed in the make-up Extraordinary
General Meeting, the Extraordinary General Meeting shall no longer be valid.

Article 4: Regulations
A. The President of a General Meeting shall be the President of the Union, or in his/her absence, the
Internal Vicepresident of the Union. If both of them are absent, the Committee members shall
elected one of them to be the President of the General Meeting.
B. The Secretary of a General Meeting shall be the General Secretary of the Union, or in his/her
absence, the Internal Secretary of the Union. If both of them are absent, the Committee members
shall elected one of them to be the Secretary of the General Meeting.
C. All members shall have right to speak in the General Meetings.
D. Only full members shall have the right to raise motion, to second and to vote in General Meetings.
E. All resolutions shall be passed on a simple majority of the number of full member present in that
General Meeting, unless otherwise specified.



Article 5: Vote of non-confidence
A. The motion of non-confidence shall be moved against any Committee member or the Committee as a
whole in a General Meeting.
B. The motion shall be valid if two-thirds of the number of full member present in that General Meeting
voting for.

Section V Election of Executive Committee
Article 1: Election Board
A. The Committee shall be obligated for forming the Election Board.
B. The Election Board shall be formed at least 7 days before the nomination period.
C. The Election Board shall consist of 4 members of executive committee members and at least 2 full
members.
D. The member of Election Board shall not nominate, second or be nominated in the Election.
E. The Election Board shall be composed of at least 6 members with only one Chairperson, Secretary,
Financial Officer and Administration Officer respectively and others shall be Election Board
Member.
F. The Election Board shall issue public notices at least 7 clear days before the polling starts.
G. The Election Board shall be in charge of all Election related activities.
Article 2: Duty
A. The President shall be the chief executive in all Election related activities.
B. The Secretary shall prepare notice and ballot, record appeals and complaints.
C. The Financial Officer shall manage Election expenses and control budget of nominated cabinet.
D. The Administration Officer shall examine nomination and monitor promotion activities.
E. The Member shall assist in all Election related activities.
Article 3: Nomination
A. Nominators, seconders and nominees shall be the full members of the Union.
B. Nominated candidates shall not nominate or second other candidates.
C. One full member shall only nominate one candidate.
D. In case there is no nomination received, the matter shall be resolve in Annual General Meeting.
E. Nominated candidates shall form a cabinet (in accordance with Article 1 (Ai), Section III).
F. Each cabinet shall be seconded by at least 10 full members.
Article 4: Voting
A. If there is only one cabinet, simple majority of confidence shall be used.
B. If there is more than one cabinet, the successful cabinet shall be the one receiving the highest number
of votes.
C. The polling shall last for at least 10 hours and at most 3 consecutive days.
D. The result of polling shall be announced within 24 hours after polling.
E. The result shall be valid, provided that at least 20% of full members have voted in the election.
F. The election shall be carried by secret ballot
G. Each full member shall have one vote only.
H. In case of an invalid polling, the Election Board shall
(1) organize a re-election within 7 clear days or
(2) resolve the matter in Annual General Meeting.
Article 5: Appeals and Complaints
A. Any appeals and complaints shall be made within 48 hours after the announcement of the result.

Section VI Finance
Article 1: Financial Year
The Financial Year of the Union shall coincide with the session of the Executive Committee.
Article 2: Annual Subscription
The Annual Subscription shall be proposed by the Financial Secretary and shall be reviewed annually
with the approval in the Annual General Meeting.
Article 3: Budget and Report
A. The Annual Financial Budget shall be prepared and presented by the Financial Secretary of the next
session in the Annual General Meeting for approval.
B. The Annual Financial Report shall be prepared and presented by the Financial Secretary of the
current session in the Annual General Meeting for approval.
Article 4: Loan
The Union shall not apply or accept any loans outside the Hong Kong University of Science and
Technology Students Union.

Section VII Constitution
Article 1: Amendment
A. Amendment of constitution shall be passed in General Meeting with two-third of votes that agree the
amendment.
B. The amendment shall be effective 7 clear days after the General Meeting.
C. A notice of any amendment motion shall be posted at least 7 clear days beforehand.
Article 2: Interpretation
The Executive Committee has the sole right to interpret the Constitution.

Section VIII Dissolution
Article 1: Dissolution
Dissolution of the Union may only be resulted by a resolution passed by at least three quarters of the
full members present at that General Meeting convened for that specific purpose.
