A. Airspace. A. Reference the LOA, and the Facility Directive 05-22 for
San Clemente.

B. Responsibilities

1. Each facility shall keep the other advised of the status of facility
equipment, including radio, telephone, radar, and NAVAID’s.

2. FACSFAC shall perform en route/approach control service for


NUC.

3. NUC Radar/Tower shall sequence and separate inbound/outbound


IFR traffic with traffic in the GCA pattern, SVFR traffic, and traffic
within the Class D airspace.

4. FACSFAC shall issue NUC’s current weather to all inbound


aircraft.

5. FACSFAC shall issue approach clearances to IFR aircraft prior to


handoff/transfer of communications to NUC.

6. IFR aircraft handed-off between NUC and FACSFAC shall be


separated by not less than 5 nautical miles, constant or increasing, or
appropriate vertical separation.

7. FACSFAC shall inform NUC via voice line of the status of


SOAR/LTR1-2/MTR1-2 or other active OPAREAs in the vicinity of
NUC.

8. NUC shall notify FACSFAC, via voice line, of weather hourly


with the ATIS code and any weather changes or active runway
changes that will affect operations as they occur.

9. NUC shall inform FACSFAC, via voice line, of


unscheduled/scheduled closures and any special operations or
equipment outages that may affect approach control functions as soon
as practicable.

1. Visual, RNAV(GPS), HI-TACAN, and TACAN Approaches.


FACSFAC shall transfer communications to NUC tower as soon as
practical and/or prior to a/c reaching 12 DME.

2. ASR and PAR approaches. FACSFAC shall route a/c towards


NUC and coordinate with NUC Radar as soon as practical. Aircraft
shall be handed off prior to 15 DME.

E. Approach Clearance Procedures


1. Instruct the trainee to FAAO 7110.65 paragraph 4-8-1.

F. Departure Procedures (NUC LOA)

1. NUC Tower shall obtain an IFR clearance and release to the


destination airport from FACSFAC. Aircraft that will remain within
Area Alpha may be released directly to NUC Radar.

2. IFR releases are void if aircraft are not airborne within three
minutes. Therefore, NUC must coordinate with FACSFAC for
release on aircraft not airborne within three minutes of issue.

3. NUC shall notify FACSFAC when an IFR departure cancels and


departs VFR.

4. NUC Tower shall issue clearances to aircraft including the


following standard departure procedure:

Runway 23: “Fly Runway heading, climb and maintain (final


altitude requested or coordinated by FACSFAC), leaving 2,700’, turn
right heading 050”. NUC will handoff/transfer communications to
FACSFAC as soon as practical. Left turn outs may be approved with
coordination.

Runway 05: “Fly runway heading, climb and maintain (final


altitude requested or coordinated by FACSFAC), leaving 2,700’ turn
right 090”. NUC will handoff/transfer communications to
FACSFAC as soon as practical.

5. After completion of handoff from NUC, FACSFAC has control of

aircraft for climbs and turns.

G. Departure Procedures

1. Procedures (FAAO 7110.65 paragraph 5-8-1).

M. San Clemente Radar Outage. In the event of a NUC


radar outage, practice approaches will not be available.
FACSFAC will assume responsibilities for sequencing and
separation of a/c within Area Alpha. FACSFAC will clear
a/c for an instrument approach to a full stop landing or
VFR tower pattern. FACSFAC will coordinate and
handoff a/c to the tower prior to 10 miles from NUC.

N. FACSFAC Radar Outage. FACSFAC shall utilize non-radar


procedures IAW FAAO 7110.65 during a FACSFAC radar outage.
