PART-I (DISBURSEMENT) RULES, 1965
In exercise of the powers conferred on him by Section 7 of the Punjab Government
Servants Benevolent Fund Ordinance !"#$ %Punjab Ordinance &I' of !"#$( the Governor of
)est Pa*istan is pleased to ma*e the followin+ rules,

%2( -hey shall come into force at once1
+. In these rules unless the context otherwise re3uires the followin+ expressions shall
have the meanin+s hereby respectively assi+ned to them that is to say,
%a( 4Board4 means the Provincial Board of 5ana+ement %Ga6etted( Punjab Government
Servants fund as constituted under section # of the Punjab Government Servants Benevolent
Fund Ordinance !"#$1
%b( 4Fund4 means the Punjab Government Servants Benevolent Fund PartI
%c( 4Pay4 means the amount drawn monthly by a +a6etted Government servant as
i( the pay other than special pay +ranted in view of his personal 3ualifications which
has been sanctioned for a post held by him substantively or in an Officiatin+ capacity or to which
he is entitled by reason of his position in a cadre1
ii( Overseas pay technical pay special pay and personal pay7 and
iii( 8ny other emoluments which may be specially classed as pay by the competent
authority1

-. -he followin+ +rants from the Punjab Government Servants Benevolent Fund PartI
shall subject to the provisions of these rules be admissible to Government servants in BPS9!# to
22 %Ga6etted( who are subscribers to the Fund or to their families as the case may be namely,
-
(&) MARRIAGE GRANT,
For -he marria+e of each dau+hter,
i( to a Government Servant while in9service /s1 20$$$:9
and for !0 years after his:her retirement,
ii( to the family of a retired Government /s1 ;$$$$:9
servant in case his:her death occurs within
!0 years of retirement for the un9expired
period of !0 years from the date of retirement,
iii( to the family of Government servant who /s1 ;$$$$:9
dies while in service with no time limit,
iv( to an invalidated retired Government /s1 ;$$$$:9
servant for !0 years from the date of retirement1
In case of his:her death within
!0 years of retirement to his:her family
for the un9expired period of !0 years from the
date of retirement,

Provided that the application for the +rant is made by the applicant within 270 days of
marria+e to the parent office which shall be submitted to the concerned Benevolent Fund Board
by that office within one year from the date of marria+e1 8pplications received after the prescribed
period shall not be entertained1

Provided that the application for the +rant shall be made by the applicant within 270 days of
the death to the parent office which shall be submitted to the concerned Benevolent Fund Board
by that office within one year from the date of death1 8pplications received after the prescribed
period shall not be entertained1

iv( If children of an in9service retired:invalidated retired or deceased
Government servant are studyin+ in Special =ducation Institutions scholarship shall be
admissible as in the case of invalidated retired and deceased Government servants i1e1 upto three
children and without the condition of class:mar*s1

i( In case of retired or in service Government Servant,
%a( +rant may be admissible to not more than two children of a Government servant who
has or have passed all the subjects of matric or post matric examination from a reco+ni6ed Board
of =xamination or ?niversity securin+ at least six percent a++re+ate mar*s and is or are studyin+
in the next class a reco+ni6ed educational institution7
%b(If one or more of the children of a Government servant are studyin+ in a reco+ni6ed
educational meant for special children then not more than three children shall be eli+ible for the
+rant7
ii( in case of a Government servant who has died or retired on +rounds of invalidation or
incapacitation the +rant may be admissible to not more than three children 7
iii( the provincial Benevolent Fund Board shall each year invite applications on the
prescribed form throu+h publication in the newspaper
iv( the application shall be verified by the head of department and the head of the
educational institution and accompanied by the followin+ documents,
%a( computeri6ed national identity card of a Government servant and:or of the student % if
applicable(7
%b( result card detailed mar*s sheet certificates and de+ree pertainin+ to the precedin+
educational classes7
%c( certificates of reco+nition of previous and current education institution and in case of
the private educational institution7 and ,
%v( 8n application received after the cut off date mentioned in the advertisement and not
verified and supported by the documents mentioned above shall not be entertained1

If a Government servant dies while in service his widow shall +et monthly +rant for life
provided that she does not remarry1 If there are more than one widow +rant shall be divided
amon+st them in e3ual shares1 In the case of a widower the +rant shall be for a period of !0
years provided that he does not remarry and does not have another wife at the time of death of
his spouse1
If the Government servant is not survived by a widow then the monthly +rant shall be
sanctioned in favour of his family members in the followin+ order of precedence and subject to the
conditions as indicated a+ainst each,

%iii( If a Government servant dies within fifteen years of the date of retirement the
+rant shall be +iven to his:her family as the case may be in the followin+ order of precedence
subject to the conditions as indicated a+ainst each,
)idow:widower, For the unexpired period of !0 years from the date of retirement subject to
the condition that widow:widower does not remarry and the widower does not have another wife
at the time of death of his spouse1 If there are more than one widow +rant shall be divided

%iv( If a Government servant is invalidated durin+ service he:she shall be entitled to a monthly
+rant for !0 years from the date of retirement due to invalidation provided that he:she has been
declared invalid by the concerned 5edical Board in cate+ory98 on account of loss of limbs or
complete loss of eye si+ht or complete loss of speech or complete deafness or paralysis or
complete lunacy or advanced terminal disease and the concerned BF Board after due in3uiry is
satisfied that he:she is totally incapacitated for any +ainful employment in future1
%b( In case of death of the Invalidated +rantee within !0 years of his retirement the
+rant shall be admissible to his:her family members as the case may be in the followin+ order of
precedence subject to the condition as indicated a+ainst each,

attainment of the a+e 2! years whichever is earlier1

%!( 8 monthly +rant shall be sanctioned,
from the date of death or retirement on the +round of invalidation as the case may be if the
application is made by the concerned family member or the invalid retired Government servant
within one year of death or such retirement1
from the date of receipt of application if the application is made after one year and within 2
years of death or retirement on the +round of invalidation1
from such date as the Provincial BF Board may deem fit if the application is made after two
years and within five years of death or retirement on the +round of invalidation and the delay in
condoned for the reasons to be recorded by the said Board1

-hese amendments in rules shall be effective from the date of issuance of notification and
shall be beneficial in cases where marria+e death or occurs on or after the date notification1
>owever in the cases of 5onthly Grant unmarried dau+hters of deceased Government servants
above the a+e of 2! years shall be entitled to +et financial benefit from the date of issuance of
notification althou+h the death or retirement of concerned Government servant mi+ht have
occurred before the date of notification1
%2( 8pplications received after 0 years of death or retirement on the +round of
invalidation of Government servant as the case may be shall be submitted by the concerned
Board after completin+ all necessary formalities alon+ with their recommendations to the
Provincial Benevolent Fund Board *eepin+ in view the merit of each individual case accordin+ to
the rules:instructions applicable to each case1

i( to a Government servant once at the time of superannuation: retirement on

-he revised:new rates of 5arria+e Grant Funeral Grant 5onthly Grant and Farewell shall
be applicable from $!9$!92$$! while revised criteria:new rates of educational scholarship shall be
applicable from the academic year 2$$!92$$21

Provide that the application for the +rant shall be made by the applicant within 270 days of
superannuation retirement 3ualifyin+ services invalid retirement or death durin+ service %which
3ualifies him:her for pension( to the parent department which shall submitted to the Provincial
Benevolent Fund by that office within one year form the date of superannuation:retirement or
death of the Government servant concerned1 8pplications received after the prescribed period
shall not be entertained1
Cote, -hese amendments in rules shall be effective from the date of issuance of

Government servants above the a+e of 2! years shall be entitled to +et financial benefit from the
date of issuance of notification althou+h the death or retirement of concerned Government servant
mi+ht have occurred before the date of notification1
.. -he Board may in special circumstances and for reasons to be recorded in writin+
enhance the amount of the +rants specified in rule ;1

..-A1 -he Board may introduce scheme for +rantin+ loans and advances to Government
servants on such terms as it may decide1
5. %!( -he +rants specified in rule ; shall be sanctioned by the Board1
%2( In case of ur+ency the Bhairman of the Board may sanction a +rant under rule ; or
rule < provided that the order sanctionin+ such +rant shall be submitted to the Board as soon as
possible for its =&POS- F8B-O approval1
6. Cotwithstandin+ anythin+ contained in these rules the Board may ma*e a special
+rant to a +a6etted Government servant for a member of his family in case of extreme financial
distress which is not occasioned on account of actions or omissions on the part of the +a6etted
Government servant himself1

/. If Government servant has held both +a6etted and non+a6etted post at different
periods of his service he shall not be entitled to the benefit of the Funds under the rules the post
held by him at the time of his retirement or at the time of his death or invalidation durin+ service
before retirement was a +a6etted post1
0. -he benefits admissible under these rules to a +a6etted Government servant or his
family as the case may be shall become admissible immediately after the Government servant
has made his first contribution to the Fund1
9. 8n 8pplication for a +rant under these rules shall be made to the chairman of the Board
in the form set out in 8nnexure 8 and shall be submitted by the applicant throu+h the >ead of
Office of 8dministrative .epartment in which such Government servant was employed at the time
of retirement or at the time of his death or invalidation durin+ service before retirement1
11. 8 +rant in favour of a widow:widower shall be sanctioned subject to the followin+ ,9
%a( 8 widow:widower does not marry and she or he shall furnish a no marria+e and life
certificate every six months to the concerned Benevolent Fund Board in the form set out in
8nnexure9B7
%b( In case the certificate mentioned in clause %a( is not furnished or a widow or
widower remarries durin+ the period of such +rant the +rant shall cease or stop forthwith7 and
%c( 8 +rant ceased or stopped due to non submission of the certificate may be restored
on application of the widow or widower from the date of,
%i( -he stoppa+e of the +rant by the chairman of the concerned Benevolent
Fund Board if the application is made within a period of two years of the stoppa+e of the +ratn7
%ii( -he application of restoration by the additional chief secretary to the Government if
the application is made within a period of five years of the stoppa+e of the +rant7 and
%iii( -he order of restoration by the provincial Benevolent Fund Board if the application
is made beyond a period of five years of the stoppa+e of the +rant1

11. If a Ga6etted Government servant 3uits the Government service for one reason or the
other or is forced to leave Government service he shall not be entitled to the refund of the
contribution made by him towards the Fund durin+ the period of his service1
