November 2012 to March 2013: Monitoring and Evaluation Expert, Mid-Term
Performance Evaluation of Consolidating Cooperative and Agribusiness
Recovery (COCAR), Timor-Leste. Evaluation of Cooperative Caf Timor (CCT), a
national-level, member-owned cooperative, developed by the National Cooperative
Business Association, with assistance provided by USAID grants. Included the
design, implementation and analysis of 24 focus groups in beneficiary communities;
plus a household survey in the same communities.

June to September 2012 (2.3 months): Senior Economist, Ministry of
Agriculture (MINAGRI), Rwanda. Adviser based in the Planning Directorate under
the Strategic Capacity Building Initiative of the GoR, supported by the Africa
Governance Initiative. Provided advice on the improvement of internal monitoring
system, prepared content and guidelines for studies, edited scientific publications for

November 2010 February 2011: Agribusiness Development Specialist,
Formulation of BTVET (Business & Technical Vocational Education and
Training) Strategic Plan for Government of Uganda. Assisted the Ministry of
Education and Sports (MOES) develop a Strategic Plan to set priorities and guide
investments in BTVET subsector. Specifically: Conducted BTVET agriculture sub-
sector analysis to identify existing training, and gaps, through consultations with a
wide range of stakeholders for formal and non-formal training. Wrote the technical
report, which includes recommendations for filling current gaps and for meeting
future demand, for skills development in agriculture. Presented findings and
recommendations at 2-day stakeholder workshop; facilitated working group to review
draft recommendations. Prepared BTVET strategic plan, with wider consulting team
and stakeholders. Client: World Bank [Note: Strategic Plan now approved by GoU
Cabinet, this includes $46 Million investment in BTVET for the Agriculture sector]

September 2009 September 2010 (12 months): Food Security Adviser,
Ministry of Agriculture and Fisheries, Timor-Leste (AusAID Public Sector
Capacity Development Programme). Worked with the Director of Policy and Planning
and with the Manager, Food Security Unit, to establish national and district food
security monitoring system and to revitalise the National Food Security Committee
and linkages to district structures. Made revisions to food security policy. Built the
capacity of national staff, including the 12 District Food Security Officers. Worked
closely with counterpart agencies in Timor-Leste (across i-NGOs and Government
Departments) to build support for food security monitoring and food security policy.

August 2005 December 2008 (28.2 months): Agribusiness Adviser, Ministry of
Agriculture Forestry and Fisheries, Timor-Leste. Contract extended three times,
to December 2008. Specifically: Established Agribusiness Directorate with National

counterpart. Including: (a) Established Market Survey of Fresh Produce Prices,
integrates with FAO Agri-Market software, (b) Formulated Commodity Profiles for
main crop and livestock systems, (c) Prepared concept paper for Farm Budgeting
Manual; field data collected by Agribusiness staff with GTZ Farming Systems Team,
(d) Supported Agricultural Service Centers (ASCs) to improve business opportunities
and linkages to farmer groups; including development of financial reporting systems.
Established, with staff, a regular newsletter for agribusiness Agribusiness TL.
Other successes were to establish the Integrated Crop Management for Commercial

March May 2003 (2 months): Field Survey Manager, East Timor Demographic
and General Health Survey 2003. Mobilised survey team of 86 staff (field survey
team leaders, deputy team leaders, enumerators, and drivers) including procurement
of field equipment, training, coordination of training venue and materials, vehicle
supply, field logistics, banking and funding. Undertook 3 field visits with 3 teams to
check progress of survey methodology and implementation. Client: ACIL Australia /
World Bank.

February to November 2002 (9 months): Monitoring and Evaluation Specialist,
Australia East Timor Rural Development Program. Designed, managed and
analysed data for the 600 household, Baseline Survey in three remote districts of
East Timor. The survey was conducted over 12 weeks, including 6 weeks of
fieldwork, and employed 15 field staff. Coordinated all arrangements for the survey
and investigated capability of local institutions and organisations to undertake
baseline studies. Worked intensively with the Statistics Office, Ministry of Finance
and Planning, which actively assisted with the study. Organized and led the week-
long workshop to train enumerators in survey methodology and to pre-test survey
tools. Accompanied the field survey team to all 13 suco surveyed, visited remote
aldea with the field staff, and stayed in the villages with the team.
Other responsibilities include developing systems to monitor Phase 1 Rapid
Impact Projects and Technical Resource Service Centre Services. Developed M&E
Plan to monitor AETRDP Phase 2. Constructed farm models of possible Phase 2
interventions using information from the Baseline Survey and input from district staff.

August 2002 (24 days): Environmental Economist / Monitoring Specialist, Alxa
League Environmental Rehabilitation and Management Project, Inner Mongolia,
PRC. Undertook a further input for this position. Updated M&E Framework, trained
local counterparts in M&E systems. Undertook comprehensive review of local
capabilities, Banner PMO and sub-project monitoring plans. Made recommendations
for M&E counterpart training and M&E unit staffing. Established the PMO M&E unit

2001 (28 days) Wulian Apple Project, Peoples Republic of China. Monitoring
Specialist. Analysed the field data gathered by project technical monitoring staff
during 2000. Summarised project time-series data. Prepared final project monitoring

Specialist. Designed and established economic and social monitoring and
evaluation system for this project. The economic component involved the collection
of data at the household and enterprise level; enterprise level data distinguishes
between traded and non-traded inputs and caters for relay cropping (more than one
crop grown in one year) and inter-cropping (more than one crop grown on the same
area of land at the same time). Data was collected for a sample of households in 5
townships and 14 villages in Wulian County, Shandong Province. Social data
collected to monitor living standards, the use of labour (by activity and gender), and
technology adoption within the project area. Project Management Office and

1997 (42 days) Integrated Land Use Systems Project, Peoples Republic of
China. Monitoring Specialist. ILUS established a system of farm and household
monitoring in order to assess project impacts. The data collected enabled the
performance of project and non-project farmers to be compared. Data was collected
for animal and crop production, use of inputs (including labour), cash revenues and
purchases and for the use of non-market transactions. The consultant reviewed the
methodology used for data collection and the survey design, undertook data analysis
for the 4 project sites and wrote the final project monitoring report. The contract
involved field visits to each of the 4 project sites and the involvement of farmers,
technicians and senior project management in the review. Client: NZ Ministry of

1994 (35 days) IFAD funded Socio-economic and Production Systems Study
and Feasibility Study of the Eastern Islands Smallholder Livestock
Development Project, Indonesia. Financial Analyst/Agricultural Economist.
Constructed crop and animal enterprise budgets, whole-farm household models and
regionally aggregated budgets; financial analysis of project at the farm and enterprise
level including the impact of credit arrangements; economic evaluation at the project
level; sensitivity analysis with respect to changes in product prices and input costs
and the analysis of the impact of exchange rate movements. Client: ANZDEC / ADB

1993 (61 days) ADB TA for ANZDEC Ltd in Papua New Guinea. Agricultural
Economist. Reviewed and evaluated all research and extension capability for PNG

and made recommendations for the establishment of a National Agricultural
Research and Development Institute (NARDI). The report included the economic
analysis for the proposed institutional strengthening and the benefits likely to accrue
from a more effective research and extension organisation for the agricultural sector
nationally. Client: ANZDEC / ADB

1991 (14 months) ADB TA for ANZDEC Ltd in Papua New Guinea - Department
of Agriculture and Livestock. Farm Management Information System Specialist.
Established a small Farm Management Unit within the Policy Programming and
Budgeting Division of DAL; developed survey and reporting methodology for the
regular and continuous collection of farm management data from the PNG
smallholder and largeholder agriculture sector. A computer information database
was also developed during this assignment. Client: ANZDEC / ADB
PREVIOUS EMPLOYMENT POSITIONS

1994 - 2000 Landcare Research New Zealand Ltd, Lincoln (A Crown Research
Institute). Agricultural Economist / Monitoring Specialist (International
Business group). Undertook 4 assignments as Monitoring Specialist, for NZ Ministry
of Foreign Affairs, in Peoples Republic of China. These assignments were to the
Wulian Apple Project, Shandong Province, and to the Integrated Land Use Systems
Project, Guezou Province. Field data was collected from farm households, at the
township and village level, across all projects sites. The data captures whole-
household and enterprise data for measuring project benefits. Enterprise level data
distinguishes between traded and non-traded inputs and caters for relay cropping
(more than one crop grown in one year) and inter-cropping (more than one crop
grown on the same area of land at the same time) in addition to data on fruit tree and
livestock enterprises. Social data was collected to monitor living standards, the use of
labour (by activity and gender), and technology adoption within the project area.
Project Management Office staff / technicians were trained in monitoring techniques
and in data analysis.
Domestic contract research, undertaken for the Ministry of Agriculture and Fisheries,
included a National Survey of Agricultural Sector debt and a National Survey of
Agricultural Sector compliance costs; this work was undertaken to enable the Ministry
to monitor trends in the sector.
Other research undertaken for MAF contributed to the Ministrys environmental
monitoring objectives, this included: work on the economics of strategies for reducing
nitrate leaching to groundwater on arable farms, dairy farms and market gardens and
a study on the environmental impacts of rural subdivision. Also undertook a waste
audit of the Christchurch City Council solid waste stream as part of the development
of a monitoring system for the urban waste stream.
Other work included evaluating the economic benefits to New Zealand of introducing
biological agents for the control of plant pests; a comparative study on the economics
of managing pastoral land for conservation and production and the development of
financial indices of complementarity for forage resources and a study on optimal
fertiliser strategies for high country pastoral land.

1992 - 94 MAF / Agriculture New Zealand (Agribusiness Services Group).
Senior Agribusiness Consultant. The Agribusiness Services Group was formed as
part of the commercial restructuring of MAF. Duties included commercial consultancy
to domestic and international clients. The role included advising the Ministry of
Agriculture and Fisheries on the impact of adverse events on the region, including
monitoring the impact of the adverse climatic events of 1992 on the regions farms
and on the rural economy in Canterbury. Two international assignments were

undertaken, these were: Team economist for the 1991 Asian Development Bank
Technical Assistance which reviewed and evaluated the research and extension
capabilities of the PNG Department of Agriculture and Livestock and made
recommendations for institutional strengthening; Financial Analysts for the 1994
IFAD funded Socio-economic and Production Systems Study and Feasibility Study
of the Eastern Islands Smallholder Livestock Development Project, Indonesia.

1990 - 1991 Papua New Guinea - Department of Agriculture and Livestock.
Farm Management Information System Specialist. Seconded to the Papua New
Guinea DAL as Farm Management Information System Specialist to undertake the
1991 ADB TA for ANZDEC Ltd Strengthening the Department of Agriculture and
Livestocks Farm Management Information System.

1981 - 90 Ministry of Agriculture and Fisheries. Regional Agricultural
Economist. Regional responsibility for financial and physical monitoring of the seven
regional representative farm types. Trained farm advisory officers in farm monitoring
techniques and financial analysis. Took a leading role in establishing the Regional
Rural Finance Committee set up by Minister of Agriculture to monitor the agricultural
situation during the economic crisis in farming after 1984. Worked in partnership with
agricultural consultants in micro-economic analysis of sheep and beef, deer and
horticultural production systems. Developed computer-based reporting systems;
prepared regional and national agricultural sector reports.
Other duties included working with clients on a wide range of investment
decisions in agriculture and horticulture; provided policy advice to central government
on the state of agriculture in the region and advised on the implications of the
governments deregulation of the agricultural sector. Cost/benefit analysis for
community irrigation schemes. Industry strategic planning. Developed computer
models for monitoring and for investment analysis for deer, horticulture and forestry.
Developed stochastic models, to account for risk, for the farm type models and for

1980 - 81 St Lucia Livestock Development Project, Barbados. Technical and
Financial Adviser. Technical advice to the project in liaison with consultant Dr R.
Preston. Financial control of project funds as holder of imprest account.
Implementation of developmental works. Secretary of Steering Committee chaired by
Minister of Agriculture. Extension of project technology to smallholder satellite
farmers.

1976 - 80 Department of Conservation and Extension, Zimbabwe. Provincial
Farm Management Specialist (1979-80); Conservation and Extension Officer
(Animal and Pasture) (1976-79) As a provincial Specialist: Provided financial and
economic advisory support to farmers and extension officers; organised farm
management training courses for provincial staff; undertook feasibility studies;
assessed applications for loans for farm development. As an extension officer:
Worked closely with South Matopos and Limpopo Intensive Conservation Area
committees as the governments representative; these committees were responsible
for the conservation and sustainable land management for all land within their
districts. Extension advice to farmers on farm planning and development, land use
classification, grazing management, animal nutrition, animal breeding, financial and
production record keeping. Responsible for gazing trials run by the Department to
evaluate different systems of grazing management.

1975 Commonwealth Development Corporation, Swaziland. Agricultural
Trainee/Section Manager (Livestock). Duties included: day-to-day management of

the legume and improved pasture sites; the collection of seed stock from trial plots;
field evaluation of improved pastures; field implementation and responsibility for
livestock feeding trials in particular the evaluation of improved nutrition on the growth
rates and calving percentages of first calving Africander heifers; implemented the
testing of all cattle under the brucellosis eradication programme.
