Pagbangon, Pagtatagumpay, Pag-asenso Specific Ideology: Radical Centrist About the PPP Vision: The PPP envisions a republic united under a single pragmatic ideology committed to a prosperous and progressive Philippines; a stable and thriving economy, a participative country involving itself towards peacefulness and security in and out of the country. Impartial whether leftist or rightist, we think frontward, uses all practical ways that is healthy in the progress of the Philippines. Mission: To help Philippines keep moving forward, to build a prosperous nation through the use of all practical ways in promotion of good governance and securing a stable economy. Party Constitution: ARTICLE I. NAME SECTION 1. NAME OF THE PARTY. (1) The Official name of this political party is Partido Pragmatiko ng Pilipinas (PPP). (2) It may also be known as Philippine Pragmatic Party, Mga Pragmatikong Pinoy, The Pragmatist or simply PPP. ARTICLE II. PUBLIC OFFICE AND OTHER ENTITY SECTION 1. PPP CANDIDATES (1) To a further the PPP Mission, the Political Party shall aim forward to nominate, assist and support its candidates for national and local offices, who are pragmatic, moral, honest and respectable, and who will adhere and defend the partys ideology against the forces that could endanger its preservation in the state. (2) All members, nominated or not nominated for a position in the government, shall strongly adhere to these principles. SECTION 2. NON-PPP CANDIDATES. (1) The party convention may choose to endorse and / or support non party candidates for public office who meets the ideals expected of a party candidate though not an official member of it, and not in a direct contest with any PPP nominees for public office. SECTION 3. PARTY ASSISTANCE (1) The PPP shall endeavor to assist other entities connected with the party to provide service and inspiration to those who share the PPPs ideology. ARTICLE III. MEMBERSHIP SECTION 1. GENERAL MEMBERS (1) A general member of the PPP is any resident of the state who claims membership in the party, but who does not necessarily participate in National or Local Party activities. SECTION 2. ACTIVE MEMBERS. (1) An active member of the PPP is one who actively attends and participates in all of its activities; votes in all the meeting and conventions of the party; and a registered voter. (2) A member may be denied participation in the party by reasonable cause by a majority vote of all the members of the party present in hearing his cause. SECTION 3. MODEL MEMBERS. (1) A model party member is one whose loyalty for the party is immeasurable. (2) One who does not make use of the party for his own political agenda and envisions the goals and aspirations of the party the same as his. (3) One who actively participates in all of the partys activities and one whose commitment to the party is irreplaceable. ARTICLE IV. PARTY OFFICERS SECTION 1. HEAD COUNCIL. (1) The Head Council shall consist of a Chair, Vice-Chair (Internal and External), President, Vice-President, Secretary General and Treasurer. (2) The Chair should be the presiding officer of all the activities of the Head Council and Body Council when merged in a meeting or convention. (3) The Internal and External Vice-chair shall assist the Chair in all the activities and operations of the party. (4) The President shall act as the presiding officer of the Body Council when it conducting it affairs within its councils vicinity. (5) The Vice-President should be the presiding officer of the Body council when the President is not available or there are other matters to be addressed by the latter. (6) The Secretary General should be the one responsible for all the documents of the party, internally or externally. (7) The Treasurer shall be the one to hold the funds and budget of the party. It will be better if he was an accountant with three (3) years work experience. (8) All the executive affairs of the party shall be the main concern and business of the Head Council. All crucial matters concerning the party shall be discussed and reviewed by the Head Council before presenting to the other members of the party. (9) The Head council shall meet at least (2) twice a month. (10) The Head Council may call for an emergency meeting for all the members of the party to conduct its business as one when the need arises. SECTION 2. BODY COUNCIL. (1) The Body Council shall consist of all the elected members of the party in national or local government office, those members nominated by the party to run as official candidate the next election nationally or locally and those who were neither elected in public office nor nominated by the party to run as its official candidate in national or local level election. (2) The body council shall convene (1) once a month to discuss matters, propose policies or programs that could not only concern the party but also those political units that within the jurisdiction of its council members elected in public office nationally or locally. (3) In passing a party law or amending the constitution, a majority number of the Body Council shall be present otherwise such passing of law or amendment of the partys Constitution shall be denied. SECTION 3. VACANCIES. (1) Vacancies that occurred in the Head Council shall immediately be filled up not later than 60 days upon the occurrence of such vacancy in order to prevent delays in the operation and activities of the party. (2) In the absence of an officer in the Head Council for a long period of time, a representative should be temporarily assigned which should come from the Body Councils elected members in public office locally and with a concurrence of all the officers in Head Council or a majority of them. SECTION 4. REMOVAL. (1) A PPP member could be removed from being an officer of the party if he is proven of: a) grave abuse of discretion in performing his duties in the party; b) using the party for his own political agenda or interest; c) violates the Constitution and laws passed by the party members; and d) disrespects the party ideology and other party members. (2) Official removal of the party member would be determined by two-thirds vote of all the party members in a quorum. SECTION 5. NOMINATION. (1) Official candidates in election for public office should be announced in a convention presided by the members of the Head Council and must be, at the same time, attended by all the members of the Body Council. (2) Nomination should come from all the members of the party in a merged meeting between the two divisions. Each party member is free to nominate his desired party member to run in the national election. For local elections, only those party members that have affairs within the local level government unit (a resident of the given place that his co-party member aims to win an office) would be allowed to nominate and vote for the official nomination of such party member. (3) The complete list of all the official candidates of the party would be decided using the first past the post voting system. (4) The official announcement in public of all the partys official candidates for national and local election would be announced in the convention scheduled by the Head council. ARTICLE V. OTHER MATTERS SECTION 1. CONSTITUTION AND LAWS. (1) The laws proposed by each party member should be consistent with the PPPs Constitution. (2) No law shall be passed violating the constitution. (3) Any law proposing amendment or nullification of some of the provisions of the Constitution should be put into question and deal with diligently by all the members of the Head Council and Body Council acting as one body. (3) If any provision shall be made, a majority vote of all the members of the party is required in order for such amendment or nullification to be officially proclaimed. (4) If a conflict between the party Constitution and proposed law arises, the former should prevail. SECTION 2. NOTICES. (1) All notices for regular or special meetings of the party shall be announced punctually by the Secretary General via electronic or personal means in order to avoid a conflict of schedule on the part of any member of the party. (2) The notices should include the date, time, location, proposed agenda, and purpose for the calling of such meeting aside from the regular meeting. (i.e. emergency). SECTION 3. QUORUM. (1) A quorum of all the members of the party shall be observe every meeting. (2) Sitting in divisions of two, (Head Council and Body Council) no quorum is required. (3) If almost half of the members of two divisions are in absence during a meeting, the division could still proceed with its agenda provided that only matters with no required quorum of its members are needed. SECTION 4. VOTING. (1) All questions and issues in the party shall be addressed immediately by the Head Council. (2) A two-thirds vote of all the members (whether in division or merged) is required to decide the questions and issues set forth. (3) Each member shall only have one vote. (4) No proxy shall be allowed for a party member in absence. SECTION 5. REQUIREMENT FOR LAWS. (1) Laws that would be proposed by any member of the party shall be consistent with the Constitution. (2) No law shall be passed when it endangers the reputation and preservation of the party. (3) Laws that propose pragmatic principles would be prioritized; otherwise would be deal with ordinarily. (4) The laws should be specific; it should not be vague that the essence of it is beyond the limited knowledge of the party members. SECTION 6. ADOPTION OF LAWS. (1) Laws that passed the requirements mentioned in Article V. Section 5, and reviewed repeatedly by all the members of the Head Council with the majority vote of the Body Council and consistent with the party Constitution shall be established by the Chair, Vice-Chair (Internal and External) and President as its presiding officers. (2) New laws shall be made known to all the party members whether new or old. * This constitution is made with reference to some parts of the sample Constitution for State Parties of Independent American Party website and Liberal Party of the Philippines. Some changes were made in order to make this constitution consistent with the form of government that the Philippines have.

In line with the vision and mission of our party, these are the policies that we believe would achieve the ultimate significance of the existence of our party and answer what the people needs. Good governance: Pagbangon, Pagtatagumpay, Pag-asenso. Our party is dedicated to have an effective and reactive government that the people would give its trust. The party believes that this will achieve though good governance. As a political party, the Partido Pragmatiko ng Pilipinas, aims to have a kind of government that responds immediately to the needs of the people. We aspire to mold a presidential figure that is pragmatic and would commit to the policy of the party gearing towards the prosperity and progress of the country. The party wants to have a nation free from poverty so that it will achieve a stable and prosperous economy. Being the pragmatic party here in the Philippines, we believe that in order to achieve our goals, it should not solely the voice of the people that would matter but also the intervention of the government would be given consideration as long as it would give positive advancement for the country. This party is goal toward making leaders that is strong and skilled enough to stand and fight for what needs to be done. This party is more of action, actions that are driven by practical principles and common sense. Stable and Prosperous Economy: -(Joelle) Peace and Security inside and outside the nation: Peace and Security in our country is a best manifestation of the effectiveness of the different institution of the state which deals with such matter. As a political party, the Partido Pragmatiko ng Pilipinas aims for the preservation and improvement of these institutions. We aim to assist the military and the national police in voicing out their different concerns involving our national security. Their concerns could help our legislators in formulating policies that may benefit all of us in the near future or even today. Education: Education is the key to the future of the children of our generation but not all of us are fortunate enough to have a good education. Some factors that affect good education are the quality, affordability and the budget of our government for education. Our Filipino community is one of the intelligent people in the world; we excel in different profession, so why take away from them the privilege to attain better education? As Partido Pragmatiko ng Pilipinas, we believe that the quality of Philippine education has declined most especially in the elementary and secondary levels. One reason of this is the curriculum of schools in the country, the population of teachers who have good skills at teaching have lessened due to low salary is another reason. Good education should also be affordable especially to those families who cannot send their children to schools. The government should have a higher budget for education to subsidies the expenses needed of the students most especially those who study in public schools. School teachers whether public or private should have the following qualifications: 1. Should have finished college and attained any masters degree. 2. Should undergo an examination to prove that she is qualified or not. 3. Should present his/her techniques of teaching to determine his/her effectiveness as a teacher. Since we are a democratic country, good education should be served to each and every citizen of the Philippines. Our childrens success is the success of our country. PPP believes high quality education for all in order to have intelligent and practical people that would contribute to achieve stable and thriving economy and good leaders in the future. Pro-life: The Party upholds the value to protect life. This party advocates policies that will promote development in each and every aspect of life. This party envisions a government that is willing to adhere to any program or policy that will best serve the interests of the state. This party places great value on mans life. The life of each and every individual is important. Every individual is a part of this country, thus he or she is of great importance in the countrys progress. This is the reason why we should greatly value the presence of every citizen. With these in hand, this party promotes policies that will promote the life of an individual. The government must be able to respond to the primary needs of each citizen. The government must support and ensure a humane living standard for every individual. It is not only the individual who will benefit from this set- up, but the state as well. If the citizens well-being is ensured, the state can expect a much more competent work force. This workforce can be utilized by the government to achieve development. If each and every citizen is to do his part and perform his duties competently therefore development would not be an impossibility. In a world that is constantly changing, humans need to adapt to survive. Individuals should learn to compromise and opt for those practical and realistic policies that will help them further their ends. Every action that the state should take must be reasonable and beneficial for each and every member of the society. What is the sense of sticking to certain ideals and principles when it hampers development? Every policy and program that this party enacts would ensure the development in the best possible and easy
PROGRAMS In order to fulfill the above policies, here are the programs that would secure the partys goal, vision and mission. Good governance: To achieve good governance, the future leaders this party want to have for the Philippines must incorporate these three things; Practical, Responsible and Performance. In order to achieve Pagbangon especially from the poverty which the Philippines is currently experiencing, our party needs practical leaders that would make decisions that is fully dedicated to the progress of the economy and the country. Practical leaders would prioritize easy to apply policies and not harm the interest of the state .We will also address corruption which is the root of poverty that makes Filipinos never achieve Pagbangon. Once we got to solve the problem of poverty and we already in the process of rising or pagbangaon, we now transfer on the stage of Pagtatagumpay. Success could not be achieved by merely just a snap of a finger or a blink of an eye. It requires action, responsible actions from the leader that would fill the problems with necessary solutions and maintain our status during our take off, actions that replete what was exhaust. Responsible and suitable actions that would truly give answer are the key to pull in success. We only not want a steady success, we want to advance, discover new things that would benefit us. This party wants Pag-asenso. It could be accomplished only with diligent and competent performance of leadership committed to the betterment of the country. Stable and Prosperous Economy: -(Joelle) Peace and Security inside and outside the nation: The disputed territory that concerns the international affairs of our country should be deal with slightly. There are national problems that should be given attention to more importantly than an island that was only made known by the majority of the Filipinos lately. If luckily in the end, the Philippines could possibly win the island over China, does it make change to the entire nation? Would it provide solutions to the increasing prices of basic commodities needed by the Filipinos? An additional territory in legal papers for the Philippines per se but does it makes sense and promotes our national interest fully? Let us be pragmatic. All of us, not only those who hold positions in the government shall have the initiative to make a move for our country. We should first start to deal with the national problems facing our country before those things that could be set aside first since we did not have yet the capacity to fully dedicate ourselves with bigger things. Education: In order to achieve a high quality and accessible education for everyone, we have the following programs. PPP Scholarship Program: Those who need educational assistance will be given a trial scholarship. Full scholarship will be given to those who prove that they deserve it. PPP Piso Pampaskwelahan sa Probinsya: a fund-raising activity to be able to build schools to those places in the provinces for those children who have to walk or travel just to go to school. PPP Pampataas Pasweldong Pangguro: government teachers should be given the proper salary and be able to do their job accordingly. Pro-life: People nowadays question the effectivity of the government when it comes to promoting policies that will yield to development. They say that development cannot be felt especially by the lower class. The state must ensure that the family as the basic unity of the society is always protected and strengthened. (Art. II. Sec. 12 Philippine constitution). The governments way of promoting this policy is through the pursuit of the Reproductive Health bill. Through this bill not only the safety and wellness of the mother can be ensured but also of the unborn. The child is entitled to a humane living standard, yet this cannot be attained if the family where the child will grow up to cannot provide him or her with his basic needs. This will just cause suffering in the part of the child. The familys inability to sustain the child is also a problem that the bill will address. If the husband and wife are not capable of sustaining the child, then it is much better if they will not generate another life in this world. It would be much better if they just opt for some birth control methods, pills or resort to family planning. The bill would be the governments way to support the families or couples; it would also ensure their safety, their wellness. The entire populace would benefit from this bill. It would also decrease the number of people living below poverty level. Thus, enabling the state to gear towards development. The growing population is a great factor hampering the development of the country. The Reproductive Health bill also encourages awareness and preventive measures among the citizens. The bill is not pro-abortion but pro-life. It protects the life of the parents, especially the mother and that of the unborn from future suffering. It advocates the use of contraceptives, preventing something to exist, rather than to kill it when it is already existing - abortion. The government should not be easily swayed by the popular will, and thus impose programs or policies that would yield to development. It is the primary task of the government to ensure the welfare of the people, and this could be attained through the means of RH bill. Moral issues should not be intertwined with politics. The number one priority of the state is to attain the development through the best possible means.
