GUIDELINES IN THE IMPLEMENTATION
OF THE KASANAAN AT HANAP!UHA PROGRAM

The Kasanayan at Hanapbuhay Program is an apprenticeship and employment program
adopted as a bridging mechanism for new entrants to the labor force as they will be
able to acquire basic skills and work experiences needed by employers in hiring new
employees.

Generally, the Kasanayan at Hanapbuhay program shall ensure the aailability of
qualified skilled workers based on industry needs and requirements as well as
facilitate and speed up the matching of !obseekers with aailable !obs.
"pecifically, the program shall#
$. proide opportunity for new entrants to the labor force to acquire
experience and skills%
&. generate commitment from enterprises in deeloping the skills of the
'ilipino workforce% and
(. facilitate the absorption of apprentices into the regular workforce after
their apprenticeship.

)pprenticeship is training within employment inoling a contract between apprentice
and an enterprise on an apprenticeable occupation.

)pprentices are persons undergoing training for an approed apprenticeable
occupation during an established period and coered by an apprenticeship agreement.

)ny unemployed person $* years old and aboe can apply for apprenticeship with any
participating enterprise.

)pplicants for the Kasanayan at Hanapbuhay Program can register at any P+", near
their place or in any -,.+ regional / proincial / district / offices. )nd they shall#
$. register using the 012" form%
&. submit to P+", the accomplished 012" form in two 3&4 copies%
(. report to enterprise for screening, if referred by the P+",, and
5. inform the P+", on the result of the application.

)ny enterprise duly registered with appropriate goernment authorities with ten 3$64
or more regular workers is qualified to !oin the program. 7t shall accept apprentices
not more than twenty 3&64 percent of its total regular workforce.

The enterprise shall register its apprenticeship program with any of the T+"-)
Proincial ,ffices, submitting the following requirements#
a. .etter of application%
b. 8ertification that the number of apprentices to be hired is not more than
&6 percent of the total regular workforce% and

)n apprenticeship agreement is a contract wherein a prospectie enterprise binds
himself to train the apprentice who, in turn, accepts the terms of training for a
recogni9ed apprenticeable occupation emphasi9ing the rights, duties and
responsibilities of each party.
0o apprenticeship training will commence until an )pprenticeship )greement has
been forged between an enterprise and an apprentice.
:hat are considered apprenticeable occupations;
)pprenticeable occupations are occupations officially approed for apprenticeship by
T+"-).
)t present, there are about one hundred forty<nine 3$5=4 approed apprenticeable
occupations, including occupations not highly technical but needed by industry.

The apprenticeship period shall not be less than four 354 months but not more than six
3>4 months.
Howeer, participating employer has the option to hire the apprentice een prior to
the completion of the apprenticeship period.

)pprentices shall be entitled to receie a wage not less than ?*@ of the preailing
minimum wage and benefits such as social security and health benefits, and oertime
pay.
)pprentices can also work oertime proided there are no regular workers to do the
!ob and the time spent on oertime work is duly credited to his training hours.

Participating enterprises shall be entitled to#
payment of ?*@ of the preailing minimum wage to apprentices% or
an additional deduction from taxable income of one<half 3$/&4 of the alue of
labor training expenses incurred for deeloping the productiity and efficiency
of apprentices, proided that such deduction shall not exceed ten 3$64 percent
of direct labor wage.
