This Sample Ballot contains information for the June 3, 2014 Statewide Direct Primary
Election. Please take a moment to be prepared prior to voting.
Vote-by-Mail: You can save time and vote-by-mail. If you are a permanent vote-by-
mail voter your ballot will be sent automatically to you. If you are not a permanent
vote-by-mail voter you may apply by using the application on the back of this pamphlet
or by visiting ocvote.com/votebymail. The last day to request a vote-by-mail ballot is
May 27, 2014. Please remember to mail your ballot early to avoid any potential postal
delays.
Polling Place: If you choose to vote at your polling place please plan ahead. Parking
is limited at some locations and you can avoid congestion by voting mid-day if
possible. You will have the option of voting an electronic or paper ballot at the polls.
Simply advise the poll worker of your preference when signing the roster.

TOP TWO CANDIDATES
OPEN PRIMARY ACT
Many candidate contests on the June 3, 2014 Statewide Direct Primary Election ballot are governed by the open primary law
that took effect in 2012. The Top Two Candidates Open Primary Act requires that all candidates for a voter-nominated offce
be listed on the same ballot. Previously known as partisan offces, voter-nominated offces are state legislative offces, U.S.
congressional offces, and state constitutional offces.
In the open primary system, this means you can vote for any candidate, regardless of what party preference you indicated
on your voter registration form. Only the two candidates receiving the most votes regardless of party preference move
on to the General Election regardless of vote totals. If a candidate receives a majority of the vote (50 percent + 1), a General
Election still must be held. Even if there are only two candidates in the open primary, a General Election is still required.
Write-in candidates for voter-nominated offces can still run in the Primary Election. However, a write-in candidate can only
move on to the General Election if the candidate is one of the top two vote-getters in the Primary Election. Additionally, there
is no independent nomination process for a General Election.
Californias new open primary system does not apply to candidates running for local offces in the June 3, 2014
Statewide Direct Primary Election.
California law requires that the following information be printed in this pamphlet.
PARTY-NOMINATED/PARTISAN OFFICES
Political parties may formally nominate candidates for party-nominated/partisan offces at the Presidential Primary Election
(not at the June 3, 2014 Statewide Direct Primary Election). A nominated candidate will represent that party as its offcial
candidate for the specifc offce at the General Election and the ballot will refect an offcial designation. The top vote-getter for
each party at the Presidential Primary Election moves on to the General Election. Parties also elect offcers of county central
committees at the Presidential Primary Election.
A voter can only vote in the Presidential Primary Election of the political party he or she has disclosed a preference for upon
registering to vote. However, a political party may allow a person who has declined to disclose a party preference to vote in
that partys Presidential Primary Election.
VOTER-NOMINATED OFFICES
Political parties are not entitled to formally nominate candidates for voter-nominated offces at any Primary Election. A candidate
nominated for a voter-nominated offce at any Primary Election is the nominee of the people and not the offcial nominee of any
party at the General Election. A candidate for nomination to a voter-nominated offce shall have his or her party preference, or
lack of party preference, stated on the ballot, but the party preference designation is selected solely by the candidate and is
shown for the information of the voters only. It does not mean the candidate is nominated or endorsed by the party designated,
or that there is an affliation between the party and candidate, and no candidate nominated by the voters shall be deemed to
be the offcially nominated candidate of any political party. The parties may list the candidates for voter-nominated offces who
have received the partys offcial endorsement in the county sample ballot pamphlet.
Any voters may vote for any candidate for a voter-nominated offce, if they meet the other qualifcations required to vote for
that offce. The top two vote-getters at any Primary Election move on to the General Election for the voter-nominated offce
even if both candidates have specifed the same party preference designation. No party is entitled to have a candidate with
its party preference designation move on to the General Election, unless the candidate is one of the two highest vote-getters
at any Primary Election.
NONPARTISAN OFFICES
Political parties are not entitled to nominate candidates for nonpartisan offces at any Primary Election, and a candidate at
any Primary Election is not the offcial nominee of any party for the specifc offce at the General Election. A candidate for
nomination to a nonpartisan offce may NOT designate his or her party preference, or lack of party preference, on the ballot.
Any candidate for a nonpartisan offce who at a Primary Election receives a majority of the votes cast for candidates for that
offce shall be elected to that offce and does not move on to the General Election. If no candidate receives a majority of votes
cast, then the top two vote-getters at any Primary Election move on to the General Election. EXCEPTIONS: (1) The highest
vote-getter at any Primary Election for Member, Orange County Board of Education, shall be elected to that offce and does
not move on to the General Election; and (2) The top two vote-getters at the Gubernatorial Primary Election for the offce of
State Superintendent of Public Instruction, a nonpartisan offce, move on to the General Election.

BALLOT PAMPHLET
This Sample Ballot Pamphlet has information for ALL voters for the June 3, 2014 Statewide Direct Primary Election. You
may use this Sample Ballot to mark your choices, and take it with you when you vote at the polls.
All of the Primary Election information is contained in this pamphlet, no matter what your political party preference is. By
learning just a few tips about how to navigate through this pamphlet, youll be ready to go.

Grandparent or grandchild;
Brother or sister; or
Someone who lives with you.
State law requires that a poll worker must make sure
your envelope is flled out correctly.

NO PARTY PREFERENCE
What used to be called party affliation is now called party preference according to California law.
If you did not choose a political party when you registered to vote, you are a No Party Preference voter, or NPP for
short.
Voters who choose a political party when they register will get a ballot for their party.
No Party Preference voters will get a nonpartisan ballot. Their ballot will have:
Candidates for voter-nominated offces;
Candidates for nonpartisan offces; and
Ballot measures, if applicable.

Use the black or blue pen provided to completely fll in the box to the left of the candidates name. If 2 or more
candidates can be elected for an offce, repeat this process for your next choice(s). Do not mark more boxes than the
number of candidates allowed.
Write-In Candidate
Write the qualifed write-in candidates name in the blank space after the other candidates names. Then completely
fll in the box to the left of the name you wrote. Do not write-in a name that is already printed on the ballot. If you do not
write-in a name, do not fll in the box to the left of that line.
Measure
To vote on any measure, completely fll in the box to the left of the word Yes or No.
If you make a mistake, ask a poll worker for a new ballot.
Put your voted ballot in the privacy folder. Then give it to a poll worker who will put it in the ballot box.
Protect your privacy. Do not sign or make extra marks on your ballot.

ORDINANCE NO.___
AN ORDINANCE OF THE COUNTY OF ORANGE, ADDING ARTICLE V, SECTION 501 TO THE
CHARTER OF ORANGE COUNTY TO PREVENT THE COUNTY OF ORANGE FROM PAYING
REQUIRED EMPLOYEE CONTRIBUTIONS FOR MEMBERS OF THE BOARD OF SUPERVISORS
AND OTHER COUNTY ELECTED OFFICIALS WHO BEGIN A TERM ON OR AFTER
JUNE 4, 2014.
The People of the County of Orange, California, hereby ordain as follows:
SECTION 1: Article V, Section 501 is added to the Charter of Orange County to read:
ARTICLE V. ELECTED OFFICIAL PENSION CONTRIBUTIONS
Sec. 501. Elected Ofcial Pension Contributions
The County shall not pay the employee retirement contributions referenced under Government Code Section 31581.1 (as of October 1, 2013)
and Government Code Section 31581.2 (as of October 1, 2013), for elected, appointed, or reelected Members of the Board of Supervisors or
other County elected ofcials who begin a term on or after June 4, 2014.
IMPARTIAL ANALYSIS BY COUNTY COUNSEL
COUNTY OF ORANGE
MEASURE A
This measure would add a new pension related provision for members of the Orange County Board of Supervisors and other County
elected ofcials to the County Charter, adopted by the voters on March 5, 2002.
Employees, including elected ofcials, are required by California law to make contributions towards their pension benets. The amounts of
these contributions are set by California law. California law permits county governments to pay all or a portion of these pension contributions on
behalf of employees. Currently, the County of Orange does not pay the employee contributions for members of the Board of Supervisors. The
County of Orange does pay the employee contributions on behalf of some other County elected ofcials.
If approved by a majority of the voters in the County casting votes on this measure, the County would no longer be allowed to pay any
portion of the employee retirement contributions for elected, reelected or appointed members of the Board of Supervisors and other County
elected ofcials who begin a term of ofce on or after June 4, 2014. Such ofcials would be required to pay their full employee retirement
contributions.
Future changes to the County Charter, including this provision on payment of employee retirement contributions for members of the Board
of Supervisors and other County elected ofcials, must be submitted to the voters for approval.
This measure was placed on the ballot by the Board of Supervisors.
A copy of the proposed amendment to the County Charter is included in this voter information pamphlet. In addition, a copy of the proposed
amendment is posted on the Registrar of Voters website, http://www.ocvote.com/. Voters may also contact the Registrar of Voters ofce and
request that a copy of the proposed amendment be mailed to them at no cost.
ARGUMENT IN FAVOR OF MEASURE A
Orange Countys unfunded pension liability is over $5 billion. We
must rein in out of control government employee pensions.
This ballot measure will prohibit taxpayer subsidies of politicians
employee pension contributions. In other words, this measure
will require Orange Countys politicians to pay their own employee
pension contributions instead of using a taxpayer subsidy to pay their
employee pension contributions.
The Orange County Charter is the countys version of a constitution.
By voting for this measure, we will enshrine pension reform as
one of the core principles of our County government.
This measure ensures the politicians can never again vote to give
themselves a taxpayer funded subsidy of their own employee pension
contributions; only the voters will have the ability to ever change
this.
Passing this measure will send a message to self-serving politicians:
No more taxpayer subsidies of employee pension contributions
The voters have the ultimate power to decide what happens
with taxpayer money
Taxpayer dollars should go to public safety, roads, and parks,
not to subsidize pensions for politicians
In the private sector, people have to fund their own 401(k) retirement
accounts and there might be an employer match. Why should the
taxpayers have to fund the politicians entire pensions? This ballot
measure stops this perk.
The Orange County Registers Editorial Board wrote in support of
sending this ballot measure to Orange County voters because they
support requiring elected offcials to pay their own employee pension
contributions. The Orange County Employees Association (OCEA)
leadership supports this measure and its efforts to require elected
offcials to pay their own employee pension contributions. When the
Orange County Registers Editorial Board and the OCEA leadership
agree on something, you know it must be a good idea.
Vote Yes on this measure to reform pensions and make the
politicians pay for their own pension benefts.
