The Government of the Indonesia (GOI) and the United States Government (USG), through Millennium Challenge Corporation (MCC), have agreed on a five-year Compact Program. The Millennium Challenge Account Indonesia (MCA-Indonesia) is an entity established to implement the Compact. Our goal is to reduce poverty through economic growth by implementing Green Prosperity, Community-based Health and Nutrition, and Procurement Modernization projects. Community-Based Health and Nutrition to Reduce Stunting Project. GoI, with the support of MCC, is undertaking a new initiative to eradicate stunting among children under two years of age by implementing the Community-Based Health and Nutrition to Reduce Stunting Project. The project objectives are to prevent low birth weight babies; to prevent childhood stunting; to prevent malnourishment of children and women in project areas; and to increase household income through cost savings, improved productivity, growth, and higher lifetime savings. The project has three activities as defined in the compact: 1. Demand Side Activity: Community block grants and participatory technical assistance to communities through an expansion of the Program Nasional Pemberdayaan Masyarakat Generasi Sehat dan Cerdas or the National Community Empowerment Program, Healthy and Smart Generation (PNPM GSC or PNPM Generasi) to new locations; 2. Supply Side Activity: Training to service providers, sanitation and hygiene activities, provision of multiple micronutrient supplements for pregnant women and children aged 6 24 months, materials to measure childrens height, service-provider incentives, and possible private sector interventions; and 3. Communications, Project Management and Evaluation Activity: This activity includes work to develop and implement a National Nutrition Communications Campaigna national effort aimed at increasing awareness about childhood stunting, its causes, its consequences, and its prevention, including a focus on healthy families that emphasizes shared decision making between women and men within the household. The project will be implemented in 11 provinces, i.e : West and East Java, West and East Nusa Tenggara, Gorontalo, Maluku, North and West Sulawesi, West and Central Kalimantan, and South Sumatra. MCAIndonesia is looking for a qualified and dynamic Health & Nutrition Training Specialist
Position Objective The Health and Nutrition Training Specialist will support the Health & Nutrition (HN) Project Director and the team for: Day-to-day implementation of the project in accordance with the terms and conditions of the Indonesia Compact Program. Ensuring the successful completion of the project activities and achievement of the project objectives.
Duties and Responsibilities Provide support to the Director of HN Project, namely: 1. Develop work plan and budget estimation for the trainings activities, including quarterly budget for training implementation, based on the training and budget plan proposed by District and Province through the Ministry of Health (MoH). 2. Conduct coordination with the MoH and the National Secretariat Team (NST) in: a. Making available the design of Maternal Infant and Young Children Feeding (MIYCF) training modules which will be carried out by the Project for health service providers and Posyandu Cadres b. Making available the design of Growth Monitoring training modules which will be carried out by the Project for health service providers. c. Making available the design of Sanitation Triggering training modules which will be carried out by the Project for health service providers and Village Cadres d. Making available the design of Facilitator Training modules which will be carried out by the Project for Project Province and District Consultants. e. Developing training module distribution plan and ensuring that trainings modules distributed as planned. 3. Coordinate with Training Specialist of NST and Provincial Training Specialist in preparing and organizing training implementation that will be conducted by the Project 4. Conduct monitoring and ensure that all training activities are implemented properly; and assist in collecting data for all indicators related to the training activities as agreed in the M&E Plan. 5. Evaluate training implementation and provide feedback to MCA-Indonesia and to MoH. 6. Conduct complaint handling of technical issues that arise related to the implementation of the Project, especially related to training activities 7. Coordinate with similar trainings activities, funded by GOI budget and/or with other donor agencies. 8. Coordinate with local governments in the training preparation, implementation, and reporting 9. Prepare incidental reports, monthly reports, quarterly reports, annual reports, and final reports of training activities.
Requirement 1. Education, experience and technical competencies: Masters degree in Public Health or Nutrition and must have at least 7 years of professional work experience in public health or nutrition project, and at least 4 years in health or nutrition training. Has work experience in developing health or nutrition training modules, implementing, monitoring, and evaluating HN Training. Has experience in working and/or liaising with the communities and various partners, institutions. Has experience in working with local government & agencies, MoH, UNICEF, World Bank etc. Good command in Bahasa Indonesia and English (speaking and writing). Strong information & technology skills in word processing and other relevant Office applications or software packages.

Personal attributes and competencies: Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people/stakeholders in multidisciplinary teams as well as to work across departments, divisions, and institutions. Good in personal organization, planning and priority setting. Has good initiative, focused and result oriented. Strong attention to detail and to maintaining a high quality standard. An effective team-player and has excellent coordination skills. Ability to work with a high degree of autonomy and to take initiative, and has high integrity and the ability to exercise good judgment.
