Creator of hit Netix series
gearing up for third season

Beau Willimon, the creator/writer/
executive producer behind the hit
Netix series House of Cards, will be in
Washington the shows setting next
week for an appearance with the New
York Times David Carr at the Smithsonian
National Museum of Natural History.
On location in Baltimore where he and
the crew are gearing up to lm the third
season, Willimon took a few minutes to
talk about his characters, how far ahead
he plans the show and why issues like
sexual orientation probably dont cross
the minds of his lead characters, President
Francis Frank Underwood (Kevin
Spacey) and First Lady Claire Underwood
(Robin Wright). His comments have been
slightly edited for length.
WASHINGTON BLADE: Youve said
before the show (entire seasons of
which are delivered at one time) works
equally as well if somebody wants to
binge watch or watch an episode at a
time. Watching old serials like Dallas
or Dynasty now on DVD, its so obvious
the producers got a lot of mileage out of
making the audience squirm and wait.
What impact does the removal of that
factor have on the show?
BEAU WILLIMON: The times they are
a changing, for sure. But this began quite
some time ago. As soon as box sets, DVR
and On Demand came out, people began
experiencing shows in binge-like fashion
even if that term hadnt yet been coined.
I remember watching several seasons of
The Sopranos and Deadwood like that.
Even shows that were released week to
week, a lot of people like myself and others
experienced them several seasons at a
time or you might watch a whole season
over the course of days instead of weeks.
I think those shows absolutely work if you
watch them on a binge and Netix has
given people an opportunity to choose
for themselves. Theres no requirement to
watch them in a binge and a lot of people
dont. Its just putting the experience in the
hand of the viewer from day one.
BLADE: But does the fact that thats
even a possibility aect your pacing?
WILLIMON: No, because it has to be able
to work both ways. A good story is a good
story. We always thought of the rst season
as a 13-hour movie more than anything
else. We had specic episodes that had a
beginning, middle and end, but its really
more like chapters of a book. If youre
reading a book, nobody tells you how much
you should read in any given sitting. So we
took that approach and I think it works.
BLADE: How has D.C. been to work
with when you need establishing shots
and that sort of thing?
WILLIMON: Great. Everyone in the lm
and television commission in Washington
goes out of their way to help us out.
There are a lot of security restrictions and
rightly so since 9-11. Its not as easy to
lm in D.C. as it may have been 20 years
ago, but thats the world we live in.
BLADE: Mad Men creator Matthew
Weiner told Rolling Stone recently that he
had a 10-minute conversation with Jon
Hamm before they started shooting and
told him the whole story of Don Draper, how
it ends and everything. Im not asking for
specics, but do you have House of Cards
that planned out? Do you know how it ends?
WILLIMON: I dont know if the
conversation between Jon and Matthew
encapsulated the entire series. Maybe it
did. If thats the case, Matthew had a very
grand vision in mind. I always knew where
the second season would end and I knew
a lot of the big things that would happen
along the way. I had conversations with
Kevin and Robin and a number of the
cast about where their characters were
heading and the general direction of the
story and where they would end up by the
end of season two. I think its a good idea
to give the actors as much information
as possible. And I often made changes to
the story based on what I was seeing in
front of the camera and due to the fact
that sometimes better ideas bubble forth
in your head midway through the season.
I also rely a lot on the discussions I have
with the actors who, at a certain point,
start to know the characters as well as
the writer does. That dialogue feeds
into the scripts were working on. Makes
them richer, deeper, more complex. So I
encourage that sort of collaboration.
BLADE: What would be an ideal
number of seasons for you?
WILLIMON: Im just tackling one
season at a time. Were at a day and age
in television where people have come to
expect a satisfying conclusion to a series
and we denitely will aim for that with
House of Cards. But as to the exact
number of seasons, I dont know yet.
BLADE: If backed into a corner, do
you think Frank or Claire might push
each other under the bus? They have an
interesting marriage but it seems like self-
preservation might trump all.
WILLIMON: Youre very sneaky in
trying to get me to talk about upcoming
seasons (laughs). One of the rst things
I established was that I wanted the
show to be about marriage as much as
anything else. Their marriage is certainly
very unconventional. It doesnt abide by
a lot of the rules that a more traditional
marriage does, but it works for them
and they make each other stronger in
the process. They do have their conicts
and they rub each other the wrong way
and sometimes theyre a liability to each
other, but so far theyve always found a
way around that and come out stronger
in the process. As to how it will evolve,
theres only one way to nd out.
BLADE: Their three-way with Meechum
has generated a lot of fan discussion.
What kind of dramatic purpose did it
serve that they had a three-way with a
man as opposed to a woman?
WILLIMON: Well yeah, sure. I think we
should go back to the episode in season one
where Frank says it best Im paraphrasing
but he essentially says that when hes

How long have you been out and who
was the hardest person to tell?
Ive been out since soon after I
realized who I was at 18. I never said
the exact words to my dad until much
later. He found out through my sibling
grapevine and was probably the most
well aware of who I was before I even
said it to anyone.
Whos your LGBT hero?
Anyone who has ever spoken up when
it hasnt been safe or hasnt been cool to
do so is a hero in my book. Edie Windsor,
Dr. Thea Spyer and their relationship are
also kind of rock stars in my book.

nightspot, past or present?

There are a lot of powerful and
amazing people living right here who are
inuencing the political, social and well-
being of our future. Its kind of neat to
walk around the city and just know that.

Baltimore Pride is this weekend
The Baltimore Pride Celebration begins today and continues through Sunday
with various activities all weekend including a parade, high heel race and festival.
Tonight is Twilight on the Terrace, a Pride kick-o party, at Gertrudes

Several LGBT themes
explored in this years lms

The inspiring true story behind Dog
Day Afternoon, a look at Greg Louganis
life now, a con man who marries his
partner in Washington all are explored
in documentaries slated for AFI Docs in
the coming days.
This annual documentary lm festival
starts Wednesday and runs through June
22 at various venues in the D.C. area
with screenings of several LGBT-themed
lms. Individual ticket prices range from
$11-14. Tickets for the opening night
screening and reception are $75.
The documentary lm festival will screen
50 feature lms and 21 short lms. Four lms
are world premieres, two U.S. premieres
and several East Coast premieres. The ve-
day festival is a popular event in the D.C.
area with approximately 19,000 attendees

One of these 50 feature lms screening
is The Dog, directed by Allison Berg
and Frank Keraudren. The piece delves
into the true events of the classic 1975
lm Dog Day Afternoon, which tells the
story of John Wojtowicz, a man who robs
a bank to pay for his partners sexual
reassignment surgery.
The documentary interviews the real-
life John Wojtowicz, played by Al Pacino
in the 1975 lm, and uses archival
footage to capture New York Citys LGBT
liberation movement of the 1970s. It
screens Thursday at 3:45 p.m. and June
22 at 9 p.m. at the AFI Silver Theatre (8633
Colesville Rd., Silver Spring, Md.).
We call this lm a fucked up Forrest
Gump story, Berg says. Wojtowicz is
even more outrageous than the character
Al Pacino played.
Berg and Keraundren believe the
documentary both examines Wojtowicz
as a person and looks at Americas culture
in the 1960s and 1970s in a dierent way.
We truly unearthed footage that no
one had seen, Keraundren says. We
wanted to put this story in context. What
we found was extraordinary.
Berg and Keraundren say they didnt
begin making the documentary with a
particular topic in mind. However, after
meeting Wojtowicz in person they realized
they had found something special.
He was larger than life the second we
met him, Keraundren says. The human
aspect drew us in. It spoke to us and we
thought it would speak to other people.
Andrea Passaume, festival
programmer, thinks documentaries speak
to people because of the human aspect.
Truth is stranger than ction,
Passaume says. Its simple, compelling
storytelling. Documentaries arent lled
with special eects and CGI storytelling.
Its a simple human moment.
Back on Board, another lm on
the schedule, tells the story of Olympic
athlete Greg Louganis, the rst male
athlete to win diving events in consecutive
Olympic games. Along with his Olympic
career, Louganis is also gay and the lm
chronicles his private life, including his
marriage to his partner. The lm screens
June 20 at 4:45 p.m. in the Portrait Gallery
(8th and F streets, N.W.) and June 21 at
1:45 p.m. at the AFI Silver Theatre.
An Honest Liar documents illusionist
James The Amazin Randi and how he
mastered the art of illusion to entertain
audiences and now uses his knowledge
to expose con artists and psychics. The
lm also follows Randi as he marries
his longtime partner in Washington. It
screens June 20 at 4:30 p.m. in Goethe-
Institut (812 7th St., N.W.) and June 21 at
9:30 p.m. at the AFI Silver Theatre.
Having a group of LGBT-themed
documentaries to screen is something
Passaume says she likes to include.
It makes me happy to have some
LGBT lms. I look at the program and say,
Is this balanced? But there are a couple
lms where its not the primary theme.

Wide spate of diverse LGBT
themes slated for QFest

Chris Lines wanted to bring together
dierent parts of Baltimores LGBT
community, and given his background
in movies and communications, a lm
festival seemed like a great idea. He
founded BMore QFest to showcase a
diverse array of queer lmmakers and
to spark conversations between gay and
lesbian people all over the city.
It continues this weekend with a variety
of lms, galas and other events. Tonight
theres a silent art auction and lm
screening co-hosted by Lines and David
Pfau, Mr. Maryland Leather 14. Money
generated from the event will go to two local
organizations: Team Friendly (mrfriendly.
info), an organization that works to ght
HIV stigma, and Project RE, a group that
provides HIV testing and outreach to youth.
Following the auction, Lines will host
a screening of Age of Consent, a
documentary about Hoist, Londons rst and
only men-only fetish bar. After the screening,
International Mr. Leather 2014 (subject of
one of the pieces being auctioned) will host
a reception at Grand Central.
The festival will close with a screening
and reception on Sunday evening. The
movie is the romantic comedy 10 Year
Plan, which tells of Myles and Brody
who made a pact to be together if they
are both single in 10 years. When the
deadline approaches, the two desperately
try to nd love. The reception will be held
in the courtyard of the Brown Center
in Baltimore and will feature several
Maryland specialties.
The rest of the weekend will include
a diverse selection of movies at venues
throughout Baltimore. The Yellow Sign
Theatre, for example, has a schedule
full of campy and homoerotic classics,
including The Bride of Frankenstein,
Hercules, Pink Narcissus,
Draculas Daughter and The Hunger.
Other festival highlights include:
The Maryland premiere of Bruno
and Earlene Go to Vegas, a road movie
featuring a pregnant young woman and
an intersex teenager who encounter
fascinating queer characters as they
travel across the American desert.
Bears, the exuberant music video by
gay D.C. singer/songwriter Tom Goss, paired
with the Maryland premiere of Leather, an
entertaining and erotically charged tale of
modern gay urbanites adjusting to country
living. After the death of his father, Andrew
and his boyfriend Kyle return to Andrews
home and an unexpected reunion with his
childhood friend, Birch.
The Maryland premiere of West
Hollywood Motel, a comedy that follows
the lives of three couples (gay and straight)
whose lives crash together. The lm was
nominated for the Best Gay Comedy award
at the 2014 TLA Gaybie Awards.
To Be Takei is a delightful
documentary about the iconic actor
and activist who shares stories from
his wild life, ranging from being raised
in a Japanese-American internment
camp, to being cast as stereotypical
Asian characters in Hollywood, to his
groundbreaking performance as Hikaru
Sulu on the original Star Trek, to his
unexpected role as an advocate for gay
rights and marriage equality while also
becoming an Internet sensation.
The Maryland premiere of Positive
Youth, in which director Charlie David
looks at the new reality of living with
AIDS by examining four youths who are
infected or aected by HIV.
The U.S. premiere of They Hate
Me In Vain, a powerful documentary
about LGBT Christians in Russia who
nd themselves looked down up by both
Russian churches and the mainstream
LGBT community.
The Maryland premiere of Drag, in
which fashion photographer Scott Church
turns things upside down when he turns
his lens from high fashion models to drag
queens, and takes the drag queens from
their clubs to his Pennsylvania hometown.

Low-key musical delights
with its minimalism

Theatres delightful area premiere of
Ordinary Days, out composer/lyricist
Adam Gwon says the shows gay character
is most like him.
Warren is an optimist. He isnt terribly
put o by rude behavior. For him, a
calamity is an opportunity. In jaded
Manhattan he might seem an anomaly,
yet in Gwons charming chamber musical
about young people carving out lives for
themselves, its Warren who embodies
the promise and possibilities of Gotham.
Ordinary Days is two stories one
about friendship the other love. The rst
involves nervous Deb (Erin Weaver), a
humorless grad student who is unsure
what she wants; and Warren (Samuel
Edgerly), a happy cat sitter and aspiring
artist who canvasses the street handing
out yers with inspiring messages. Two
complete strangers. Deb and Warren
come together after she loses her thesis
notes and he nds them. A hand-over
rendezvous is arranged. Warren, ever
the romantic, suggests the two meet on
Saturday at the Metropolitan Museum
of Art in front a Monet painting in one
of the museums myriad galleries.
Deb reluctantly agrees. The meeting is
amusingly played out in the duet Sort-of
Fairy Tale.
On parting, uptight Deb feels she owes
Warren a thank you. After a rming hes
gay, she suggests a quick 20 minutes at
Starbucks, her treat. They sip and chat.
Her initial distaste for Warren softens.
That same Saturday, Jason (Will
Gartshore) and Claire (Janine Divita)
are also at the museum. An afternoon
taking in art is part of Jasons plan to get
the couple closer. Though Jason recently
moved into Claires place, the relationship
feels stalled. A painful secret prevents
reserved Claire from taking things to the
next level.
Almost entirely sung through, Gwons
19-song melodic score is lled with
the yearning of youth and some more
clearheaded thinking prompted by a
little maturity. His lyrics are sharp, clever
and often funny. Through his songs,
Gwon deftly introduces and rounds out
complex characters and smartly moves
an engaging but hardly groundbreaking
plot, which is part of its charm.
Out director Matthew Gardiners
staging is masterful. Under his sure
hand, the perfectly cast, four-person
ensemble make it all look so easy, which
of course it isnt. As Jason, Will Gartshore
is in gorgeous voice, especially with
Favorite Places, a sentimental tune in
which Jason lists his most prized spots
in the city including one hes yet to visit,
Claires heart. Janine Divitas Claire hides
her hurt with a hardened veneer. Finally
she comes clean with her feelings and
reveals the shows secret with a touching
rendition of Ill Be Here.
The eminently watchable Erin Weaver
is terric as Deb, displaying some serious
comic and vocal talent with songs like
Dont Wanna Be Here and Calm (which
Deb isnt). Samuel Edgerly is delightful as
the preternaturally sunny and sometimes
oblivious Warren. Like his fellow cast
members, Edgerly more than does justice
to the score. Sole musical accompaniment
comes from the excellent musical
director/pianist William Yanesh who is
seated on stage at a baby grand.

Why do you stay with the one you love?
You can count the ways: he makes you
laugh. Shes tender, kind and generous.
You love being in his arms. Hes a good
dancer. Shes hot.
There a million reasons to love, each as
individual as the lovers. But what if your
partner changed? What if it was a big
change like the one in Queerly Beloved
by Diane and Jacob Anderson-Minshall?
At rst, says Diane Anderson-Minshall,
it was just supposed to be about sex.
Suzy Minshall was a hook-up, a knock-
out with long legs and blonde hair just
the type of woman Diane fell for. It didnt
take long for them to move in together or
to become the perfect lesbian couple.
But Diane always knew that Suzy felt
unsettled. She tried on many things in
the search for identity but aside from a
job she ercely loved and sadly lost, there
was something else, something dierent
simmering in Suzy. Diane sensed it months
before Suzy did but, though she was terried
of the imagined implications, she let Suzy
come to a realization and reason herself.
Suzy wasnt a lesbian, she was a man.
But it was complicated.
As a woman, Suzy was a feminist and
was deeply committed to the lesbian
community. Diane was founder of and
editor for several lesbian publications.
It bothered Suzy (Jacob) a lot, during the
transition, to think that he might no longer
be a part of that which hed embraced for
much of his life.
Still, with the help of the woman hed
married four (or ve, depending on
whos telling the story) times, Suzy (Jacob)
continued with his transition.
He began with hormones, a name
change, and top surgery. Diane, though
she mourned what was lost, helped with
a keen fashion sense and advice not to
be that kind of man. Jacob spent time
re-examining his life, noting that his
gender dysphoria had been inherent
for a long time, the clues scattered like
breadcrumbs.
Hed never wanted to be a girl.
I just wanted to be me, he says, in a
male body.
While undoubtedly moving, Queerly
Beloved has problems.
My biggest irritation here was that
authors Diane and Jacob Anderson-
Minshall repeat themselves a lot. If the
repetition had been cut from this already-
short book, it wouldve nearly been a
pamphlet. Theres also plenty of time
spent on the authors personal reasoning
with a doth-protest-too-much slant, and
very intimate oversharing that comes
after adamant vows of not sharing.
And yet, though the irritations made me
wince, theres a decent overall story here.
Look harder and youll nd a deeply personal
look at transitioning from the aspect of both
the transitioner and the person whos loved
him for most of their lives.
If youre a sucker for romance, that
right there could be enough reason to
plunge into this book. Just be aware that
Queerly Beloved might be one thats
tough to stay with.

attracted to someone or something, he goes
for it. He has a large appetite and he isnt one
to tra c in labels. He nds them limiting.
A lot of people have asked me if Francis
is gay, is he bi, is he pansexual? Is he any
number of terms? And I dont think Francis
himself would have much patience for that
conversation. His appetite is vast and we
see him in all sorts of relationships. Some
are purely transactional, some are based on
love and respect as his marriage proves, and
others are somewhere in between. In terms
of the threesome between Claire, Francis
and Meechum, what we were going after
there was seeing a side of Francis and Claire
that we dont often get to see. They are
human begins after all. They have desires
and whims just like anyone else and they
arent just always pure political calculations.
Sometimes they have a few drinks and the
circumstances might align in a way that the
impulses take over. I dont think theyd ever
be sloppy about it, but because they feel safe
with him, that opens up possibilities. And
one of the things Im most proud of is that
they dont make much of a big deal out of it.
The next day its back to business as usual.
That night was dierent than other nights,
but it doesnt mean the world was turned
upside down and thats ne. If we had made
a big deal out of it, I think it would have been
untrue to their characters and trying to place
an accent on a syllable that didnt deserve it.
BLADE: Are you straight?
WILLIMON: Yes. I mean if youre going
to use labels, I guess I would identify as
straight.
BLADE: Im intrigued that with all
the technology available, you block out
seasons with grids on dry erase boards.
Thats so wonderfully old school.
WILLIMON: Well, we use Google docs
and stu like that too, but theres still
something to be said for having a big
board in front of everyone on a wall
where we can all see it. Throw something
up, erase it. I guess you could do that with
some sort of massive touch screen, but
we do just ne with a dry erase board,
some markers and a cork board with
index cards. It all ends up in our Google
docs and digital formats at some point.
BLADE: Tell us a little about the
documentary youre planning on Westerly
Windina, the transgender Australian
woman formerly known as pro surfer
Peter Drouyn.
WILLIMON: I have a small production
company called Westwood Productions
with my producing partner, Jordan Tappis.
He was a former pro world surfer so hes
very looped into the surng community.
Hes tight with a journalist named Jamie
Brisick who has been writing about
surng for years. And Jamie got wind of
Westerlys story. Peter Drouyn was a hero
to so many in surng in the 60s and 70s,
a true iconoclast. He sort of fell o the
face of the earth and Jamie wondered
whatever happened to Peter Drouyn. And
what he discovered was that Peter had
fully realized herself as Westerly Windina
and, of course, his curiosity took over.
He began to interview her, to write about
her and they eventually wrote a book. He
approached Jordan and said, I think we
should do a documentary. Its been
quite a journey. Since we began lming,
she did her operation and is fully a woman
now physically. And the journey continues.
BLADE: With President Obama and
no disrespect meant to his work ethic or
what hes accomplished but it felt to
me like there was an inevitability to his
presidency. That the planets had aligned
in such a way for that to happen exactly
when it did. Frank and Claire on House of
Cards operate with an m.o. that for them
to rise, others must go down. Is that an
ethos you think works in the real world?
WILLIMON: Yes and no. Frank and
Claire are an extreme version of power
in Washington. They have no discernible
ideology. Maybe Claire does on some issues
a bit more than Frank does, but at the
end of the day, theyre pursuing power for
powers sake. I think most people who get
into politics get into it for the right reasons.
They want to serve their country, they want
to make the world a better place. And yet
the higher up the ladder you get and the
more power you yield, youre faced with
all sorts of ethical choices and you have
to make compromises for the sake of
political expediency that might contradict
deeply held beliefs. These ethical choices
and contradictions erode your beliefs. In
Francis and Claire, we have people who
believe theyve liberated themselves from
such beliefs. They see ideology as quicksand
that gives you no opportunity to navigate, to
be exible, to adapt. To a certain degree, I
think that makes political sense. When you
see, whether its the far right or the far left,
people who are completely intransigent,
then all you get is gridlock. The nature of
politics is compromise.

purchase properties when
owners decide to sell

Pursuant to the District of Columbias
Rental Housing Conversion and Sale Act
of 1980, as amended (D.C. Law 3-86, Sec-
tion 42-3401.01 et seq. 2001, commonly
known as TOPA), D.C. residential ten-
ants are provided with certain special
rights.
Before the owner of a tenant-occupied
housing accommodation can sell the ac-
commodation, the owner must rst pro-
vide the tenant or tenants with the op-
portunity to purchase that residence. In
essence, owners of residential property
in D.C. who rent the property to tenants
own their real estate subject to tenant
TOPA rights. TOPA applies to multi-unit
apartment buildings and to single family
accommodations, which includes single-
family homes and condominium or coop-
erative apartment units. TOPA does not
apply to hotels, motels or other struc-
tures used for transient occupancy.
Under TOPA, prior to the sale of a hous-
ing accommodation, the owner must
send, by rst class mail, a written oer of
sale to each tenant and the Mayor of the
District of Columbia. The bona de oer
of sale must contain the asking price, a
statement that the tenant has the right
to purchase the accommodation, the
material terms of the sale as well as cer-
tain specic representations. An owner
of an accommodation may not request
a waiver of the right to receive an oer
of sale. The D.C. Department of Hous-
ing and Community Development pub-
lishes TOPA tenant notice and oer of
sale forms on its website. The forms vary
depending upon whether the property
owner already has a third party contract
in place and how many units are included
within the housing accommodation. In
most cases, notices to tenants occur after
an owner has already reached an agree-
ment with a third party purchaser and the
sale terms have been established. The
timeframes during which the parties are
required to take action vary depending
upon the type of housing accommoda-
tion involved.
In the case of a single-family home,
condo or coop unit, upon receipt of the
written oer of sale, the tenant has 30
days to provide a written statement of
interest to purchase the property to both
the owner and the mayor. If the tenant
fails to timely provide a written statement
of interest, the tenants rights under the
oer of sale will expire.
If the tenant does submit a written
statement of interest to purchase, the
tenant has a minimum of 60 days from
the date of submission to negotiate a
contract of sale with the property owner.
The negotiation period may be extended
if the owner fails to furnish the tenant
with specic required information. TOPA
also provides the tenant with not less
than 60 days from the date of contract-
ing to secure nancing. Under certain cir-
cumstances, the owner may be obligated
to provide the tenant with an extension
of time to obtain nancing. Further-
more, the tenant has a separate 15-day
absolute right of rst refusal to match
any third-party contract to purchase the
accommodation, which right cannot be
waived. This means, for example, that
the 60-day negotiation period described
above may be extended by 15 days if the
owner enters into a contract with a third
party during the negotiation period.
If the owner has not sold or contracted
for the sale of the accommodation within
180 days from the date of a valid oer of
sale, the owner must once again comply
with the requirements of TOPA, including
the issuance of a new oer of sale to each
tenant and the mayor. Also, it should be
noted that if an owner contracts to sell
the accommodation to a third party at
a purchase price more than 10 percent
less than the price oered to the tenant
(or for other terms which constitute not
bargaining in good faith), the owner is re-
quired to provide a new oer of sale to
the tenant and the mayor.
TOPA contains additional tenant pro-
tections. For example, tenants are not
required to demonstrate their nancial
ability to actually purchase the accommo-
dation prior to entering into a contract. In
addition, TOPA allows tenants to assign
their rights to purchase to a third party
(e.g., a developer).
However, there are several exceptions
to the applicability of TOPA. An inter-vivos
transfer between spouses, parent and
child, siblings, grandparent and grand-
child or domestic partners is not consid-
ered to be a sale subject to TOPA. Also,
a transfer of legal title into a revocable
trust, without actual consideration for the
transfer, and where the transferor is the
current beneciary of the trust is not con-
sidered to be a sale under TOPA.
The TOPA statute is specic with re-
spect to the parties that need to be no-
tied and the timing of each notice.
Moreover, TOPA states that third-party
purchasers are presumed to act with
full knowledge of these extensive tenant
protections. Residential property owners,
buyers and tenants all need to be aware
of TOPAs requirements in order to as-
sure that all parties expectations are met
when leased residential property is sold
in D.C.
