Renee, I confirmed with Lynn just now that this modified letter is good to go wi
th the package you are
sending the council.
Also want to make note that the ACLU letter dated July 24, 2013 to the City Coun
cil contains inaccurate
assertions:
In first Para of Section I, second sentence they list systems that are "At prese
nt" included in the
network including 700 cameras in Oakland schools, 40 automated LPRs, 35 CCTV cam
eras in the city, an
additional 40 cameras providing live video surveillance, and 25 red light camera
s, along with feeds from
CHP, CALTRANS.
In the last sentence of the first Para of Section I, it states that the DAC coul
d already collect, given
existing networks, comprehensive information about Oakland residents.
Not sure how you might convey these inaccuracies to the council members before t
he meeting, but
would be good if they had a more accurate idea of what the DAC is currently capa
ble of after phase 1.
Regards,
Mike

Lynn, I made an addition to your letter as highlightedthe template we sent to you
didn't have the
supporting ports for the risk mitigation plan named. Are the edits ok with you?
If so, I'll take off the
highlights and send over to the city reps.
Thanks again.

Lynn, we are working with the City on the DAC project as you know and next Tuesd
ay, Jul 30th, the
Council will consider the collaboration with the Port for Phase 2 of the Domain
Awareness Center.
Would ask if you'd be willing to pen a letter to the president of the council ci
ting your support for this
important project. Might give us a little 3rd party assist! The proposed verbi
age is below.
Thanks Lynn,

Mike,
Appreciate your review/correction of the proposed letter. If you could forward
on to Lynn if she is
amenable to providing a third-party point of validation for the regional importa
nce of the grant funds
I'd also appreciate it. Thanks,
Matt

The Honorable Pat Kernighan
President, Oakland City Council
One Frank Ogawa Plaza, 2nd Floor
Oakland, CA 94612
Dear President Kernighan:
I am writing on behalf of The Marine Exchange of the San Francisco Bay Region (S
FMX), a non-profit,
membership organization serving the Golden Gate maritime community since 1849.
SFMX
representatives serve on the Area Maritime Security Committee, the Harbor Safety
Committee, as
well as numerous other regional forums that are focused on trade resiliency, hom
eland security, and
the protection and preservation of critical maritime infrastructure. In this ca
pacity, the Exchange
serves as the Fiduciary Agent for several of the recent Federal Emergency Manage
ment Agency
(FEMA) Port Security Grant Program (PSPG) rounds of funding, including Rounds 9
and 10.
As part of the Region-Wide Port Strategic Risk Management/Mitigation & Port Resu
mption/Resiliency
Plan efforts -- a collaborative multi-agency study composed of [names of organiz
ations] -- the
establishment of a joint Port of Oakland/City of Oakland Domain Awareness Center
(DAC) was
identified as a top regional security priority. In fact, the DAC was the highe
st identified priority among
the FEMA PSPG grant rounds 9 and 10 submitted for funding consideration. As a m
ajor intermodal
transportation hub, the Port's activities and critical infrastructure intersect
with activities and
developments that take place on state/regional highways, transit operators (such
as the Bay Area
Rapid Transit), and local streets and roads, among other landside access points
to the seaport.
Multiple local, state and federal agencies have jurisdiction over these operatio
ns and infrastructure.
Combining the multiple communications and data feeds currently maintained by sev
eral different
agencies into one central command center will prove to be vitally important in t
he event of a natural
and/or man-made disaster that could impact the flow of goods, people and commerc
e in the region.
I understand that the Oakland City Council will be considering the acceptance of
the FEMA sub-grant
agreements at the July 30 Council meeting that will support the Phase II DAC imp
lementation
activities. On behalf of the Exchange, we support the efforts to establish the
Phase II DAC operations
and the integration of these multiple communications platforms so as to better s
erve the operations
and trade resiliency of the Port of Oakland and the region as a whole.
Sincerely
cc: Oakland Mayor Jean Quan
