Procurement Modernization Project Director




The Republic of Indonesia and the United States of America, acting through the Millennium
Challenge Corporation (MCC) entered into a Millennium Challenge Compact on November 19, 2011.
The Millennium Challenge Account-Indonesia (MCA-Indonesia) is a Trustee Institution established by
the Government of Indonesia to act as its designee in supervising and managing the implementation
of the five-year Compact Program in Indonesia. Our goal is to reduce poverty through economic
growth by implementing Green Prosperity, Community-based Health and Nutrition, and
Procurement Modernization projects. MCA-Indonesia has been fully operational since April 2013.

MCA Indonesia is looking for a qualified
Procurement Modernization Project Director

Reporting to the Deputy Executive Director for Programs, the Procurement Modernization Project
Director manages all activities related to the Procurement Modernization Project (PM Project).

Duties and Responsibilities:
Manages the Implementing Entity Agreement between MCA-Indonesia and the National Office
of Procurement Policy (LKPP) and ensures that the parties adhere to the terms of the
agreement.
In coordination and cooperation with LKPP, prepares and executes a detailed Implementation
Plan for the PM Project and contributes to the development of Terms of Reference (TOR) for PM
Project related procurements.
Serves as the primary liaison between MCA-Indonesia, LKPP, MCC, and outside entities on all
activities related to the PM Project and facilitates the smooth interplay between and among all
parties.
Participates in the preparation and review of all relevant PM Project documents including all
reporting requirements under the Compact.
Coordinates with the Procurement Director and oversees the procurement and subsequently
manages all consulting and goods contracts needed to implement the PM Project.
Consolidates and keeps records of all PM Project procurement activity and reports on the
progress of this activity.
Provides all necessary approvals for the PM Project as provided in the Implementing Entity
Agreement.
Reviews all submittals by consultants including work plans, timelines, deliverables, invoices, and
other documents.
Reviews invoices and coordinates with the Fiscal Agent and the Finance Director for processing
them according to the set procedures.
Monitors project cash flow and coordinates with the Finance Director to ensure accurate
disbursement requests to MCC.
Provides guidance and support to the consultants working on the PM Project to ensure efficient
coordination with other parties.
Provides reports on the implementation progress of PM Project to the Executive Director and
Deputy Executive Director for Programs.

Identifies resource requirements, bottlenecks, risks, and mitigation strategies, and reports on
these to the Executive Director and Deputy Executive Director for Programs.
Provides all relevant information to the Executive Director and Deputy Executive Director for
Programs and, as required, to other relevant MCA-Indonesia Directors, including the Monitoring
and Evaluation Director, Finance Director, Procurement Director, Legal Director, and
Communications Director.
Ensures stakeholder participation in project implementation and represent PM Project in public
forums.
Interfaces with MCC staff and other donors involved in related activities.
Manages the MCA-Indonesia PM Project staff.
Other tasks and responsibilities as requested by the Executive Director and Deputy Executive
Director for Programs.

Requirements:
1. Education, experience and technical competencies:
University degree in business administration, public administration, finance, law,
international development, engineering, or related field (advanced degree preferred).
Approximately 10 or more years of experience managing projects is preferred.
Familiarity and/or experience with the operation of the procurement system in Indonesia.
Knowledge of or experience in international procurement practices (such as those used by
international donors like the World Bank, ADB, UN) would be a plus.
Demonstrate history of delivering high quality projects on time and within budget.
Excellent command of English and Indonesian, both written and spoken, is essential.
Good Information Technology, computer skills.

coaching.

Terms and Conditions:
We will provide competitive remuneration commensurate with skills and experience.
The duty station will be at MCA-Indonesia Office in Jakarta, Indonesia.
