Supreme Court. Politicians resort litigation to challenge majorititarian
policy and to gain media coverage. The judiciary should stay away from
resolving cases which have neither political will nor social consensus.
Contain terrorism – There are only 126 policemen per 1 lakh population.
Only 3500 people collect intelligence from more than one billion people.
Vote bank politics binds executives and police to inaction.
Private Sector - Private Sector must use its resources to deal with the
poor as consumers, not burdens; as entrepreneurs, not victims.

Medicare. The infrastructure cost Rs.23 proportion. We have to educate
20 crores graduates and 54 technicians during next 15 years.
NGOs - There are 1.2 million NGOs in India. Individual philanthropy may
be encouraged to help the distressed.
Health care – National Health Information Bureau may be built with the
help of private sector. Public-private partnership may be introduced to
increase the supply of hospital services and to raise the clinical quality.
