India: Some facts

 Economic Growth - Economic growth entrepreneurship is from the bottom


- up. Encourage public – private partnership. Mistrust of the private sector
and mismanagement by the public sector needs to give way to a social
contract in world class education, health and infrastructure.

 Accountability – Political and business leaders shall be accountable for


this action. 120 MPs have criminal charges against them. Citizen
committees should monitor the criminal cases of the representatives.
Funding of elections should be freed from muscleman and criminal’s
power.

 Caste problem – No reservation. Provide high quality of education and


training for SC and ST. Identify people both trainers and trainees well.

 Eradication of corruption – India is 72 among 179 countries (Global


Corruption Perception Index). Public officials are corrupt and inefficient.
Use RIT act. Civil services, organizations to play important role. The world
values survey, 2005 shows drop in citizen confidence in the civil services
of India. Rs. 833 crores in bribe paid by poor families to access 11 public
services in 2007. We should have an ombudsman in major govt.
department to hear public complaints.

 Court cases – 24 million cases are pending in High Court. 80,000 cases in
Supreme Court. Politicians resort litigation to challenge majorititarian
policy and to gain media coverage. The judiciary should stay away from
resolving cases which have neither political will nor social consensus.
 Contain terrorism – There are only 126 policemen per 1 lakh population.
Only 3500 people collect intelligence from more than one billion people.
Vote bank politics binds executives and police to inaction.

 Private Sector - Private Sector must use its resources to deal with the
poor as consumers, not burdens; as entrepreneurs, not victims.
Emergences Management Research Institutes covers 22 Indian for
Medicare. The infrastructure cost Rs.23 proportion. We have to educate
20 crores graduates and 54 technicians during next 15 years.

 NGOs - There are 1.2 million NGOs in India. Individual philanthropy may
be encouraged to help the distressed.

 Health care – National Health Information Bureau may be built with the
help of private sector. Public-private partnership may be introduced to
increase the supply of hospital services and to raise the clinical quality.

 Education – There needs to be generational change, not incremental


change. With internet and digitization of information, we need new models
of university, campuses and schools.
