This is an amendment to the Request for Expression of Interest (REOI) published on dgMarket online,
UNDB and MCA-Indonesia website on August 9, 2013. The submission and Pre-EOI dates have been
changed.

This Request for Expression of Interest (REOI) for Program Management Consultant services
(PMC) follows the General Procurement Notice that appeared in dgMarket online of May 13, 2013,
in the UN Development Business online of May 13, 2013, a local newspaper of national circulation
(Kompas) May 11, 2013 and was posted on the MCA-Indonesia website May 9, 2013: http://mca-
indonesia.go.id/en/main_ind/pengadaan_detail/203/1.

The Millennium Challenge Corporation (MCC) and the Government of Indonesia (the
Government) have entered into a Millennium Challenge Compact for Millennium Challenge
Account assistance to help facilitate poverty reduction through economic growth in Republic of
Indonesia (the Compact) in the amount of 600,000,000 USD (MCC Funding). The Government,
acting through the Millennium Challenge Account Indonesia as the Accountable Entity for the
Compact (MCA-Indonesia or MCA-I), intends to apply a portion of the MCC Funding to eligible
payments under a contract to procure the services of a PMC to assist MCA-I in implementing the
Green Prosperity Project (GP Project). Any payments made under the proposed contract will be
subject, in all respects, to the terms and conditions of the Compact and related documents, including
restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No
party other than the Government and MCA-I shall derive any rights from the Compact or have any
claim to the proceeds of MCC Funding.

Background: The majority of Indonesias poor live in rural areas that are rich in natural resources,
but high-impact and illegal logging, land conversion for agriculture and mining, and other
unsustainable land use practices threaten the countrys ability to sustain economic growth and
reduce poverty. Lack of clarity about land and natural resource use licensing and the jurisdictional
boundaries of villages deter investment and impede the Governments ability to effectively manage
critical natural resources. Despite the Governments efforts to address the problem, Indonesia

remains among the worlds top emitters of greenhouse gases. The majority of greenhouse gas
emissions result from deforestation, loss of peat lands, and other land use changes; though,
emissions from energy and industrial sources are growing rapidly. Many Indonesians, especially in
remote rural areas, suffer from a lack of reliable electricity or depend on expensive and unreliable
diesel generation. Indonesia lags behind most other countries in the East Asia and Pacific region in
terms of electrification.

The GP Project is a 5-year, $332 million program that aims to promote environmentally sustainable,
low carbon economic growth as set forth in the Governments medium- to long-term development
plans (RPJP and RPJM), the National Greenhouse Gas Emission Reduction Action Plan (RAN-
GRK), and Regional Spatial Plans (RTRW). The GP Project will provide a combination of
technical and financial assistance to support rural economic development that raises real income of
Indonesians in a manner that reduces reliance on fossil fuels, improves land management practices,
protects natural capital, and complements efforts to reduce emissions from deforestation and
environmental degradation. The GP Project will involve local communities and local and regional
governments in these activities to improve the implementation of government policies and
regulations that support low carbon development, as well as build capacity of local communities in
natural resource and environmental management.

The program objectives of the GP Project will be achieved through the implementation of the
following four discrete but inter-related activities (Activities) that are described in detail in the
Compact available at www.mcc.gov. The PMC will help MCA-I oversee and monitor the
implementation of each of these Activities.

1. Investment in administrative boundary setting, updating and integration of land use
inventories and enhancing spatial plans at the district and provincial levels (the
Participatory Land Use Planning Activity (PLUP)).

2. Provision of technical assistance and project oversight to help eligible districts and project
sponsors identify and develop potential investments in sustainable, low-carbon economic
growth and prepare funding applications to be submitted to the GP Project funding facility
(the Technical Assistance and Oversight Activity). This will be undertaken either
through separate contractors and consultants or through financial intermediaries such as the
local banks.

3. Financing of low-carbon development projects through the establishment of a funding
facility that will provide grants and commercial finance to support investments in two
thematic areas: renewable energy and sustainable management and use of natural resources
(the GP Facility Activity). This is a funding window that will be established with the
support of financial intermediaries through which activities shall be financed that will be
implemented by eligible project sponsors and grantees.

4. Provision of technical assistance and support for strengthening local, provincial, and
national capacity to drive forward Indonesias nation-wide low-carbon development
strategy within the context of the GP Project (the Green Knowledge Activity).

Objectives and Scope of Services for the PMC: The PMCs primary role will be to help MCA-
Indonesia ensure that the individual Activities under the GP Project are carried out in a coordinated,
cost effective manner and achieve the strategic goals and outcomes of the GP Project. The PMC will
help MCA-Indonesia ensure that all of its consultants and implementing partners are performing their
duties successfully and in accordance with the requirements of the GP Project and the Compact,
including adhering to the environmental and social safeguard requirements. The program management
tools, services, and expertise provided by the PMC are intended to support the MCA-I GP
management team, improve oversight and coordination across all activities and project areas, and

provide MCA-I with greater resource flexibility and responsiveness.

In this role, the PMC will be responsible for providing a range of program management and
consulting services which are generally summarized below, and elaborated further in the Summary
Terms of Reference (TOR) in Section V.

Develop Program Management Plan
Establish and maintain program management information services and tools
Develop standard templates, documents, and procedures related to the GP Projects
environmental and social safeguard, fiscal, and other requirements
Provide independent technical review of investment proposals and oversight support of GP
Project-funded (grant or commercial financed) projects during implementation

The PMC will provide a core team of high caliber professionals to develop, deploy, and maintain a
suite of program management tools, procedures, and services, as well as a support team of senior to
mid-level technical specialists that can provide on-call advisory services at the request of MCA-I.
The PMC will work closely with MCA-I in Jakarta and in the field in each of the eligible GP Project
provinces and districts.

Location: Jakarta, Indonesia, with frequent travel and work in the field.

Anticipated Start Date: February 2014

Duration of Assignment: The initial contract will be for one (1) year (base period) and may be
annually extended up to four (4) Option Years at the discretion of MCA-I based on PMCs
performance and the needs of the GP Project.

MCA-I invites qualified and reputable program management, engineering and consulting firms
(Consultants) to submit an Expression of Interest (EOI) for providing the PMC services. Interested
Consultants should provide information demonstrating that they have the required qualifications,
organizational and financial capabilities and relevant experience to perform these Consultant services.

Consultants may associate with other consultants, in the form of a joint venture, or in a sub-
consultancy agreement, to complement their respective areas of expertise and enhance their capacity
to successfully carry out the assignment.

Shortlisting will be conducted through procedures described in Part 1 of the REOI, in accordance with
the MCC Program Procurement Guidelines, as may be modified or amended from time to time,
provided on the MCC website at www.mcc.gov. Consultants are advised that, while the procedures
are similar to the procedures set out in the World Bank procurement procedures and guidelines, there
are several significant differences.

The shortlisted firms will be invited to submit detailed technical and financial proposals, which will
be evaluated by a technical evaluation panel formed by MCA-I. The highest-ranked firm based upon
combination of quality and cost evaluation criteria will then be invited to negotiate a fixed price type
contract. The contract award will be subject to satisfactory contract negotiations.

Interested Consultants must submit EOIs in sealed envelopes, delivered to the address below by
September 16, 2013, 2:00pm local time in J akarta. EOIs received after this date and time shall not
be considered.

A pre-EOI conference shall be held August 19, 2013, in J akarta, I ndonesia, to provide an
opportunity for potential Consultants to learn more about the GP Project and this procurement.
