1. GENERAL
The applicable method of measurement is given or implied by these pricing preambles or the
item description.
Quantities shall be measured nett on completion from the drawings or as fixed in position
and notwithstanding the Rates being priced in whole units, measurements for the application
of Rates shall be to the nearest tenth of a unit (e.g. 3.2m, 0.3m3). No allowance shall be
made in final measurement for waste, overlaps, working space and trade, traditional
allowances or handling of surplus.
All ancillary operations not specifically mentioned and all pre-requisite work not specified to
be performed by a party other than Contractor shall be deemed to be included in the
Contract and shall not subsequently be itemized and measured or priced separately either by
way of additional items of measured work or by day-work.
All dimensions shall be expressed in SI units except where otherwise stated. Dimensions
stated shall be in millimetres (mm), unless specifically stated otherwise.
A hyphen between two dimensions shall mean a range of dimensions which includes all
dimensions exceeding that preceding the hyphen but not exceeding that following the
hyphen.
In giving pipe sizes and description, the word "diameter" may be omitted for brevity and the
sizes refer to the nominal pipe bore.

The cost of Materials shall be excluded from the Rates, unless expressly stated otherwise,
with the exception of the cost of consumable items such as welding rods, gases, grinding
discs, fuel, oils, grease, fixings, temporary supports, cleaning and similar Materials. The cost
of Materials excluded from Rates, shall be reimbursed at the nett price paid for the Materials
plus a percentage mark-up as described in Schedule D.
The Rates shall l include but not be limited to:

a) The collection or return of surplus of Company supplied Materials (equipment, pipes,
fittings, items, cables and the like) from or to Company's stores including necessary
cranage, labour, loading, offloading, and transportation.
b) All degrees of difficulty encountered on the work which may include inter-alias working
around, over, under or through existing pipes, racks, cables, equipment, etc. All costs
arising from the difficulty of access to new work and for working in and around existing
installations whilst in full operation shall be included. Rates shall additionally include for
working at any elevation including all necessary scaffolding, hoists and cranage. No
claims shall be considered for an adjustment to the Rates should the degree of difficulty
encountered on the work differ from that expected by Contractor.
c) The Rates shall include for Pre-Commissioning of all mechanical, electrical,
instrumentation services and equipment.

e) Direct and indirect labour, wages, overtime, bonus, transportation, importation,
exportation, messing, travelling, housing, training, holidays, pensions, insurance,
welfare, allowances, sick pay, protective clothing, safety equipment, other payments,
contributions, taxes, levies or expenses payable in respect of labour as applicable under
and in accordance with law, safety, health, welfare.
f) Administration, agents fees, management, telephone, fax, communication supervision
costs, setting out, investigation, expenses, site and head office overheads, control,
protection, as built records and information, financing costs, repairs.
g) Co-operation with other contractors, third parties, local establishments, Walis,
municipality, government agencies, etc.
h) Any additional accommodation and food , electricity, air, gas, water, fuel oil, grease
cleaning and clearing up at all times.
i) Materials, consumables, water, safe storage, fixing in place, samples, testing, cleaning,
waste, handling and multiple handling, duties.
j) Other insurance, liabilities, obligations, responsibilities and risks arising out of the
General Conditions for Construction Contracts and all other documents forming the
Contract.
k) Profit and overheads.
2. CIVIL WORK
Rates for all Civil Works shall include the cost of all Materials.
2.1. EXCAVATION
Excavation Work shall be measured by volume. All elevations shall be measured from
agreed ground levels and dimensions in accordance with the Technical Specifications and
Drawings.
Rates for excavation shall include for:
excavating in all materials as defined;
hand or machine excavation as found expedient or required by the nature of the Work;
stockpiling excavated material as required and removal to and from temporary spoil
heaps including all necessary re-excavation and handling;
disposal of surplus excavated material by transporting, depositing, spreading and
levelling;
increase or decrease in bulk;
locating and carefully excavating around or under cables, pipes and adjacent structures,
avoiding damage and protecting and supporting same as required;
keeping the whole of the Work free from water by construction of temporary drainage
ditches, pumping, baling or any other method necessary to ensure that the Work can
proceed at all times;
providing all necessary support to sides of excavation and provision of all necessary
safety barriers and signs;
Back-filling with the best of excavated material and disposal of surplus by transporting,
depositing, spreading and levelling where directed by Companys Site Representative.
Rates shall include for over break in any material (incl. rock) including back filling with mass
concrete to the levels required by Company Site Representative. Rates shall also include for
excavation to necessary widths, supporting sides, importing selected materials as necessary,
trimming and grading bottoms, backfilling and disposal of surplus. No allowance shall be
made for working space, over break or erroneous excavation.
The volume measured for excavation for foundations shall be the volume occupied by the
foundation plus the volume vertically above it.

Excavation width and depth for trenches for pipe-work and cables shall be measured as per
the dimensions shown on the applicable Technical Specifications and Drawings.
For the purpose of measurement, rock is defined as material that is of such a dense, solid
and monolithic nature that it necessarily requires to be broken up in place by blasting, or by
pneumatic jack hammering or by a hydraulic rock hammer or with and chisels before it can
be removed.
2.2. FILLING
Filling material shall be measured by volume as equal to the net void to be filled excluding
over break and working space. Voids caused by foundations, pipes and the like shall be
deducted from the back fill quantity.
Rates for imported filling shall include for all cutting and excavating of material and sorting
where applicable, loading and transporting to the work area from Company approved borrow
pits, including any double handling which may be required, filling into excavation or
spreading, levelling, watering and compacting in accordance with the Specifications.
2.3. CONCRETE
Voids in concrete exceeding 0.20 m shall be deducted from the concrete quantity.
Rates shall include for all supplying, protective coatings, temporary construction joints,
curing and protecting concrete surfaces from harmful weather conditions and providing,
transporting and testing of concrete cubes including payment of all fees. Blinding concrete
shall include for all supporting edges where required and any necessary preparation work of
the ground below.
Concrete rates shall include for all formwork, regardless of height, position or any other
circumstances.
Reinforcement shall be measured separately.
2.4. REINFORCEMENT
Reinforcement weight shall be the net weight without addition for rolling margins, supports,
spacers or tying wire and in the case of mesh without addition for laps.
Rates shall include for all supplying, cutting, bending, notching, and fixing all supports,
spacers and tying wire necessary during the deposition of concrete.
Mesh reinforcement shall be measured in square metres. No deductions shall be made for
openings not exceeding one square meter in area.
Rates shall include for supplying, cutting, bending and fixing of support chairs in multi-layer
reinforcement where not indicated on the Drawings.
2.5. GROUTING
Grouting to underside of base and machinery bed plates or the like shall be measured by
volume, irrespective of the size and thickness. Rates for grouting shall include all chamfers
and temporary edge boards.
2.6. ANCHOR BOLTS
Anchor bolts, inclusive of nuts and washers, shall be enumerated. Rates shall include for
fixing into concrete, any necessary temporary supports or templates and leaving ends clean,
greased and ready for use.
2.7. BLOCKWORK
Deductions shall be made for voids exceeding 0.10 m2. Rates shall include block testing,
straight and curved work, all labour and equipment, including cutting, bonding, building in
pipes, ducts and the like and reinforcement.

2.8. ROADS
Rates shall be fully inclusive for any terrain type and shall include for all the required
materials, windrows, selection of suitable borrow pits, contouring of borrow pits after use,
strip unsuitable site overburden and disposal, excavation by whatever means necessary
including hand excavation and excavation in rock and disposal, lay and compact fill material,
compaction tests, level surveys, final grading and road closures / diversions.
Rate for forming right of way or pipe track shall include for all cost of preparing, grading and
constructing right of way with suitable ground contours acceptable to Companys Site
Representative. Incidental cutting and filling by the grader shall not be measured as
additional work.
Rates for imported granular material as fill in road base shall include for necessary
excavation, handling, loading and transporting to site, spreading, levelling and trimming,
watering and compacting, grading to slopes and cross-falls and forming battered faces and
forming sinking. Works shall be measured in cubic metres.
Surface preparation, asphalt base and asphalt wearing coats shall be measured in square
meters (m). Rates include for all necessary supplying, preparation, transport, spreading,
levelling and finishing.
2.9. FENCING
Fencing shall be measured by length in meters (m). Rates shall include all required
materials, fence mesh, all post holes, foundations, posts, gates, strainers, protective
coatings the like, removal of existing fences and re-instating etc whenever required.

2.10. STEELWORK
Steelwork weight shall be net without addition for rolling margin, laps, welding material,
bolts, nuts, washers or protective coatings and without deduction for holes, splay cuts,
notches or the like. Weights shall be calculated from the particulars given in the relevant
standard weight tables.
Quantities shall be measured net and rates shall include for all fabricating and erecting costs
including cutting, drilling, notching, bending, welding, bolting, U bolts for supports,
hoisting, fixing in position and any temporary work. Plate/open flooring shall be measured
as the net area in square meters (m) fixed in position.
3. PROTECTIVE COATINGS
Rates shall include the cost of all Material. Rates shall include for all surface preparation
ready to receive protective coatings, protecting of adjacent Work and application of primer
and coating including all testing in accordance with the Specification.
3.1. PIPEWORK
Protective coating of pipe-work shall be measured the gross length as fixed including all
fittings, flanges, valves etc. in the line. Rates shall include for the additional cost due to
extra size and girth at all flanges, valve spaces, supports, anchors, guides etc. Rates shall
also include for picking out valve wheels and other sundry items in contrasting paint.
3.2. STEELWORK
Painting of steelwork generally, irrespective of profile, shall be measured by weight. Painting
of tanks, vessels, flooring, covers and the like, shall be measured by area or part thereof.
4. ELECTRICAL WORK
All electrical materials shall be supplied by the contractor and a percentage mark-up fee
shall be paid to the Contractor as per Table 17.

Rates for the installation of all electrical equipment and fittings, cables, accessories etc. shall
include fixing complete, including all cutting, drilling, plugging, screwing, tapping, bolting
etc. at any elevation in external or internal situations and any testing required.
Rates shall include for supply, fabrication and installation of any special brackets for
equipment or cable supporting systems.
4.1. ELECTRICAL CABLES
All electrical cables shall be measured net by length between terminations and measured
irrespective of the type of supporting background system or cable trench. Rates for cables
shall include for ascertaining the required length, cutting, temporary sealing, installing
protective cable sleeves and protection of ends, dressing into trenches or fixing to cable tray
supports or any other background and for fixing cable identity tags including supply of
protective cable sleeves, protection and cable identity tags.
Cables laid in trench shall also include laying any necessary cable protection tiles, cable
warning tape, cable route markers and the like including supply of cable warning tape cable
route markers. Terminations and joints to cables shall be measured separately.
Rates for complete terminations and joints to cables shall include for all necessary drilling of
equipment, panels, junction boxes, false flooring, covers and the like to permit cable entry
and fixing. The Rates shall additionally include for removing sheathing, armour, screening or
insulation, cutting ends, installation of cable glands, heat shrink termination, shrouds, sundry
adaptors, cable lugs and cable identity tags including supply of shrouds, sundry adaptors,
cable lugs and cable identity tags.
4.2. CABLE TRAY
Cable tray and similar cable supporting systems shall be measured net by length along the
centre line over all cable tray and similar supporting systems. Rates shall include cutting to
length, drilling, splicing, fixing to supporting steelwork, all associated accessories and
fittings.
4.3. EQUIPMENT AND FITTINGS
Items of equipment and fittings shall be measured separately by type. Rates shall include
any necessary assembly, connecting together, locating, lining, levelling and fixing complete
equipment and any accessories.
5. INSTRUMENTATION WORK
All Instrumentation equipment, cables, accessories etc materials shall be supplied by the
Contractor and a percentage mark-up fee shall be paid to the Contractor as per Table 17.
Rates for the installation of all instrumentation equipment, cables, accessories, etc shall
include for fixing complete, including all setting in position, supporting, cutting, drilling,
plugging, screwing, tapping, bolting, attaching nameplates, etc. at any elevation in external
or internal situations and any calibration and testing required.
Rates shall include for supply, fabrication and installation of any special brackets for
equipment or cable supporting systems.
5.1. FIELD INSTRUMENTS
Items of equipment and fittings shall be enumerated by type. Rates shall include for
installation of field complete equipment including any accessories, including necessary
locating, connecting, jointing and fixing complete equipment and accessories.
Where applicable instruments shall include for installation of 1 or 3 way block manifolds and
stainless steel tubing with fittings for venting or draining including compression joints,
screwed joints or bolt-ups.
Rates shall include for all necessary cutting, bending, end preparation, fabrication and
cleaning out of instrumentation pipe-work or tubing and associated fittings, flanges etc.

5.2. CABLE
All instrumentation and fibre optic cables shall be measured net by length between
terminations and measured irrespective of the type of supporting background system or
cable trench. Rates for cables shall include for ascertaining the required length, cutting,
temporary sealing, installing protective cable sleeves and protection of ends, dressing into
trenches or fixing to cable tray supports or any other background and for fixing cable
identification tags including supply of protective cable sleeves, protection and cable identity
tags.
Cables laid in trench shall also include laying any necessary cable protection tiles, cable
warning tape, cable route markers and the like including supply of cable warning tape cable
route markers. Cable termination shall be measured separately.
Rates for complete terminations and joints to cables shall include all necessary drilling of
equipment, panels, junction boxes, false flooring, covers and the like to permit cable entry

6. ON PLOT AND OFF PLOT PIPE-WORK
All pipe-work materials shall be supplied by the Contractor and a percentage mark-up fee
shall be paid to the Contractor as per Table 17.
Rates shall include for all fixing to background and supply of all fixing materials and apply to
externally coated and uncoated pipe.
Install and remove and set aside pipe-work and fittings shall be measured by length on the
centre line of the pipe through all fittings, all flanges, spades, spectacle blinds, valves, traps,
ancillaries or the like without deduction for their lengths and at bends measurement shall be
to the intersection points.
Branches shall be measured by length from the centre line of the main pipe. For branch
connections at vessels and the like the length of branch pipe shall be measured from the
surface of the equipment.
Off-plot pipe work shall mean inter field pipe-work and shall be separately measured to on-
plot pipe-work.
6.1. ON-PLOT MECHANICAL PIPEWORK
6.1.1. PIPE WORK AND FITTINGS
Rates for install pipe-work and fittings shall include:
installation of all fittings with exception to installation of spades, spectacle blinds, orifice
plates, blind flanges and valves, which shall be measured separately;
cutting of pipe-work to required lengths, bevelling or preparing ends;
checking dimensions and clearances and determining any additional dimensions
necessary for fabrication and installation;
temporary capping of open ends;
Working in trenches where pipe work and fittings to be installed are to be buried. (earth
works shall be measured separately);
identifying, banding, tagging and labelling;
Bolt up and butt welding of pipe-work shall be enumerated and measured separately.
Protective Coating
Isolation, mothball and removal
Rates for remove and set aside existing carbon steel/ Low Temperature Carbone Steel pipe-
work and fittings shall include the following:-

Hydrocarbon freeing by means of purging the existing lines/pipework by N2 or water
flashing prior removal shall be measured separately
cutting of pipe-work and fittings into suitable lengths for safe removal, handling and
transportation;
All fittings including spades, spectacle blinds orifice plates, blind flanges and valves.
(Note: spades, spectacle blinds, orifice plates, blind flanges and valves separated from
the pipe-work shall be measured separately);
unbolt of pipe-work shall be measured separately;
working in trenches where the pipe-work and fittings are buried (earth works shall be
measured separately);
Protection to all flanges and all pipe ends to be covered.
6.1.2. WELDING
Welding shall be measured as "extra over" the rate for install pipe-work and fittings.
Rates for butt weld Low Temperature Carbon Steel/Stainless Steel/ Duplex Stainless Steel
pipes and fittings to specification additionally include:
preparing pipe-work and fitting ends including necessary additional grinding;
removal of coating from pipe-work to carry out welding;
preheating and other heat treating in accordance with specifications;
NDT in accordance with the specifications. NDT of welds shall be enumerated. In no
event shall any welds found to be defective, and requiring additional NDT after repair,
qualify for additional payment.
6.1.3. BRANCH FITTINGS
The installation of branch fittings shall be measured as "extra over" the rate for install pipe-
work and fittings.
Rates for install and weld 90 degree or oblique branch outlet fitting or pipe to pipe branch
additionally include for:
cutting, shaping and grinding of branch pipe end or branch fitting end;
Forming hole in parent pipe to receive branch pipe or fitting including all welding & NDT.
6.1.4. VALVES AND ANCILLARIES
The installation of valves, relieve valves and actuated valves shall be measured as "extra
over" the rate for install pipe-work and fittings.
Rates for install valves relieve valves and actuated valves shall be for all pressures and types
and shall be separately measured. Actuated valves shall include actuators. Rates for install
valves and ancillaries shall also include testing, calibration, trial fitting, jointing, welding and
preparation work and the like. Bolt up and unbolt shall be measured separately.
6.1.5. BOLT UP & UNBOLT FLANGED JOINT.
Bolt up and unbolt shall be measured as "extra over" the rate for install pipe-work and
fittings.
Rates for bolt up flanged joints shall include cleaning flange faces, install gaskets, align and
bolt up flanges. Rates for unbolt flanged joints shall include unbolt of flanges, remove
gaskets, clean and protect flange faces.
6.1.6. GRE PIPING.
Rates for install GRE pipe-work and fittings shall include:
Handling, fabrication and fixing in final position at any elevation or location.
Cutting of pipe-work to required lengths and preparing for jointing.
installation of all fittings with exception to installation of spades, spectacle blinds, orifice
plates, blind flanges and valves, which shall be measured separately;

temporary capping of open ends;
identifying, banding, tagging and labelling;
Working in trenches where pipe work and fittings to be installed are to be buried. (earth
works shall be measured separately);
Jointing and bolt up of pipe-work shall be enumerated and measured separately.
6.1.7. HYDRO-TEST/N2 LEAK TEST
Rates for hydro test/N2 Leak test pipe-work and fittings shall include for:
testing carried out at either fabrication or Site;
provision, fixing, subsequent removal of all temporary supply lines, hoses, fill pumps,
test pumps, disposal pumps, water tanks, Nitrogen supply, Nitrogen pumps, chart
recorders and instruments;
all necessary disconnection and reconnection of piping system;
all additional handling of pipe-work, bolt up and unbolt of spools including provision of
all necessary gaskets;
unbolt, remove and set aside, install and bolt up of check valves, control valves or the
like and in place of these valves install, bolt up, unbolt and remove and set aside
dummy pipe-work;
supply, install, bolt up, unbolt and remove and set aside blind flanges and spades
including necessary gaskets;
swinging of spectacle blinds including bolt up and unbolt and provision of all necessary
gaskets;
filling, venting, pressurizing , testing, emptying and disposal of water on completion;
flushing as required, swabbing, blowing out and drying after hydro-testing;
holding up the required pressure during hydro-test for the required duration in
accordance with the specification;
recording hydro-test on a chart recorder;
all other associated labour and equipment
6.2. OFF-PLOT MECHANICAL PIPEWORK
Rates for install off plot pipe-work and fittings shall include:
grading of pipeline route including fill, excavate in any type of ground and dispose to
prepare even ground level for construction;
stringing of pipe-work and fittings;
installation of all fittings including elbows, bends, reducers, tees, flanges, weldolets,
spades, spectacle blinds, orifice plates, blind flanges, valves, ancillaries or the like;
welding branch pipe or fitting to pipe-work, including cutting, shaping and grinding the
branch pipe end or branch fitting end;
working in trenches (earth works shall be measured separately);
cutting of pipe-work and preparation of fittings, bevelling and/or preparing ends for
joints;
welding of all pipe-work and fittings in accordance with specifications including preparing
pipe-work and fitting ends and necessary additional grinding;
removal of coating from pipe-work to carry out cutting and welding;
NDT in accordance with specifications.
swabbing and cleaning out pipes, fittings, valves, ancillaries or the like;
temporary blanks and caps including night caps to protect pipe-work;
bending as required to follow ground contours or change in directions;
air pigging including fixing and subsequent removal of all temporary supply lines, hoses,
