ARCHITECTURE AND
AESTHETIC
LEGISLATION
Throughout history, architectural
form has been defined and, or
affected, by legislation designed
to control its appearance. Laws,
written and unwritten have been
used to define the physical form,
material architectural features of
public spaces, and other such
parts of the city. The inter
relationship between architecture
and law needs to be ascertained
especially how the built
environment (including buildings,
public spaces, and the use of
those spaces) has been controlled
through various forms of
legislation. It is the design of the
appropriate appearance of the
city fabric which is the focus of
this !I". The urban controls
constitute the regulatory
measures to achieve this
appropriate appearance.
#handigarh, is an e$ample as well
as a living laboratory, wherein a
city has grown within a framewor%
of urban controls with a definite
physical appearance the
#handigarh style.
& brainchild of Le #orbusier,
whose place in history is
invulnerable, the city derives its
urban form from
a) the well ordered matri$ of
the generic neighbourhood
unit the 'ector.
b) the hierarchical circulation
pattern the ()s (Les
'ept )oies) and,
c) the distribution of densities
resulting in a fine grain,
uniform te$ture for the city
fabric.
d) the e$tensive use of bric%
and plastered surfaces in
repetitive designs and
motifs have led to the
development of an
aesthetic the #handigarh
'tyle.
&mong the tools designed to
regulate the ordering of the citys
architecture and physical
appearance were e$tensive visual
controls covering volumes,
materials, te$tures, fenestrations
e$tending upto the provision of a
peripheral green belt the
"eriphery which set the limits to
the built mass of the city.
The city today, *+ years after its
inception raises issues for
introspection,
are the e$isting planning
controls and legislation
mechanisms ade-uate to
order and regulate the growth
of #handigarh.new towns.
can legislation be designed to
control the appearance of
cities, which have to cope up
with growing pressures of
urbanisation.
can the interface of public and
private realm be tempered
through aesthetic legislation.
is it viable to develop a system
of review and revision of
macro level development
controls in light of the
changing needs of the city.
