1. Introduction

1.1 In this report I will explain the thinking and methodology behind the design of
the extension to the property The Ivy House, The High Street, Abbots Bromley. I
will also look at any problems that access to the site would cause. I am applying
for full planning permission and a full set of drawings and planning permission
forms will accompany this.

1.2 The extension will include a garage with a disabled toilet incorporated and an
extension to the dining room and the bedroom above. The property is situated
on a cul-de-sac along with 9 other properties.

2. Site Location

2.1 The site is located on The High Street of Abbots Bromley. This could cause
issues with access due to this being a busy area. A banksman may be provided
to aid in traffic management around the entrance to the site. Also there will be a
lot of pedestrians around this site. Because of this, measures must be taken in
order to segregate pedestrians whilst the works are been completed. This will
involve some kind of temporary fencing around the site. Also, site security must
be put in place in order to stop people from gaining access to the site who should
not be there.

3. Planning Policies

3.1 I intend to extend the property within the current Staffordshire Residential
Design Guide making sure that the extension will incorporate the current scheme
of the surrounding area. I will do this by selective use of materials when building
the extension. Also the design rationale will tie into the current properties on the
site and in the surrounding area.

4. The Planning History


4.1 Planning permission has previously been applied for and upheld at appeal by
the secretary of state. After looking at the reasons as to why previous planning
permission was rejected (East Staffordshire Borough Council – Planning
Applications Committee – 17 December 2007), I can see that the main reasons
were that the new developments would not tie into the current schemes around
the Abbot Bromley conservation area. As stated above I intend to rectify this by
using material which would make the property fit in with the current scheme.
Also I will not make the design over elaborate so that it does not stand out from
other properties within the area.

5. The Proposed Scheme

5.1 The scheme I propose is the extension to the property The Ivy House. This
will include an extended garage with a disabled toilet. This toilet will comply with
DDA regulations and Building Regulations Part M (disabledaccess.co.uk, 2009).
Also I will ensure that the property complies with BS8300 “The design of
buildings and their approaches to meet the needs of disabled people – code of
practise” (disabledaccess.co.uk, 2009). The extension will be built on the current
garden of the existing property so no new land will need to be acquired.

5.2 The maintenance of the property must be monitored to ensure that if any
repairs to the building are carried out in the future, then they comply with all
regulations and fit in with the scheme of the surrounding area.

6. Scale

6.1 The scale of the building will firstly be tied in ergonomically to human scale.
This means being practical and safe for human use. This will all be checked
before the signing off of the project.

6.2 Secondly, I will ensure that all dimensions within the property comply with all
building regulations and DDA regulations. Again this will be checked before the
signing off of the project.

6.3 The extension will only be on a small scale and will not need the use of any
other properties land as stated above. The property will be extended to the rear
by no more than 3.5m and to the right by no more than 7m. The height of the
extension will be no higher than the height of the current property.

7. Landscaping

7.1 The landscaping around the site will be almost unchanged. The garden area
will obviously become smaller where the extension will be built. There will be no
need for extra signage to the area. There may need to be repairs to the garden
when damage has been caused by the building works.

8. Access

7.1 Access to the property when the works are completed will be via the current
road. Also access to the garage will be via the current road. Any vehicles
needing to access site to carry out the works will use the current road. As stated
earlier it will be important to segregate the public from the works so temporary
fencing will need to be put up. Due to very little groundworks needed to be
carried out, meaning only small vehicles should be accessing the site, the
current roads should not get damaged or dirty. If this does start to happen, a
wheel wash system will be put into place. Another issue which needs to be
looked at is other residents within the cul-de-sac.

9. Effect on the Conservation Area

8.1 The effect the extension to the property will have on the conservation area
will be minimal. This is due to the small size of the extension. This means the
size of the area being built upon is small and also the vehicles going to and from
site will be a small amount, therefore creating minimal, if any, damage to the
surrounding area.

8.2 A banksman may be provided to aid in traffic management if this seems to


become an issue. This will help the surrounding area and also make it safer for
vehicles entering the site and other road users.

10.Conclusion

9.1 In conclusion, I believe that the extension to the property The Ivy House will
have very little effect on the local surroundings if construction is carefully
monitored to comply with all regulations and ties in with the schemes of the
surrounding areas.

9.2 Also, measures will need to be taken in order to monitor the effect the works
will have on the conservation area. This is clearly a high priority and we will put
in place active controls to see that the local area is respected.
