Three different grou$s ma! $artici$ate in the $art!,list s!stem6 7%8 national $arties or organi-ations, 7'8 regional $arties or organi-ations, and 7&8 sectoral $arties or organi-ations. '. 9ational $arties or organi-ations and regional $arties or organi-ations do not need to organi-e along sectoral lines and do not need to re$resent an! /marginali-ed and underre$resented/ sector. &. The sectors that lac) /"ell,defined $olitical constituencies/ include $rofessionals, the elderl!, "omen, and the !outh. 5. A ma+orit! of the members of sectoral $arties or organi-ations that re$resent the /marginali-ed and underre$resented/ must belong to the /marginali-ed and underre$resented/ sector the! re$resent. 2imilarl!, a ma+orit! of the members of sectoral $arties or organi-ations that lac) /"ell,defined $olitical constituencies/ must belong to the sector the! re$resent. The nominees of sectoral $arties or organi-ations that re$resent the /marginali-ed and underre$resented,/ or that re$resent those "ho lac) /"ell,defined $olitical constituencies,/ either must belong to their res$ective sectors, or must have a trac) record of advocac! for their res$ective sectors.
