CALL TO ORDER
Having reached a quorum, Regel Asuero, the SAMAHAN President, called the order of the meeting by 6:00 PM. He then presided the meeting, first, by enumerating the agenda.
Presentation and Discussion of Agenda
1. Buklod Atenista a. Regel Asuero informed the SAMAHAN Central Board (SCB) that Ivy Torregosa, previously appointed Buklod Ambassador (SY 2013-2014) has already recommended a new Buklod Ambassador (for SY 2014-2015) to him. It is currently on the process of assessing the recommended ambassador. b. Peter Paul Paras presented to the SCB of the update on Buklod Atenista: i. The Buklod Atenista Annual Conference will be held on May 27-31, 2014 at Ateneo de Naga University (AdNU). ii. There will be a registration fee, covering the expenses such as transportation, food, accommodation, and Buklod Atenista Permanent Secretariat (BAPS) expenses. The total cost of the conference minus the subsidy given by the host school, AdNU, divided by the different school delegations, is the amount to be paid as registration fee. The average cost for the registration is around Php 3,000.00-3,500.00 per person. iii. On the Conference Proper: 1. In Buklod Atenista, there will be discussion of issues, drafting of resolutions, talks by several speakers (e.g. Hon. Jesse Robredo), and presentation of best practices and common problems per school. 2. If the Ateneo de Davao has a resolution, all five (5) schools should follow the drafted resolution. iv. Number of Delegates: 1. There is no maximum number of delegations per school. The required delegates that should attend the conference are the President and the Buklod Ambassador. 2. During a conference in Ateneo de Zamboanga University (AdZU), the Ateneo de Manila University (AdMU) recommended to have a cut-off of delegates per school but it was not approved in the conference. Also in a Buklod Atenista Conference, it was also approved to require a delegate from the Campus Clubs Organization (CCO), preferably the Chairperson. v. On Buklod Atenista Permanent Secretariat (BAPS): 1. The BAPS is in AdDU. 2. The BAPS presides over the meetings during the conference. Previously, there was a separate plenary session for the different club organizations of the Ateneo schools; thus, made it difficult for BAPS to oversee the ongoing plenary sessions. BAPS requested the SAMAHAN Secretary- General to preside over the meeting in different plenary sessions. vi. Orientation on what the Division Representatives can do: 1. Peter Paras discussed to the SCB the Ateneo Youth Agenda. The Buklod Atenista gathered the three (3) most pressing issues of the five (5) Ateneo schools. They made a 40-page report and sent it to the Senators running for elections. 2. The Buklod Atenista Conferences are more responsive if there are more delegates discussing issues. It will be more dynamic. 3. Based on previous conferences, it was difficult to bring a Division Representative since after the Buklod Atenista, the division representatives will be going back to their divisions. Once you are a delegate, it is a responsibility to accomplish those resolutions drafted. 4. Regel Asuero said that it is also important for the representatives to know what is happening in the conference. They should challenge their constituents on the dissemination of information regarding Buklod Atenista. It is part of the agenda of the division representatives to make ways for this information to be channeled to their divisions. Further, he also said that updates regarding Buklod Atenista should not only be limited to the SAMAHAN-level since this for the benefit of the students. vii. Peter Paras wants to be an outgoing BAPS Secretary-General. He further stressed that when the ambassadors vote for BAPS, they are voting for the seat, and not the person. It is better to have a transition as early as now. viii. BAPS Secretary-General is appointed by the President. All appointees should go through the SCB, but the President has the final say. Allexy Flores asked if there is still a need to bring tokens for the delegates. Peter Paras said no. It is not necessary, but we can bring tokens as a pabaon for other schools. x. On Financial Matters: 1. Regel Asuero asked if all of the expenses are covered by SAMAHAN. 2. Peter Paras responded that during the administration of Maureen Villamor, there was a ceiling budget of more or less, Php 60,000.00. Last year, the two (2) First Year Representatives were budgeted as one for Php 3,500.00. 3. Allexy Flores said that she plans to book a flight from Manila to Naga (via Cebu Pacific) which amounts to Php 4,108.00. Her budget for Buklod Atenista is Php 50,000.00. 4. Peter Paras suggested that the delegates will ride a bus, since it is cheaper. There is also enough time if delegates ride a bus since the entire day of the first day is allotted for the arrival of delegates in Naga. 5. Allexy Flores responded that the difference in the expenses when riding a bus from plane is only Php 200.00, but she will re-check. xi. Peter Paras said that AdDU will host the Midyear Conference since there was a failure of elections in AdMU. xii. Delegates for Buklod Atenista: 1. The initial delegates for Buklod Atenista were: (1) President, (2) Ambassador, (3) Incoming Ambassador, (4) CCO Chairperson, and (5) SAMAHAN Secretary-General. 2. Peter Paras asked if its final that AdDU will send only five (5) delegates. Alexis Alberto said that we can increase the number of delegates since it is an Annual Conference. It is justifiable that there will be more delegates, but not too plenty, to attend the Annual Conference compared to the Midyear Conference. 3. Allexy Flores asked the SCB if we are going to increase the number of delegates. What are the mechanisms that we are going to do? Should we follow Maus idea? 4. Alexis Alberto replied that we can let members from Office of the Buklod Ambassador (OBA) attend the Conference. So, a lot of delegates participated to feel the Buklod feeling. 5. Allexy Flores decided to increase the budget for Buklod Atenista from Php 50,000.00 to P60,000.00. The SCB agreed upon the decision. Thus, the final number of delegates to attend the Buklod Atenista Annual Conference that will be shouldered by the SAMAHAN Central Board is six (6). 6. It was voted upon that an officer from the SAMAHAN Central Board will be the 6 th delegate for Buklod Atenista Annual Conference. 7. The 6 th delegate will be finalized on the next meeting, May 2, 2014 (Friday). xiii. There will be a separate meeting regarding the issues to be tackled/raised in the Buklod Atenista Annual Conference. 2. Comprehensive Agrarian Reform Program (CARP) a. Regel Asuero received a letter from Ace dela Cruz, a member of Ateneans For Agrarian Reform Movement (AFARM) in AdMU. He is asking for the support of the Ateneo schools through their student governments. b. Regel Asuero gave a brief background on CARP and AFARM. i. It is a land reform act pertaining to the distribution of land for the farmers. ii. The CARP will due on June 2014. iii. There were a lot of motions President Aquino havent distributed the lands yet. This is another job for the student governments to pressure the government to pressure the President to act on this issue. iv. The AFARM is an avenue for student governments to really instigate their opinion and actualize the concepts we have learned from the university. c. All of the members of the SAMAHAN Central Board agreed to make a stand as a board. d. Regel Asuero will break down Ace dela Cruz presentation on CARP into a more brief handout. e. Precious Undag asked if what we will do after we express our support for CARP through making a stand. i. Allexy Flores and Mike Leyson said that we can tap the Supreme Student Government Confederation (SSGC) of Davao and the National Youth Commission (NYC). ii. Precious Undag has talked to different Indigenous Peoples (IPs) who are farmers. The problem was the farmers were harassed and killed. Buklurang Atenista (Buklat) talks to IPs and listen to their testimonies. iv. It was suggested to tap the UCEAC after making a stand on CARP since there are farmers who are also IPs in the provinces. f. Action Plan: i. Research on CARP. ii. Make a stand iii. Promotions iv. Raise the issue to SSGC g. There were suggestions raised on how to promote CARP through (1) infographics and (2) a signature campaign. h. The deadline for the draft of the stand was set on May 2, 2014 (Friday). 3. Finalize SAMAHAN Long-Range Planning (LRP) a. It was agreed that the final date of the LRP will be on May 17-18, 2014. Call time at 1:30 PM. b. The suggested venues for the LRP are the following: i. Lolengs ii. Samal: 1. Mahan Beach Resort 2. Sonrisa 3. Kaputian c. The budget for the SAMAHAN LRP is Php 15,000.00. d. On Transportation: i. Patrick Comoda suggested to request a van. ii. SAMAHAN should write a letter to borrow two (2) vans from the Admission Office and and Arrupe Office e. Division Representatives should ask for students concerns prior to the LRP. 4. SAMAHAN Services a. Regel Asuero asked the SCB if there are other services we can offer aside from projector rentals, telephone calls, etc. i. On Printing: 1. Precious Undag said that there are a lot of new scholars in the school that do not know where to render their services hours. She suggested to help scholars locate offices vacant to render service. 2. Mike Leyson said that the SAMAHAN can inform the Scholars Group to identify offices where scholars can render service and let SAMAHAN disseminate the information. iii. On the use of Recycled Papers on Offices/Schoolwork: 1. Precious Undag raised to the board that we inform the faculty and offices to allow students to pass school requirements using scratch papers. 2. Allexy Flores said that offices are currently using scratch papers such as the Office of Student Affairs (OSA), University Community Engagement and Advocacy Council (UCEAC), etc. 3. Sir Lunar Fayloga agreed that other offices are using scratch papers. The SAMAHAN can make a letter addressed to the Academic Vice-President (AVP) allowing the Faculty to allow their students to print their schoolwork using scratch papers. But at the end of the day, the teachers will have the final say. They may either agree or disagree with AVPs Memo. b. This matter will be further discussed on the LRP. 5. SAMAHAN Tagline a. Michael Leyson reviewed the goals of the SAMAHAN for SY 2014-2015. b. Sir Lunar Fayloga suggests to first create the SAMAHAN thrusts. Sir Lunar asked the SCB on what kind of SAMAHAN do we want for the students. c. Different opinions and ideas were raised by the SAMAHAN Central Board on what kind of SAMAHAN they want for the students: i. Jessa Suico: SAMAHAN that makes a difference. ii. Precious Undag: A united SAMAHAN. iii. Patrick Comoda: We are working for one goal, even though we come from different divisions. We are here in the service of the students. iv. Abbie Cabig: Better and unique SAMAHAN. v. Abiel Abis: Same with unity. The SAMAHAN should be more approachable to the students. d. 8. Class Presidents Elections as a Major Agendum a. Alexis Alberto shared the Accountancy Students Executive Council (ASEC)s plans for the election of Class Presidents. They will follow the same process with the General Assembly of Class Presidents (GACP). b. Regel Asuero reviewed the purpose of making this an agendum. The elections of Class Presidents will be conducted on the 2 nd week of Classes. He also challenged the SAMAHAN to make the election of class presidents feel important to its constituents. c. Suggestions were asked on how to enforce the campaign of the Election of Class Presidents: i. Patrick Comoda suggested to establish a criteria of a good president. ii. Alexis Alberto suggested to make a video that asks the students, Para sayo, anong dapat meron sa isang Class President? d. The structure of Class Officers should be clarified. e. There should be a proper directory of different classes per division. f. Patrick Comoda requests the division representatives to refrain from tapping Club Presidents to be in the SEC; rather, select a Club Representative to represent in their respective SECs. g. This shall be further discussed on the LRP. 9. Office Coordination a. Regel Asuero asked the board on how the SCB can improve its relationship with the various offices inside the university. b. The SCB will schedule an appointment with the offices to further discuss their directives, specific roles, and services for the students. 10. Other Matters: a. 2014 SAMAHAN Constitution: i. The target date of the ratification of the SAMAHAN Constitution will be on the 3 rd Week of September 2014. ii. The suggested mode of ratification is through Manual Balloting. b. Meeting on SAMAHAN Committees i. It was agreed upon to first meet with SAMAHAN regarding the assessment of committees. ii. The meeting on this will be on May 2, 2014 (Friday). c. Meeting on Financial Matters i. There will be a separate meeting with the SAMAHAN Officers from the seminar with their respective SEC Treasurers. ii. The meeting will be held on May 7, 2014, 5:00-9:00 PM. d. Meeting with Maam Theresa S. Eliab i. The SAMAHAN proposed to schedule a meeting with Maam on May 3, 2014 (Saturday). NEXT MEETING
