Responsibilities:

DETAILED JOB DESCRIPTION

1 Develop procedures for implementing the site HSE Plan and manage the program on a
Day-to-day basis.

2 Establish and maintain a professional relationship with the client HSE Representative and
Sub-Contractor Safety personnel and all other interested parties.

3 Conduct the HSE Awareness Training program for all site new-hires.

4 Conduct regular field inspections of construction activities (including Sub-Contractors) for
compliance with contract, existing permits and approvals, and other applicable environmental
regulations and commitments.

5 Establish a system of audits to measure the effectiveness of the HSE Plan and ensure the
requirements are being effectively communicated throughout the work force.

6 Maintain records related to the handling, storage and disposal of hazardous waste generated
on-site in accordance with all applicable regulations.

7 Perform waste identification and classification for all wastes generated during construction
activities.

8 Document non-compliance and corrective actions.

9 Assist supervision with the identification of hazards and preparation of risk assessments prior
to work being carried out, and ensuring that the requirements are being communicated to the
employees.

10 Suitability from a safety viewpoint of new/hired plant and equipment and the validity of all
appropriate test certificates.

11 Assist HSE Manager in carrying out Loss Prevention Inspection to all contractors and
follow-up items for corrective action.

12 Responsible to advice the Project Manager on:

- Prevention of injury to personnel and damage to plant and equipment.
- Further improvements in existing working methods.
- Maintain and audit fire protection and fire fighting equipment.
- Ensure strict adherence to work Permit Procedures and adequate safety coverage.
- Provide the site/work area HSE organization and fire precautions required.
- Supervise the recording and analysis of information on injuries, damage and
production loss, assess accident trends and review overall safety performances.

Investigate and report injuries, fires, property damages and recommends means of preventing
reoccurrence.

Arrangement of HSE publicity and coordination of safety incentive, recognition and
management employee contract programs

Preparation of indoctrination talks and programs to acquaint new employees with work site
hazards, safe work procedures at toolbox talks, induction course and weekly safety meeting.


DUTIES AND RESPONSIBILITIES

- Have a sound knowledge of statutory HSE regulation and industry standard and ensure
the correct implementation of the regulation
- Ensure that the company HSE policy and procedure are implemented consistently and
effectively
- Coordinate all inter-related matter between the HSE Committee, Management Committee
and line management
- Monitor the result and quality of Task Risk Assessment and Trend Analysis Report
- Assist Coordinator in the implementation and induction of HSE (Training) to all levels of
the employee as required
- Regularly inspection in the work areas to identify unsafe act and conditions and Observe
workgroups of compliance with companys regulation in HSE procedures and government
regulation.
- Advice workgroups supervisors or leaders of identified unsafe acts.
- Conduct accident/ incident investigation and communicate the lesson learn to all of
employee including subcontractors and clients to prevent the re-occurrence
- Observe condition of plant such as crane, forklift etc and report deficiency to relevant
supervisor or competent person.
- Conducted gas detection if required
- Observe and Assist the process of Tool Box Safety Meeting
- Attend HSE training and meeting as and when requested
- Ensure all permits are registered in the PTW Register once any permit form issued.
- Ensure all relevant documents require for a work permit has been provided and verified
by the related department.
- Monitor and advise if any work permit to be issued will conflict with other jobs
- Check the authorization of the PTW signatories.
- Conduct an inspection to ensure the permit is implemented in accordance to the
requirements applicable listed on the permit form.
- Monitor all permits outstanding and report regularly to the Coordinator.
Maintain the PTW register in a simple and readable format, accessible and retrievable
