ExecutiveSummary

Thepresentstudyhasbeenconductedwithanaimofassessingirrigationpotentialcreatedin
AIBP (Accelerated Irrigation Benefit Program) funded irrigation projects through mapping of
irrigationinfrastructureusingCartosat(2.5mresolution)satellitedata.Thisreportdealswith
resultsofsatellitedataanalysisofAlisagarLiftIrrigationScheme

Orthorectified Cartosat satellite data of 2.5m resolution was utilized to extract irrigation
infrastructure(canalnetwork,associatedstructures).Basedonthesatellitederivedinformation
intermsofnumberofcanals,theirphysicalstatusandhydraulicconnectivityfromthesource,
irrigation potential created in a project was assessed by comparing with planned / design
canalwise irrigation potentials. All the geospatial information generated in the study is
organizedinasystematicgeodatabaseusingaschemadevelopedfortheproject.

AIBPcomponentdoesnotincludenewcanalnetworksinceitisasupplementationschemeto
irrigatetailendayacutof(D/50to D/73)Nizamasagarprojectthroughexistingcanalnetwork
except lift canal system under Alisagar Lift irrigation scheme. However, satellite study has
covered mapping of canal network of D/50 to D/73 of Nizamsagar project apart from newly
constructedLiftcanalaspartofirrigationinfrastructuremapping.

Satellite derived Irrigation Infrastructure assessment indicates that the Alisagar Lift Canal
system(pressuremainsandgravitycanals)includingthreestagesofpumpingwascompleted.
Theliftcanalsystemwascheckedforitscompletionstatusduringthegroundtruthfieldvisit.

The existing canal network in the ayacut consists of Nizamsagar Main Canal reach from just
downstreamofAlisagarbalancingreservoirtoofftakeofD73and25distributaries(D/50to
D/73)alongwithbranchdistributaries.Satellitederivedcanalnetworkindicatesthatthemain
canal reach and 23 distributaries were identified and observed to be matching with design
lengthsandchainages.However,thedistributaryD/54wasobservedtobehavingagapinthe
initial reach itself and confirmed during field visit that it was totally disused by project
authorities due to the development of new settlements around Nizamabad city. The other
distributary D/69 was found to be short in length again due to development of new
settlements.

Based on the above irrigation infrastructure information, irrigation potential was treated as
completedtotheextentof20,652ha.outof21,770haAIBPtarget.TheremainingI.Pof1,118
haunderD/54(795ha)andD/69(323ha)isconsiderednotavailableforirrigationinviewof
thedisuseofthesaidcanalsbytheprojectauthorities.AquickanalysisofpreandpostAIBP
period(Rabi200405andRabi201112)Resourcesat2LISSIIIsatellitedataindicatedincrease
incroppedareaintheayacutfromabout9,000hainrabi2004to20,000hainrabi2012.

1.Introduction

1.1. Background

The Accelerated Irrigation Benefit Program (AIBP) was conceived in the year 1996 by
GovernmentofIndiainordertoprovidefinancialassistancetotheStatestocompletevarious
identifiedongoingirrigationprojectsinthecountrysothatenvisagedirrigationpotentialofthe
projectcouldbecreatedandtherebyextendirrigationtomoreareas.AIBPwasaimedattwin
benefits of accelerating the ongoing irrigation projects & realization of bulk benefits from
completedirrigationprojects.

Atotalof270majorandmediumirrigationprojectshavebeenincludedunderAIBPforwhich
central assistance in the form of loan / grant. Out of 270 projects, 109 projects have been
completed by March, 2009. Of the ultimate irrigation potential of 11.90 M.ha to be created
underAIBPassistedmajorandmediumprojects,irrigationpotentialcreateduptoMarch,2009
was5.49M.ha,whichisabout46.09%oftheultimatepotentialoftheseprojects.

A comprehensive physical and financial monitoring of the projects covered under the AIBP is
periodicallydonebytheCentralWaterCommissionwiththehelpofitsregionalofficessituated
alloverthecountry.WiththeadvancementofRemoteSensingSatelliteswithhighresolution
sensors and the spatial information generation techniques, CWC / MoWR / Planning
commission were keen in using spatial technologies for aiding in regular monitoring of AIBP
fundedprojectstoassesstheIrrigationPotentialcreation.

The successful results arising out of two studies covering Upper Krishna Project (UKP)and
Teesta irrigation projects demonstrated the utility of high resolution satellite data for
monitoring the progress of ongoing irrigation projects. Therefore, it was decided by Planning
Commission/MinistryofWaterResourcesinconsultationwithNRSCtotakeuptheprojecton
aNationalscalecoveringallAIBPProjectswithanestimatedirrigationpotentialof10Millionha
spreadacrossdifferentStatesinIndiausingCartosatdata.

During 200709 period, NRSC had already completed 53 irrigation projects funded by AIBP
scheme covering an I.P target area of 5.45 M.ha. across 18 States in India with the help of
select State Remote Sensing / Academic institutes. Meanwhile, CWC / MoWR has requested
NRSCtotakeupadditional50irrigationprojectscovering8.5lakhhaspreadacross14States
vide letter No. CWC I.D. No. 5/8/W03Mon. (N)/851 dated 31/12/2008 and No.31/17/2006
projectdated3/2/2009.Hence,NRSCsubmittedtheproposaltoCWC,NewDelhivideletterNo.
NRSC/RS&GISAA/AIBPdated04.03.2009.

TheaboveproposalwasapprovedbyCWCandhasconveyeditsapprovaltoNRSCvideorder
No.5/8(A)/2009Mon(N)/26172623dated21stJune2010totakeuptheaboveproject.NRSC

and CWC have entered into an MoU and signed in August 2010. Project was initiated during
May,2011withtheconductofOrientationWorkshop.

1.2.Studyobjectives

Inventory and mapping of irrigation infrastructure consisting of canal network , cross


drainage,irrigationandotherrelatedstructures.

AssessmentofIrrigationPotential(I.P)createdasonMarch2010orasonCartosatdata
acquisitionperiod.

2.StudyArea

2.1.AlisagarLiftIrrigationSchemeProject

Alisagar Lift irrigation Scheme is intended to provide irrigation facilities to the gap ayacut of
Nizamsagar Project in Nizamabad district to an extent of 21,770 ha lying under the
distributaries of D/50 to D/73. The lift irrigation scheme benefits 6 mandals viz., Navipet,
Raejal,Yedpally,,Nizamabad,DichepallyandMakloorinNizamabaddistrict.

The Govt. of A.P has accorded administrative approval in 2002 and revised administrative
approvalinNovember2006fortheAlisagarLiftIrrigationscheme.Theschemewascompleted
intheyear2007andthewaterwasreleasedforcropsfromRabi200708onwards.

ItislocatedattherightbankofGodavaririvernearKosiliVillage,Navipetmandal,Nizamabad
DistrictofAndhraPradeshintheforeshoreareaofSriramasagarproject.Thetotallengthofthe
canalunderliftis17.350Km,andjoinsintothreetanksatvariousplaces.

TheAlisagarLiftschemeisproposedinthreestagesofpumping.Thefirststageisproposedat
therightbankofGodavaririvernearKosilivillageforlifting720cusecofwaterfromGodavari
riverwithfournumbersofverticalturbinepumpseachof2100KW.Thepumpedwaterislet
into two rows of pumpingmains each of diameter 2.20 m and length2.20 km todrop into a
cisternonasmallhillockatBharathpurthanda.Fromthissmallhillock,thewateriscarriedina
gravitycanalof2.0kmlengthtodropintotheThadibilolitank.

Insecondstageofpumping,fromtheforeshoreofthadibilolitank,waterisliftedanddropped
intoacisternonKalyapooraguttadulycarryingitintworowsofpumpingmainseachof2.20m
diameter using four number of 2,850 KW pumps. From this cistern on Kalyapooragutta,
irrigationisproposedforayacutof9,302acreinD50,10.502acreunderSD50/2utilizing265
cusecofwater.Indoingso,thedischargeforthirdstagepumpingisreducedfrom720cusecof
waterto455cusec.

In third stage of pumping, from kalyapooragutta , balance water of 455 cusec of water is
carriedingravitycanalandletintoPocharamtankwherethirdstagepumpwouldliftthewater
using 4 numbers of turbine pumps each of 1,200 KW with two rows of 1.80m diameter
pipelinesanddroppedintoacistern0.942Kmaway.Fromthispointwateriscarriedingravity
canal for a length of 0.495 Km and finally connects Nizamsagar main canal at mile 56 just
downstreamofAlisagarBalancingReservoir.

This is a supplementation scheme to provide Irrigation to an extent of 21,770 ha of

Since, Alisagar Lift irrigation Scheme is meant only for supplementing water to the tail end
ayacut of Nizamasagar project through existing canal network. However, satellite study has
covered mapping of canal network of D/50 to D/73 of Nizamsagar project apart from newly
constructedLiftcanalaspartofirrigationinfrastructure.

4.Methodology

Orthorectified Cartosat satellite data of 2.5m resolution was utilized to extract irrigation
infrastructure(canalnetwork,associatedstructures).Basedonthesatellitederivedinformation
intermsofnumberofcanals,theirphysicalstatusandhydraulicconnectivityfromthesource,
irrigation potential created in a project was assessed by comparing with planned / design
canalwise irrigation potentials. All the geospatial information generated in the study is
organizedinasystematicgeodatabaseusingaschemadevelopedfortheproject.Thedetailed
methodologyfollowedinthestudyisprovidedinAnnexureII.

5.AssessmentofIrrigationInfrastructureandirrigationpotentialcreated

AlisagarLiftirrigationSchemeismeantonlyforsupplementingwatertothetailendayacutof
Nizamasagar project through existing canal network lying under from D/50 to D/73
distributaries. Therefore, no new canal network was proposed except lift canal system under
AlisagarLiftirrigationscheme.However,satellitestudyhascoveredmappingofcanalnetwork
of D/50 to D/73 of Nizamsagar project apart from newly constructed Lift canal as part of
irrigationinfrastructure.

Satellite derived Irrigation Infrastructure assessment indicates that the Alisagar Lift Canal
system(whichconsistsofpressuremainsandgravitycanals)includingthreestagesofpumping
wascompleted.Theliftcanalsystemwascheckedforitscompletionstatusduringtheground
truthfieldvisit(FieldphotographsareprovidedinAnnexureIII)particularlythepressuremains
whicharenotobservedinthesatellitedataandthreestagesofpumphouses.

The existing canal network in the ayacut consists of Nizamsagar Main Canal reach from just
down stream of Alisagar balancing reservoir (approx. Ch. 96 km) to offtake of D73 and 25
distributaries(D/50toD/73)alongwithbranchdistributaries.Satellitederivedcanalnetwork
indicates that the main canal reach and 23 distributaries were identified and observed to be
matchingwithdesignlengthsandchainages.However,thedistributaryD/54wasobservedto
behavingagapintheinitialreachitselfandconfirmedduringfieldvisitthatitwastotallydis
usedbyprojectauthoritiesduetothedevelopmentofnewsettlementsaroundNizamabadcity.
The other distributary D/69 (short in length) was found to be short in length again due to
developmentofnewsettlements.Also,itwasobservedthat10outof25branchdistributaries
were not found in the satellite data in view of the bad condition / siltation. The details of
satellitederivedinformationoncanalnetworkalongwithplanned(fielddata)areprovidedin
Table.2.

I.P assessment was carried out at distributary level only since the proposed I.P data was not
providedatbranchdistributarylevelbyprojectoffice.Also,AIBPcomponentdoesnotinclude
canal network since Alisagar Lift Irrigation is a supplementation scheme to already existing
NizamasagarTailendayacut.

Based on the above irrigation infrastructure information, irrigation potential was treated as
completedtotheextentof20,652ha.outof21,770haAIBPtarget.TheremainingI.Pof1,118
haunderD/54(795ha)andD/69(323ha)isconsiderednotavailableforirrigationinviewof
thedisuseofthesaidcanalsbytheprojectauthoritiesduetodevelopmentofnewsettlements

A quick analysis of pre and post AIBP period (Rabi 200405 and Rabi 201112) Resourcesat2
LISSIII satellite data indicated increase in cropped area in the ayacut from about 9,000 ha in
rabi 2004 to 20,000 ha in rabi 2012. Satellite images and its derived cropped area maps are
showninFigure4.

Annexure:IIDetailsofMethodology

Basic approach involved in the study consists of inventory and mapping of existing irrigation
infrastructure viz. canal network, irrigation and other related structures from the Cartosat
satellite data in a irrigation project and comparing with proposed irrigation infrastructure.
Basedonthecompletedirrigationinfrastructurederivedfromthecartosat1satellitedataand
consideringthehydraulicconnectivity,theIrrigationPotentialcreatedintheprojectcommand
isassessed.Briefdescriptionofmethodologicalstepsinvolvedinthestudyareagivenbelow:

(a) OverviewofMethodology
1.Fielddatacollection:Collectionofpreliminaryanddetailedfielddataconsistingofmap(s)
showingproposedcanalnetworkandcanalwiseCCA/ICA,I.Pproposed,I.PcreatedasonMarch
2009oranyotherdateasrequiredbytheproject.
2.Cartosat data acquisition planning and procurement : Preparation of AIBP component
polygonshapefile(s)usingthefieldmapstoplanforacquisitionoffreshCartosatsatellitedata
duringApril2010June2010foralltheprojects(bothcompleted/ongoing).Incasesatellite
dataisnotavailable,eitherfortotalprojectduringtheaboveperiod,thetimewindowwillbe

(b) AssessmentofIrrigationInfrastructure

The canal network interpreted from satellite data is organized in the geodatabase as per the
schema designed for the project. Lengths and off take chainages of each canal are derived
automaticallyfromthecanallayer.Thisinformationalongwiththefieldreportedcanallength
andofftakechainagearetabulatedandusedtocalculatethepercentageprogressofirrigation
infrastructure by comparing the proposed canal length with the satellite derived length. In
some cases there may be gaps in the canal section due to different reasons or due to non
existenceofsomehydraulicstructure.Underthesecircumstancesthelengthofthecanalthatis
continuous from its offtake point is only considered and compared with the planned canal
lengthforassessmentofirrigationpotentialcreated.
Therearedifferentscenarioswhichdeterminewhetheraparticularcanaliscompletedornot.
Accordinglytheremarkscolumnsinirrigationinfrastructuretableisfilled.

1. CanalCompletedWhenevertheentirecanallengthisidentifiedfromsatellitedataas
perthefielddesign,thecanalisassumedtobecomplete.Generallyproposedlengthand
satellitederivedlengthdonotmatchexactly.Howeverifthepercentageis98%forlong
canalsor97%forshortcanals,thosecanalsareassumedtobecomplete.
2. CanalShortinlengthWheneveracanaliscompleteduptocertainlengthandpending
beyond, the canal is assumed to be incomplete. In the cases, canal is identified in the
imagebutthelengthofcanalislessthantheproposedlength.
3. Gaps in middle reaches Whenever gaps exist in different stretches of the canal, the
canal is assumed to be incomplete. In such cases, the length of the canal that is
continuousfromofftakeisonlyconsideredforirrigationpotentialassessment
4. Gaps due to pending structures Whenever canal is discontinuous due to pending
structures,thecanalisassumedtobeincomplete.Insuchcases,thelengthofthecanal
that is continuous from offtake is only considered for irrigation potential assessment.
The typical cases where the pending structure affects the hydraulic connectivity of a
canalincludesriver/streamcrossing,roadcrossing,etc.
5. NoofftakeconnectivityWheneveracanalisnotconnectedtoitsparentcanalthough
thecanalisconstructed,thenthecanalisassumedtobeincomplete.
6. CanalpendingIfaparticularcanalisnotidentifiedinthesatelliteimageasperthefield
designed(chainage,length),itisassumedtobeincomplete.

(c) AssessmentofIrrigationPotentialcreated
ThedetailsofIrrigationpotentialproposedundereachcanalasperthefielddataisavailableto
us and is provided in table designed for presenting irrigation potential information. Satellite
based assessment of irrigation potential is done based on the physical status of canal : i.e
completed;gapsexistinginvariouscanalstretches;pendingcrossdrainagestructures;pending
irrigationstructuressuchasregulators,etc.causinghydraulicdiscontinuityTheprocessforthe
assessmentofirrigationpotentialisdescribedinthissectionalongwithacasestudy.

The Inputs / Parameters required from the field data and satellite data derived irrigation
infrastructureinformationare:
1. Proposedlengthofcanal.
2. SatellitederivedLengths;Physicalprogressofcanalconstructionforthecorresponding
canal.
3. Irrigationpotentialproposedundereachcanal.
4. Gapsexistingindifferentstretchesofthecanalnetwork,
Number of gaps and gap lengths, their chainages derived hydraulically
connectedlengthofaparticularcanal.
5. Number of DPOs, their contribution to the irrigation potential as per field data; their
chainagestoassessthehydraulicconnectivity.

Thestepstobefollowedforthesatellitebasedassessmentofirrigationpotentialcreation:
Irrigation potential assessment is made based on physical status of canal and its hydraulic
connectivitytothesourceofirrigation.Asexplainedearlier,canalnetworkhierarchyconsists
of Main canal Branch canalDistributaryLateralsub lateral , etc and may vary from one
projecttoanotherproject.Inadditiontothis,irrigationpotentialisalsocreatedthroughthe
DirectPipeOutlets(DPOs)fromMaincanal/Distributary,etc.Variousscenariosthatonewould
comeacrossindifferentirrigationprojectsarebrieflyexplainedandalsoillustratedinFig.6.1.

TheMethodfollowedfortheestimationofirrigationpotentialundervariouscanals:

Ifthesatellitederivedcanallengthandchainageisfoundtobecomparableandthereare
no cross drainage structures pending / under construction indicating hydraulic flow
continuity, then it is considered as irrigation potential creation is complete under that
particularcanal

Ifthedistributarywisesatellitederivedcanalnetworkisfoundwithanomaliesintermsof
length (like shortening) either due to incomplete canal stretches, pending work ,
incompletecrossdrainage/irrigationstructures,thenthatcanalwiseIrrigationPotential
(IP)isconsideredasincomplete.
Iftheminorisobservedtobecompletedasproposed,thedesignatedIPisthenconsidered
as created. Further, if minor is incomplete due to any reasons as explained earlier in this
section , the Irrigation potential created is estimated proportionally based on the
hydraulicallyconnectedlengthofMinor.
AlltheirrigationpotentialvaluesofminorsandDPOswhicharehydraulicallyconnected
andcompletedaresummeduptoarriveatthetotalIPcreatedunderthedistributary.
All the irrigation potential values of Distributaries and DPOs which are hydraulically
connectedandcompletedaresummeduptoarriveatthetotalIPcreatedundertheMain
Canal.
All the irrigation potential values of Main Canals and DPOs which are hydraulically
connected and completed are summed up to arrive at the total IP created under the
BranchCanal.
All the irrigation potential values of Branch Canals and DPOs which are hydraulically
connected and completed are summed up to arrive at the total IP created under the
IrrigationProject.

Branch canal is the primary artery of canal water delivery system which off takes from main
canal.
Command Area represents the area irrigated or capable of being irrigated either by
gravitationalfloworbyliftirrigationorbyanyothermethodandincludeseverysuchareaby
lawinforceintheState;alsoreferredasayacut.
CroppingPatternisdeterminedaccordingtorelativeacreageofvariouscropsinthecommand.
CrossDrainagestructuresarestructuresconstructedacrosscanalsforpassingthedraininclude
superpassage,Pipeculvert,depressedhumepipeculvert,aqueducts,
CultivableCommandArea(CCA)istheportionoftheGrossCultivableArea,whichiscultivable.
Distributary is the secondary artery of the canal water delivery system. It takes off from the
maincanalorbranchcanal.
Field Channel is the tertiary irrigation unit which takesoff from an outlet to deliver water to
individualfarmfieldsoragroupoffarmfields.
GrossCommandArea(GCA)isthetotalarea,whichcanbeirrigatedinaprojectcommand.It
