The purpose of ths report s to document the:
pro|ect ratonae and ntentons
pro|ect mpementaton and outcomes, and

Durng 2005 - 2007 the Vocatona Educaton and Tranng (VET) sector,
through the Austraan Fexbe Learnng Framework, funded the Access to
Bandwdth Pro|ect (A2B) to nvestgate and make recommendatons on the
provson of a natona hgh capacty network for the sector. In the course
of the Pro|ect a network desgn was recommended and traed (see Fgure
1). The desgn was that of usng AARNet to provde a natona backbone
for state networks. Ths mode was shown not to dever the eves of
connectvty or performance requred. In addton, metered tramc meant
that cost was a serous nhbtor to the type of uses envsaged for a VET
network. As a resut, the Proof of Concept Network Pro|ect was set up to
test to an aternate mode of provson of connectvty - the end-to-end
type provded by AARNet for the hgher educaton sector, by budng bre-
optc ta crcuts between the AARNet backbone and seected TAFEs.

The vson underpnnng the Access to Bandwdth Pro|ects and ths Pro|ect
was the need to provde VET sector wth a very hgh capacty network wth
no constrants on usage. To serve VET needs t must operate as a natona
network.
The Austraan Research and Educaton Network (AREN) was the mode for
the Pro|ect: a not-for-prot network estabshed to provde hgh capacty,
hgh performng network servces to the research and tertary educaton
sectors and an ahordabe prce.
The Commonweath has nvested sgncant amounts of money to deveop
ths network aong wth the unverstes and research organsaton. It s
desrabe and economcay sound to re-use ths nfrastructure to provde

ths nfrastructure to provde an expanded tertary network to ncude the
VET sector.
DEEWR dented an opportunty: t noted many TAFEs were proxmate to
the exstng tertary network and that for, n networkng terms, a sma
amount of funds, the tertary network coud be expanded to ncude the
ma|orty of TAFEs.
It was hypothessed that a natona network woud:

The Pro|ects am was to:
demonstrate the benets a hgh speed dedcated network can provde
to vocatona educaton and tranng, and
assst n deveopng ehectve strateges for cross-|ursdctona and
cross-sectora coaboraton for any future natona tertary educaton
network.
It was a proof of concept pro|ect to test the benets of, and dentfy ssues
assocated wth, a cross-|ursdctona hgh speed bre-optc network, that
woud dever end-to-end connectvty to vocatona educaton and tranng
nsttutons.

DEEWR requested a mnmum core network capacty of one ggabt.
AARNets proposed desgn was for a separate one ggabt waveength to
each connected nsttuton, where possbe. To ensure no cross-nsttutona
contenton on the backbone, t was scaed up to 10 ggabts. Lnks of
these capactes are now standard across tertary and research networks n
Austraa and overseas.
From a technca archtecture perspectve, the proof-of-concept network
was desgned to reect the thnkng of how the VEN may ook. It was
ntended to be a parae network sttng aongsde the AARNet network
utsng AARNets Dense Wave Dvson Mutpexng (DWDM) optca
transmsson equpment wth new equpment to provde the routng for the
VET sector.
The Proof-of-Concept Network (POCN) woud provde a dedcated backbone
network for the VET nsttutons that woud peer wth the AARNet network
enabng drect communcatons between the VET sector and the Hgher
Educaton and Research sectors. The Network was not panned to have
Internet access va AARNet due to Whoe of Government (WoG) nternet
purchasng arrangements. Canberra Insttute of Technoogy (CIT) and the

Vctoran dua-sector nsttutons were exstng AARNet customers and so
had access to the Internet va AARNet.

The orgna Workpan antcpated that Stage 1 of the network woud be
compete on 17 October 2008. The Workpan that was agreed n November
2008 pushed each of the stages back by severa months.
Stage 1 whch was due for competon by end of 2008 comprsed:
Canberra Insttute of Technoogy
SABRENet TAFEs (10) n South Austraa, and
n Vctora the dua sector TAFEs (Swnburne, RMIT, VU and Baarat who
were aready connected), Gordon Insttute and the Vctoran Coege of
Agrcuture and Hortcuture.
Stage 2 focussed on testng hypotheses, evauatng and ad|ustng and was
schedued to run December 2008 through November 2009.
Stage 3 nvoved addtona stes n Vctora and shoud ths not be
successfu, other stes mght be consdered ether n Vctora, other states
or prvate RTOs. Ths was to be competed by |une 2009.

A crtca aspect of the Network busness mode s to provde appcatons
on-net so that the tramc between users of the software patforms w
trave ony over the network. Ths has the benet of tramc traveng on an
uncontested, over-provsoned network, and that tramc, because s on-net
beng unmetered. In addton, appcatons that requred hgh capacty
connectvty to work were requred.
VET Vrtua was rened and redeveoped to meet the needs of the Access
to Bandwdth (A2B) Pro|ect and as such s an dea appcaton to oher to
the Network users.
Two other appcatons were deveoped durng the course of the Pro|ect:
the Practtoners Large Ma Box, and
mne.edu, an e-portfoo appcaton usng Mahara.

There were two strands to the POCN Pro|ect: budng the network and
usng t. The appcatons pro|ects were to be the vehce for testng
network appcatons, structured to demonstrate the capacty for such a
network to mprove educaton and tranng outcomes. The POCN was to be
competed to Stage 2 by ate 2008, eavng a whoe teachng year for any
appcatons pro|ects to run. Appcatons pro|ects had to be centred
around teachng devery that coud ony occur wth hgh capacty

The coaboratve mode empoyed for ths pro|ect was one that requred
consderabe goodw and accommodaton of the needs and nterests of

other partes and enormous enthusasm to mpement a worthwhe proof
of concept. However, as the sponsor of the pro|ect, DEEWR had to
approve a actvtes undertaken as part of the pro|ect and had the
utmate decson-makng power n reaton to how fundng w be aocated
and when pro|ect actvtes w be ceased.
VSC was responsbe for the management of the nanca reatonshp wth
AARNet Pty Ltd, on behaf of a partes to the pro|ect.
CIT, DFEEST and VSC were responsbe for engagng wth TAFE
practtoners n ther respectve |ursdctons to dentfy champons who w
ead ther states actvtes n reaton to the runnng of appcatons that
tra potenta uses of the network.
SABRENet Lmted, DFEEST and AARNet Pty Ltd were responsbe for
deveopng an ehectve and emcent method of connectng the SABRENet
TAFEs to the AARNet backbone.
AARNet were responsbe for estabshng, managng and operatng the
nfrastructure that w support the network.
A partes were responsbe for ensurng ehectve workng reatonshps
that provde the best envronment n whch to test the concept of a bre-
optc TAFE network.

Durng the mpementaton perod the Natona Broadband Network was
announced on 7 Apr 2009 foowed by the Vocatona Educaton
Broadband Network (VEN) on 22 Apr 2009. These announcements
changed the pocy envronment for the POCN Pro|ect and added demands
on resources n DEEWR that were aready overstretched managng the
POCN Pro|ect.

When the rst Workpan was prepared t was understood to be feasbe
that Stage 2 of the network bud woud be competed by the end of
December 2008. Ths was not acheved due, n arge part, the extensve
negotaton requred eadng up to the sgnng of the agreement between

DEEWR, VSC and AARNet. Forma agreement was reached n November
2008. In addton, the method of contractng and admnstratve structures
ed to ong ead tmes n the sgnng of the agreement between DFEEST
and AARNet. The Pro|ect Manager at the tme had to spend substanta
amounts of tme negotatng wth the partes. The remander of ths
secton deas wth the mpementaton actvty and ssues that occurred
once the nta negotaton and contractng phase was compete.

A bre-optca backbone has been estabshed between Adeade,
Mebourne and Canberra wth assocated routers that aow for a prvate
nter-TAFE network wth dedcated bandwdth to carry TAFE tramc
separatey to the rest of the AARNet tramc. Ths nk s a snge
waveength and snge router connecton n each State for the Proof-of-
concept network. The separate network aows exbty and an extended
set of servces that are not avaabe on the Standard AARNet network,
such as dherentatng connectvty between TAFEs, Unverstes and

The man reasons for the changes n network desgn were as foows:

The pro|ect never had a technca meetng between a |ursdctons,
ncudng the pro|ect representatves together wth ther government
nfrastructure departments and ther respectve outsourced WoG gateway
servce provders. Ths caused ssues where a technca desgn that suted
a partes was not agreed upon. Instead each |ursdctons outsourcer tod
AARNet the terms under whch a connecton coud be made. Ths became
an teratve process wth AARNet actng as the go-between, but havng to
pass a requests back through the reevant IT department to provde
nstructons to the Outsourcer (possby wth some approva from TAFE
management and the State Infrastructure Department n between). Fgure

3 shows a representaton of the ayered and ndrect nes of
communcaton that occurred when the network provder worked wth the
|ursdctons where IT servces were outsourced. Ths dynamc was
partcuary n evdence n engagng wth the network management mode
n pace n South Austraa. It resuted n there beng severa ayers
between the PoCN practtoners and pro|ect representatves and the
outsourced technca stah who actuay mpement the requred changes.
Fgure 3 represents the communcaton ows for the Denta Hygene
Pro|ect and the settng up of the VPN.

South Austraa has a strong whoe of government cuture for contract and
network management, wth centrased network management and a tered
set of rewas. Ths had sgncant mpact on the pro|ect tmenes and
consequenty the abty to conduct appcatons pro|ects. In addton the
resutng convouted network desgn meant South Austraan VET
practtoners dd not benet from beng part of the PoCN to any great
degree durng the course of the Pro|ect.

After some ong deays reatng to negotatons over Terms and Condtons
of Servce, the standard AARNet Access Agreement was sgned n |une n
ts orgna form wth no amendments made.
The desgn of the nterface between AARNet and SAuGov networks had to
be customsed to meet the terms set by the Department of Transport
Energy and Infrastructure (DTEI) who run the State ICT Servces Group and
manage StateNet, South Austraas WOG. These terms dd not aow
norma nter-network exchange of routng nformaton and dd not aow
nbound connectons nto the TAFE network.
DTEI and ther outsourcer (Dmenson Data) refused to aow any form of
dynamc routng exchange between the state network and AARNet so a
changes were manuay made wth teratve changes to statc routng and
Network Address Transaton rues based on observaton of what was and
was not workng and ndvdua work orders. It was ponted out eary that
vdeoconferencng s generay ncompatbe wth Prvate IP addressng and
Network Address Transaton (NAT) uness some form of proxy or rewa
traversa devce was used. A other PoCN members had a connecton to
AARNet usng Border Gateway Protoco (BGP) Routng whch AARNet uses
to assgn customers to partcuar communtes and decde whch
communtes have routes between each other.
Instead of the partcpatng TAFEs n South Austraa beng abe to work
freey wth any of the other partcpants n the Pro|ect access to
connectvty between Ges Pans TAFE and CIT for the denta pro|ect was
set up to run over a prvate network between the two stes. The
connecton must be made from the South Austraan end of the nk. CIT
w not be abe to make cas from ther system durng the tra, but w
receve the vdeoconference ca and streamng vdeo from Adeade. An IP
address on the standard AARNet network aso had to be provded for
connectvty to the VETVrtua servers.

In Vctora, TAFEs are autonomous enttes wth few constrants on the
contractng abty, ncudng network provsonng. However, the VSC has
proposed a state-based TAFE Broadband Network, and whe the contracts
for the provson of network servces were wth ndvdua TAFEs, the

Vctoran TAFEs ntay nssted on an "on-net ony" connecton because of
the proposed state-based network. However after the nta
mpementaton they found tte vaue n the mted connectvty and each
of the connected stes soon asked to have ther connecton changed to
ncude fu Internet access and unmetered access to AARNets peers and
content provders. Ths was the cause of the change n desgn of the
network n Vctora from what was orgnay proposed.
At the end of the Pro|ect the foowng TAFEs were connected: Kangan
Batman, Wam Angss, Wodonga and Gordon and the four dua-sector
nsttutons. On the sgnng of the head contract between the VSC and
DEEWR, VSC had been gven a hgh degree of dscreton as to whch TAFEs
woud be connected. The ndecson and changes of TAFEs to be ncuded
or not was aso detrmenta to Pro|ect outcomes. For exampe, East
Gppsand TAFE was not connected. Athough VERNet provsoned the
crcut n the rst week of |une, the connecton was canceed by Vctoran
Sks commsson days before t was due to be actvated. AARNet ntay
proposed to do a drect bud nto Gordon TAFE and then ater negotated
access to bre owned by another carrer whch was aready nstaed nto
the TAFE budng, however VSC preferred that VcTrack be engaged bud a
new connecton nto Gordon TAFE n ne wth ther state-based network
pan. Athough VcTrack provded nta estmates, na quotes to order
aganst were not provded as they coud not provde a crcut to any of
AARNets stes wthn Mebourne CBD.

CIT has been connected to AARNet snce |une 2003. ACT nformaton
technoogy nfrastructure s managed centray, by InTACT. |onng the
PoCN shoud have been, and was, a matter of course for CIT. However,
because of South Austraas restrctons on the type of connectvty and
VPN had to be estabshed. Ths meant substanta unantcpated work and
t was dmcut to schedue gven the demands aready on InTACT. They
had ntay agreed to have a new swtch nstaed nto the network to
provde the prvate network. However, when t came tme to test nks
from the newy nstaed vdeoconference system, InTact setup the oca
subnet usng an address range wthn the CIT pubc IP range (whch s
advertsed gobay through the standard AARNet network). They dd not
want to use the prvate network as ths woud restrct the vdeoconference

system from beng abe to connect to anyone except the South Austraan
TAFEs.

A webste was created to support the practtoners n usng the
appcatons and aso for the members of the Practtoners Network to
promote the use of the appcatons n ther nsttutons. Its address s:

These appcatons w contnue to be hosted by AARNet n 2010 and
avaabe to the VET sector to use.

VET Vrtua s a web-based nteractve meetng and teachng space.
VET Vrtua has provded an nteractve ocaton for teachers and students
to communcate and meet when dstance or after hours have made t
dmcut for face to face casses. On average VET Vrtua was actvey used
by 262+ teachers and students each month. Most partcpants made use
of audo whe traners extensvey used vdeo, the whte board and
PowerPont presentatons.

As a resut of ths pro|ect we are compng a coecton of quotes from
teachng stah and student n reaton to ther experences of VET Vrtua
durng the past 12 months. These w be made avaabe on

There are many career paths that now requre arge dgta es that woud
otherwse be dmcut to put nto a portfoo, such as archtects, muscans,
vdeo producers, cothng desgners, advertsng and many other IT-based
careers.
,)- Applications Projects
The ma|or am of the Pro|ect was to test the hypothess that a hgh speed
dedcated network woud provde benets and advantages to vocatona
educaton and tranng. To do ths the network, once but, needed to be
used and the outcomes of the use evauated and the Appcatons Pro|ects
were ntended to do ths. The extensons of tme requred for the network
bud made t amost mpossbe to run the ntended pro|ects over the
network.
A budget of $250,000 was avaabe for ths purpose. The sma amount
avaabe was probematc for ths aspect of the Pro|ect.
An Appcatons Coordnator was apponted n |anuary 2009, three days per
week, reportng to DEEWR. The roe was ncreased to 4 days per week n
|uy. The purpose was to coordnate and gude the Appcatons Pro|ects
and support the practtoners.
A Practtoners Network was estabshed and met monthy. Membershp
comprsed representatves of each partcpatng nsttuton and the
coaboratve partners (see 6.2). Engagement structures wth practtoners
vared from |ursdcton. CIT was straghtforward from a |ursdctona

perspectve. In South Austraa one person was nomnated to be the pont
of contact and to work wth practtoners n SA. In Vctora a two ter
approach exsted, wth Sks Vctora and wth the nsttutons themseves.
Agan, n Vctora, the engagement was wth e-earnng practtoners or
managers. A wk was set up for the members to use at http://pocn-
practtoners-network.wkspaces.com/.
Pro|ect submssons were caed for and submtted n Apr. At ths stage
the Pro|ect from an appcatons perspectve was hampered by the mted
fundng.

Anne Caddy, Wayne Hoare and |en Dunbabn met n Hobart on 7 Apr to
assess the appcatons. At ths stage t was understood there was up to
$750,000 avaabe for appcaton pro|ect fundng.

In |une 2009 VSC advsed that ths was no onger the case, and n fact the
Pro|ect may be overspent. Consequenty, the E-portfoo Pro|ect and TAFE
TV were dscontnued.
Dental 0y!iene Project
Ths appcaton pro|ect nvoved estabshng a pont to pont hgh
denton vdeo conferencng nk between Canberra Insttute of
Technoogy and Ges Pans Campus, TAFE SA to dever components of
denta hygenst tranng across these campuses. The pro|ect w enabe
students to vew hgh denton ora examnatons usng an ntraora
camera, demonstratons of nstrument use n rea-tme and to partcpate
n cass dscussons va vdeo conferencng.
Students were to be abe to observe rea tme examnaton and practces
on a hgh denton vewng medum wth supportng daogue and
conversaton.
As noted n 3.1.1, ths Pro|ect encountered many dmcutes n estabshed
the vdeo connecton and hence none of the panned teachng sessons

occurred. CIT and Ges Pans w use the network and equpment for
teachng n the rst semester of 2010.
The mpementaton of ths pro|ect hghghted that most TAFE campuses
do not have the network nfrastructure to dever the requred connectvty
to partcuar budngs or cassroom. Both CIT and Ges Pans had to ay
bre to connect the budngs that were to be used to ther centra network
hub.
,). 3o4ernance and Project ana!e1ent
In mountng ths pro|ect VET was at the vanguard of technoogy n
educaton. The deveopmenta and ground breakng nature of ths Pro|ect,
whch nvoved mutpe |ursdctons and eds of actvty (practtoners,
networks, pocy), aong wth the heavy reance on gratutous
contrbutons from the coaboratve partners and the need for
condentaty, had a marked mpact on both the governance and
management of the Pro|ect. The compexty of ths type of undertakng
cannot be underestmated.
The contrbutons made through goodw to the Pro|ect by many peope
were much apprecated, however, because of the demands of ther roes
often the Pro|ect work rghty had to fa n ne wth other demands. TAFEs
now are bg busnesses wth bg busness modes of management whch
made t dmcut for even the most enthusastc practtoners to devote the
tme requred to the Pro|ect. Ths mode s not a sustanabe one.
There were many externa agendas that had mpact on the progress and
drecton of the pro|ect; agendas that were often n conct wth the
agenda of the Pro|ect, whch was to estabsh a natona end-to-end proof
of concept network. It woud be smpstc to anayse ths Pro|ect purey as
a pro|ect management exercse and many usefu earnngs about
mpementng a natona nfrastructure n a federa envronment woud be
ost.
Due to the very sma wndow of opportunty to secure the $2.5 mon for
the Pro|ect, the funds we dstrbuted to the VSC before to Pro|ect started.
Ths put the Pro|ect at a dsadvantage from the start as there was no
mechansm avaabe to DEEWR to ensure performance accordng to
agreed tmenes.

network whch made t mpossbe to run the appcatons pro|ects as
envsaged, changed network desgn and the mted funds for appcatons
pro|ects, and the condenta nature of the Pro|ect (t coud not be wdey
dscussed unt Apr 2009) whch made genera communcatons and
promotng engagement across even the partcpatng nsttutons dmcut.

By the competon of the pro|ect a network of as shown n Fgure 2 was
but. The core between Adeade, Mebourne and Canberra was competed
on 16 |une 2009.

other nsttutons were reachabe through the AARNet connecton.
Tea Tree Guy TAFE has been connected to the South Austraan State
Government (StateNet) hub va SABRENet.

Connecton between the StateNet hub and AARNet has been estabshed,
however t s mted to specc appcatons between specc hosts. It does
not provde drect communcaton between a SABRENet connected TAFEs
and a AARNet connected nsttutons as was envsaged due to StateNet
restrctons.
The VPN requred by StateNet dd not support vdeoconferencng due to
the way t used a snge IP address that was connected to the prvate
network usng Network Address Transaton (NAT). Vdeoconference
streams from South Austraa are now routed va the pubc network usng
the gateway operated by the Tee-Learnng Consortum (TLC) wthn SA
TAFE.
Whe a VPN crcut was nstaed nto Canberra Insttute of TAFE (CIT) for
the denta hygene pro|ect, t s not beng used as ths woud mt the
connectvty of the vdeoconference system to connectons to South
Austraa ony.
In Vctora, connectons were estabshed between AARNet and Wodonga
TAFE, Wam Angss TAFE and Kangan Batman TAFE. A crcut to East
Gppsand was provded through VERNet, but was canceed pror before a
workng servce to AARNet coud be estabshed.
Athough AARNet provded optons for connectvty to Gordon TAFE, these
were not approved by Sks Vctora who nstructed AARNet to pursue
connectvty through Vctrack.
AARNet and VcTrack dd come to agreement on Terms of Servce and
Acceptabe use, however VcTrack were unabe to provde a quote on
whch AARNet coud pace an order for a pont-pont servce between
ether Gordon or Homesgen TAFEs and any AARNet pont of presence
wthn Mebourne CBD. It s understood however that Gordon TAFE
currenty has some eve of connectvty to AARNet through ts nk to
Deakn Unversty.

Ths aspect of the pro|ect progressed we, n that the software was
avaabe to practtoners to use and we supported. In addton, the wder
VET communty used these natona patforms.

access the patform, hence the work of the Framework, noted above.

As noted prevousy the Appcatons Pro|ects mpementaton was
hampered by nanca and network constrants. However, Wodonga TAFEs
experence serves as evdence that the thess to be tested by the POCN
Pro|ect s sound.
Wodonga TAFE n Vctora has been connected to AARNet as a fu-servce
customer snce Apr. They are very happy wth the performance and
reabty of the AARNet network servces and the postve mpact on hgh
capacty connectvty and note the foowng outcomes:

around practce, pocy and procedures so that these coud be nserted nto

n hgher educaton and research network desgn, both n Austraa and

had to upgrade ther routers. Another htch was that Testra assgned IP
address ranges coud no onger be used and AARNet had to suppy a new
range whch meant renumberng of servers and updatng Doman Name
Servces.

Corporate networks are often but usng "waed garden" prncpes where
the buk of communcatons s nterna and securty threats are seen as
beng prmary from externa sources. These networks generay have a

gateway/rewa/DMZ system that mposes qute heavy restrctons on
network use - partcuary reated to nbound connectons.
Educaton networks are generay more exbe wth securty threats |ust
as key to come from nterna networks as from the wder nternet. An
educaton network sees tsef as part of the goba network as both a
contrbutor and consumer of content, rather than as a prvate network
hdden behnd a market front. To acheve the desred educatona
outcomes, there needs to be a coser reatonshp between the needs of
the educaton practtoners and the ICT management that contros network
securty.

ranges (both n IPv4 and IPv6) w change reguary over tme as new stes
connect and organzatons and amatons change. Statc programmng of

Durng ths Pro|ect we tested mutpe servers and server conguratons
ncudng Wndows Server 2003 usng PHP, .NET and Lnux based Ubuntu
Servers wth Apache and PHP, 32bt and 64bt.
The servers provded for ths pro|ect were exceptona, hgh quaty and
capabe of pushng through a ot more data and handng many more users
than we provded n the test cases. What we dd nd s that athough the
server was consstent, the cent networks and physca computers we
exacty the opposte, sendng data wth ntermttent gaps n transmsson.
Obvousy havng a capabe server or servers s ncredby mportant, but t
st hangs on the assumpton that the cent s provdng quaty consstent
nformaton and that s an ssue for the ndvdua organzatons to ether
recommend that stah use more capabe computers for ths type of meda
work and/or make pocy changes to the OOS/bandwdth mtng of the
computers beng used for ths type of meda nteracton.
Reco11endation
Havng a specc coecton of PCs maybe n a brary or meda room that
are tuned and have hgher bandwdth aocatons for usng these types of
servces w provded a more en|oyabe experence and a controed
souton to provde arge e or rea tme communcaton experences for

In ths scenaro we aso noted that Lnux based servers, as opposed to
Wndows, handed the arge e transferrng sghty better and wth more
tunng the wndows based servers coud be made to run as emcenty as
the Lnux server. As there are many factors here t s ony an
acknowedgement that straght out of the box the Lnux based servers
were emcent at ths type of nteracton.
Aso, some of the functons nvoved n VET Vrtua, speccay the
converson of PowerPont to onne presentatons caused a consderabe
dran on server resources. On most occasons t dd not mpact the use of
the audo and vdeo communcaton but under heaver oad t coud be an
ssue.
Reco11endation
Use separate servers for Rea Tme communcaton appcatons, Web HTTP
servces and Large Fe Transferrng. Large e transferrng puts a heavy
oad on the server as we and athough t s not atency ahected, f you
have rea tme nteracton from the same server the rea tme atency w
be dramatcay ahected by the arge e processes.

Appcatons were tested on varyng cent machnes, browsers, operatng
systems and ocatons.
The key areas of dscusson revove around the browser verson, ports and
network ocatons n reaton to oca network management. The bggest
ssues were port avaabty for streamng meda and ast me bandwdth,
quaty of servce and bandwdth mtng.
Reco11endation
Puttng together a specc pocy n regard to addtona non http ports for
rea tme communcaton w dramatcay mprove the experence for
everyone usng rea tme appcatons. In fact the dherence between http
port 80 and usng, for exampe, port 1935 s a mnmum of doube usuay
more atency ncrease. If the pocy was specc to ony aowng 443 SSL
port then you have an addtona ayer of securty. Most Rea Tme
Communcatons servers support 443.
From the dscusson wth stah t has become apparent that athough they
do ke the dea of coud servces - they are st more nterested n havng

servce. Even though the cost of mantenance, hardware and support can
be reatvey hgh, the fact that they can ocay contro the envronment,
server, securty and other servces makes the dea of usng oca servce

What ths means s that athough the new network provdes a massvey
ncreased ppene, the cents seem to want to have ther own servces,
sef hosted and managed, that they can provde for ther students.
The smaer the organzaton, the more they want SAAS appcatons
avaabe On-net, the arger the organzaton, the more they want ther
own, controabe envronment.
Reco11endation
Provdng a servce that can run as a oca Rea Tme Communcaton
servce so that any oca data s kept nsde the oca network w provde
ower atency and a controed envronment. Communcaton from the oca
server to a centra server for cross nsttute, cross |ursdctona rea tme
communcaton can be acheved usng an Orgn server. Ths s sometmes
referred to as an Edge/Orgn strategy. Ths w aso aow the

estabshment and operaton of the physca network and the budng of

An "Appcatons Reference Group" has been formed wth representatves from
a partcpatng |ursdctons, as we as AARNet, SABRENet and Sks
Tasmana. The group w nform the pro|ect on matters to do wth the
seecton and mpementaton of appcatons. The group agreed to the
foowng crtera for the seecton of appcatons:

the pro|ect, and the cross-|ursdctona coaboratve arrangements
for the pro|ect, by ncudng the foowng statement:

7. Procedure for varaton of workpan
Ths workpan ncudes areas of engagement that are sub|ect to varaton,
partcuary n reaton to expendture amounts, where bre-optc ta crcuts
may be but and what appcatons w be traed across the network.
Where a varaton s consdered to be necessary, the detas of the varaton,
ncudng the reason why the varaton s requred, must be submtted to
DEEWR as soon as the need for such a varaton becomes apparent.
DEEWR w, at ts absoute dscreton, agree, not agree or agree wth
amendment to the request for varaton of the workpan.
No varaton may be made to ths workpan wthout the wrtten consent of
DEEWR.
