1 Introduction
1.1 Scope
This document describes the feature Mobility Between UMTS and LTE.
1.2 Intended Audience
This document is intended for:

2 Overview
Long-Term Evolution (LTE) is a technology that evolves from Universal Mobile
Telecommunications System (UMTS). LTE is gaining momentum to dominate the mobile
communications networks.
During the initial stage of LTE network deployment, it is difficult to provide seamless LTE
coverage in the entire network. To solve this problem, the feature Mobility Between UMTS and
LTE (WRFD-020126 Mobility Between UMTS and LTE Phase 1) is introduced.
With this feature, a UE supporting both UMTS and LTE can obtain higher rates in areas covered
by both UMTS and LTE. In addition, the UMTS network can take over LTE UEs in areas where
the LTE network does not provide coverage or the LTE network capacity is not enough. The
feature protects investments on the existing network, improves the quality of service (QoS), and
enables smooth network evolution.
In a common initial deployment scenario, an LTE network provides high-rate mobile broadband
services in hotspots, whereas a UMTS network provides low- and medium-rate mobile broadband
services and seamless coverage in wide areas.

3 Cell Selection and Reselection
3.1 Overview
When a UE is powered on, it initially selects a public land mobile network (PLMN) based on the
radio access technology (RAT) priorities of PLMNs stored in its SIM card.
If the UE receives system information block type 19 (SIB19) from a UMTS network, it selects a
PLMN based on the RAT priorities of PLMNs included in SIB19. Otherwise, it remains in the
current PLMN.
In the UMTS network, SIB19 includes the absolute priority of the serving cell and the absolute
priority of each LTE frequency. When an LTE frequency has a higher absolute priority than the
serving cell, the UE reselects an LTE cell on this frequency if other conditions for LTE cell
reselection are also met. When the absolute priority of each LTE frequency is lower than that of
the serving cell, the UE reselects another UMTS cell if other conditions for UMTS cell reselection
are also met.
In the LTE network, SIB3 includes the absolute priority of the serving cell, SIB5 includes the
absolute priority of each LTE frequency, and SIB6 includes the absolute priority of each UMTS
frequency. Based on these priorities, a UE can determine whether to select/reselect a UMTS cell
or an LTE cell.
3.2 Cell Reselection Procedure
Based on signal quality of neighboring cells, the UE determines whether to reselect a neighboring
cell. For details about the cell reselection procedure, see the UE Behaviors in Idle Feature
Parameter Description.
3.3 Measurement Criteria
The design of radio resource management (RRM) is closely related to the measurement
procedure and measurement results.
If the absolute priorities of LTE frequencies are configured for the serving cell, these priorities
must be different from the absolute priority of the serving cell. In this case, the criteria for
triggering inter-RAT measurement are as follows:
If some neighboring LTE cells have higher absolute priorities than the serving cell, the UE
measures these LTE cells.
If some neighboring LTE cells have lower absolute priorities than the serving cell, the UE
measures these LTE cells under the condition Srxlev

are determined by the ThdPrioritySearch1 and
ThdPrioritySearch2 parameters, respectively. These two parameters can be set by using
the ADD UCELLSELRESEL or MOD UCELLSELRESEL command on an RNC LMT.

For neighboring UMTS cells and GSM cells, the criteria for inter-RAT measurement are the same
as those associated with the hierarchical cell structure (HCS), which are described in the UE
Behaviors in Idle Feature Parameter Description.
3.4 Cell Reselection Criteria
After the UE completes the measurement of the serving cell and neighboring cells, the UE
reselects the best available cell to camp on.
For cell reselection between UMTS and GSM, the UE uses the H criteria or R criteria. For details
about the H criteria and R criteria, see the UE Behaviors in Idle Feature Parameter Description.
For cell reselection between UMTS and LTE, the UE uses the cell reselection criteria based on
absolute priorities.
If the absolute priorities of LTE frequencies are configured for the serving cell, the UE reselects a
neighboring LTE cell if one of the following conditions is met:

This cell has a higher absolute priority than the serving cell.

For each UMTS cell, the absolute priorities of a maximum of eight LTE frequencies can be configured.
3.5 System Information Block Type 19
To access a cell, the UE needs to know the configuration information about the cell. The UE
obtains this type of information by reading the system information that is broadcast in the cell.
The system information is sent by the UTRAN to the UE through the master information block
(MIB) and system information blocks (SIBs). For detailed information about SIBs, see 3GPP TS
25.331.
To enable cell reselection from UMTS to LTE, the UTRAN must send a neighboring LTE cell list
and reselection parameters to the UE. Based on the information, the UE can perform neighboring
cell measurement and reselection.
In the UTRAN, the LTE frequencies and their absolute priorities are indicated in SIB19.
Therefore, to support cell reselection from UMTS to LTE, the RNC must support SIB19.
The UE determines whether to reselect a UMTS cell or an LTE cell based on the following
criteria:
If an LTE frequency has a higher absolute priority than the serving cell, the UE reselects
the LTE cell if other conditions for LTE cell reselection are also met.
If the broadcasting of SIB19 is disabled or each LTE frequency has a lower absolute priority
than the serving cell, the UE reselects another UMTS cell according to the H criteria or R
criteria.
Enabling or disabling SIB19 broadcasting is controlled by the SibCfgBitMap parameter, which
can be set by using the MOD UCELLSIBSWITCH command on the RNC LMT.
4 Service-Based PS Service Redirection from UMTS to LTE
4.1 Overview
This section describes the feature WRFD-020129 Service-Based PS Service Redirection from
UMTS to LTE.
If a UMTS/LTE dual-mode UE establishes only PS services in UMTS under the hybrid macro
coverage of UMTS and LTE, the RNC can redirect the UE to the LTE network.
This feature provides a substitute for PS handover from UMTS to LTE, if the UE or network does
not support the PS handover from UMTS to LTE at the initial stage of UMTS and LTE hybrid
network deployment. With this feature, PS services can be redirected from UMTS to LTE to
improve user experience.
The RNC can redirect a UE from UTMS to LTE, if the following conditions are met:
The UE reports its capability to the RNC that the UE supports both UMTS and LTE.
After service setup or service modification, the UE is processing only PS services and all its
PS services are allowed to be established in LTE (the RAB assignment message from the
CN does not contain a restriction against PS handover to LTE).
The conditions of PS handover from UMTS to LTE are met but the UE or network does not
support the PS handover from UMTS to LTE.
If the network does not support the PS handover, run the ADD ULTECELL command and
set the SuppPSHOFlag parameter to disable the PS handover on the Iu interface to avoid
unnecessary signaling procedures.
If the preceding conditions are met, the RNC sends a measurement control message to the UE
and instructs the UE to measure the signal quality of neighboring LTE cells. If the signal quality of
neighboring LTE cells is desirable, the UE reports event 3C to the RNC. The RNC sends the UE
an RRC CONNECTION RELEASE message, instructing the UE to be redirected to LTE. This
message also carries the information about the LTE frequency.
4.2 Triggering
The requirements for triggering PS service redirection from UMTS to LTE are as follows:
The HO_LTE_PS_OUT_SWITCH check box in the HoSwitch parameter is selected.
The HO_LTE_SERVICE_PS_OUT_SWITCH check box in the HoSwitch parameter is
selected.
The UE supports LTE and is capable of being redirected from UMTS to LTE.
After Radio Access Bearer (RAB) setup, modification, release, and relocation, the RNC
checks whether the information element (IE) E-UTRAN Service Handover is contained in
the remaining RABs. As indicated in 3GPP TS 25.413-930, the E-UTRAN Service
Handover IE has only one option HO_TO_E-UTRAN_SHALL_NOT_BE_PERFORM, which
indicates that the RAB cannot be redirected from UMTS to LTE.
If the RNC receives an E-UTRAN Service Handover IE from the CN for a given RAB, the
RNC does not trigger the measurement of LTE signals.
If the RNC does not receive any E-UTRAN Service Handover IE from the CN for a given
RAB, the RNC triggers the measurement of LTE signals if the EUTRANSHIND parameter
is set to HO_TO_EUTRAN_SHOULD_BE_PERFORM.
If none of the remaining RABs contains a restriction against service handover to LTE, the
RNC triggers the measurement of LTE signals.
4.3 Measurement
The RNC sends a measurement control command to the UE to initiate the measurement of LTE
signals. Only event 3C is involved in the measurement control process of service redirection.
The following table describes the details of the measurement.

When the conditions for reporting event 3C are met for a period specified by
the TrigTime3C parameter, the UE sends a measurement report of event 3C.
Measurement
time
The radio network performance is affected if the UE implements the
measurement in compressed mode for a long period of time. To prevent this
impact, the RNC stops the measurement and deactivates the compressed
mode to stop the service redirection, if no redirection decision is made upon
the expiration of the timer U2LTEMeasTime.
Neighboring
cell list
A maximum of 32 neighboring LTE cells can be configured by using the ADD
ULTECELL command.
The SuppPSHOFlag parameter is used to enable or disable the PS handover
procedure to a neighboring LTE cell.

4.4 Decision and Execution
After receiving the measurement report of event 3C of an LTE cell, the RNC redirects the UE to
the LTE cell.
The RNC sends the UE an RRC CONNECTION RELEASE message and indicates the frequency
of the target LTE cell. The UE attempts to access the LTE cell on the frequency indicated in the
message.
5 Engineering Guidelines
5.1 Typical Scenarios
Typical Scenario 1
In the early stage of LTE network deployment, the network does not support CS services. To
make voice calls, users have to fall back to UMTS by using the Circuit Switch FallBack (CSFB)
feature.
After the CS service of a UE falls back to UMTS, the PS service of the UE is also falls back from
LTE to UMTS. A PS service generally lasts longer than a CS service. Assuming that a UE under
the UMTS and LTE overlapping coverage has ended a CS service in UMTS and still has an
ongoing PS service, the UE and the ongoing PS service will be redirected to LTE.
Typical Scenario 2
When a UE under the UMTS and LTE overlapping coverage originates a PS service in UMTS,
the RNC makes a decision based on the indication in the RAB assignment message sent by the
core network (CN). If the indication does not specify RABs that cannot be shifted to LTE, the RNC
will hand the UE over to LTE if the LTE signal quality is satisfactory.
5.2 Main Factors Affecting This Feature
The RNC decides whether to redirect the UE to LTE, based on the IE "E-UTRAN Service
Handover" in the RAB assignment message or the Relocation Request message from the CN. If
this IE specifies that a RAB cannot be set up in LTE, the UE cannot be redirected to LTE. The
UMTS-to-LTE PS handover or redirection of a dual-mode UE is determined by the CN settings. If
the CN does not issue the settings, the RNC makes decision based on the parameter setting in
the RNC.
The UE must support LTE signal measurement and UMTS-to-LTE PS redirection. This is
because the UE needs to measure the LTE signal quality before a redirection can be performed.
Quality-based redirection increases the redirection success rate and decreases the call drop rate.
5.3 Suggestions for Deploying This Feature
Compared with the PS redirection, the PS handover interrupts services for a shorter amount of
time but causes a heavier signaling load. Therefore, a PS handover is preferred if the network is
capable of handling the heavy signaling load. Otherwise, a PS redirection is preferred.
5.4 Performance Monitoring
The counter VS.U2LTEHO.RRCRelease.Service can be used to measure the number of service-
based cell-level redirections from UMTS to LTE triggered by the RRC Connection Release
message.

1) HO_ALGO_HCS_SPEED_EST_SWITCH: When the
switch is on, the RNC evaluates the UE's moving speed in
the HCS and initiates fast intra-layer or slow inter-layer
handover.
2) HO_ALGO_LDR_ALLOW_SHO_SWITCH: When the
switch is on, the LDR inter-frequency handover is allowed
during soft handover.
3) HO_ALGO_MBMS_FLC_SWITCH: When the switch is
on, the UE requires that the redirection strategy be used
for frequency layer convergence.
4) HO_ALGO_OVERLAY_SWITCH: When the switch is
on, the associated receiving and mobility algorithms of the
overlay network are used. When the switch is not on, the
associated algorithms are not used. Overlay network is an
UTRAN network covering present network, it supports
HSPA, MBMS and other new features. To satisfy new
requirements of operator and restrictions of present
network, overlay network realizes operation distribution
and load sharing between new network and present
network, also gives special handling for mobility
management of network verge.
5) HO_INTER_FREQ_HARD_HO_SWITCH: When the
switch is on, the RNC is allowed to initiate inter-frequency
measure control or the load-based inter-frequency hard
handover upon the handover decision on inter-frequency
load.
6) HO_INTER_RAT_CS_OUT_SWITCH: When the switch
is on, the RNC is allowed to initiate inter-frequency
measure control and the CS inter-RAT hard handover from
the 3G network to the 2G network.

HO_INTER_RAT_PS_3G2G_CELLCHG_NACC_SWITCH:
When the switch is on, the NACC function is supported
during the PS inter-RAT handover from the 3G network to
the 2G network in the cell change order process. When the

switch is not on, the NACC function is not supported.
When PS_3G2G_RELOCATION_SWITCH is ON, this
switch is useless. When the NACC function is supported,
the UE skips the reading procedure as the SI/PSI of the
target cell is provided after the UE accesses the 2G cell.
Thus, the delay of inter-cell handover is reduced.
8) HO_INTER_RAT_PS_3G2G_RELOCATION_SWITCH:
When the switch is on, the PS inter-RAT handover from
the 3G network to the 2G network is performed in the
relocation process. When the switch is not on, the PS
inter-RAT handover from the 3G network to the 2G
network is performed in the cell change order process.
9) HO_INTER_RAT_PS_OUT_SWITCH: When the switch
is on, the RNC is allowed to initiate inter-frequency
measure control and the PS inter-RAT hard handover from
the 3G network to the 2G network.
10) HO_INTER_RAT_RNC_SERVICE_HO_SWITCH:
When the switch is on, the attributes of inter-RAT
handover of the services are based on the configuration of
RNC parameters. When the switch is not on, the attributes
are set on the basis of the CN. If no information is provided
by the CN, the attributes are then based on the RNC
parameters.

HO_INTRA_FREQ_DETSET_INTO_ACTSET_SWITCH:
When the switch is on, the cells in the detected set from
which the RNC receives their valid event reports can be
added to the active set. The cells allowed to be added to
the active set must be the neighboring cells of the cells in
the active set.
12) HO_INTRA_FREQ_DETSET_RPRT_SWITCH: When
the switch is on, statistics on the intra-frequency
measurement reports of the detected set are taken.
13) HO_INTRA_FREQ_HARD_HO_SWITCH: When the
switch is on, the RNC is allowed to initiate the intra-
frequency hard handover.
14) HO_INTRA_FREQ_RPRT_1J_SWITCH: When the
switch is on, the event 1J is included in the delivery of
intra-frequency measurement control if the UE version is
R6.
15) HO_INTRA_FREQ_SOFT_HO_SWITCH: When the
switch is on, the cells on the RNC can active the soft
handover. When the RNC receives reports on the events
1A, 1B, 1C, or 1D, associated addition, removal, and
replacement of handover cell of the soft handover are
initiated.
16) HO_MC_MEAS_BEYOND_UE_CAP_SWITCH: When
the switch is on, the neighboring cell whose frequency
band is beyond the UE's capabilities can also be delivered
in the inter-frequency measurement list.

17) HO_MC_NCELL_COMBINE_SWITCH: When the
switch is on, the neighboring cell combined algorithm is
used during the delivery of the objects to be measured.
When the switch is not on, the optimal cell algorithm is
used.
18) HO_MC_SIGNAL_IUR_INTRA_SWITCH: When the
switch is on, intra-frequency handover is allowed over the
Iur interface if the UE has only signaling.
19) HO_MC_SIGNAL_SWITCH: When the switch is on,
quality measurement on the active set is delivered after
signaling setup but before service setup. If the UE is at the
cell verge or receives weak signals after accessing the
network, the RNC can trigger inter-frequency or inter-RAT
handover when the UE sets up the RRC.
20) HO_MC_SNA_RESTRICTION_SWITCH: When the
switch is on, the RNC controls the UEs in the connected
state based on the configurations on the CN. The UEs can
only access and move in authorized cells.
21) HO_LTE_PS_OUT_SWITCH:This bit field is added
under "Handover Algorithm Switch".
HO_LTE_PS_OUT_SWITCH is the switch for the
handover from UMTS to LTE. The meaning of the bit field
is as follows:
When this bit field is selected, this switch is set to ON. In
this case, the RNC is allowed to send an LTE
MEASUREMENT CONTROL message to the UE and to
initiate an inter-RAT PS handover from UMTS to LTE.
When this bit field is not selected, this switch is set to OFF.
In this case, the RNC is not allowed to send an LTE
MEASUREMENT CONTROL message to the UE or to
initiate an inter-RAT PS handover from UMTS to LTE.
22) HO_LTE_SERVICE_PS_OUT_SWITCH :This bit field
is added under "Handover Algorithm Switch".
HO_LTE_SERVICE_PS_OUT_SWITCH is the switch for
the service-based handover from UMTS to LTE. The
meaning of the bit field is as follows:
When this bit field is selected, this switch is set to ON. In
this case, the RNC is allowed to send an LTE
MEASUREMENT CONTROL message to the UE based on
service and to initiate an inter-RAT PS service-based
handover from UMTS to LTE. When this bit field is not
selected, this switch is set to OFF. In this case, the RNC is
not allowed to send an LTE MEASUREMENT CONTROL
message to the UE based on service or to initiate an inter-
RAT PS service-based handover from UMTS to LTE.
23) HO_H2G_SRVCC_SWITCH :This bit is a Single Radio
Voice Call Continuity (SRVCC) switch for the VoIP service
that is handed over to GERAN. SRVCC ensures the
continuity of voice services that are handed over between
the CS domain and the IP Multimedia Subsystem (IMS).

When it is set to "ON", it indicates that the VoIP service
can be handed over to GERAN through SRVCC
procedure.
When it is set to "OFF", it indicates that the VoIP service
cannot be handed over to GERAN through SRVCC
procedure

Meaning:If the signal quality (CPICH Ec/No measured by
the UE) of a neighboring cell is better than that of the
serving cell during the specified time of this parameter, the
UE reselects the neighboring cell. It is used to avoid ping-
pong reselection between different cells. Note that the
value 0 corresponds to the default value defined in the
protocol.
Set the parameter as follows:
1. Ensure that the UE can reselect a cell when crossing
the non-soft-switch area of the cell and that the UE timely
performs location updates, cell updates, or URA updates
when necessary.
2. Ensure that the UE does not reselect a cell when it is in
the soft-switch area of the cell. In this way, the
unnecessary location updates, cell updates, and URA
updates are avoided.
3. Consider the difference between cells that cover
different areas, for example the cells covering highways
and cells covering densely populated areas. TIf the
parameter is set to a comparatively low value, the ping-
pong reselections may be caused. The parameter can be
increased in populated area and reduced in high-speed
movement. If the parameter is set to a comparatively high

high, and thus cell reselections may be affected.
