201. Survey Requirement
(1) In cases where KR has performed all statutory surveys which led to the existing
statutory certificates on-board..................................................................................................
- At the time of the change of flag, if the due dates for the survey for existing
certificates are within the 3 months' window, then renewal/ intermediate/
periodical/annual surveys, as the case may be, has been carried out immediately.
- Otherwise, a general examination of items relevant to each of the statutory
certificates has been carried out and satisfactorily completed.
(2) In cases where KR has not performed the statutory surveys, which led to the

302. IMMERSION SUIT
(1) At least two(2) additional immersion suits were placed at the remotely located
workstations. Remotely located workstations are those located more than 100
meters, measured horizontally, from the place where the immersion suits are
stowed. A watch station is any place of the ship where the crew performs its
normal watch keeping duties.

- every fifth year at a suitable shore based facility, irrespective of immersion
suit's age.
ii) The ship must be in possession of the immersion suit Manufacturer's Service
Manual and an appropriate Test Kit accepted / recommended (written
acceptance / recommendation should be available onboard) by the immersion
suits manufacturer.
iii) The ship's crew members designated to perform the testing shall be trained
in the use of the test equipment and the procedures / instructions contained
in the manufacturer's Service Manual regarding the periodic testing and the
related inspections of the immersion suits. All designated crew members shall
hold a valid training certificate issued by the test equipment manufacturer.
iv) Procedures for the periodic testing and inspection of the immersion suits
must be incorporated into the instructions manual for onboard maintenance in
accordance with the guidelines contained in Regulation 36 / Chapter III of
SOLAS.
v) The results of the inspection and testing of the immersion suits must be
recorded in the log required by Regulation 36.7 / Chapter III of SOLAS. The
date of the testing and inspection and the person(s) conducting the testing
must be recorded in the ship's official logbook and in the log required by
Regulation 36.7 / Chapter III of SOLAS.
vi) If, as a result of the onboard periodic testing / inspection, an immersion suit
is found to need repair, such repairs must be made at a suitable shore based
facility.
vii) The periodic testing may be contacted without a RO surveyor being
present.
d. Vacuum Packed Immersion Suits (exchange concept) are also accepted onboard
Cyprus Flagged Ships provided: ........................................................................................
I) Instructions for the monthly inspection of the vacuum pack are provided
onboard by the immersion suits manufacturer. It is hereby accepted that
these instructions substitute the monthly inspection procedure required by the
MSC/Circ.1047.
ii) If the inspection indicates that the vacuum pack is damaged, the immersion
suit must be immediately either inspected as per the MSC/Circ.1047 or sent
for inspection and re-packing to an approved service station.
iii) There is a sufficient number of immersion suits onboard which the crew can

not exceeding two years. In case the loss of contents of the system as a
whole or of an individual part or unit of the system exceeds 10%, the
system or the individual part or unit of the system should be recharged.
ii) The chemical composition of foam medium used in fixed fire extinguishing
systems should be tested no later than three years after the date it was
installed on board and thereafter at yearly intervals.
iii) At least 10% of the pressure vessels containing fire extinguishing medium
should be hydrostatically tested no later than 10 years from the date of
the completion of their initial testing following their construction and
thereafter 10% of the pressure vessels should be hydrostatically tested
during each 10 years period.
iv) The control valves of fixed fire extinguishing systems should be internally

should be replaced at the intervals not exceeding every ten years.
v) Containers which are kept under pressure should be internally inspected
and hydrostatically tested at interval not exceeding five years.

According to regulation 12 of Annex VI of MARPOL 73/78, as from 1st July
2010, any ship subject to compliance with regulation 6.1 of the same Annex, shall
maintain a List of Equipment containing Ozone Depleting Substances (ODS).
Also, each ship subject to regulation 6.1 which has rechargeable systems that
contain ozone depleting substances shall maintain an Ozone Depleting Substances
Record Book. This Record Book may form part of an existing log-book or
electronic system as approved by the Administration.

9) Lifeboat Release and Retrieval System
.1 All types of existing lifeboat on-load release and retrieval systems design shall
be reviewed, and the performance test witnessed by an Administration or by a
Recognized Organization before 1 July 2013 in accordance with MSC.1Circ.1392.
Failing to do so, shall result into the release and retrieval system to be considered
as non-compliant and required to be replaced by a new lifeboat release and
retrieval system, within the dates above mentioned (after the first scheduled

An exemption certificate for the fixed fire-fighting equipment in cargo space may
be issued with list of cargoes permitted to carry provided that prior approval is
given by the Administration for the first time.
MPA have granted all the ships, upon application, exemption from full compliance
with GMDSS sea area A1 for voyages within 30-mile limits from the port limits of
Singapore in the course of which the vessel is not more than 20 miles from the
nearest land as follows:

.1 The equipment is type-approved and fully certificated to the applicable IMO
requirements by any of the 9 Recognised Organisations (ROs : ABS, BV, CCS,
DNV, GL, KR, LR, NK and RINA). The approved equipment shall bear the
marking of the RO that carried out the type approval. The marking shall be
traceable to the certification and test documentation for the equipment. or,
.2 The statutory equipment is type-approved by any of the 9 ROs in accordance

(2) For statutory equipment that is not approved by any of 9 ROs, the acceptance is to
be granted by MPA Singapore on a case by case basis. In the absence of any
proper documentation, such equipment will not be accepted for use on Singapore
registered ships.

review and consideration for acceptance:

SVG accepts the provision of two Load Line Certificates for different deadweight
values. The authorization for the issuance of such certificates may only be granted

The following procedures must be followed when more than one Load Line

(a) The Load Line marks for the deepest draft to be welded to the side shell and
verified by the attending surveyor.
(b) The secondary marks to be cut or punched into the side shell.

include at least: the name of the vessel, IMO Number, Call Sign, Flag, place where
the adjustment is carried out, name of the Master or certified adjuster/stamp/sign;
maker of the compass, sea and weather conditions, method used, numerical and
graphical results of deviation. This deviation table is valid two years.

(a) If the test has been unsuccessful, the vessel should also have documentation
attesting that a conformance test is being carried out.
(b) Owners/Managers should note that a new Ships Station License will also be
issued to reflect LRIT equipment. Owners/Managers should therefore apply to the
Administration for the issue of Conformance Test Report/ Ship's Station License.
(c) Systems and equipment used to meet the requirements of SOLAS Reg. V/19-1
should be capable of being switched off on board or be capable of ceasing the
distribution of long-range identification and tracking information:
- Where international agreements, rules or standards provide for the protection of
navigational information; or
- In exceptional circumstances and for the shortest duration possible where the
operation is considered by the Master to compromise the safety or security of the
ship. In such a case, the Master should inform the Administration without delay
and make an entry in the record of navigational activities and incidents
maintained in accordance with SOLAS Reg. V/28, setting out the reasons for the
decision and indicating the period during which the system or equipment was
switched off.
(d) If the LRIT equipment is switched off due to the following circumstances, the
Master or Company Security Officer (CSO) should notify the Administration
(technical@svg-marad.com):
- Ship is under repairs, modifications/conversions in dry-dock
- Ship is in port for a long period or is laid up
- When the ship is without electrical power for more than 12 hours
(e) The notification and subsequent agreement should be entered in the Ships Log
Book and the Administration should be advised as soon as possible when the
LRIT equipment is switched on again.
(f) Owners/Companies who intend to leave St Vincent and The Grenadines Flag or
to
permanently
withdraw
their
vessel
from
service

(a) RO should ensure that ships have a valid Conformance Test Report prior
issuing or endorsing the Safety Radio Certificate / the Record of Equipment
for the Safety Equipment Certificate.
(b) If the survey of the radio installation is carried out for a LRIT applicable
vessel and Conformance Test Report is not available onboard, the RO will
issue the Short Term Safety Radio Certificate valid until the end of surveys
window.
(c) If the survey of the radio installation is carried out for a LRIT applicable
vessel at the end of the survey window and there is no valid Conformance
Test Report on board the vessel, the RO should immediately contact the
Administration.
(d) There are no certification requirement for ships of between 300 GT and 500
GT. In these cases, we recommend that owners retain on board the
documentary evidence of compliance. Upon satisfactory conformance test, in
addition to the Conformance Test Report, St Vincent and the Grenadines
Maritime Administration will issue an attestation which shall be retained on
board.

(d) General Requirements
The following should apply:
a) No electrical equipment should be provided in the storage spaces unless it is
certified safe for use in flammable environments.
b) Gas cylinders, including empty cylinders, should be stored in an upright
position and securely fastened with arrangements that permit the rapid
disconnection of the cylinders.
c) A protective cover should be screwed to the head of each cylinder when it is
not in use, or being moved.
d) Storage spaces should be clearly marked with warning signs indicating that
Oxygen and Acetylene gases are stored inside. NO SMOKING signs should
be displayed at the gas cylinder storage rooms.
e) It should be ensured that cylinder valves, controls and associated fittings
should be kept free from oil, grease and paint. Valves should not be opened
with oily hands. Keep oxygen cylinders away from fuel-gas cylinders or
combustible materials (especially oil and grease).
f) Used cylinders should be stored as if they were full and the valves should be
left closed.
g) The cylinders should be hydrostatically tested. Hydrostatic pressure test should
not exceed a period of five (5) years.
h) The storage of acetylene and oxygen in machinery spaces is not permitted.
i) Relief valves should vent to a safe place on the open deck.
j) If two or more cylinders (of the same gas) are connected to a manifold the
supply pipes between the cylinders should be fitted with non-return valves.
k) Cylinders should be placed on wooden boards or similar arrangement so that
they are not in direct contact with the deck plating.
l) All components should be renewed at intervals recommended by their
manufacturer.
m) Points to remember:
- Turn off all valves on completion of work
- Never use oxygen to blow dust from clothing.
(e) Maintenance
It is recommended that a leak test of piping be performed at least once a year.

This should be carried out by using the ordinary operating pressures for oxygen
and acetylene respectively. The gas supply to the pipelines should be stopped by
the central regulator being closed. The pressure in the pipelines should then
remain constant for at least eight (8) hours or all joints/connections tested with a
soapy water solution. If pressure drops or leaks are detected in the pipelines,
the installation should be checked and repaired by a suitably qualified person.
318. CAS survey .........................................................................................................................................
The Administration strictly follows the requirements stated in the resolution MEPC
94(46) as amended. If there is a deviation from the time schedule, the Administration
must be informed about the reasons of deviation. The decision will be taken on a
case by case basis.
The total traceability of the CAS (Condition Assessment Scheme) survey carried out
Classification Society will submit the CAS final survey report to the Administration.
After satisfactory completion of the CAS survey, the Classification Society will
forward to the Administration a copy of the Interim Statement of Compliance.
If the ship does not meet the CAS requirements, she may be submitted for CAS
re-assessment as soon as possible but not later than six months after the date on
which the Administration declined the issuance of the Statement of Compliance.

According to SOLAS Reg. II-2/10.4.1.5, for the installation of the second carbon dioxide
releasing control on ships built before 1st July 2002, not later than the first scheduled

Surveys after detention
(a) When a SVG flagged ship is detained, the Company managing the ship or the
ships Master should inform immediately the Flag Administration and request the
Recognized Organization (RO) to attend the vessel immediately.
(b) When a St Vincent and The Grenadines ship is detained and the Classification
Society is called to attend, the Classification Society's surveyor shall not limit the
inspection to the deficiencies noticed by Port State Control.
(c) If the date of the detention falls within 3 months' window for statutory surveys,
they shall be conducted before the ship sails. In the case of renewal surveys, they
shall be conducted to the extent possible, except for safety equipment and radio,
which shall be completed. A time schedule for the completion of surveys at the next
convenient port shall be set and they shall not be delayed until the next end of the
window.
(d) If the date of the detention does not fall with in the 3 months' window the
Classification Society's Surveyor, after clearing the PSC deficiencies, shall carry out
a general examination of

The ILO recommends for an approved medicine chest with readily understandable
instructions to be on every ship without a doctor on board. The SVG requires every
ship to carry and maintain an adequate medicine chest.
It is assumed that the officer who has the responsibility for the care and treatment

of seamen aboard a merchant vessel will have had training in the administration and
use of the recommended medicines.
It is recommended that the medicine chest be supplied in accordance with the
"Guidance to the International Medical Guides for Ships (IMGS) 3rd edition: Interim
advice on the best use of the medical chest for ocean-going merchant vessels
without a doctor onboard" jointly issued by WHO Collaborating Centres, for the
Health of Seafarers and the International Maritime Health Association.
The SVG requires a Certificate of Inspection for the medicine chest by a pharmacist
or trained medical professional as evidence that the medicine chest has been
examined and complies with aforementioned. Validity of such certificate shall not
exceed one year.
In the case where a doctor is present on board, the quantity and type of medicine to
be kept is at the discretion of the doctor and falls within his/her authority and
responsibility.
Ships carrying dangerous goods (IMDG Code) are required to carry on board, in
addition to the above requirements, a copy of the "Medical First Aid Guide for Use
in Accidents Involving Dangerous Goods".

ship has taken place, this change shall be included without delay in the ship's CSR
File.
Pending the issue of a revised and updated CSR Document, the Company or Master
is requested to complete an Amendment Form (Form 2) showing only the items
changed and attach the original to the current CSR Document. A copy of the
completed Amendment Form shall be forwarded without delay to the SVG.
Additionally, whenever an Amendment Form is attached in date order to the ship's
current CSR Document, details of the amendment shall be entered in the Index of
Amendments (Form 3) and attached to the current CSR File. A copy of the revised
Index of Amendments Form shall be forwarded to the SVG along with the
Amendment Form. Upon receipt of copies of aforementioned documents, the SVG
shall, within a three month period from the date of the change issue the new CSR.
If the original CSR is lost, the Manager should apply for a duplicate CSR and
forward the SVG a "Declaration of Loss". This Declaration of Loss should be signed
by the Master and countersigned by the Company. The SVG will issue another
original CSR stating that it is a duplicate.
In case of transfer from the SVG to another Flag, the transferring Owner is
required to identify the gaining Flag Administration and request a certified copy of
the vessel's CSR File be provided to the gaining Flag Administration. This must
occur prior to this issue of the Deletion Certificate and the CSR showing the
deletion.

Any deficiencies noted by the Approved Nautical Inspector must be rectified by the
Company without undue delay and the London technical department of the BMA
informed by email. If, at the completion of the inspection, more serious deficiencies are
outstanding that affect the structural integrity or safe operation of the vessel or pose a
threat to the environment, the Inspector will consider the vessel to be unsatisfactory.
He will report the situation direct to the London technical department and an
appropriate course of action will then be agreed before the ship can sail.
106. Failure to Arrange an Inspection or Display a COI ..............................................................
The failure to either arrange for an initial or annual inspection within the prescribed
time range or to display a valid Bahamas COI is a deficiency. For a ship to which the
ISM Code applies failure to be in date with respect to the Bahamian annual
inspections will be deemed a non-conformity of the ship's Safety Management System.

All Bahamian vessels of Category 2 and Category 3 tankers are allowed to continue
trading under the provisions of MARPOL Annex I Regulations 20 and 21, subject to

Form B of the IOPP supplement must be brought to the attention of the BMA
before the Form B is issued.
Agreement for the issue of IOPP supplement Form B will be given to the RO by
the BMA only after the conclusion of a satisfactory review.

Ship type 2 meets all the requirements for ship type 3 and also the cargo tank
protection described in MARPOL Annex II/4.1.3.2. Therefore the exemption clause
applies equally to those ships. The Bahamas imposes no limit on quantity to be
carried in any cargo tank, regardless of ship type.
Recognised Organizations should assess individual applications for exemption under
MARPOL Annex II/4.1.3 before forwarding to BMA for consideration and those
applications will be notified to the BMA.

(a) For all passenger ships, the inspection of the outside of the ship's bottom must
be carried out in drydock at least twice in any five year period.
(b) The remaining annual inspections of the outside of the ship's bottom may be
carried out in-water provided that an appropriate Classification Society notation
for in-water survey is assigned to the ship, and:
i) the interval between bottom inspections in drydock does not exceed 36 months,
and
ii) the ship is arranged for in-water survey of the hull. Where practical, tailshaft
weardown, rudder pintle clearance and examination of propeller, stabilising
apparatus and other protuberances are able to be carried out.
(c) Acceptance of an application for in-water inspection of the ships bottom is also
subject to the following conditions:
i) The Owner shall request the Recognised Organisation (RO) to approve the in
water inspection at least four (4) weeks in advance of the intended date of
the inspection. The Owner's proposed schedule and the conditions for
performing the in water inspection must be acceptable to the RO to allow
effective planning and execution,
ii) The Master of the vessel shall confirm in writing that the vessel, to his best
knowledge, has not sustained any grounding or contact damage since the
previous bottom inspection and that nothing unusual has been observed to
suspect that any part of the ship's bottom or protuberances has been
otherwise damaged,
iii) The RO shall review the vessel survey records to confirm current
satisfactory condition of hull and machinery,
iv) The inspection must be carried out by a diving company which is approved
by the RO.
v) The in water inspection is to be performed under the direct supervision and
to the satisfaction of the attending exclusive RO surveyor(s).
(d) The RO shall submit their recommendation to the BMA for acceptance of
in-water inspection where the conditions specified in (a) and (b) above are not
satisfied.

i) confirmation that conditions in ii) below and (d) above are satisfied.
ii) confirmation that there is no overdue Condition of Class, Recommendation,
Memoranda or similar note relating to a defect in any part of the ship's
structure or machinery that affects the ship's bottom. In case of outstanding
items, special consideration will be given for ships which are able to
permanently rectify those items concurrent with the PS Certificate renewal
survey due.
(b) The application referred to in (a) above is to be submitted to the RO for
consideration prior to it submitting the final application, together with its
recommendation, to the BMA for review.
Inspection window
The bottom inspection, either performed in water or in drydock, shall be carried out
within the normal allowable window for PS Certificate renewal survey i.e. within
the 3 months window before the due date of the survey.
Applying for in-water inspection
(a) ROs are authorised to directly consider and, if satisfactory, approve applications
for all ships for in water inspection, in order to achieve the intended two bottom
inspections in drydock in any five year period, as set out in above.
Applications for ships which are unable to comply with any part of above are
to be forwarded to the BMA for consideration, together with the recommendation
of the RO.
(b) Any application for ships of less than 15 years of age, at the time when the
relevant docking is due, to convert one inspection in drydock in any five year
period to an in water inspection are to be forwarded by the RO together with its
recommendation to the BMA for consideration.

For passenger ships constructed on or after 01 January 2007, the watertight doors to
be open during navigation shall be recorded on the Damage Control plan by the
Society after BMA approval.

In order to satisfy the SOLAS requirements for on-board training in the use of
EEBDs, the vessel shall have either:
(a) at least one separate EEBD clearly marked as designated for training, or
(b) the onboard facility to re-instate the EEBD that was used during the training
exercise.

- Passenger ships: 100 % of the total number carried in one main vertical fire zone
but not less than two.

five years or in accordance with the manufacturer's instruction if such testing is
required on a more frequent basis. The test pressure and test date shall be clearly
and permanently marked on the cylinder.
Records of inspection, maintenance and testing shall be retained onboard for
examination. The records must include the test certificates and the inspection status
of each cylinder.

The survival craft must be lowered to the water, or the wire otherwise paid out,
such that the wire bears no weight and there is no more than one layer left on
the drum. The wire shall then be cleaned to facilitate a general inspection of its
condition.
The stationary parts of the wire, i.e. parts resting on or within sheaves and
locking devices, must be given particularly close attention during that inspection.
Once the wire is clean it must be verified as free from corrosion and that grease
had penetrated the whole wire.
After satisfactory inspection an approved type of grease shall be reapplied and the
wire re-wound on the drum as recommended by the manufacturer.
Wires found with corrosion or deterioration to the extent that their strength is
compromised must be replaced, not turned end-for-end.
314. Inspection and maintenance of fixed CO2 and Halon gas installations ..............................
A visual inspection of all cylinders forming part of a fixed fire extinguishing
installation shall be carried out annually by a competent person.
Where the fixed installation is under maintenance and inoperable, alternative
arrangements shall be made for dealing with fires in the protected spaces.
315. Hydrostatic pressure testing of CO2 and Halon gas cylinders .............................................
An annual inspection and maintenance is to be carried out in accordance with the
systems manufacturers instructions and safety precautions. This should include but
not limited to a visual inspection of the boundaries of the protected space for any
modifications that could have created uncloseable openings that would render the
system ineffective. All storage containers should be visually inspected for any signs
of damage, rust or loose mounting hardware. Cylinders that are leaking, corroded,
dented or bulging should be hydrostatically retested or replaced.
At least biennially (intervals of 2 years 3 months) in passenger ships or at each
intermediate, periodical or renewal survey in cargo ships, the following maintenance
should be carried out:
a) All high pressure cylinders and pilot cylinders should be weighed or have their
Cylinder contents verified by reliable means. Cylinders containing less than 90%
of the nominal charge should be refilled. The liquid level of low pressure
storage tanks should be checked to verify that the required amount of carbon
dioxide to protect the largest hazard is available;
b) The hydrostatic test date of all storage containers should be checked. High
pressure cylinders should be subjected to periodical tests at intervals not

exceeding 10 years. Every 10 years, at least 10% of the total number provided
should be subjected to an internal inspection and hydrostatic test. If one or
more cylinders fail, a total of 50% of the onboard cylinders should be tested. If
further cylinders fail, all cylinders should be tested. Flexible hoses should be
replaced at the intervals recommended by the manufacturer and not exceeding
every 10 years. For existing ships which have to date applied the requirements
of Rev.00 of this bulletin for hydrostatic testing of HP CO2 cylinders, the above
testing regime should be applied at the renewal or periodical survey next due
on or after 01 January 2011.
c) The discharge piping and nozzles should be tested to verify that they are not
blocked. The test should be performed by isolating the discharge piping from
the system and blowing dry air or nitrogen from test cylinders or suitable
means through the piping.
With regard to potential leakage and losses to atmosphere in the course of Halon
transfer, and the limited availability of Halon reception facilities, periodical
hydrostatic testing of cylinders containing Halon Gas may be waived on application
to the BMA.
Low Pressure CO2 systems may be exempted from hydrostatic pressure testing,
subject to the following:
(a) The tank is to be constructed of a material which is not ordinarily prone to
corrosion (e.g. Stainless Steel, Aluminium or similar), and
(b) Fittings and inspection of the tank are in accordance with Classification Society
requirements, and
(c) Documentary evidence to show that the tank and associated systems have been
inspected and serviced annually.
(d) The tank shall not be exposed to extremes of temperature or pressure.
316. Specific requirements for Halon gas ...........................................................................................
In accordance with the provisions of SOLAS Chapter II-I on the installation of fire
extinguishing systems using Halon 1211, 1301 and 2402 and perfluorocarbons, such
system is prohibited on all new buildings. New installations on existing vessels are
also prohibited.
Discharge or Loss of Pressure of existing halon gas cylinder
(a) In the event of the discharge or loss of pressure of the halon gas cylinders the
BMA will accept the replenishment of the used cylinders which remain in

satisfactory condition.
(b) The safety of the vessel and its crew remains paramount and if halon gas is
not readily available, the ship will be required to ensure that the affected space
has adequate fire fighting capability prior to departure from port. The adequacy
of any temporary arrangement shall be to the satisfaction of the Recognised
Organization and the BMA, taking into account the relevant guidance in IMO
MSC Circular 775.
Phase out of Halon gas
(a) There is no internationally agreed date for the phasing out of halon. However
there may be local or regional regulations that impose restrictions on the use
and/or phase out of halon. The BMA recommends that Owners make
themselves aware of these restrictions that may be applied by the country to
which the ship is trading.
(b) Owners of ships with existing halon systems should note that the worldwide
stock of halon is diminishing and it is strongly recommended that a plan is
implemented for the replacement the halon system onboard.
(c) Details of any proposed replacement of a system containing Halon must be
forwarded to the Recognised Organization.
317. Examination of portable fire extinguishers

Failure of the LRIT equipment, switching off the LRIT equipment, ceasing the
distribution of LRIT Information, and reducing the frequency or temporarily stopping
the transmission of LRIT information
(a) The BMA will advise the relevant parties if it intends to cease the distribution
of LRIT information and/or reduce the frequency or temporarily stop transmitting
LRIT Information. The Master shall record such notification in the vessel's
Official Log Book.
(b) The Master or Company Security Officer shall notify the BMA in writing
(lrit@bahamasmaritime.com) of the following circumstances that may warrant the
LRIT equipment being switched off:
- ship is undergoing repairs, modifications or conversions in dry-dock
- in port or is laid up for a long period
- circumstances where the ship is without electrical power for longer than 12
hours.
In such cases, the notification and subsequent agreement shall be recorded in the
ship's Official Log Book and the BMA shall be advised when the LRIT
equipment is switched on in order that it can be re-integrated into the Bahamas
Data Centre.
(c) The Master or CSO shall notify the BMA, Recognised Organisation and if
applicable, the port state authorities of any failure of the LRIT equipment. In
such cases, the notification shall be recorded in the ships Official Log Book and
all applicable parties shall be advised when the LRIT equipment is fully
operational.
(d) If the Master deems that there will be a compromise to the safety or security
of the vessel and that this risk would be reduced by switching off the LRIT
shipborne equipment, the Master or Company Security Officer should provide the
BMA (lrit@bahamasmaritime.com) at the earliest opportunity of the equipment
being turned off.
Transfer of flag and ships permanently being taking out of service
(a) Recognising the need to ensure a timely integration of a vessel to The Bahamas
data centre, Companies intending to transfer a LRIT applicable ship/unit to The
Bahamas should provide the BMA with the following information:

instruct the Testing ASP to forward the LRIT conformance test results, in the
required format, to Fulcrum Maritime Systems Ltd as the Manager of The
Bahamas LRIT Data Centre, in order to enable effective integration.
(b) Companies should note that a transfer of flag may require a vessel to undergo
a new conformance test of the LRIT shipborne equipment where the Testing
ASP is not authorized by The Bahamas. It should be noted that the time period
for such conformance testing maybe 48 hours and the vessel does not have to
be in port at the time of the test.
(c) Where a ship/unit is to be transferred from The Bahamas flag or will be
permanently taken out of service, Companies should promptly notify the BMA
and settle all outstanding and pending matters in order to enable the timely
decommissioning of the LRIT shipborne equipment from The Bahamas Data
Centre.
(d) As a vessel has to be integrated to data centre in order to transmit the
required
LRIT
information,
Companies
should
note
that
the
integration/decommission of a LRIT shipborne equipment is critical to ensuring
that affected vessels are not undue delayed for failing to transmit LRIT
information.
321. LRIT conformance test LRIT ......................................................................................................
The conformance test should be conducted before the radio related survey due date.
If the test has been unsuccessful, the vessel should still have documentation
attesting to a conformance test being carried out.
If the survey relating to safety equipment is not harmonized with that of the
survey of the radio equipment and where the safety equipment related survey is
conducted prior to the radio related survey on a ship/unit which has not yet
undergone LRIT conformance testing, the RO should:
(a) issue the safety equipment related certificate with a validity date that should not
end beyond the end of the survey window of the radio related certificate, and
(b) endorse the certificate to reflect that there is no valid Conformance Test Report
for shipborne LRIT equipment onboard.
In the event that the radio related survey is carried out for a LRIT applicable
vessel and there is no Conformance Test Report onboard, the RO shall issue the
short term radio related certificate valid to the end of the normal survey window. If
there is no documentary evidence to attest that effort was undertaken to carry out
the conformance test, the RO should notify the body that issued the ISM Safety
Management Certificate and the BMA.

In the event that the radio related survey is carried out for a LRIT applicable
vessel at the end of the survey window and there is no valid Conformance Test
Report onboard, the RO shall liaise with the BMA in order to determine the course
of action.
Conformance Test Reports: Validity and amendments
In accordance with the provisions of Sections 7.2, 7.3 and 10 of MSC.1/Circ. 1296,
the shipborne equipment is required to undergo a conformance test and a new
Conformance Test Report is required to be issued where:
(a) There are changes to the LRIT shipborne equipment,
(b) The LRIT shipborne equipment becomes not serviceable,
(c) The Bahamas has withdrawn authorisation to the Testing ASP that conducted
the conformance test,
(d) The BMA has been notified by the Recognized ASP that the shipborne
equipment is not operating within the parameters of the Conformance Test
Report and/or in accordance with the LRIT performance standards
(e) The affected vessel has transferred to the Bahamas flag and its Conformance
Test Report has been issued by an ASP that is neither a Bahamas Recognized
ASP nor a Bahamas Testing ASP
(f) The vessel is intended to operate outside the sea area noted on the Conformance
Test Report.
Switching off the LRIT equipment, ceasing the distribution of LRIT Information,
and reducing the frequency or temporarily stopping the transmission of LRIT
information
(a) The Master shall record such notification in the vessels Official Log Book.
(b) The Master or Company Security Officer shall notify the BMA in writing

D PSC matters
401. Preparation for the PSC Inspection

A number of industry bodies (e.g. Class Societies and P&I Clubs etc.) have
produced checklists and guidance relating to preparation for PSC inspection and
Companies may find these useful in ensuring that the vessel is routinely prepared
for PSC inspections.
The BMA expects and requires that every vessel under its registration is
maintained compliant with relevant requirement at all times. Companies are
reminded that failures and breakdowns of equipment need not be a cause for
detention provided that the Flag State and Recognised Organisation have been
advised an soon as the breakdown is experienced, and the Port State has been
alerted prior to arrival. Such reports may be the trigger for PSC Officers (PSCO) to
attend on board and the vessel and crew must be prepared for this attendance.
Masters should recognize that PSCO have an expectation that their attendance on
board will be given full and prompt attention. It is important to establish a
professional working relationship with the PSCO.
402. Training for PSC ...............................................................................................................................

The BMA has noted some inconsistencies in approach and interpretation between
and within various Port States. It is important that senior officers on board are
familiar with the PSC process to ensure that the inspection is carried out in a
manner consistent with IMO Res.A.787(19) as amended - "Procedures for Port State
Control".
This is a publication from IMO and a copy should be carried on board to assist in
a professional participation in the PSC process. Companies are urged to ensure that
the Safety Management System incorporates procedures to prepare for, and to deal
with PSC inspections and detentions to prevent confusion and un-necessary delay.
403. PSC & The International Safety Management Code (ISM) ................................................
Every detention, or other PSC deficiency, is considered to be ISM-related and
companies are required to perform a formal analysis of the root causes and
appropriate corrective actions to prevent similar detainable items arising.
Proper implementation of the Safety Management System on board can be an
effective tool to reduce deficiencies found at PSC and any other inspection.
Unacceptable Causes of detention
There are some causes for detention which are easily identified and are not
acceptable to the BMA. In general terms, such items include those where:
(a) Valid statutory certificates are not onboard the ship;
(b) Deficiencies/failures have not been reported to Classification Society or Flag
State (RO) for agreed acceptance pending temporary arrangements in place;
(c) Equipment has been poorly maintained and/or maintenance has been
inappropriately documented or not documented within the shipboard maintenance
system;
(d) Equipment which requires Flag State/Classification Society/RO approval has
been fitted, modified or removed, or structural changes have been made without
proper consultation with Flag State/Classification Society/RO;
(e) Critical equipment has not been subject to regular testing as required (e.g.
emergency equipment such as fan dampers and emergency fire pump).
404. Reporting and Follow up of PSC detentions ............................................................................
Managers are required to immediately notify the BMA, the Classification Society
and/or Recognised Organisation issuing the affected certificate and the ISM issuing
body, of any detention of a Bahamian registered vessel. In addition, Managers are
required to invite the Classification Society and relevant Recognised Organisation on
board to assist in clearing up the deficiencies.

501. MARPOL Annex VI - Sulphur Oxides (SOx)

Ships operating in SECAs may carry different grades of fuel oils. In such cases,
sufficient time for the fuel oil service system to be fully flushed of all fuels
exceeding 1.5% m/m sulphur content prior to entering a SECA shall be provided.
Such changeovers shall be primarily documented in the Engine Room Logbook,
including:
the volume of the low sulphur fuel oils in all tanks,
the date, time and the position of the ship when any fuel changeover operation
is started and completed.
The Oil Record Book Part I may alternatively be used to record low sulphur
operation. Entries should be made under paragraph (I) additional operational
procedures.
502. Oil record book ...................................................................................................................................
In case of Oil Record Book removal by a former manager, a certified copy of the
last Oil Record Book in use must be left on board for the benefit of the new
managers, with entries covering a period of not less than six months. The copy

may take the form of loose leaves. However such leaves must be suitably bound to
form an accurate representation of the completed parts of the book in its original
format. Certifying of the copy may take the form of a declaration on Company
headed paper, signed and stamped by the ship's Master.
A transfer of any liquid which is required to be recorded in the Oil Record Book
includes draining by gravity, movement by pump or manual method, or any other
means which effects the movement of that liquid from one location to another.
Operations which have the possibility to result in a discharge overboard or tank
overflow of oil or oil mixtures shall be carried out by a responsible officer only.
Other operations which cannot result in a discharge overboard or tank overflow
may be carried out by a junior crew member acting under the direct supervision of
a responsible officer. An example of this is the draining of a leakage tank to a
sludge tank with verified available capacity. Pumping operations should be carried
out only by a responsible officer, especially where error in valve operation is
possible.
Oil Record Book entry must be made directly on completion of the operation. Where
a watchkeeping officer makes a number of similar transfers in the course of a
watch, it is acceptable to enter the total sum of the transfer into the Oil Record
Book as a single entry. An example of this might be several bilges pumped from
the same space to the same bilge holding tank. The period covered must not exceed
six hours and the entry must make it clear that the transfers were made over such
a period.
Each entry must be checked at the earliest opportunity by the Chief Engineer for
accuracy and content. Any necessary amendments are required to be made within
24 hours of the operation carried out. Amendments are acceptable provided that they
are endorsed by both the Chief Engineer and the officer responsible for the
operation. Amendments shall take the form of a single thin line through the
erroneous entry and must include the date of amendment. A corrected entry is to
be made at the first clear line available below.
Each completed and checked page of the Oil Record Book must be presented to the
Master for endorsement without delay, i.e. at the first opportunity during his
working day.
