PEACE AND ORDER

A prosperous community is a healthy and safe place to live in. Hence, a peaceful and
orderly community is a haven of progress. Here in the Capitol, we live by that philosophy. Our
aim is to provide you, our dear Cebuanos, the peaceful and orderly community you deserve. In
order to attain this, we have made measures with the help of course of a few instrumentalities.
Cebu Provincial Police Office
In our aim to protect our constituents and our community, we have put out efforts to
combat crimes. Significantly, the total crime volume has decreased by 16% from 2013 to 2014.
Further, our campaign against loose firearms have been intensified, with 152 persons now
arrested, 241 total firearms confiscated, 174 operations conducted and 130 filed cases.
In our continuous fight against illegal drugs, we have conducted 278 buy-bust operations,
arrested 180 pushers, 188 users and 14 WPs; confiscated 4,427 stalks of dangerous marijuana,
27,032.79 grams of marijuana dried leaves and 34 sticks thereof. Also, we have confiscated
volumes of nubain and shabu valued at a total of Php 2,989,090 by the Dangerous Drugs Board.
We have conducted 154 bust operations on illegal gambling, arrested 220 persons and
confiscated articles worth a total of Php 28,651. We also managed to arrest a few wanted and
most wanted persons as well as recued a number of trafficked children.
Activation of our District Special Weapons and Tactics team has already started in Naga
and those in Talisay City, Toledo City, Bogo City, Carcar, and Danao City. These teams will
soon be strengthened further in terms of manpower, technology and training geared towards
giving them sufficient means in confronting with criminal incidents. Trainings too of the
Barangay Police Assistance Teams that serve as force multipliers in our fight against crime is
still ongoing.
Withal, the numbers would be meaningless if the people do not feel secure in their
persons and individual abode. Truly, making you, our fellow Cebuanos, feel that Cebu is a safe
place and a paradise of progress is our utmost priority. Rest assured, we are doing our best
maintaining peace and security in this Province.
CPADAC
Our Cebu Provincial Anti-Drug Abuse Council (CPADAC) is already functioning and
has created anti-drug abuse programs including seminars to various municipalities to create their
own local anti-drug abuse councils.
Furthermore, aside from professionalized, efficient and effective workplace, we also push
for a drug-free one. So far, we have conducted 7 surprise drug tests 4 in the Capitol Offices and
3 in a few LGUs. Proper actions were consequently filed against those who were found positive.
Through the CPADAC, we have issued a Memorandum Circular urging all component
cities and municipalities to allocate budget solely for anti-drug abuse programs for every town.
We recognize that the drug problem is that cannot be solved overnight. Much effort is
required of us in order to solve this problem. We do not promise to eradicate the whole problem
during this term like magic, for it is impossible. What we can promise is this: that we will
intensify our efforts towards fighting crimes, thereby maintaining a peaceful Province of Cebu.
