Kenya Medical Research Institute
(Kemri) is partnering with the Ministry
of Health and other stakeholders in
awareness campaigns to combat the
prevalence of Viral Hepatitis B (HBV).

The debate on whether Aromat is safe for human consumption has continued to rage. Yesterday, the High Court heard that no
one has complained of any negative Aromat effect on human or
environment for the 13 years the
product has been on sale in the
country.
In a response to the application by the National Bio-Safety Authority that sought to have
the product taken out from the
supermarkets and its importation stopped, Unilever Company Secretary Inviolata Oriwo told
High Court Judge Isaac Lenaola
that no cases have been reported
to the company or any authority
relating to Aromats effect to humans or nature.
Oriwo in her replying affidavit said the product, which is imported from South Africa by Unilever Kenya Limited had been
confirmed by Kenya Bureau of
Standards to be safe despite having some of the ingredients being
genetically grown. I confirm that
one of the ingredients of Aromat,
that is, processed maize flour,
which accounts for approximately
20 to 40 per cent of the product is
derived from genetically modified
maize sourced from South Africa.
It is for this reason that Aromat is
labelled as containing genetically modified material, Oriwo said.
She argued that there is a distinct difference between the organisms (GMOs) and their products, saying the former are capable
of multiplying and spreading but
their products are not alive thus
harmless.Aromat is not likely to
affect fauna and flora, she said.

The National Assembly has ordered that reporting date for new police recruits be postponed, pending a
House probe on alleged recruitment
malpractices.
Deputy Speaker Joyce Laboso allowed demands by MPs that the reporting of the recruits for training be
put on hold until the House investigates the matter, which has generated heat over claims that it was marred
by several vices.
Members demanded that issues of
corruption, nepotism, regional imbalances and discrimination be investigated by the House committee on
Administration and National Security, and a report be tabled before the

Certificates directive
has consequences
Asking headteachers to give students certificates has more consequences than many think. Principals
and headteachers of schools will really feel it. I appreciate the Deputy Presidents idea, it is a very noble one. But
consequences abound.
For one, students are likely not
to pay fees well aware that they will
eventually get their certificates at the
end. Two, it is going to lock out bright
but needy students from sitting exams because principals will want to
ensure all students pay the full fee for
them to sit the exams.
Lets not politicise certificates.

Bungoma County is planning yet
another bonding retreat in Eldoret next
week to heal the frosty relationship
between Bungoma Members of County
Assembly (MCAs) and the County
Executive Committee (CEC).
Bungoma County Assembly
Speaker John Makali said the planned
meeting will help review the working
relationship between the two arms of
the county government that have been
at loggerheads.
The bonding meeting to be held at
Boma Hotel in Eldoret on July 31, 2014,
has been sponsored by the National
Democratic Institute to enhance better
understanding of roles between the CEC
and MCAs.
The two arms of government will
be exploring means of minimising
wrangles that continue to derail
development in the county, said Mr
Makali.

Several police officers attached to
Ololulunga and Mulot police stations
have been transferred by Inspector
General of Police David Kimaiyo.
In Ololunga, nine officers,
including OCPD Isaac Meme, have
been transferred to stations in North
Eastern, Moyale, Central and Eastern
regions.
In Mulot, the acting OCS Bernard
Githaiga was among the 10 officers who
were transferred. Only three officers in
Mulot and one atOlolulunga were not
transferred.
Several officers have been moved
to other stations in the county. The
transfer of officers in Narok is normal,
said area County Police Commander
Samuel Mukindia.

A traffic police officer was yesterday seriously injured after he was run
over by a motorist at Salgaa along the
Nakuru-Eldoret highway.
The officer, Calib Natan, was
crashed while flagging down a speeding vehicle.
The officer sustained serious injuries on his head, neck and left knee
and was rushed to hospital in Nakuru.
Rongai OCPD Joseph Mwamburi
said the driver was pursued and arrested. The vehicle was towed to Salgaa Police Station.
Police officers are investigating the incident to arraign the owner of the vehicle in court and charge
him with breaking traffic rules, said
Mwamburi.
He urged the public to respect police officers on duty.

National Assembly Deputy Speaker Joyce Laboso has called on governors to drop their push for a referendum that seeks to compel the National
Government to allocate more funds to
the county governments.
Dr Laboso said the governors
should instead push for legislation

the total national revenue be sent to
the counties.
A referendum is a very expensive
exercise. Instead of making the country incur such a huge expense, the
governors should approach the two
Houses and convince them so that
their demands be anchored in the
Constitution, she said.
Speaking in her Sotik Constituency yesterday, Laboso said the push by
governors will portray ubilee as being
anti-devolution yet it has fully supported its implementation.

Muranga County Assembly Public Investment Committee has recommended that vehicles owned by
the county government be fitted with
tracking devices.
The assembly had been tasked
with formulating a policy to regulate
use of county government vehicles to
enhance service delivery.
It had also been established that
some county officers did not have vehicles to facilitate their movement.
The committee chaired by Kahumbu Ward Representative Erick Kamande also recommended that vehicles
be branded with visible identification
to curb misuse.
In a report tabled in the assembly by nominated MCA James Kagoni, the committee also recommended
that vehicles assigned to County Executive Committee Members should
only be used for official purposes.

Meru County Assembly has passed
a Motion that seeks to recognise the
role played by the Njuri Ncheke in the
community.
That is one among a raft of proposals contained in a Motion brought
before the House by Gideon Kimathi
Mutwiri, who represents Abogeta East
Ward. He is also the deputy speaker.
Kimathi said Meru has a rich cultural history that is integral to the social welfare agenda of the county government, yet enough has not been
done to preserve the culture. The Motion urges the Meru County Executive
to institutionalise the Njuri Ncheke as
a measure of preserving the communitys cultural heritage.

Nairobi County needs Sh12 billion to lay off 9,000 county employees, Governor Evans Kidero has said.
Mr Kidero said Nairobi only needs
6,000 employees out of 15,000 it has
employed currently.

the National Government. We cannot
lay them off because we need Sh12
billion to compensate them, said
Kidero.
The governor said the Sh9.7 billion allocated to Nairobi County last

Angry mob lynches
suspected chicken thief
A man, 28, was yesterday lynched for
attempting to steal from a home in Malava
Sub County.
The man, identified as Malaku Mulupi,
was killed after he reportedly stole 15
chicken and three plastic chairs.
The deceased is said to have been the
leader of a nine-man gang that has been
robbing residents of Malava.
Keya Kwalanda said he raised an alarm
when the gang broke into his house at
around 3am.
Kakamega North Senior Assistant Chief
Daniel Simiyu said neighbours responded to
the distress call and lynched Mulupi.
He was frogmarched to the road side
where he was stoned to death and his body
set ablaze, Simiyu said.
He urged residents to shun mob justice
and report crime incidents to relevant
authorities for action.
The body was taken to Webuye District
Mortuary.
And police have launched a manhunt for

Four teachers of an academy in
Tongaren Constituency were on Tuesday arrested while attempting to sit an
exam on behalf of some candidates of
a private teachers college.
They werearrested by police officers after being caught red-handed in
an examination room by supervisors.
The four were discovered by teachers at Western Teachers Training College in Tongaren Constituency when
they turned up to sit for a national P1
examination on behalf of other candidates.
Confirming the incident, Tongaren
Sub-county Education Officer George
Ogando said that posing as a duly registered candidate and sitting an examination on behalf of another student was an offence.
The education boss cautioned colleges in the region against involving
themselves in national examinations
cheating, adding that those caught
will be punished .
The irregularities attract a jail
term, said Ogando.
The four were later arraigned before a Kitale court charged with impersonation.

conduct live and or recorded interviews of guests and

Research stories to ensure that the content is legitimate
and truthful

Bribery allegations marred
Kenya Police Service recruitment exercise concluded last
week but nowhere have the
claims been more intense than
in Nyamira County.
The Standard has learnt
that some families sold land a
few weeks to the recruitment
exercise in its readiness. The
recruitment was also interfered with by influential businessmen and politicians who
were reportedly canvassing
with senior police officers to
have their candidates get recruited.

been accused of interference,

recruiting officers.

who is alleged to have received
the Sh250,000.
There were also claims candidates were paying at least
Sh10,000 at Nyamira County
Hospital in order to pass the

up to audit
county funds

Kakamega County Government
has set up a team toaudit all its activities and facilities.
This comes weeks after the Auditor-Generals report revealed massive
anomalies in county expenditures.
According to the county auditor
Charles Tunga, the team will oversee
all operations in the county to ensure
all officials are held accountable and
funds are not misused.
We have started project monitoring before we officially start off auditing all public institutions in the county where each person shall be held
responsible and accountable for everything under their watch, he said.
MrTunga said the county had
not done an audit of the health sector which, however,had carried out its
own internal routine support supervision to establish its performance and
stocking of drugs in 135 public health
centres.

New equity fund
targets SMEs
Ascent, a Kenyan private equity
firm, has raised Sh4.3 billion
($50m) for investment in growth
enterprises across Eastern Africa.
The company management said
the money will be invested in 12
fast-growing small and medium
companies in Kenya, Uganda and
Ethiopia. Ascent capital advisory
services partner, David Owino,
announced during the launch
of the fund that the size of the
investment in the said companies
will be between Sh87 million and
Sh870 million (US$1 million and
US$9 million).Owino lauded the
local pension funds regulatory
body, Retirement Benefit Authority
(RBA), for allowing pension funds
to invest in the private equity
asset class. He said the alternative
asset class presents the pension
funds with exciting investment
options in untapped markets.

The International Finance Corporation (IFC), a private sector lending arm of the World Bank, will inject
Sh5.9 billion ($70m) into National
Cement Company Limited, a member of the Devki Group Of Companies formed in 2008.
The cash injection will enable the
Athi River-based firm expand operations, increase local supply of cement
and promote infrastructure development in Africa.
This is part of the Sh6.4 billion deal
that was agreed upon in February between IFC and the cement firm.
Under the arrangement, IFC will
provide $55 million in debt. In addition, IFC and the IFC African, Latin
American and Caribbean Fund will
inject $15 million in equity into National Cement and will have a seat on
the companys board.
IFC investment will enable the
firm to multiply its production fivefold to 1.7 million metric tonnes per
year. National Cement plans to expand its cement factory in Nairobi,
creating over 6,000 jobs.
Small businesses that transport

general services will also benefit economically.

The much-hyped Nairobi Securities Exchange (NSE) initial public offering (IPO) kicks off today with the
public expected to subscribe to at
least 500 shares priced at Sh9.50 per
share.
The exchange which demutualised
last month is offloading a total of 66
million shares to the public in a development expected to set the stage
for its eventual self-listing in September 9.
Of this, a total of 63.5 million
shares are up for grabs by the public
while 2.5 million shares have been reserved for the employees of the NSE.
The proceeds of the offer estimated at Sh627 million will be used by the
60-year-old exchange to pay off an
outstanding mortgage loan of Sh160
million secured from KCB to partly finance the purchase of its six-storied Tosica Centre located at 55 Westlands Road.
The funds will also be invested in
new infrastructure to support NSEs

provide seed capital towards the settlement guarantee fund for futures.

The Retirement Benefits Authority (RBA) targets to grow the pension industry coverage to 20 per cent in the next
five years.
The pension industry regulator also intends to increase assets from the
current Sh696.68 billionto reach Sh1.02
trillion by June 2019. RBA Chief Executive Officer Edward Odundo yesterday
said the ambitious strategy will be fasttracked to encourage high growth as well
as bring on board more contributors.
This will be possible through targeted awareness programs and products designed to reach out to segmented groups.
The authority will also pursue automatic
enrollment, said Odundo. He said RBA
will create a facilitative legal framework
to encourage product diversification
and improve returns on savings. It will
also review the National Pension Policy with a view to encouraging growth.
In the Strategic Plan (2014-2019), Odundo
said that the pension industry has been
facing challenges key among them how
to bring on board the Jua Kali artisans.
A developed pension system will
have secondary effects on mobilisation of long term savings. This will spur
growth of pension assets, he added.
Total industry assets grew by 99 per
cent in the second half of 2013 to stand
at Sh696.68 billion as at December 31,
2013. Odundo said the amount is made
up of Sh564.82 billion held by fund managers and insurance issuers, Sh92.86 billion is internally administered by National Social Security Fund (NSSF) and
an additional Sh39 billion of property investments directly managed by
scheme trustees. The assets under fund
management include Sh43.4 billion of
NSSF funds that are externally managed by the six contracted managers.
To ensure the informal sector joins the
pension industry, RBA launched the
Mbao Pension scheme in 2011. Jua
kali artisans contribute a minimum
Sh20 every day. As at mid of March this
year the scheme had accumulated more
than Sh75.8 million and membership increased to more than 53,230 people.
Interest income
lifts NIC profit
Kenyas NIC Bank Ltd posted a
10.7 per cent jump in pre-tax profit
for the first half of this year to Sh2.91
billion, the bank said yesterday.
The mid-tier lender, which also has operations in Tanzania and
Uganda, attributed the profit rise to
a jump in its net interest income, a
drop in provisions for bad debts and
an increase in fees and commissions.
Net interest income rose 10 per
cent to Sh3.78 billion, while loan loss
provisions dropped 42 per cent to
Sh198.66 million shillings. Operating expenses increased by more than
Sh200 million.
To fund this growth in advances,
the deposit base increased to Sh3.5
billion as at June 2014, reflecting a 17
per cent growth from Sh80 billion recorded in June 2013.
The Groups capital base as at June
2014 stood at Sh19.2 billion, a growth
of Sh2.3 billion over June 2013, with
key banking regulatory requirements
in excess of the minimum thresholds
set by the Central Bank of Kenya.

Somali lawmaker shot
dead in drive-by shooting
Gunmen killed a Somali lawmaker
in a drive-by shooting in the Somali
capital, Mogadishu. Lawmaker Saado
Ali Warsame, who also was a popular
singer of Somali folk music, was
shot dead by gunmen who pulled up
near her car as she was being driven
to a hotel, said Somali police Capt
Mohamed Hussein. Warsame became
the fourth lawmaker killed this year
in militant attacks that increasingly
target members of Somalias
parliament. Warsames driver was also
killed in the attack which happened in
Mogadishus Hodan district, considered
to be one of the safest places in the
seaside city.

Vehicle bomb kills 2, hurts 8 in
Thailands Islamic insurgency
Police say two people were killed and eight other
civilians wounded by a vehicle bomb in Thailands
violence-plagued south. Police Col Chamlong Suwalak
said suspected Islamic insurgents detonated an
improvised explosive device hidden in a pickup
truck parked near a cockfighting ground in Pattani
provinces Kok Pho district. He said two women, aged
31 and 74, were killed and a 12-year-old girl was among
those severely hurt. Another woman and six men
were the others injured. More than 5,000 people have
been killed in Thailands three Muslim-dominated
southernmost provinces since an Islamic insurgency
erupted in 2004. The insurgents often target soldiers,
police and civil servants.
Wrecked Concordia
cruise liner finally
headed for scrapyard
The rusty hulk of the Costa
Concordia cruise liner began its
journey to the scrapyard after
a two-year salvage operation
off the Italian island where it
capsized two years ago, killing 32
people. Boats sounded horns and
church bells rang as a tug boat slowly pulled the wreck of
the liner, which was around two-and-a half times the size
of the Titanic, away from the island of Giglio, accompanied
by a convoy of 14 vessels. Salvage workers gathered in bars
at the port to celebrate after completing one of the largest
maritime salvage operations in history.

In a blow to Israels economy and a public relations
coup for Hamas, US and European air carriers halted
flights to the Jewish state citing concern over a militant
rocket from Gaza that hit a
house near Ben Gurion airport. Israel urged a re-think,
saying its air space was safe.
Adding to pressure on Israel, UN High Commissioner for

there was a strong possibility it was committing war

We will be making our debut in
next months national games in Kakamega but not as underdogs, said
the schools coach Swaleh Sunda
Abdalla.
We met tough challenges at the
Mombasa region games and we are
set for the nationals, added Abdalla after guiding the school to win
the Mombasa region football boys
trophy.
The team upset the immediate
former champions Tononoka Secondary School 2-1 in the final last
weekend at Kwale High School.
Coach Abdalla said most of his
players are Muslims and were fasting despite winning the title.
We are happy that the boys
would not be fasting during the period of the national games and I expect them to unleash their winning
formula, said the coach.
This seemed to be a good year
for my team and our focus is to win
the national trophy and qualify for
the East and Central Africa school
games set for Dar es Salaam, Tanzania next month, added Abdalla.

The Swahili hospitality welcomes
one at the Lamu-made door. The exquisitely crafted door frames command respect and admiration as they
are intricately handcrafted by talented
artisans from the Kenyan Coast. Internal doors are made from solid mahogany wood, with most of the light coming in through the aluminum sliding
doors in the balconies.
The rooms are spacious, with
floors finished using porcelain tiles.
In line with current European trends,
the designer has used a toned down
natural light colour scheme punctuated with stone finishes to create a luxurious contemporary cosmopolitan
ambiance.

in Mombasa from early IBEA Co period was

In 1890, British Court was instituted by

So far, CMA has licensed five Reits
managers. In the first quarter of this
year, CIC Asset Management, Fusion
Investment Management and Stanlib Kenya were issued with licences
by the CMA to be identified as Reits
managers. CMA had in December
2013 licensed Centum Asset Managers and UAP Investments.
Reits managers are to provide real
estate management services to Reits
schemes, but not a single one has applied for a licence to operate a scheme.
A licence for a scheme would allow
the actual investing and putting up of
money for buying of units by the common citizen retail investors.
It is becoming apparent that unless financial regulations, institutional policies and individual perception
are urgently addressed, Reits will be
just another pipe dream in the financial and real estate sectors.
Last year, in a presentation to
stakeholders, CMA said discussions
were underway with the Kenya Revenue Authority (KRA) to make changes
to Section 20 of the Income Tax Act to
align Kenyas Reits operations with international practices.
One of the key changes recommended by CMA was that Reits
schemes be non-tax payers except for
withholding obligations on interest,

lobby KRA to make the changes to allow Reits schemes to be non-tax payers. That is yet to happen, he says.
According to a research done by
Visa Capital Limited for the CMA - A
Study on the Viability of Real Estate
Investment Trusts in Kenya in order
for Reits to be effective in the country,
CMA must ensure that KRA recognises any fiscal incentives given by the
Government. Without this level of cooperation, Reits will not succeed.
The clash between Reits managers
and KRA does not stop there. The revenue authoritys VAT practices are also
considered unfavourable for business
activities in capital-intensive, liquidi-

All these costs carry a Value Added Tax (VAT) component, which are
considered business expenses and
are hence deductible and refundable
to the developer once the project is
complete. After producing the receipts and books of accounts showing
the claim, developers are supposed to
be awarded the VAT refund.

Away from the foreign investors,
there are fears that the local retail
investors have been forgotten. After
pyramid schemes that rocked the
Kenyan market in the early years of
the Kibaki administration, Kenyans
became wary of investing in financial
securities.
The uninformed decision to invest
heavily in Safaricom shares only for
it to trade way below the IPO price
weeks later made many Kenyans fear
the stock market.
Real estate is a favourite form
of investment among Kenyans. The
problem is creating awareness of the
Reits opportunities and making them
interested in it. This would help push

Good idea
Last week, I interviewed KCBs Acting
Mortgage Director Sam Muturi, who told
me that KBRR is a good idea. However, he
said, there are many factors to consider
before they can reduce their lending rates.
KCB is currently marketing their mortgage rate at 12.9 per cent, which seems a
bit reasonable given the average mortgage

dated March 2014, Kenya, Ghana and
Nigeria have witnessed a rising takeup of life and non-life insurance services. Titled, The Africa Market Review:
Gearing up for Sustained Growth, the
report noted that premiums have
been growing by double digits, fuelled
mainly by the non-life sector.
The report said that insurance premiums in Kenya stood at Sh112 billion
in 2012, a 24.5 per cent growth, with
non-life insurance standing at 65.8
per cent.

percentage of forested area was 72.9,
according to the World Bank.
n Kenya however, we are not yet
privileged to have as much forested
area with such quality timber products. This means most of our logs will
have to be imported, a very achievable process, especially if developers were to pool their resources and
venture into this lucrative and unique
construction concept.
Challenges of log homes in Kenya
Log homes are relatively a new concept in Kenya and in Africa at large.

This is probably the biggest challenge and we will not lie by telling
you they are cheap. Cost of the logs,
cost of importing, transporting them
to site and assembling them into the
final home is indeed high. So, no
one should imagine that log homes
will be cheaper than standard stone
houses.

Many would wonder about the
lifespan of log homes and their permanency in a tropical country like
ours. Log homes have survived up to
150 years in European countries and
are known to be durable for many
years to come. Like all normal

Rotting
Fire hazard
This is a very common concern to
us. When you start a fire in the fireplace or build a campfire, you start
with small pieces of wood, not large
solid logs. Did you know that many
stone houses that burn down are
largely due to the heat that ignites
flammable materials even before they
come into contact with the actual fire?
A solid log wall is resistant to heat due
to its mass. Logs have the advantage
of resisting heat, ensuring minimal
heat transfer to other rooms in case of
a fire. It was observed in Australia during a fire outbreak that all the homes
the fire came into contact with were
razed down, except for log homes.
Cost of insurance
Insuring a log home is just like
insuring any other ordinary house.
By installing sprinklers, fire sensors
and alarms, fire extinguishers and all
other measures safeguarding a house
against perils that can befall any other
property, you substantially reduce the
premiums to be paid in insuring a log
home.
Pest attack
Many people, even outside Kenya, express their disinterest in the
log homes technology because they
think termites and other wood boring
Yes, wood does rot, but only between the moisture content of 30
per cent to 60 per cent. There is no
such thing as dry rot as wood must
be moist to rot. So a properly designed log home with adequate roof
overhangs, rain gutters, down spouts
and periodic maintenance, which includes wood treatment, will see log
homes last for generations.
Construction
completion period: There are
those that think log homes take
months to complete because of the
complicated nature of assembling
the logs. The log walls go up quickly
by those who are knowledgeable
about log construction.
A professional designer or architect will send all the correct measurements of the logs to the supplying
company who will in turn cut the logs
into different lengths, shapes and
thickness, then have them exported
to the client with each log marked
where it will fit during assembling.
Then with a team on the ground
who have learnt how to assemble
the logs, it will take them almost
half the time it takes to complete a standard stone
house.

There are success stories of log
structures right here in Kenya. They

Bank has lowered
its mortgage lending rate to 10.9 per
cent in a grand sale offer that
started on July 15 and will
last 45 days until August 31.
The new rate is 1.77 per cent
above the Kenya Banks Reference Rate (KBRR).
Although the reduced
mortgage rate remains unaffordable to many prospective
home owners, other commercial banks must borrow
a leaf from StanChart and reduce lending rates. The lenders could even encourage
more clients purchase homes
on mortgage by embracing
gentlemanly ways of ensuring defaulters pay up.
Dispute resolution
For instance, there are
forms of Alternate Dispute
Resolution (ADR) entrenched
in the Constitution that
banks can embrace to maintain cordial relationships
with defaulters.
Article 159 (2) (c) of the
Constitution encourages the
use of ADR (reconciliation,
mediation and arbitration)
in dispute resolution, which
could eventually lead to a
significant drop in non-performing loans.
Other legal methods may
include debt rescheduling,
partial discharges and negotiated settlements instead of
rushing to court seeking orders to foreclose and eventually auction property.
The
alternative
way
of settling disputes not
only saves time and money compared to litigation
which drags in courts.
In mediation, both the lender and defaulting client will
be in charge of the outcome
while the mutually settled on
mediator steers the process
as long as parties are committed.

for repayment of the loan
